Report from the Executive Director 2013

Partnership. We are very grateful for the partnership we have with your church family. As a group of member churches working together you have joined with other churches to impact your community and to provide direct assistance to the member churches of the Tryon Evergreen Baptist Association. All of this is made possible by the ongoing efforts of churches working together in providing support, resources, talents, and very practical hands-on efforts from individual Ministry Staff members and Laity. Your Association is committed to assisting member churches in fulfilling their call to the Great Commission. Our focus as an Association in serving member churches is on four main areas:

Church Planting / Missions – helping churches plant churches and form mission partnerships. Church Strengthening – helping churches to strengthen their basic ministry programs. Church Health – helping churches become healthier so they can fulfill God’s purposes. Leadership Development – helping leaders grow in ministry leadership, service and effectiveness.

In addition to these ministry concentrations the TEBA has sought to foster a climate of fellowship and support between our member churches. In a very real way the ministry of the TEBA is fully dependent upon the participation and support of our member churches as we receive all of our support from member churches. We have included a summary of some of the ministries that have occurred during 2013 because of your faithful commitment and a record of our member churches contributions. While we would not be able to list every effort or partnership connection that has been made, it is important to us that you know that your support and participation has made a tremendous difference. On a regular basis, assistance is given to member churches or their leadership that cannot be reported due to the sensitivity of the situation – but your support has meant that resources and effective assistance was available to respond to their needs. CHURCH DEVELOPMENT ASSOCIATE REPORT FOR 2013 What a world-wind year this has been. But I can say it was a fantastic year, for me, my family and the ministry of TEBA. I was so blessed to attend my youngest son’s graduation from ETBU with his Master’s in Theology, to be present when he married our newest daughter-in-law, Hannah and to walk across the stage at Midwestern Baptist Theological Seminary in May as I received the DMin. in Church Revitalization. It is the intention of TEBA to be proactive in helping churches be healthy and productive. I had the joy during my sabbatical to gain the certification in the Church Health Survey process. I want to take this opportunity to once again express my heartfelt gratitude to all who made my doctoral journey a reality. Thank you to Dr. Yancey and the staff for their encouragement and support along the way. We desire to help churches reinvent themselves while the church is in a stabilized and healthy status, before any decline hits. I have developed several new training modules that can help your church evaluate ministry needs NOW and keep your congregation on that healthy track. In 2013, I performed 26 pulpit supplies (preaching or leading music). I taught local and national breakout sessions for Church Revitalization and Discipleship training events, performed church health assessments and ministry evaluations, and offered both Pastor Search Trainings and Church Health assessments. We held our Kids Life Kamp at Carolina Creek Christian Camp, near Riverside, TX for 2013. There was way too much walking but we still had two great camps. We had 583 campers in Camp 1 and 608 in Camp 2. There were 43 decisions; 17 of which were for salvation. Next year, we will have room for about 1600 campers, all three venues and LOTS LESS walking. The TEBA Senior Adult Council blessed 7 high school students with college scholarships. The SAC had another great retreat at Camp Allen in Navasota, TX. They participated in Music Rallies at FBC, Huntsville, FBC, Groceville and Spring BC. 2014 ministry opportunities – In September, EQUIP 2014 will feature the multi-class training event with courses to meet the needs of the volunteers in workers in any size church. The training event will include courses for every age group and virtually every ministry of the church. The 2015 EQUIP will feature guest speaker, Dr. Gary L. McIntosh, Professor of Christian Ministry and Leadership at Talbot School of Theology, Biola University and founder and president of the Church Growth Network. The TEBA Media Library has added new Bible Studies and materials on Church Health, Church Growth, Church Revitalization, Making a Good First Impression and Assimilation. The Special Events Trailer is still available and continues to be an effective tool of evangelism. The Church in a Box is setting and available. We have three mobile industrial buildings that are all placed and providing needed space. We are in communication with four churches who desire the Church Health process for 2014. Thank you for your association’s friendship in Great Commission ministry. Our mission statement expresses our intent to facilitate the Great Commission ministries of the associations in Texas. You are important to the SBTC. Each year we send a representative to hear reports of what God has done during your past year. We are encouraged to hear of new churches, effective ministries, and lives transformed by the power of the gospel. This little brochure offers just a selection of the highlights of our year at SBTC. We hope that you find it encouraging. We pray that we can work together even more closely in the coming year and that God will use that relationship to reach Texas and touch the world with the good news of our Lord Jesus. Language Ministries trained over 900 people during five Hispanic regional conferences during 2013

The Hispanic Women’s Conference hit a new high, over 650 women in attendance

SBTC churches have been involved in the start of at least 40 new congregations. These include 16 funded plants, 12 non-funded congregations, and 22 house churches. The 22 home congregations have involved multihousing, Muslim, Hindu and Buddhist communities. These home congregations have also resulted in at least 53 conversions and 19 baptisms

Our partnership efforts and vision trips include India, Mexico, Turkey, Montreal, Boston and with the Utah-Idaho state convention

As of mid-August, the $1.1 million goal for the 2012-2013 state missions offering has been shattered with $1,235,568.77. All missions projects depend to some degree on the Reach Texas Offering. Thank you, SBTC churches, for giving!

In our ministry to pastors, SBTC partners with Guidestone Financial Resources in matching retirement benefits with pastors and church staff members. There are currently 2,134 participants from 705 churches enrolled in the program

IMB Report Fall 2013

Imagine! Nearly 16 million Southern Baptists committed to being Totally His for the sake of the Gospel and its

accessibility among all peoples. Nearly 16 million Southern Baptists fully surrendered and submitted to our

Lord Jesus Christ for His purpose.

Imagine! More than 46,000 Southern Baptist churches engaged to the fullest extent of their resources of time,

treasure and talent that our Lord has entrusted to each one for the accomplishment of His purpose among ALL

peoples.

Imagine! 1,169 associations and 42 state conventions of churches fully cooperating and committed to seeing the

name of Jesus proclaimed among every language, people, tribe and nation on the face of the planet.

Imagine! An announcement being made that there is no longer an unengaged, unreached people group that we

can identify anywhere on the planet, because the Gospel is now accessible to every one of the more than 11,000

people groups that make up our world.

What will it take?

Last year, Southern Baptists, by their faithful giving through the Cooperative Program and the third-largest

Lottie Moon Christmas Offering in history, $149.3 million, supported nearly 5,000 missionaries sent out by

Southern Baptist churches through IMB.

In addition, Southern Baptists gave $4.4 million for hunger, relief and development ministries around the world.

Those missionaries, serving both long- and short-term and working together with those same Southern Baptist

churches and other indigenous national churches, reported:

More than 266,000 new believers expressing their faith through baptism

More than 24,000 new churches planted

133 people groups newly engaged with the Gospel.

We praise the Lord for His work in each of the lives represented in these statistics.

And yet today, 3,041 people groups remain unengaged and unreached with the Gospel. It is estimated that

139,000 people die each day and enter into eternity without Christ. Most of them live in places where there is

still limited or no access to the Gospel. The time is now to see unprecedented numbers of men and women, in

response to God’s call, being sent out by our churches to carry the Good News to places where it is not yet

known. The time is now to see each one of these unengaged, unreached people groups embraced by at least one

church committed to be the hands and feet of Jesus among them. The time is now to see an unleashing of the

financial resources that God has already provided through sacrificial and unprecedented stewardship —

resources that are sufficient to send all those whom God is calling.

Southern Baptists, the time is now for us to be fully devoted followers of Jesus Christ. The time is now for us to

be Totally His.

How blessed we have been this year:

We have hosted and served meals to 2,349

Planted seeds of Christ’s love for them 147

_24_ Mission Teams - youth, collegiate, senior adult and church families came and served with

us for their mission trips this year.

Have comforted, prayed with and fed 15 families plus their friends and church members on the

day of their loved ones execution

This has been an exciting year as we’ve looked to the future for expanding the ministry with

the help of the Rice University Capstone Group; employed for the 1st time in 27 years a second

full time staff position, Jamie Bozarth, as Development Coordinator; added an active and much

followed Facebook page and became a gold star entity with GuideStar.

Of course the heart of this ministry are the families and individuals we help. What a blessing this

ministry has been to so many hurting families. Here are just a few of their stories:

Stories from the Hospitality House Guests – families of inmates:

A. We received this letter today from one of our frequent guests. She and her daughter have been coming

for almost 2 years to visit her husband. Some months they came twice a month.

Dear Debra & Joe,

C. and I appreciate all the good deeds you provide to all the families of inmates. Without you all it

definitely be very hard for families to visit their love ones... My husband A. also really appreciated all

the visits we had with him. We thank you so very much. My husband has gone with our Lord, all though

we will miss him he'll always be in our hearts. God bless you and thank you for all you have done for us,

We received news from C.'s friends that her husband passed away last week. She mailed us this letter of

thanks and a donation. She has never donated before.

B. A woman came one night to pick up her husband who was going to be released the next day. I prepared

her a meal and visited with her and her brother, who was her husband’s best friend. We had a nice visit

for a while and then he went to the movies while she read a book that she found on the bookshelf. The

next morning, after breakfast, when she was preparing to leave, she said,”Ever since I found out a week

ago that he was going to be released, I haven’t been able to sleep or eat. I’ve just been so nervous about

it. But the minute I walked in this place, it was so calm and peaceful; all the anxiety just left me. I

haven’t felt nervous at all; I’ve just felt good and happy. I was able to sleep last night just fine. And

I’ve been eating, too. (And she did have a good breakfast!) This is really a wonderful place.” She went

on the express her gratitude and appreciation for Hospitality House and all that it offers above just a

place to stay and something to eat.

C. A little boy, about six years old, came to visit his father, brought here by his grandparents. He

immediately ran to the motorcycle and then the horse (both made by inmates for the house) for his

introduction to Hospitality House. He later had a lot of fun in the play room and only reluctantly went

to bed that night. After a breakfast of pancake on a stick, his grandmother told him it was time to go.

“No”, he said, “I don’t want to go, I want to stay here.” “No”, she replied, “we have to go; it’s time to

go see your dad.” “No, Grandma. I want to stay here. And I want you to stay with me”. It took her a

little while to convince him that going would be a good thing to do. Evidently he really enjoyed his stay

at H.H.

D. The month of September seemed to be filled with hurting families. On two separate occasions this

month, that totaled ten days, we housed forty-six people for two executions. We cooked meals, cleaned,

answered questions, did a lot of listening and praying with them each day. Yet, the faces of the children

of RG are the hardest to get out of my mind, his three children, niece and nephew. Children who had

laughed and played each day in our playroom, rode the twenty-six year old rocking horse constantly,

who for four days drank Capri Suns and ate peanut butter crackers all day, but were still able to eat a big

supper every evening and breakfast every morning. They gave us hugs of thanks for any attention we

gave them.

The children were confused by the adult’s emotions on the Thursday execution. The strange men in suits

who suddenly appeared for the day (chaplains), and angry women who came and were new friends of

the family. Phone calls with daddy telling them he loved them, then saying goodbye. Also, mom and

grandma going as witnesses to the execution leaving them here even more confused. Hours later mom

walked in crying hysterically and said, "he's dead, your daddy is dead, they've killed him". Faces of the

children bursting into tears and wailing uncontrollably until physically ill and throwing up. I was rushing

around getting wet washrags for adults and children alike, twenty faces all red, blotched and tear stained.

I kept supplying Kleenex for snotty noses. Faces of children who could not understand why someone

would want to kill their daddy. Each one of them scrabbling into his personal effects bag grabbing his

shoes, his prison uniform, and each one running off cradling or wearing an item that was now "daddy" to

them. Finally, falling to sleep with "daddy" beside them. Only to wake up and discover that he truly was

gone.

Yet, who will share Jesus with his children? Who will teach them about a loving and forgiving God? A

heavenly Father who will never leave them and always be there for them? Who will be Jesus to them?

You see the story doesn't stop just because the execution is over...

Thank you for partnering with us for the last 27 years as we share the gospel of Jesus Christ and his redeeming

love with the families of inmates, “the other victims of crime”.

Continued to pursue church starting as a vital aspect in reaching non-believers. Texas Baptists and affiliated churches

start more than 200 each year.

Continued to actively seek partnerships for mission work around the world. To that end, Texas Baptists sent

$25,529,245 in support of SBC missions and causes in 2012 reporting.

Endorsed 662 military, prison and hospital chaplains who reach people where they are and act as the presence of Christ.

Partnered with Texas Baptist Men to care for people and share the hope of Christ in time of need through $600,000 in Cooperative Program funding for disaster relief.

Engaged Texas students to follow Christ and change the world through 184 full and part-time missionaries on 116

campuses through BSM. Baptized 36,498 Texans in 2012.

Provided $3,000,000 in scholarships for undergraduate and seminary students preparing for the ministry.

Cared for 1,751 residents on multiple campuses of homes for the aging.

Provided a Christian-based education to 26,449 students in 11 BGCT- related educational institutions (Baylor University,

Baptist University of the Américas, Dallas Baptist University, East Texas Baptist University, Hardin- Simmons University,

Houston Baptist University, Howard Payne University, University of Mary Hardin-Baylor, Wayland Baptist University, Valley Baptist Missions Education Center and San Marcos Baptist Academy).

Sheltered, ministered to and provided hope to 11,620 persons through four child and family homes (Baptist Child and

Family Services, Buckner, Children at Heart and South Texas Children’s Home).

Ministered to 8,000 Hispanic students at the annual Congreso and around 4,000 people at the 2013 Annual Meeting,

The Family Gathering, which highlighted the diversity and unity of Texas Baptists.

Fed thousands and trained people in trade and farming to end the cycle of poverty and hunger through the $749,369 given through the Texas Baptist Offering for World Hunger.

Touched the lives of one out of 10 Texans each year through Texas Baptists' institutional ministries.

Shared Christ with often overlooked people groups by supporting ethnic and minority missions through the Rio Grande River Ministry and Intercultural Ministries. The number of languages spoken in Texas climbed from 145 to 171 in the

past 10 years.

Continued our dedication to helping the local church thrive through evangelism, Bible study, worship, community

ministries, missions, education and training.

Texas Baptists at Work

Evangelism is at the heart of who we are and what we do as Texas Baptists. The evangelism team, in cooperation with

churches, associations, camps and institutions, will involve over 21,000 people in training and encouraging people to

contend for their faith. At this year’s Congreso alone, the largest gathering of Hispanic youth in the nation, there were

192 professions of faith.

The Christian Life Commission presents our biblical perspective on legislative issues with our Texas legislators. Two main

topics we as Texas Baptists influenced this year were immigration reform and abortion. With immigration reform, we are

working with legislators toward an effective and balanced reform that respects the law and has compassion for people.

Concerning abortion, the BGCT has a historic and sure opinion on the sacredness of human life and Dr. Hardage wrote a

letter that was hand delivered to each legislator outlining our stance and affirming our views and our support. As Texas

Baptists, we love life. But our work for life does not stop when children are born. There is not a Baptist group in Texas

that is more willing and able to take care of children and women than we are as Texas Baptists.

Another vital aspect of Texas Baptists is working alongside the local church and assisting and strengthening their work.

Your Texas Baptists Bible study and discipleship team holds numerous training events and individual church

consultations that help over 10,000 people be better teachers and have stronger Sunday school programs that reach the

2.2 million Texas Baptists. This team also offers assistance to most church ministries from children to senior adult that will

help improve your ministry and reach.

It is hard to think of Texas Baptists and not think of missions – it’s a core value. Texas Baptist Men do great work in

disaster relief to meet immediate needs and, as Texas Baptists, we do not stop ministry at the end of the disaster. We

follow up TBM’s work with continued assistance in the recovery process. A few of the places we are currently working

are Bastrop, Granbury, West, Moore, OK, and even Japan. This fall, more than 1.5 million college students will show

up on over 100 college and university campuses and, because of you, we will have 184 campus missionaries on 116

campuses to meet them.

Our working together can, does and will continue to impact our state and world for Christ.

Supports the sanctity of human life and actively opposes abortion through resolutions on sexual

ethics and enacting laws through the state government. And goes a step further by providing

adoption, counseling and foster services as alternatives to abortion.

Upholds, promotes and teaches the biblical view of marriage and holds to the truth that homosexual

actions are sinful.

Advocates Baptist causes in Austin for Texas Baptists.

Supports the Baptist Faith and Message which states about the Bible, “It has God for its author,

salvation for its end, and truth, without any mixture of error, for its matter. Therefore, all Scripture is

totally true and trustworthy.”

YEAR IN REVIEW At the beginning of the year we began by

asking you to join us in 40 days of prayer. In

that prayer-guide we prayed that our students

would become bold in sharing their faith,

that we’d see students grow into leaders, and

that we’d begin to reproduce disciples. I am

most happy to report that God has indeed

answered our prayers!

To elaborate, I’d like to tell you about Sean.

This past fall, Sean came to us as a junior

from another Texas university. Sean was

already a Believer, but was still trying to

establish grounding in his personal walk with

the Lord.

In his prior university experience, Sean

attempted to live both a “party” and “church”

lifestyle. At Sam Houston, Sean left the

party lifestyle and immediately joined a

BSM small group. There, God began to

grow Sean; he even began serving at the

weekly lunch, campus evangelism events,

and in our BSM’s local mission projects.

It was clear by December that we wanted

Sean to join our student leadership team.

This semester Sean has continued to grow in

his relationship with God and has also grown

an ability to inspire others to serve and share

the gospel.

Last week Sean told me that he was

considering seminary… I was not surprised.

chose to serve at Beach Reach. Beach

Reach is a BSM ministry that has now

been going strong for over 30 years. The

ministry is aimed to be an evangelistic

ministry to the thousands upon thousands

of college students that go to S. Padre

Island each Spring Break to party.

Our main goal is to serve the students with

the love of Christ and share the gospel

with them. We primarily do this through

providing free van rides and free

pancakes.

THE VISION:

Joining God in his mission to reach students with the gospel and

transform the world.

At the Sam Houston BSM we pursue this vision through five

goals. First, we strive to make disciples through life-on-life

connections and small group Bible studies. Second, we

teach our students how to share the gospel, and we model

missions as a lifestyle. Third, we encourage BSM students

to go on at least one mission trip; taking the gospel to

another group of needy souls. Fourth, we seek to grow

leaders for the next generation by directing and empowering

students to workout their vision for reaching the campus.

Lastly, we urge students to make church membership and

service a lifelong pursuit.

Our vision also includes growth. While we are excited to

see what God has done this past year, we know that the

Great Commission calls us to make more disciples. Because

of this, one of our short-term goals is to incrementally train

and install more and more student leaders. Our desire is to

have a leadership team of 30 students ministering to 150

students in small groups by 2016.

Now, here is the exciting part! We need your help to make

plans formed long ago, with perfect faithfulness.” Isaiah 25:1 Just a glimpse of Summer…a hot July night; 900 students gathering for worship; indescribable noise in the Tabernacle; energy, movement, voices; the lights dim, then the worship leader begins, and the 900 voices join together to lift up the Lord’s Name in praise; The Spirit of God begins moving, ministering, comforting; the Word of God is proclaimed boldly; true worship happens; lives are forever changed… This scene is repeated over and over, each night of the summer, with different age groups and camps. It is a blessing to be a part of something that is far beyond one’s self, but abides in the care of our God, who is ever faithful. 8004 campers this summer, with 363 recorded Salvation decisions, and many other life changing decisions recorded. 18,130 total campers for the year.

Last year, with the blessing of 16 weeks of retired volunteer groups, we completed the construction (except for the interior of the meeting room) of Woodlake Lodge, a four dorm room, 5000 sq. ft. facility.

This year, we will complete the conference room in Woodlake, and begin the renovation of the Lakeside Dorms…again…

Our Mission involvement has expanded around the world, with new exciting mission opportunities ahead of us this year. Guatemala, Eastern Europe, Africa, Kentucky, and several other opportunities to minister to those in need.

Thank you to the churches involved in our camps and for the financial support you send. It is an exciting time to be a part of the ministry of Pineywoods, and we are always looking for involvement from our churches.

Dear Friends of ETBU:

East Texas Baptist University is grateful to God for the many blessings of 2012-2013. Our

partnership with Texas Baptists is as fundamental to us as our name. We are most grateful for the continued support of Texas Baptists as we seek to serve God by fulfilling our mission and vision as an excellent Christian university.

After celebrating our centennial in 2012 we look forward with anticipation and hope towards all that

God will do in our next 100 years. ETBU has been faithful to its mission for 100 years and that will no doubt continue in the future as we seek to fulfill our calling by preparing young men and women to be a "light on the hill" no matter where in the world God calls them to serve.

As you will see in the notes below, our students learn and serve both locally and globally. We hope

this information will give you a snapshot of the many accomplishments and opportunities of the recently concluded year. We recognize that our students' successes would not be possible without the faithful support of individuals, congregations, and institutions that support ETBU. Thank you for all that you do to support and sustain the students, faculty, and staff of East Texas Baptist University.

Listed below are some 2012-2013 University highlights of interest.

Baptist Student Ministries

• The BSM Charge ministry led Disciple Now weekends at twenty two different congregations.

• Through our on-going "ETBU Cares" initiative, students developed relationships and ministered to students at Lee Elementary School in Marshall. ETBU students contributed numerous hours of service while serving as mentors, tutors, and role models to the local elementary school students.

• The BSM sponsored ministries including afternoon Kid's Clubs at area low income housing complexes and mission trip opportunities to South Padre Island during Spring Break and to China in May.

• Over 125 students participated weekly in Release, a student led worship service.

The Great Commission Center

• The Great Commission Center helped coordinate an effort with community representatives that resulted in a brand new playground facility for Lee Elementary. ETBU students, faculty, and staff donated financially and served as the build-team for the project.

• The Great Commission Center sponsored the Missions Marketplace that introduced students and area congregations to numerous mission organizations and mission opportunities.

• The Great Commission Center sponsored a team of ETBU students that served at the Of One Accord Ministries in Rogersville, Tennessee, during Spring Break.

• The Great Commission Center sponsored the first annual ETBU Cares day of service in which over 50 students,

faculty, and staff served in various capacities throughout Marshall.

Academic Notes

• We added a new graduate program in Counseling, offering the Master of Arts in Counseling leading to LPC licensure.

• This fall marked the beginning of a new graduate program in business - the Master of Business Administration in Entrepreneurial Leadership.

• Many religion majors serve as ministers in local area Baptist congregations. Students are earning valuable ministry experience serving as youth ministers, worship leaders, and music ministers. In addition to filling staff roles, many ETBU students serve in voluntary capacities in their local churches as they serve as Sunday School teachers, youth or children's interns, and nursery workers.

We are thankful to God for continued strong enrollment as a total of 1,247 students are enrolled for the fall 2013

semester. To accommodate growth and to continue offering the best in learning and living, ETBU began construction of Centennial Hall in May 2013 (the largest construction project ever undertaken by the University). When Centennial Hall is complete in August of 2014, it will house 362 students, have classroom and study space, a residence for a faculty member and his family as well as space for a staff director, and common spaces for students to enjoy the fellowship of one another. Centennial Hall will be a wonderful addition to our campus.

Our theme verse for the year is Matthew 6:33 "Seek first the kingdom of God and his righteousness, and all these

things will be given to you as well." As we begin our second one hundred years of faithful service, we are ever committed to Christian higher education. We covet your prayerful support as we attempt to establish, enhance, and extend His purposes for East Texas Baptist University. 2013 Annual Report to Churches and Associations

• Wayland Baptist University is a faith-based institution of higher learning with 14 campuses in

Plainview, Lubbock, Amarillo, Wichita Falls and San Antonio, Texas; Clovis and Albuquerque,

N.M.; Altus, Okla.; Phoenix and Sierra Vista, Ariz.;Anchorage and Fairbanks, Alaska.; and

Mililani,Hawaii.

• Wayland currently utilizes 50+ teachi ng sites.

• Wayland received a first-tier rating with U.S. News & World Report's Best Colleges.

• Enrollment for the fall of 2012 posted a 1.11% increase across the WBU system with 6,834 students.

• WBU students enrolled in 48,779 credit hours for the fall of 2012.

• The Wayland Plainview campus saw a 5.86% enrollment growth for fall 2012 with 1,826 students.

• Graduate students continue to set enrollment records.

• Several new endowed scholarships were dedicated during the school year.

• Wayland received a $5 million donation to create a Museum Annex to honor Jimmy Dean.

• Wayland's Creation Care initiatives received national recognition.

• Wayland students won honors at the STEM Conference.

• The School of Music officially became an All-Steinway School and faculty received national honors.

• The School of Music also held a concert to raise money for Water Purification in Africa.

• The WBU Wellness Program is recognized as one of the best in the nation for overall effectiveness.

• Noted author and theologian, Dr. Jim Denison, was the Willson Lectures guest speaker.

• Texas Poet Laureate Jan Epton Seale was a guest speaker/lecturer.

• New degrees and new majors and minors continue to be added including a new Masters of

Divinity available completely online.

• WBU students performed several community service projects and helped disseminate $15,000+

in food donations.

Constitution

ARTICLE I. NAME

The name of this body shall be Tryon Evergreen Baptist Association.

ARTICLE II. PURPOSE

SECTION A. The purpose of this Association is to relate to and assist the member churches individually and

cooperatively in carrying out the fulfillment of the Great Commission through the leadership of the Holy Spirit.

ARTICLE III. ASSOCIATIONAL RELATIONSHIPS

The Association will cooperate in the work of the Southern Baptist Convention, the Baptist General Convention

of Texas, and the Southern Baptist of Texas Convention.

ARTICLE IV. AUTHORITY

This Association is under the authority of Jesus Christ. While independent and sovereign in its own sphere, the

Association does not claim and will never attempt to exercise any authority over any other Baptist body.

ARTICLE V. MEMBERSHIP

SECTION A. The Association shall be composed of churches cooperating to carry out the purposes identified

in this constitution, giving financial support to the Association, and in doctrinal harmony with the historic faith

and practice expressed in “The Baptist Faith and Message.”

SECTION B. Cooperation in the Association involves participation in the various meetings and ministries of

the Association; contributing financially to support the purpose of the Association; and submitting information

to the Association called for in the annual reporting system.

SECTION C. Application for membership is to be made in accordance with the procedures outlined in the by-

laws.

ARTICLE VI. ANNUAL CELEBRATION

SECTION A. The Association shall have an Annual Celebration at such a time and place agreed upon by the

Executive Board for the purpose of receiving reports, hearing from the churches, affirming the work of the

Association, and speaking the mind of the churches to the contemporary scene.

SECTION B. Participation in the Annual Celebration will be open to and encouraged by all member churches

of the Association.

ARTICLE VII. OFFICERS

The officers of the Association shall be Moderator, Moderator-elect, and Clerk/Treasurer. The Moderator shall

serve as Chairman of the Executive Board.

ARTICLE VIII. TRUSTEES

Three (3) Trustees shall be elected by the Association at a meeting of the Executive Board Meeting each year.

As directed by the Executive Board, Trustees are to acquire and dispose of real estate property, and to make

necessary financial arrangements to borrow or sell for the purpose of capital improvements.

ARTICLE IX. EXECUTIVE BOARD

The work of the Association shall be conducted by an Executive Board. The Executive Board shall have power

to act for the Association but shall do nothing contrary to the purpose of the Association.

A Director of Missions shall be called and elected by the Executive Board and shall hold office as long as

mutually agreeable. He shall maintain an Associational office and employ such personnel under the direction of

the Executive Board as may be necessary for the functioning of the Association.

ARTICLE XI. AMENDMENTS

SECTION A. The Constitution may be amended according to Article VIII of the By-laws by the Executive

Board by a three-fourths majority of those messengers present and voting.

SECTION B. The By-laws may be amended according to Article VIII of the By-laws by the Executive Board

by a simple majority of those messengers present and voting.

ARTICLE XII. BY-LAWS

By-laws shall be kept current by which the regular operation of the Association is guided.

ARTICLE XIII. DISSOLUTION

Upon dissolution of the corporation or the conclusion of its affairs, the assets of the corporation shall be

distributed exclusively to Southern Baptist affiliated charitable, religious, or educational organizations, which

would then qualify under the provisions of Section 501(c)(3) of the Internal Revenue Code and its regulation.

By-Laws

ARTICLE I. MEMBERSHIP

SECTION A.

Churches desiring membership in the Tryon Evergreen Baptist Association shall:

1. Present a petitionary letter to the Credentials Committee at least two months prior to any scheduled

Executive Board Meeting of the Association.

2. The Credentials Committee may recommend fellowship, watch-care or may decline to place the petition

before the Executive Board. The Association in an Executive Board Meeting will vote on the

recommendation of the Credentials Committee of each church desiring membership.

3. Petitionary churches must be in compliance with Article V of the Constitution.

4. Petitionary churches shall be in cooperation with Southern Baptist Convention, Baptist General

Convention of Texas, or Southern Baptists of Texas Convention.

5. When a unanimous vote has not been received for the acceptance of a church, the matter shall be

referred back to the Credentials Committee without discussion, for further investigation. The resultant

report of the Committee shall be either to recommend the church be placed under watch-care for one

year, giving time to resolve the issue, or to recommend the church be reconsidered for membership,

requiring a three-fourths majority vote of the Executive Board.

SECTION B.

Churches are encouraged to participate in the Association by:

1. Filing an Annual Church Profile report.

2. Participation in the work and services of the Association.

3. Attending the Associational Annual Celebration.

4. Representation in the Executive Board Meetings.

SECTION C.

In the event a church exceeds two years in non-participation in any activities of the Association, the Credentials

Committee will initiate communication with the church as to its intent to remain identified with the

Association.

SECTION D.

Upon written complaint of unsound doctrine by a member church regarding another member church, the

Credentials Committee, after counsel with the church with a goal of redemption, may recommend at an

Executive Board Meeting to withdraw fellowship from the offending church. The letter of complaint must be

filed with the Credentials Committee at least two months prior to an Executive Board Meeting. A three-fourths

majority vote is required of the Executive Board.

ARTICLE II. ANNUAL CELEBRATION

Each church of the Association is encouraged to actively promote, support and attend the Annual Celebration.

ARTICLE III. EXECUTIVE BOARD

SECTION A.

The Executive Board shall consist of the officers of the Association, the pastor of each church, or mission

church, additional full time ministry staff of the churches, and one layperson from each church nominated by

the church and elected by the Association in its final Executive Board Meeting for the year. Vacancies may be

filled by a majority vote of members present.

SECTION B.

The Executive Board shall meet on a quarterly basis at a time determined by the vote of the Executive Board

itself, and this time shall be publicized through the Association.

SECTION C.

Those members present shall constitute a quorum.

SECTION D.

The officers elected at the last Executive Board Meeting for the year shall serve as the officers of the Executive

Board.

ARTICLE IV. RULES OF ORDER

The latest edition of Roberts Rules of Order will be the authority for the parliamentary rules of procedure for all

meetings pertaining to the work of the Association.

ARTICLE V. OFFICERS

SECTION A.

The Association at the final Executive Board Meeting for the year shall elect a Moderator-elect and

Clerk/Treasurer. Officers shall assume their responsibility at the close of the Executive Board Meeting at which

they are elected. The Moderator-elect will become Moderator after the final Executive Board Meeting of the

year. The Moderator-elect shall immediately succeed the Moderator in case of a vacancy.

SECTION B.

The Moderator will preside at all meetings of the Executive Board. He may request the Moderator-elect to

preside. The Moderator-elect shall preside in the absence of the Moderator.

SECTION C.

The Clerk/Treasurer shall keep accurate minutes of the Executive Board.

SECTION D.

Officer vacancies shall be filled by the Executive Board upon recommendation from the Nominating

Committee.

ARTICLE VI. STAFF

SECTION A.

It shall be the duty of the Director of Missions to give leadership to the purpose of the Association as stated in

Article II of the Constitution. He shall be an ex-officio member of all Boards, Ministry Teams, and committees

with power to make recommendations and to enter into discussion of all matters, but without the power to vote

except as otherwise stipulated.

SECTION B.

For the employing or discharging of the Director of Missions, a two-week notification to all Executive Board

members will be given, and a three-fourths majority vote of those present is required.

SECTION C.

Each staff member will be designated as Ministerial Staff or Ministry Assistant. All other ministerial staff

members will be recommended by the Administration Ministry Team of the Association in cooperation with the

Director of Associational Missions. All Ministerial Staff will be voted upon by the Executive Board. All

Ministry Assistants will be employed by the Director of Missions.

ARTICLE VII. TRUSTEES

SECTION A.

Trustees shall be nominated by the Nominating Committee and serve on a three year rotating term.

SECTION B.

Trustees who serve on the Pineywoods Encampment and Hospitality House Boards of Trustees shall be

nominated by the Nominating Committee to serve term according to the directives of the Constitution of that

institution. .

ARTICLE VIII. AMENDMENTS

SECTION A.

Amendments to the Constitution and Bylaws may be introduced in writing by an Executive Board member at

any meeting of the Executive Board or by the Constitution and Bylaws Committee.

On motion and second all amendments will be referred to the Constitution and Bylaws Committee to guide the

amending process.

SECTION B.

Proposed amendments to the Constitution will be:

1. Mailed to the churches at least 30 days in advance of the Executive Board Meeting in which they shall

be voted upon.

2. Discussed in two prior Executive Board Meetings on a schedule previously communicated in writing to

all Executive Board members.

3. Approval of an amendment will be by a three-fourths majority vote of the Executive Board members

present.

SECTION C.

Proposed amendments to the Bylaws will be:

1. Presented in writing by an Executive Board member to the Executive Board or the Constitution and

Bylaws Committee.

2. Presented for discussion at an Executive Board meeting prior to the Executive Board meeting in which

they are to be voted upon.

3. Approval of an amendment will be by a majority vote of the Executive Board members present.

SECTION D.

All amendments will become effective immediately upon adoption by the Executive Board.

ARTICLE IX. ORGANIZATION AND POLICY

An Organization and Policy Manual will be kept current by which the purpose of the Association will be

administered. The Associational Council will be responsible for maintaining the Organization and Policy

Manual.
