Please call our automated sub calling system at 1-800-942-3767 to record your name.

HERE’S HOW IT WORKS: 1. An Employee reports their absence via internet or calls the system and receives a confirmation number. 2. The system searches its listing and finds the appropriate substitute for this job. 3. During the morning or evening calling period, the system places a call to the substitute. 4. The substitute enters their personal identification number (PIN) on the keypad of a touch-tone phone. The system

computer recites the job information. 5. The substitute accepts or declines the job. If accepted, the substitute is given the confirmation number to use when

reporting to the location, and any special instructions the classroom teacher leaves.

WAYS YOU CAN BE PROACTIVE WITH THE SYSTEM: 1. Call or log into the system and check on open jobs so you can plan ahead. 2. Change the phone number the system uses to contact you if necessary. 3. Notify the system not to call you again during a calling period if you do not want to be disturbed. 4. Make yourself temporarily unavailable when you know you will not be able to accept any jobs for a day or more. 5. Change your daily availability. 6. Call and review your future assignments.

IMPORTANT THINGS TO REMEMBER:

1. Keep your PIN handy. The system will ask for your PIN before it will allow you to hear jobs or interact with the system.

2. Listen for the confirmation number. If you don’t get the confirmation number you do not have the job. The confirmation number is your receipt for accepting the job. Record the confirmation number on your time sheet and on the sign-in sheet at the location.

3. If you need to cancel a job, call the system right away so it can begin calling to fill that job. 4. If you decline a job the system may continue to call you for other jobs during that same time period unless you use

the “Specify Call Times” function. If you continually decline jobs the system will put you on a reduced call 5. When the system calls you, you are expected to make the decision to accept the job, or decline the job.

When Aesop calls you When you answer the phone, say “Hello” so Aesop knows you answered. Aesop will announce the School District Name and the School Name. Enter your Pin number followed by the pound key (#) Aesop will then read off the details of the assignment that it is calling you for. Press the following:

Rate of Pay & Paydays Rate of Pay Below are the rates of pay you will receive for the positions listed:

Para-Educator Assist. Child Care Level 1 - $9.83 Para/Lead Child Care Level 2 - $ 11.77 Sped Para- $ 12.32 Secretary Assist. Sec. Level 6- $14.65 Food Service Elementary Server - $10.49 Cashier, Elementary Lead Server - $10.98 Secondary Production - $11.52 Satellite Production - $12.11 Baker - $13.02 Custodial Grade 1 - $13.76 Bus Driver Grade 1 - $15.68 Payday Payment for service is by direct deposit and is paid on the last banking day of each month. The pay period is from the first day to the last day of each month and will be paid a month after services are rendered. Example: hours worked in May will be paid on the last banking day in June. Substitutes will be paid based off Aesop records and the school sign in sheets. Any questions that might arise in connection with compensation should be directed to the Payroll Department. Substitute’s first (1st) pay check with the School District will need to be picked up at the District office. Direct Deposit Program You are required to use our direct deposit program where your checks are automatically deposited into your bank account. Please fill out an Authorization Agreement for Automatic Deposits form and return it to the Payroll Department at the District Office. For more information contact the Payroll Department at 663-8161. Substitute’s first (1st) pay check with the School District will need to be picked up at the District office

If a substitute reports for an assignment and has not been notified of the job’s cancellation via phone contact 30 minutes

prior to the assignment start time, then they may be paid for that assignment. In this situation, the substitute may be assigned another job or task to carry out for the day’s work or may opt to go home unpaid.

State Retirement Information A classified substitute is an employee of a school district or educational service district (ESD) who is employed exclusively as a substitute for an absent employee or working in an ineligible position. As a classified substitute, your membership in the School Employees’ Retirement System (SERS) is optional.

Your hours and earning are reported to the Department of Retirement Systems (DRS) by each employer you work for during the year, but contributions are not deducted from your paycheck. If you meet eligibility requirements and would like to receive SERS service credit, you must apply with DRS and pay the appropriate contributions by requesting a substitute bill. You may not purchase service credit for substitute time before July 27, 2003. For more information regarding eligibility, purchase of your service credit and the necessary forms, contact DRS online at www.drs.wa.gov or by phone at 1-800-547-6657.

Substitute Documentation Regular employees are asked to submit documentation on the substitutes that are assigned to their position or those they observe during an assignment. Documentation on substitutes is kept in the sub’s file at the District office. Documentation from regular teachers on substitutes is kept confidential. In the case of substitutes, the District is not required to follow board policy regarding discipline. At Will Substitutes are employed at will. The District may de-active a sub from the active sub list at any time, with or without cause or notice and can cancel or deny substitute assignments. A substitute can remove themself from the active sub list with or without notice and can cancel or deny substitute assignments. No assignment, employee manual, reference guide, board policy, reasonable assurance, other document or oral communication shall be deemed to create an employment contract or to modify the at will relationship. No person other than the School Board has the authority to bind the District to an employment contract or an agreement to modify the at will relationship. Annual Requirements

Return Reasonable Assurance form (not an employment contract) Report if you subbed/worked at any other school districts in the prior year Send new Sexual Misconduct Forms to any school district you subbed/worked at the prior year. Complete annual safeschools training online.

Parking Parking is available in each school parking lot. When teaching at Wenatchee High School, use the parking lot behind the school building. If you substitute often at WHS, obtain a Temporary Parking Permit from the High School receptionist.

Starting the Day Report to assignment as per the school report times on page 7 of this guide. If you receive short notice, it may be difficult to arrive by the time indicated. This is understood and accepted as unavoidable. Please call the school to let them know what time you will arrive. Sign the sign in sheet report to your location. If the school secretary does not apprise you of an unusual school schedule change such as fire drills or altered class schedules be sure to ask. Report to the workstation and introduce yourself to the teacher or person in charge. Let them know you are there to substitute and state the name of the absent employee. The teacher or person in charge will then give you instructions. Identify emergency exits, routes, and procedures for student emergencies, evacuations and drills.

Classroom/Student Control: You have a definitive and important role in the education of children. The following suggestions may help you maintain good class routines, provide for an efficient learning situation and establish mutual respect of substitute and students.

Introduce yourself – Explain why you are there and that class will be conducted as usual according to the regular employee’s instructions

Be patient – It is natural for students to test a substitute. You represent a change for them. Patience, understanding, firmness and respect will diminish distrust.

Expect good behavior – Children tend to respond to whatever we expect of them. A positive approach is worth a hundred negative rules.

Be fair and consistent – Your success in student control will depend to a great extent on your degree of fairness and consistent treatment. Children must know what is expected of them and what to expect of you. Uncertainty breeds misbehavior.

Use common sense – This is the prime suggestion of all. All rules, regulations, guides and directives in the world are no substitute for common sense.

Keep your sense of humor. Do not hesitate to ask for assistance from the teacher.

Advice from Special Educators for Substitutes

In some cases, you may be assigned to a special education room “resource room” where all of the students have been identified as having special needs. In other cases, you may be in a regular classroom where there are particular students with identified special needs. Whichever is the case, here are some thoughts on how to facilitate the learning of these students.

1. It is not the paras responsibility to teach the class. 2. Respect is the key attitude for success with all children. 3. These children may have a variety of learning challenges. Do not think first of their special needs, but think of

them first as learners. 4. All children respond to sincere encouragement, but do not overdo it. Be sensitive to the fact that learning is

more difficult for these children than for many others. 5. Depending on the grade level you are in, these students may have experienced years of school failure. Be

aware of that as you respond to their needs and work to help them find success. 6. If there are problems, do not single out a child in front of class, but deal with him or her privately. 7. Many children with special needs have Individualized Education Plans (IEPs). Consult these plans when

available, as they provide structure for the student’s learning. The teacher should have daily plans drawn from these IEPs.

8. You often may be privy to confidential information about children with special needs. It is critical that all information you obtain about children during your teaching day remains confidential. Depending on the grade level, the students may feel self-conscious that you know they have learning challenges, which can set up a defensiveness on their part.

9. During your day, you may need to locate yourself in close proximity to these children to offer assistance and help them stay focused. A gentle reminder will oftentimes suffice for them.

10. Do not hesitate to ask for assistance from the teacher if you have concerns or questions during the day. 11. Carefully note the daily schedules for the special needs children, as they often have support personnel

(language or hearing specialists) come into the classroom. At other times, they may leave the classroom to attend regular or special classes.

12. There may be teaching equipment or machines in these classes. Check with the teacher or principal before using these items.

Emergencies, Accidents and Injuries

Each school has emergency evacuation plans in place in case of fire, earthquake, chemical spill or other potentially dangerous situations so that you can successfully evacuate students safely. Know the location of the evacuation plan. The following are emergency codes that the building use:

Code 1: Lock Down 1. Staff Member will quickly check for students in the immediate area outside their classroom or office and bring

them into the classroom or office and then secure door. 2. If outside a classroom or office, the staff member will proceed with any students they see to the nearest

classroom or office area and secure door. 3. Once the classroom or office is secure, take roll and report to main office via e-mail or phone. 4. Wait for further instructions.

Code 2: Evacuation 1. Evacuate to your pre-assigned area via established evacuation routes or as instructed. 2. Take roll. 3. Wait for further instructions.

Code 3: Emergency School Closure 1. Upon notification of closure, follow normal school closure procedures. 2. District and School Administrators will prepare an information sheet to be sent home with students explaining

the reason for school closure.

Advice from a School Nurse’s perspective for Substitutes

The Basics Hand washing is the BEST way to prevent the spread of germs. Encourage students to wash their hands before

meals and after using the restrooms to reduce exposure to germs. When an accident occurs, do not leave the injured student. Attend to the injury and send for help from the office or

nearest staff member. Pay particular attention to preventing accidents or injuries when supervising playground areas, physical education classes and in shop and science classes.

The Wenatchee School District has a standard accident report form that must be filled out when an accident occurs to any student. Forms are available in each school office. Children who become sick in the classroom or on the playfield should not be sent to the office or restroom alone. Send a reliable child with him/her or get help from another staff member.

Medication

Do not dispense medication (prescription or over-the-counter) to any of your students. Send them to the building office or school clinic where they will have a record of the written permission to give the child the medication, the prescribed amount, and a system for recording the times and dosage administered.

Injury

You should refer all students with injuries (even minor ones) to the office so the normal school procedures can be followed. In an emergency, you may need to escort the child to the office. Or, in a less serious situation, have another student accompany the injured child.

Do not allow students who are bleeding to participate in class until the bleeding has stopped and the wound has been cleaned and completely covered.

Always wear the protective gloves when you come in contact with blood, bodily fluids, torn skin, or when handling soiled materials. A BBP kit containing gloves and gauze can be found pinned on the wall by the classroom door.

Medical Emergency Prevention is the most important antidote for medical emergencies. Always stay with the children. Contact another

adult if you need to leave the students at any time. If you have recess duty, walk around the playground being proactive about potentially dangerous behavior. Remember, you are the adult in charge.

Familiarize yourself with the students in the classroom who are on emergency medical plans and follow the plans as written. If you have any questions about the plans, please contact the office and they will answer them or put you in contact with the building nurse. If in doubt CALL FOR CLARIFICATION.

Students with Health Concerns

1. Diabetics must always be allowed to test their blood sugar in class, and they must be allowed to eat in class if their blood sugar is low.

2. Asthma: Students who self-carry inhalers for asthma must be allowed to use the inhaler in class if necessary.

Professional Ethics

You are expected to maintain the same ethical standards as regular employee. Like the regular employee, you are required to complete the assigned full school day.

It is detrimental to speak negatively of students, other staff, parents or about the class or school. The result is often that the substitute develops a negative reputation and is not invited back. Discuss any problems or concerns with the building principal or the Human Resources office. Avoid becoming involved in a student’s personal problems. This can lead to conflict between the student and the regular employee. Treat students, parents, secretaries, classified staff, teachers, administrators, and all others with a friendly, courteous and respectful manner.

Make Your Day gives students the opportunity to develop their decision-making skills and experience the consequences of their own actions. Students have participated in the formation of school expectations and therefore each have a personal investment in the success of the school. Students who choose to interfere with the learning or safety of others are requesting steps. The time on each step ranges from 3-5 minutes. Steps are progressive if the student fails to meet the expectations of the step they are on. Steps are simply a time for the student to evaluate the choice they have made and refocus on classroom expectations. STEP 1 Sitting in a chair facing away from the learning environment STEP 2 Standing facing away from the learning environment

STEP 3 Standing facing away from the learning environment and reading the school expectation STEP 4 Student has requested an immediate conference with his/her parent or guardian. Student will call and

request to conference immediately at school. Student will remain in an alternate classroom until parent arrives. Upon arrival, student/teacher/parent will discuss student actions which led to step 4. This parent will decide if the student is ready to return to class. The student must return and progress successfully down through steps 3-2-1. If the parent believes that their student will be unable to successfully complete the required steps, the student goes home and the conference is rescheduled for the next morning.

STEP 4A If a student defies a staff member they move to an automatic step 4. STEP 5 If while in an alternate room, a student becomes uncooperative his/her parent or guardian is requested to

immediately pick up their child at school. If that is not possible the student is delivered to the parent’s location.

LEAP Any student who violates a Wenatchee School District sanction which allows a short-term suspension will be

suspended according to and within the limits of said sanction. POINTS *Note: points process may vary depending on the level you are teaching See footnote ………. Students have the opportunity to earn 45 points per class period. Students earn points by not interfering with the learning or safety of others and by doing what is expected and doing the best they can.

Students self-assess during each class and verbally award themselves points. Guided opportunity is given for other students within the classroom to help by expressing concerns with a

student’s point if they feel the student’s behavior directly interfered with their learning or safety. Students who do not earn enough points to make their day take home a notice with their own expectation as

to why they did not earn enough points to make their day. Students are awarded dollars for successful days which may be utilized to purchase participation in a

number of school activities and/or for class incentives

Make Your Day Substitute Survival Sheet

MAKE YOUR DAY is the K-8 citizenship program that you will be using while you substitute here at our elementary and middle schools. It is based on the rules that you will see posted in each classroom: “NO ONE HAS THE RIGHT TO INTERFERE WITH THE LEARNING OR SAFETY OF OTHERS,” and “DO WHAT IS EXPECTED AND DO THE BEST YOU CAN”. Implementing the program involves two procedures: Steps and Points. STEPS: “Steps” is a time-out type of procedure to remove a student who is interfering with the learning or safety of others. Here’s how it works:

Step 1: Walk over to offending student and whisper without eye contact “You are on Step 1 for…“ (state behavior). Student will stand up and move to a chair facing away from the class. Wait only 2-3 minutes then go over to the student and say, “How did you get to Step 1?” Student states the reason why he-she is on Step 1, the teacher then asks, “Do you need more time?” If the answer is “No,” the student returns to the setting. If he cannot say why, repeat the reason again and start the procedure over.

Step 2: If a student does not sit quietly on Step 1, you tell the student that he/she is on Step 2, which means that the student now stands. You say, “You’re on Step 2 for…” (talking, kicking wall, turning around, etc.). Again, return in 2-3 minutes and ask, “Why are you on Step 2?” A correct response means that a student moves back to Step 1 and back to his/her seat in successive segments. If the student is not successful, you repeat the same dialogue… Why? Do you need more time? Step 3: If a student does not stand quietly on Step 2, you tell the student that he/she is on Step 3, which means that the student remains standing but now should look at the school expectation sign. Follow the same process as before to get the student back down through steps and into the classroom. Reminder to student: “You are on Step 3 for… You have a choice to make. You can focus on this sign or go to Step 4 which is an immediate conference with a parent. Which do you prefer?” Step 4: If a student misbehaves on Step 3 he/she is sent to the office with documentation outlining his process through steps. At that point the student will call home. Please note: You must fill out a Step 4/5 conference sheet detailing briefly the behaviors that led to each step. These should be available in the class. Step 4 (AUTOMATIC): If a student DIRECTLY defies you and REFUSES to cooperate, please send the student to the office… (A written explanation should accompany the student plus a call to the office.)

Please note the steps process applies to all behavior in the school. It is not limited to the classrooms. Exception: If a student is placed on steps in the hall etc., he/she does not ever sit. The student stands through the entire process. Generally, as a substitute, if you use Step 1 as a discipline technique as a first approach to a classroom problem, it will demonstrate to the class that you are familiar with the program and that you fully expect them to use appropriate behavior. There are actually 5 steps in the program with certain behaviors that constitute more extreme measures such as immediate advancement to Steps 4 or 5 or district discipline sanctions.

Tips on Steps As little time as possible should be spent with the student on steps. Steps should be private, non-threatening, non judgmental and non-reinforcing. They are not to be used from across the room and are not to be used as a punishment. Steps ONLY come when interfering with the learning of safety of others. Teachers/students will handle all other inappropriate behavior during points. When placing or releasing a student from steps, the teacher should not touch, make eye contact or use voice inflections which may suggest reinforcement or judgment. BUDDY CLASSROOM: If a student requires a Step 4 conference, he/she will be sent to Mr./Ms. _______ classroom by the office until his/her parents arrive for the conference. The office will assist with conference procedure. POINTS: Students earn points by doing what is expected and doing the best they can. Students can earn 45 points during the regular class periods and 50 points during lunch/recess and special area class. Point procedure: 1st round – Go down list of names. Child will give points earned. If less than maximum, will give

reason. Record amount. 2nd round – Go down list of names again. You may disagree with a child’s points. This is a change from the regular routine and will only be used when a substitute is here.

Remember, YOU may and should disagree with any student’s points that did not take into account inappropriate behavior that “interfered with the learning or safety of others.” A typical point deduction rule of thumb is 1-3 points per minor disruption of the class. Most students will give a reasonable assessment of their points. If they do not, you may adjust their points accordingly. If you find it necessary to make a major point correction for a student, please leave a brief explanation for the classroom teacher. When a substitute is in the class, student disagreements will not be allowed. This is a departure from the normal classroom routine. THIS WILL NEED TO BE EXPLAINED TO STUDENTS. ADVISORY AT THE END OF THE DAY Points are averaged at the end of the day. If the child has earned a 45 point average they have MADE THEIR DAY. Kids who have not earned a 45 point average must take home a slip to be signed by their parents and returned the next day. Please take the time to initial these and check that they have been correctly filled out. At the end of the day, please do not erase the point chart as this information will be of value to the returning teacher. If you are returning, please keep a written record of who did/did not Make Their Day. This is a very brief, condensed version of our program designed to help you through a short stay at the school. If you have questions, please ask an adjoining staff member. If you stay at the school for a longer time or you would like to become more familiar with the program, the office would be happy to provide you with a more complete explanation of the program. Bullying, Harassment, and Intimidation

The District is committed to a safe, civil learning environment where all students, employees, and patrons work, learn, and participate in an environment free from bullying, harassment, and intimidation. District prohibits bullying, harassment, and intimidation, based on actual or perceived race, color, religion, ancestry, national origin, sexual orientation, gender, gender identity, disability or marital status, or other individual characteristics, including, but not limited to socio-economic status and physical appearance. Bullying, harassment and intimidation can take many forms and can include slurs, rumors, jokes, innuendoes, demeaning comments, drawings, cartoons, pranks, ostracism, physical attacks or threats, or other gestures, or written, oral, or physical acts relating to an individual or group which: 1. Have the effect of creating an intimidating, hostile or offensive working or learning environment;

2. Have the effect of unreasonably interfering with an individual's work performance or education; 3. Otherwise unreasonably affects an individual's employment or educational opportunities; or 4. Violates the civility standard of the district. This policy does not prohibit civil, respectful expressions of religious or political views. This policy is a component of the district's responsibility to create and maintain a safe, civil and inclusive learning community. The policy is to be implemented in conjunction with comprehensive training of staff and volunteers, education of students and partnerships with families and the community. The frequency and severity of the conduct will determine whether intervention, counseling or discipline is used to remediate the impact on the victim and change the behavior of the perpetrator. The superintendent is authorized to develop and adopt procedures addressing the elements of this policy, retaliation and false reporting consistent with the complaint and investigation components of Procedure 5013, Sexual Harassment.

Management Support

Sexual Harassment

The district is committed to a positive and productive education and working environment free from discrimination, including sexual harassment. The district prohibits sexual harassment of students, employees and others involved in school district activities.

Sexual harassment occurs when:

1. Submitting to the harasser’s sexual demands is a stated or implied condition of obtaining an education or work opportunity or other benefit;

2. Submission to or rejection of sexual demands is a factor in an academic, work or other school-related decision affecting an individual; or

3. Unwelcome sexual or gender-directed conduct or communication interferes with an individual’s performance or creates an intimidating, hostile or offensive environment.

Sexual harassment can occur adult to student, student to adult, student to student, adult to adult, male to female, female to male, male to male and female to female.

The district will take prompt, equitable and remedial action within its authority on reports, complaints and grievances alleging sexual harassment that come to the attention of the district, either formally or informally. Allegations of criminal misconduct will be reported to law enforcement and suspected child abuse will be reported to law enforcement or Child Protective Services. Persons found to have been subjected to sexual harassment will have appropriate school district services made reasonably available to them and adverse consequences of the harassment shall be reviewed and remedied, as appropriate.

Engaging in sexual harassment will result in appropriate discipline or other appropriate sanctions against offending student, staff and contractors. Anyone else who engages in sexual harassment on school property or at school activities will have their access to school property and activities restricted, as appropriate.

Retaliation against any person who makes or is a witness in a sexual harassment complaint is prohibited and will result in appropriate discipline. The district will take appropriate actions to protect involved persons from retaliation.

It is a violation of this policy to knowingly report false allegations of sexual harassment. Persons found to knowingly report or corroborate false allegations false allegations will be subject to appropriate discipline.

The superintendent shall develop and implement formal and informal procedures for receiving, investigating and resolving complaints or reports of sexual harassment. The procedures will include reasonable and prompt timelines and delineate staff responsibilities under this policy. All staff are responsible for receiving informal complaints and reports of sexual harassment and informing appropriate district personnel of the complaint or report for investigation and resolution. All staff are also responsible for directing complainants to the formal complaint process.

The superintendent shall develop procedures to provide age-appropriate information and education to district staff, students, parents and volunteers regarding this policy and the recognition and prevention of sexual harassment. At a minimum sexual harassment recognition and prevention and the elements of this policy will be included in staff, student and regular volunteer orientation. This policy shall be posted in each district building in a place available to staff, students, parents, volunteers and visitors. The policy shall be reproduced in each student, staff, volunteer and parent handbook.

The superintendent shall make an annual report to the board reviewing the use and efficacy of this policy and related procedures. Recommendations for changes to this policy, if applicable, shall be included in the report, students, and volunteers and parents in the review process.

Electronic Use Policy

K-20 Network Acceptable Use Guideline/Internet Safety Requirements

Network Use 1. All use of the system must be in support of education and research and consistent with the mission of the district.

District reserves the right to prioritize use and access to the system. 2. Any use of the system must be in conformity to state and federal law, K-20 Network policies, and district policy.

Use of the system for commercial solicitation is prohibited. 3. The system constitutes public facilities and may not be used to support or oppose political candidates or ballot

measures. 4. No use of the system shall serve to disrupt the operation of the system by others; system components including

hardware or software shall not be destroyed, modified, or abused in any way. 5. Malicious use of the system to develop programs or institute practices that harass other users or gain unauthorized

access to any entity on the system and /or damage the components of an entity on the network is prohibited. 6. Users are responsible for the appropriateness of the material they transmit over the system. Hate mail,

harassment, discriminatory remarks, or other antisocial behaviors are expressly prohibited. 7. Use of the system to access, store, or distribute obscene or pornographic material prohibited.

Personal Security

1. Personal information such as complete names, addresses, telephone numbers and identifiable photos should remain confidential when communicating on the system. Students should never reveal such information without permission from their teacher and parent or guardian. No user may disclose, use, or disseminate personal identification information regarding minors without authorization.

2. Students should never make appointments to meet people in person whom they have contacted on the system

without district and parent permission.

3. Students should notify their teacher or other adult whenever they come across information or messages they deem dangerous or inappropriate on the web or when using electronic mail, chat rooms, and other forms of direct electronic communications (i.e. Instant Message services).

Policy 5201 Personnel

Drug-Free Schools, Community and Workplace

The board has an obligation to staff, students and citizens to take reasonable steps to assure safety in the workplace and to provide safety and high quality performance for the students that the staff serves. "Workplace" is defined to mean the site for the performance of work done in connection with a federal grant. That includes any school building or any school premises; any school-owned vehicle or any other school-approved vehicle used to transport students to and from school or school activities; off school property during any school-sponsored or school-approved activity, event or function, such as a field trip or athletic event, where students are under the jurisdiction of the school district where work on a federal grant is performed. For these purposes, the board declares that the following behaviors will not be tolerated:

A. Reporting to work under the influence of alcohol, illegal chemical substances or opiates.

B. Using, possessing, transmitting alcohol, illegal chemical substances (including anabolic steroids) or opiates in any amount or in any manner on district property at any time. Any staff member convicted of a felony attributable to the use, possession, or sale of illegal chemical substances or opiates will be subject to disciplinary action, including immediate termination.

C. Using district property or the staff member's position within the district to make or traffic alcohol, illegal chemical substances or opiates.

D. Using, possessing or transmitting illegal chemical substances and opiates in a manner, which is detrimental to the interest of the district.

Any staff member who is taking a drug or medication whether or not prescribed by the staff member's physician, which may adversely affect that staff member's ability to perform work in a safe or productive manner is required to report such use of medication to his or her supervisor. This includes drugs, which are known or advertised as possibly affecting judgment, coordination, or any of the senses, including those, which may cause drowsiness or dizziness. The supervisor in conjunction with the district office then will determine whether the staff member can remain at work and whether any work restrictions will be necessary. As a condition of employment, each employee shall notify his or her supervisor of a conviction under any criminal drug statute violation occurring in the workplace as defined above. Such notification shall be provided no later than 5 days after such conviction. The district shall inform the federal government within ten days of such conviction, regardless of the source of the information. Each employee shall be notified of the district's policy and procedures regarding employee drug activity at work. Any staff member who violates any aspect of this policy may be subject to disciplinary action, which may include immediate discharge. As a condition of eligibility for reinstatement, an employee may be required to satisfactorily complete a drug rehabilitation or treatment program approved by the board, at the employee's expense. Nothing in this policy shall be construed to guarantee reinstatement of any employee who violates this policy, nor does the school district incur any financial obligation for treatment or rehabilitation ordered as a condition of eligibility for reinstatement. Other actions such as notification of law enforcement agencies may be taken in regard to a staff member violating this policy at the district's discretion, as it deems appropriate.

Policy No. 4210 Community Relations

Regulations of Dangerous Weapons on

School Premises

It is a violation of district policy and state law for any person to carry a firearm or dangerous weapon on school premises, school-provided transportation or areas of other facilities being used exclusively for school activities. The superintendent is directed to see that all school facilities post “Gun-Free Zone” signs, and that all violations of this policy and RCW 9.41.280 are reported annually to the superintendent of Public Instruction. The following persons may carry firearms into school buildings, as necessary, although students engaged in these activities are restricted to the possession of rifles on school premises: A. Persons engaged in military, law enforcement, or school district security activities; B. Persons involved in a school authorized convention, showing, demonstration, lecture or firearm safety course; C. Persons competing in school authorized firearm or air gun competitions; and D. Any federal, state or local law enforcement officer. The following persons over eighteen years of age and not enrolled as students may have firearms in their possession on school property outside of school buildings: A. Persons with concealed weapons permits issued pursuant to RCW 9.41.070 who are picking up or dropping off students; and B. Persons conducting legitimate business at the school and in lawful possession of a firearm or dangerous weapon if the weapon is secured within an attended vehicle, is unloaded and secured in a vehicle, or is concealed from view in a locked, unattended vehicle. Persons may bring dangerous weapons, other than firearms, onto school premises if the weapons are lawfully within the person's possession and are to be used in a school-authorized martial arts class. Persons over eighteen years of age and persons between fourteen and eighteen years of age with written parental or guardian permission may possess personal protection spray devices on school property. No one under eighteen years of age may deliver such devices, nor may anyone eighteen years or older deliver a spray device to anyone under fourteen or to anyone between fourteen and eighteen who does not have parental permission. Personal protection spray devices may not be used other than in self-defense as defined by state law. Possession, transmission or use of personal protection spray devices under any other circumstances is a violation of district policy. School officials shall notify the student’s parents or guardians and the appropriate law enforcement agency of known or suspected violations of this policy. Students who violate this policy shall be subject to discipline, including a one-year expulsion for a violation involving a firearm. However, the superintendent may modify the one-year expulsion on a case-by-case basis.

Policy No. 5253 Personnel

Maintaining Professional Staff/Student Boundaries

The purpose of this policy is to provide all staff, students, volunteers and community members with information to increase their awareness of their role in protecting children from inappropriate conduct by adults. The Wenatchee Board of Directors expects all staff members to maintain the highest professional, moral and ethical standards in their interaction with students. Staff members are required to maintain an atmosphere conducive to learning, through consistently and fairly applied discipline and established and maintained professional boundaries. The interactions and relationships between staff members and students should be based upon mutual respect and trust, an understanding of the appropriate boundaries between adults and students in and outside of the educational setting, and consistency with the educational mission of the schools. Staff members will not intrude on a student’s physical and emotional boundaries unless the intrusion is necessary to serve an educational or physical, mental and/or emotional health purpose. An educational purpose is one that relates to the staff member’s duties in the district. Additionally, staff members are expected to be sensitive to the appearance of impropriety in their own conduct and the conduct of other staff when interacting with students. Staff members will discuss issues with their building administrator or supervisor whenever they suspect or are unsure whether conduct is inappropriate or constitutes a violation of this policy. The Wenatchee Board of Directors supports the use of technology to communicate for educational purposes. However, district employees are prohibited from inappropriate online socializing or from engaging in any conduct on social networking Web sites that violates the law, district policies or other generally recognized professional standards. Employees whose conduct violates this policy may face discipline and/or termination, consistent with the district’s policies, acceptable use agreement and collective bargaining agreements, as applicable. The superintendent or designee will develop staff protocols for reporting and investigating allegations and develop procedures and training to accompany this policy.
