PRESIDENT’S MESSAGE

In 2013, the cement demand of 19.4 million tons had set a growth rate of 5.9% from the

previous year.

2013 also made its mark as a year full of challenges in the areas of Consumer Welfare, Public Policy, Sustainable Development, and Product Standards.

In the area of Consumer Welfare, to help protect consumers against substandard imports, we

successfully prevented substandard (and under-valued/dumped) imports by keeping this to a minimum.

We did this through effective inter-action with government agencies e.g., Bureau of Customs, DTI, etc.

and international cement associations e.g. ASEAN Federation of Cement Manufacturers (AFCM), Asian

Cement Producers Amity Club (ACPAC), and Asia Cement Forum (ACF). Below is the import record for

ASEAN countries (other countries only as of August 2013):

As part of the conclusion of CeMAP president Dr. Ernesto Ordoñez’s chairmanship as

AFCM Business Development Committee Chair, there were agreed directions that will both protect and

promote consumer welfare:

i) Formal recorded agreements of ASEAN nations (especially Vietnam and Indonesia which

may have excess production) not to send substandard/undervalued cement to other

ASEAN countries (including the Philippines); ii) No harmonization of ASEAN standards (even with government pressure on ASEAN

integration) to enable each country’s cement producers to address their unique domestic

consumer needs; and iii) Increased use of alternative fuel resources to protect the consumer and environment as

well as possibly improving financial status of cement manufacturers.

FPI Competition Policy Head covering 38 industry sub-sectors, achieved consensus from the private sector, the executive branch (e.g. DOJ, DTI, etc.), and the legislative branch (i.e. Senate and House of Representatives). This is for the proposed law to penalize anti-competitive behavior instead of following a develop country model of not allowing dominant ownership. This is because developing countries need large firms with economies of scale to compete in the global market

CeMAP also succeeded in convincing the executive branch (e.g. DENR, NEDA, DTI, etc.)

and Congress to exempt non-metallic mining (including cement) from proposed tax increases.

As Sustainable Development Committee Chair of the Federation of Philippine Industries

(FPI) and Industry Committee Vice-Chair of Philippine Chamber of Commerce and Industry (PCCI), CeMAP also promoted cement industry advocacies and positions in government policy and programs that cut across industries. This was done at NEDA, DTI, DENR, and other government planning and implementation agencies.

CeMAP bested 38 other industry organizations in the Sustainable Development Initiatives Recognition Awards spearheaded by the Federation of Philippine Industries (FPI). CeMAP was adjudged the “Most Outstanding Industry Association in the Optimum Use of Resources” category in the recently concluded FPI Manufacturers and Producers Summit held at the Hotel Intercontinental, Makati City. This makes CeMAP a Hall-of-Famer as this is the fourth award conferred to CeMAP, an addition to the group’s trophies for Most Outstanding Industry Association in Corporate Social Responsibility (2011), Waste Management (2011) and Health & Safety (2012). CeMAP is the only industry association to win in all four categories in the FPI awards.
