The new look is designed tohelp the public identify thedepartment’s 60 operationsand construction inspectors

Nutter protests outsideschool at Romney visit

Philadelphia’s music moguland philanthropist Kenny Gam-ble and Republican presidentialcandidate Mitt Romney don’tseem on the surface to have awhole lot in common, but dur-ing a surprising meeting yester-day in West Philadelphia, theyhad the same message: achieve-ment gaps in American schoolsis a major education issue.

While a small band of pro-testers in this strongly liberalcity rallied outside — thoughthe group included two high-profile participants, MayorMichael Nutter and District At-torney Seth Williams — Gam-ble and other Philadelphia edu-cators hosted Romney to dis-cuss school reform in a littlepublicized forum. It took placeat Blufield Charter School,which was founded two yearsago by Gamble’s UniversalCompanies.

Universal CEO Rahim Islammade clear afterward that Gam-ble doesn't endorse Romney orany other politician publicly.

“He has just as many prob-

lems with every politicianwhen it comes to who can de-liver for the African-Americancommunity,” Islam said.“When we look at disparity [inquality education options]against the African Americancommunity, something has tobe done rather quickly.”

Those in attendance also in-cluded David Fattah, StevenMorris, David Hardy, NicholasTorres and Patricia Coulter.

Romney, according to Islam,didn’t go into much detailabout his plans for educationreform, but did outline threebroad solutions to improvingurban education: good teach-ers, parent participation andstrong leadership.

“How could you disagreewith that?” Islam said.

The ongoing tax reform sagatrudged on in City Council onThursday. Members arguedabout Mayor Michael Nutteradministration’s proposedshift to the Actual Value Initia-tive that would generate an es-timated $94 million in addi-tional revenue, currently ear-marked for the School Dis-trict, by basing real estate tax-es on properties’ true marketrate rather than on a pre-de-termined ratio.

Council President DarrellClarke introduced a packageof bills that would net fundsthrough alternative means inthe case that AVI is unable togain the nine votes necessaryto pass. The move came amiddivisions among Councilmembers over whether or notto delay the tax proposal untilthey gain more informationabout its technicalities.

Further complicating the

matter is uncertainty sur-rounding two measures inHarrisburg that must pass forthe city to implement AVI.The legislation would providerelief to those whose proper-ties are assessed above a cer-tain dollar amount and tochange the tax rate.

“The bills may possiblyraise revenue by increasing

the Use and Occupancy Taxwithin the School District,”Clarke said of his propositions,noting each had two versions:one to be employed in the casethat AVI becomes a reality andone if it does not. “The otherallows that increased real es-tate taxes would go to theSchool District.”

Clarke said his legislationwould generate closer to $85million. “It’s rare individualsget what they ask for,” he saidwhen asked about the differ-ence between that numberand the amount the SchoolDistrict was hoping to see.

Clarke said no date for avote is set yet. Historically,Council approved budgets byMay 31, but the strict deadlineis June 30, the end of the fiscalyear.

TOMFOREMAN POLITICAL CORRESPONDENT FOR CNN

The heaving surf and blustery winds of thepresidential race provoked a rash act on MittRomney’s would-be ship of state this week. With little warning and undeniable bravery (or foolishness)Captain Romney stalked out to the edge of a politicalplank to make a bold proclamation about what hisfirst term would bring.

“Ican tell you that over a period of fouryears, by virtue of the policies that weput in place, we get the unemploymentrate down to 6 percent, or perhaps a lit-tle lower,” he told Time’s Mark Halperin.

And in the waters below, the political critics beatthe waves to foam and gnashed their teeth, becausethey know if he is elected and this plank breaks,he’s shark bait.

Of course, that has never stopped candidates be-fore. Oh sure, most of the time they stick with vaguepledges to bring immeasurable things like, oh say,hope and change. But in every election, the big play-ers always figure they have to put a few solid prom-ises into play, and the unemployment situation is al-ways an attractive target.

President Barack Obama has strolled along thesame plank. Just before taking office, his teamissued an assessment of the stimulus plan that pro-jected it would keep unemployment below 8percent. Contrary to Republican claims, this was notprecisely a promise, and the administration has ac-knowledged that their team’s read on theeconomy’s resilience was overly optimistic. Still, theimpression remains among many voters that Mr.Obama made a pledge and unemployment has beenabove 8 percent pretty much ever since.

The real problem with making promises about theunemployment rate is that they are almost alwaysdestined to be broken. There are simply too many fac-tors involved — factors that presidents can’t control.Still, you can understand the appeal for thecandidates: Even if it’s risky, the view of the WhiteHouse is just magnificent from the end of the plank.

It’s funnybecause they came up to meduring rehearsal and were like,“We’d like you to do more of a

California voice.” And I said,“Dude, honestly, being fromCalifornia, I’m doing the onlyvoice that’s California. Every-body else is doing the funnyversion. I think I’m just doingthe accurate version.”

It’s been nearly four yearssince Will Smith has had amovie out — his last beingthe weepy dud “Seven

Pounds” — so you’ll under-stand if he wanted to ease hisway back into things withsomething a bit familiar. “Ihaven’t worked in three years,so I wanted to put on someshoes that I knew fit,” Smithsays. Hence “Men in Black 3,”re-teaming Smith with TommyLee Jones as the black-suited,

Ray Bans-donning men of mys-tery keeping Earth safe fromaliens its citizens aren’t evenaware of. This time, they toss inthe element of time-travel —but it’s still very much a “Menin Black” film.

“It was important for me,having been away that long, tocome back in a way that I wascomfortable and to come backwith a project that was kid-friendly,” Smith says. “That wassomething that Eddie Murphy

said to me a few years ago. Hesaid, ‘Man, if you’re luckyenough to be in this business,every 20 years you have to goback and get the kids.’”

That wasn’t the only pieceof wisdom from his eld-ers Smith has held on to,as it turns out. “I was in

Australia in 1990 with SylvesterStallone, Arnold Schwarzeneg-ger and Bruce Willis, and theywere opening Planet Holly-wood,” Smith remembers. “I gosit there with those guys, andArnold says, ‘Young man, Iwant you to know that you can-not be a movie star only in theUnited States. You’re only amovie star if they know youaround the world.’ They putthat idea into my mind veryclearly, and then from that

point that’s when I started tomake it a point to open in newmarkets.”

So with that kind of globalstardom in mind, does thatmean Smith will continue eas-ing his way back into acting,possibly with a visit to anotherpopular franchise like “BadBoys”? Smith is not so sure. “Ilove making those movies. It’sMiami, the tight T-shirt andfast cars,” he says. “But just atthis point in my career, the ma-terial has to be right. I’m 43.I’m looking at maybe sevenmore years where I can runand jump a little bit, and thenI’m going butt and gut for therest of my career.”

Santigold became cement-ed into the lore of sum-mer music three yearsago. It all started when

an eccentric guy dancing aloneon a patch of grass far awayfrom the stage at the SasquatchMusic Festival attracted hun-dreds of ecstatic revelers to joinhim, and eventually 5.9 millionviewers on YouTube. All thewhile, singer Santi White waschanting a triumphant chorusof “I’ve got to be unstoppable.”

“That was amazing,” saysWhite, reflecting back on the

moment. “When we were on-stage, we noticed somethingfar off in the distance and justsaw this huge part of thecrowd running across thefield, and I remember after-ward we were like, ‘Did yousee that? What happened?’And then when somebody sentit to me on YouTube I couldn’tbelieve it. I’ve heard that thevideo has been used in leader-ship classes.”

This moment is a goodmetaphor for everything thatthe music of Santigold repre-

sents. The songs are playful,but they are firmly rooted inthe notion of spreading positiv-ity. Releasing a self-titled debutin 2009, Santigold toured fortwo years and built a loyal fol-lowing, so that when she re-leased her sophomore album,“Master of My Make-Believe”earlier this month, the re-sponse was not entirely unlikethe dancers running across thefield to join in on the fun.

“It’s great as an artist, start-ing out, to just spend sometime building a fan base,” she

says. “I was really grateful thatthe demand was there for solong.”

The live show is equally de-serving of that demand, withits cross of high energy andhigh camp. Robotic backupsingers flank White and occa-sionally bust into funny, old-school dance moves. Backupmusicians wear rubber flat-topwigs, making them look likecomic book versions of ancientEgyptians. Oh, and there’s alsoa two-person horsey thatcomes out to dance.

“I just closed my eyes oneday and I saw lassos and ahorse, and I was like, ‘We needlassos and a horse!’ and every-body looked at me like I wascrazy,” she says of the eurekamoment. “And then me andmy girls went online and wefound this cool horse outfitand we were like, ‘That’s theone!’ I wanted it to be theatri-cal in a very do-it-yourself sortof way, like a high school play.”

‘GO!’ for it“Master of My Make-Believe”opens in a call to arms, withthe song, “GO!” Against elec-tronic pulses and jungledrums, Santi White sings

about how haters have triedto steal her power away, “butthey couldn’t take it.”

“There’s truth to all ofthese songs,” she says, “andthis one is just watching peo-ple in the super-mainstream

pick and choose and take bitsof what’s going on in the un-derground. … Also, that songis kind of like a tongue-in-cheek fun song. They’re kindof like mantra songs for me,where you just need to be

like, ‘I’m the best!’ Especiallywhen you’re working on anew record, and you reallydon’t feel like that. ... It’snice to be able to sing songslike that to make you feelgood.”

When Phantasm moved toPhiladelphia from the rollingcountryside of upstate NewYork in 2007, the prog/hard-core/metal/melodic-rockingtrio was intent on discover-ing their musical identity.This weekend marks a signif-icant turning point in thatjourney with the album re-

lease show of their mostmainstream-friendly offeringto date, “Impossible Ma-chines.”

After nearly 10 years to-gether, Phantasm is steeringaway from the dour, uber-se-rious hardcore of their ado-lescent heroes such as Re-fused, Dillinger Escape Plan

and Drive Like Jehu. “I think a lot of singers go

through a phase where theywanna be a hardcore scream-er. But me? I discovered I’mnot so good at doing that,”says singer Steven Rosplock.

There is nary a singlescream or screech on “Impos-sible Machines.” Instead, the vocals drift closer to Zep-pelin-esque, pitch-perfecthowls.

“It’s about an emphasis onthe vocals and the melodies,rather than the instrumen-tals. As a band, we’ve alwaysworked from the instrumen-tals first, but we wanted tomake sure there was some-thing to sing along with,”

says drummer Jay Yachetta.And while a prog-ish un-

dercurrent can still be feltthroughout all eight tracks,Phantasm is more concernedabout the casual listenerthan ever before.

“We started to discoverthat people really respondedto the hookier moments inour songs, while we were allabout playing some sort ofpolyrhythm that was twist-ing people’s minds around,”says Rosplock. “But that onlygets you so far — that kind ofself-serving, amusing-your-self way of doing things.”

Thirty years later, the 2011-12 Sixers are in position towrite their own legendary tale— with a much different cast ofcharacters.

The 1982 team was led bystars Julius Erving, MauriceCheeks, Andrew Toney and

Darryl Dawkins. They went 58-24 in the regular season, earn-ing the East’s No. 3 seed. ThisSixers team has no such super-stars and limped into the play-offs as the eight seed.

But now that they’re surpris-ingly one win away from theconference finals, they aren’tjust settling for a good story.They want the sequel.

“I want more. I’m going toget greedy. We’ve fought andworked, and gone through alot. We’ve grown,” Collins said.

In order to advance to theNBA’s final four for the firsttime since 2001, the Sixers willhave to overcome the terrors of

playing a Game 7 on the road.Since that 1982 win, there havebeen 60 Game 7s in NBA histo-ry. The road team has won just11 of them. These Celtics went24-9 at home in the regular sea-son and are 5-1 there in theplayoffs.

Predictably, the Celtics aredownplaying their advantage.

“You can’t rely on just beingat home,” coach Doc Riverssaid. “In the end, it alwayscomes down to players makingshots and making plays. That’swhat it will be on Saturday.”

It’s hard not to like BrandonGraham.

The third-year player out ofMichigan always has a thou-sand-watt smile on his face, andhe never refuses interview re-quests from reporters hoveringaround his locker stall. He’s asstand-up a guy as there is onthe 2012 Eagles.

Still, looking at his numbers— three career sacks, with 17total tackles — it’s hard not tolabel him a bust, or at the very

least give him an incompletegrade. Graham knows it. He’sworking on it.

“Right now, I’m a bust, soI’m going to deal with that,”Graham said. “I’m a bust andI’m going to keep being a bust,even when I make plays.”

When Graham has beenhealthy, he has showed prom-ise. Problem is, the speed-endjust hasn’t been able to stay onthe field. A late-season ACL tearended his rookie season, then

lingered and caused problemsfor most of last season. He’splayed in just 16 total gamessince being drafted 13th overallin the 2010 NFL draft. He finallyappears to be 100 percent.

“Just keep working, keepgetting better,” Graham said.

Andy Reid said he haslooked good in early OTAs. Thecoach speculated that Graham

might have something extra toprove.

“I don’t know if you’d call ita chip on your shoulder, but hewants to do well,” Reid said.“He wants to prove that he’s aquality NFL player and I thinkhe’s on a mission to do that.”
