parking management on these streets, to reduce commuter traffic and protect the at-risk Production/Distribution/Repair businesses and workforce.

The NE Mission Coalition and Showplace Square Businesses proposed the following:

In the NE Mission:

•  Establish the Residential Permit Parking area and program presented at the MTA’s March 21neighborhood meeting.

• Limit planned parking meter locations to blocks where businesses request them, as describedat the NEMBA meeting of July 25.

•  In the remaining spaces without parking management, establish a new PDR Permit zone, described below. Limit public parking in this zone to 4 hours without a permit.

In Showplace Square:

•  Establish parking meters with 4-hour limits on major streets such as 16th

Street, 7th

Street, and Kansas Street where there are curbs, sidewalks and other ADA compliant surfaces (andthere are very few loading docks).

•  On side streets, establish a new PDR Permit zone, described below. Limit public parking inthis zone to 4 hours without a permit.

The PDR Permit Zone.

•  Establish a Transit Management Association (TMA) to create and administer transferablePDR parking permits, and assign revenue to MTA operations in the permit zones.

•  PDR parking permits would only be made available to Production/Distribution/Repair  businesses located in PDR Permit zones, limiting the potential application of this practiceelsewhere in the City.

•  PDR parking permits would be priced from $200 annually to $900 annually, on a progressivescale – additional permits cost much more than initial permits. Market-pricing principleswould limit the oversubscription of parking permits.

Last month we did not have enough information at the time on how this proposal affects PDMAmembers so we decided not to take a vote in favor of the proposal.

The executive committee since then has voted to: ADD EXEC COMMITTEE VOTE

Cathe Cornelio brought the motion to support the proposal brought by NEMBA and MCMA.Seconded by Frank. Unanimously approved.
