中醫界將續致力爭取使用中文權利及醫生頭銜

長張金達昨天指出,安省已成功完成中醫針

灸立法,中醫界在今後應繼續努力,為業界

爭取使用中文語言的權利和醫生頭銜。加 拿

大中醫藥針灸學會昨晚假士嘉堡的富都名宴

舉辦了慶祝該學會成立 30周年暨安省中醫針

灸立法成功的盛大晚宴,500人出席是次慶

典。與會的嘉賓包括:專程 從北京飛來道賀

的世界針灸學會聯合會主席鄧良月教授、安

省旅遊和文化廳長陳國治、多倫多市議員李

振光、萬錦市議員何胡景,以及安省中醫師

及針灸師管理局註 冊總監張關亮冰等。

加拿大中醫藥針灸學會創會會長張金達在致

詞時首先回顧了該學會過往 30年的歷史,他

指出,該學會在過往 30年來一直積極 推動

省府立法監管中醫和針灸行業,「2006年傳

統中醫法」已在本月 1日正式生效,中醫界

今後應再接再勵繼續努力,爭取更好的立法

效果,在保障公眾安全的 同時,提高專業水

平,並與其他醫療專業溝通。他強調說,中

醫針灸的專業語言是中文,中醫界在今後要

積極爭取使用中文語言的權利和醫生頭銜。

只要中醫界團結一致,上述目標必能實現。

加拿大中醫藥針灸學會副會長吳濱江指出,

該學會在近期的 3項任務包括:第一,為不

能熟練掌握英語的會員,爭取有中文形式的

安全課程考試。第二,為雖已獲得祖輩註

冊、在 5年內須轉為正式成員,但未受過正

規訓練或未完成正規訓練的會員,提供世界

針灸學會聯合會帶有第 3方認證的「國際中

醫師針灸師職稱考試」。第三,與兄弟學會

一起向聯邦稅務局申請取消針灸業的合併

稅。

至於該學會在未來的 3項長期任務包括:第

一,保障中醫針灸執業者的醫療質量,開展

繼續教育,不斷提升會員的專業水平。第

二,繼續與保險公司溝通,擴大受保的公司

及開展中醫針灸普及教育,讓全社會認識中

醫針灸並從中受益。第三,代表屬下會員與

安省中醫師及針灸師管理局進行溝通,爭取

會員的最大利益。

Dear Ladies and Gentlemen, distinguished guests and colleagues. Today is a special day to celebrate the 30

th

Anniversary of the Chinese Medicine and Acupuncture Association of Canada as well as several regulations of TCM and Acupuncture in Ontario. Before I proceed, please join me in a moment of silence for all our colleagues who have passed away and cannot be here today. Their contribution to the regulation will never be

forgotten. I would like to reflect on the progress of the regulation; I will start on March 12, 1994. 10,000 signatures were submitted to David Winninger MPP, NDP and we requested for him to deliver it to the Minister of Health Ruth Grier and legislature. On June 30

th, 1994, the CMAAC application of TCM and Acupuncture,

under RHPA (Regulated Health Professions Act) 1991 was forwarded to Ms. Christie Jefferson of HPRAC (Health Professions Regulatory Advisory Council) for review. On December 15, 1994, they accepted the application. It was the former Minister of Health George Smitherman, the current Minister Deb Matthews and the support of their parties, who put forward the TCM Act 2006 to help the regulation become a reality. After 19 years, I am very pleased that we can come together to celebrate all that has been achieved. TCM regulation under RHPA has been a success and is depicted in the profession being regulated in Ontario. Together we have achieved in regulating the profession, and now we ask ourselves, how can we make this even more successful? Many great ideas will arise, but this question has made me think that to elicit even more success, the TCM community must be united. It must also focus to achieve a higher standard of practice, focus on the professional code of ethics, and communicate and collaborate with other regulated professions. There also needs to be a respect among other professions in order to ensure the health and safety of the general Canadian public and the TCM practice. The success of the regulation and the work of the CTCMPAO and the Ministry of Health are indispensible. I would like to emphasize that the operation of the CTCMPAO is derived largely from the supports given in majority by the TCM Community, the Chinese Community and the Non-Chinese Community. With the success of regulation, we look forward to many benefits. Such as, more safety for the public which will increase public confidence, it will also ensure licensed practitioners, and improve referrals from other health professionals. It also benefits the patients in regards to insurance compensation which will increase the accessibility of Chinese Medicine and Acupuncture to a wider scope of people. In order to promote the profession of TCM and Acupuncture, the Chinese language must be available as well as English and French. It is important that the Chinese language be maintained in the profession, as English TCM and Acupuncture textbooks are derived from influential Chinese textbooks. For instance, consider the famous Ben Cao Gang Mu Pharmacology textbook written by Dr. Li Shi Zhen. This textbook has been translated into many languages including but not limited to English, Italian, Russian, and Latin. Thus, this has promoted the famous Pharmacology text and facilitated the teaching of the younger generation. A special person I would like to mention is Emily Cheung, Registrar of CTCMPAO. She and her staff have worked

very hard to set up the policy and by laws for the regulation. Her contribution to this regulation is indispensible. Finally, I would like to thank the Director General Lin His Ping for her 30 years of dedication and hard work for CMAAC, thank you. Thank you all for your attention and enjoy the evening!

Dear Colleagues, Our Vice-President (External), Dr. Susan Makray-Corey, passed away on April 10, 2013

In Loving Memory of Our Former VP- External, Dr. Susan Makray

‘Her beautiful soul went to be with the Lord, peacefully at home in Innisfil in her 50th year on April 10, 2013.’ Dr. Susan Makray, loving daughter of Dr. Laszlo Makray (pre-deceased and formerly a long-standing member of CMAAC) and Vila Makray, had been a member of the CMAAC since , and Vice-President (External) of CMAAC since 2008. Her dedication in promoting TCM/A in Ontario was evident with her natural abilities in reaching out to the TCM/A community with CMAAC and other Associations in Ontario and across Canada. Before she passed away, she has been working hard with other Associations in Canada for the HST-exemption from acupuncture services. In addition, she has represented CMAAC and Canada as one of the delegates for the World Federation of Acupuncture-Moxibustion Societies (WFAS) Conferences. As a TCM practitioner, she has helped many people (notably with World Class Figure Skaters and accompanying them to World Championships and the Olympics) in her successful practice in Barrie and north of Toronto. She has set example for the TCM/A community with her passion for TCM/A and what she believes TCM/A can offer to the public. Though we know Dr. Makray can offer so much still for the future of TCM/A in Canada and the people she could have helped, we will, most of all, miss her laughs and her smiles – she had such a way of bringing people together, regardless of race and culture. We shall always treasure the memories we had with Dr. Makray.

A tree will be planted in memory of Dr. Susan Makray in the Dods & McNair Memorial Forest at the Island Lake Conservation Area, Orangeville. A dedication service will be held on Sunday, September 8th, 2013 at 2:30 p.m.

The CMAAC Head Office would like to announce its appreciation of Dr. Albert Tam, Honorary Advisor donation of $300 to the CMAAC for the 30

th Celebration event. On behalf of CMAAC members everywhere:

A Call to Action! HST Exemption for Acupuncture Services Provided by TCM and

Acupuncture Professionals 豁免消售請願書 CMAAC has made available a HST with simplified instructions for our members. In order for the petitions to be valid for presentation to the House of Commons, HST petition template on our website was designed to meet the criteria outlined by the guide found on the Parliament of Canada website (thanks to our CMAAC member, Mario Amato, for his big help in this!). PLEASE USE THE ACTUAL TEMPLATE to collect the petition.

Instructions: 1. Download both the ‘Guide to Petition Requirements’ and the ‘Petition Template’ from the CMAAC website at www.cmaac.ca/Documents. 2. Post a copy at your clinics and obtain at least 25 signatures. (In Canada, a petition with 25 signatures is not given less attention than 1,000 signatures) 3. Submit the original petition (signatures cannot be photocopied) via mail, or in person, to one of the following locations by DEADLINE FRIDAY, JUNE 28, 2013:
