  • Recently, municipal governments worldwide began implementing information and communications technologies (ICTs) and

    new management methods. These have laid a solid foundation for the development of secure, stable, and efficient social

    and economic environments, ensuring sustainable, healthy, and continuous development.

    Based on its in-depth understanding of public security services and valuable experience in ICT system development, Huawei

    worked with business partners to provide comprehensive, HD, efficient, flexible, and secure solutions. These solutions could

    significantly improve the level of municipal management, allowing administrative personnel to timely, accurately, and

    proactively process incidents. Among these solutions, Huawei's safe city solution was the most renowned.

    Huawei's safe city solution helped integrate, manage, and analyze information resources. Government agencies were able

    to obtain incident information and respond promptly. The solution was an impressive array of application systems and used

    cutting-edge technologies. For example, distributed storage and query technologies improved resource query efficiency and

    accuracy, and level-6 security protection technologies directly lowered construction and maintenance costs. The solution

    used the unified management and analysis platform to enhance collaboration between application systems, and integrated

    with these systems to form a comprehensive safe city video surveillance system.

    Huawei Safe City Solution

    Rapid economic and city development brought an increasing amount of security issues, covering a variety of fields, such as

    production, livelihood, environments, technologies, and information transmission. Recently, widely used ICT applications

    helped city administration personnel better safeguard the public for large-scale events, such as sport games and exhibitions.

    Huawei studied the public security industry exhaustively and realized that most existing safe city systems faced the following

    challenges.

    Governments needed to solve these issues with properly design solutions that used advanced technologies and open

    architectures. As the market requirements changed and technologies evolved, safe city projects were developing under the

    principles of HD, mobile, intelligent, and convergent. Solution providers were required to offer ICT solutions that featured

    multi-layer networks, professional service systems, practical applications, and intelligent analysis services. Huawei's safe city

    solution featured highly available systems and state-of-the-art technologies, and helped government provide better public

    security protection.

    The safe city surveillance and warning system focuses on video surveillance services and can be classified into seven layers:

    video surveillance sites, social surveillance resources, police stations, branch surveillance centers, main surveillance centers,

    branch user control terminals, and provincial surveillance centers. The system uses the video surveillance network as the

    basic network platform to integrate multiple applications in the same city and uploads video to upper level departments.

    The system can collect and analyze surveillance information and offer incident warning services.

    The solution uses advanced video compression and network error correction technologies that feature Hi-Fi and high

    compression ratio. Compared with the industry mainstream H.264 coding solution, this cutting-edge design reduces

    network bandwidth required in video transmission by 50% without compromising video quality. The solution can also take

    high-quality snapshots in harsh environments with fog, dust storms, low illumination, and heavy rain. The intelligent analysis

    module can identify, compare, and recognize objects in HD images, and generate notification or alarms when detecting

    exceptions. While most existing video surveillance systems can provide only video recording services, Huawei's surveillance

    and warning system can proactively detect exceptions and generate alarms, allowing incident prevention.

    HD video at low bandwidth: Uses highly efficient H.264 High Profile compression technology to compress 1080p video

    to data streams whose bandwidth ranges from 4 Mbit/s to 8 Mbit/s for network transmission, lowering network traffic

    pressure.

    Image quality enhancement: Adopts image enhancement technologies and histogram transform algorithms to perform

    the grey equalization operation on HD images. Utilizes curve fitting and image edge detection technologies to enhance

    the quality of images taken in harsh environments with fog, dust storms, low illumination, and heavy rain.

    FEC: Employs Huawei-proprietary forward error correction (FEC) technology to ensure image quality when 5% packets

    are lost, allowing users to have high-quality video surveillance services when network conditions are unfavorable.

    Safe City Solution

    Cities have complicated video surveillance environments, including roads, campuses, buildings, and areas where cable connection is unavailable. To meet service requirements in different application scenarios, Huawei leveraged LAN, WLAN, and xPON technologies to offer diversified network access modes. These modes enable large-bandwidth and highly reliable network connection, and ensure timely and efficient transmission of live video surveillance data. For areas where a cable connection is unavailable, Huawei uses microwave, LTE, and solar power supply technologies to provide long-distance data transmission and power supply services.

    Video Storage System

    Urban video surveillance systems have the following features:

    Wide coverage: Urban video surveillance systems are usually managed by public security departments at multiple levels

    to provide complete video surveillance coverage for cities.

    Massive PU access and long video storage period: The video storage period usually ranges from one to three months.

    Increasing number of safe city projects are using HD data streams to storage video recordings.

    Complicated network structure: Safe city video surveillance systems usually have multi-level, multi-layer, and tree-style

    network structures. Surveillance sites browse live surveillance video based on their rights.

    Huawei's safe city video storage system provides NVR, VCN, IPSAN, and cloud storage modes, meeting diversified storage

    service requirements in different application scenarios. Users can flexibly select storage modes based on the onsite

    The intelligent video surveillance (IVS) management platform provides comprehensive video surveillance services, including

    live video surveillance, video recording, alarms, intelligent analysis (including video quality diagnosis, behavior analysis, and

    facial recognition), intelligent storage, voice intercom, voice broadcasting, advanced e-map, mobile surveillance, and

    operation management, significantly improving video surveillance efficiency. The solution substantially improves public

    safety investigation efficiency. The IVS management platform has high scalability and open architecture, and uses secondary

    IVS Management Platform

    The large-scale development of public and private video surveillance and warning systems substantially facilitates public

    security departments' case investigation. Video-based investigation has become the fourth major investigation method after

    criminal investigation, technical investigation, and network investigation. However, video-based detection still needs

    massive manual operations due to the lack of intelligent analysis applications. Public security departments spend valuable

    time and resources in checking video clips. If a case involves multiple surveillance sites, relevant surveillance video may have

    huge size and require long check period, which lowers case investigation efficiency.

    The video query application is a set of professional video and image analysis software that helps public security departments

    manage and collaborate video data, invoke and format images, improve video query and check efficiency, and enhance case

    investigation capabilities.

    Highlights:

    Unified video process: Automatically identifies and processes video in different formats, allowing users to browse live

    surveillance video on different PUs.

    Intelligent abstract compression: Performs time- and size-based video compression. Filters static images to create

    abstracts and allows users to briefly view surveillance video, improving video query efficiency.

    Object-based video query: Identifies moving objects, such as people and vehicles, and creates indexes based on the

    recording time, enabling users to quickly identify objects in video analysis.

    Trace detection: Records traces of moving objects and sets tripwire conditions for video analysis, allowing users to

    quickly locate objects.

    Video editing label: Supports frame extraction during video playback, letting users capture key images for further usage,

    use the captured frame as a playback index, directly edit the captured frame, and attach labels to the captured frame.

    Incident management: Provides large and reliable storage space, simplifying centralized and incident-based video

    Convergent Command Center

    The convergent command center is the core of a city's public command management system. The center uses the computer

    aided dispatch (CAD) system to manage services, and deploy a variety of terminals, such as IPCs, detectors, sensors, and

    alarm switches to collect onsite information. The geographical information system (GIS) visually displays information on

    electronic maps. In incident processing, the command center can obtain HD onsite snapshots that provide more detailed

    information to simplify decision-making. When emergency contingency plans are activated, the command center uses the

    dispatching system to deploy police and medical aid resources. The trunking communications system ensures the smooth

    communications and sends onsite information to application systems to enhance cross-department service collaboration in

    incident processing.

    The multimedia trunking system is a professional broadband trunking system developed from mature fourth generation mobile communications system (4G) TD-LTE technologies. This system has professional trunking-communications performance, high system reliability, real-time data transmission, and multimedia dispatching capability. Users can dispatch services using voice, data, texts, images, video, and positioning information. When obtaining onsite operation data, such as surveillance video, users can import the data into the system in a real-time manner for storage, and interact with other departments to perform unified command and dispatch, ensuring secure operation, lower energy consumption, security risk control, increased service quality, and improved enterprise benefits.

    The Moscow municipal government started to develop the safe city project since 2002 after witnessing a string of public security incidents, such as Podshipnikov Zavod hostage-taking incident and suicide bombing in Lubyanka and Park Kultury.

    Over 120,000 analog cameras were deployed to cover 80,000 gates and key areas.

    Most video surveillance devices were outdated and could not meet service requirements. The local government needed to upgrade the system to cope with challenges in the all-IP era.

    Huawei deployed the HD vandal-proof cameras and used industry-leading H.264 coding technologies to enable HD video surveillance with lower bandwidth.

    The solution provided open SDKs to facilitate platform interconnection and resource sharing.

    The solution integrates analog and IP cameras to support public security protection, laying a solid foundation for HD intelligent video surveillance services.

    Huawei makes full use of existing resources in solution delivery to optimize system development and reduce investment costs. The system promotes the development of Moscow's all-IP safe city project and improves governments' the capabilities of

    utilizing comprehensive network applications.

    Lijiang River is one of China's national-class five-A scenic spots and ranked fourth in the National Geographic's top 10 miracles of water in 2012.

    Unauthorized raft business brought challenges to public security protection, and illegal fishing damages the ecosystem along the river.
