2011-12 CACC Basketball Championship Bracket Men’s and Women’s Basketball Championship February 25, March 2-3 2012 Quarter-Finals Played at Higher Seed Campus Saturday, Feb. 25: Game One: #4 North Seed at #1 South Seed Game Two: #3 South Seed at #2 North Seed Game Three: #4 South Seed at #1 North Seed Game Four: #3 North Seed at #2 South Seed If single institution is hosting both Men's and Women's Quarter-Finals games on Saturday February 25, 2012, the game times will be Men at 4:30pm and Women at 7:00pm. Tournament Structure 1. The tournament will feature a hard bracket and is single elimination. 2. The top four teams from each division, based on regular-season standings, will qualify for the tournament. Each Division will have seeds 1 through 4. 3. First round games are “non-division” games on campus sites. Games will be played on a Saturday to allow for possible long trips. a. First round games will be played at the higher seed on a Saturday. One side of the bracket will be S#1 vs. N#4 and N#2 vs. S#3. Winners of those two games will meet in semi-finals. The other side of bracket is N#1 vs. S#4 and S#2 vs. N#3. 4. Semi-Finals and championship rounds will be played on the following Friday and Saturday at a predetermined site. If top seeds win in first round, semi-final match-ups will be N#1 vs. S#2, and S#1 vs. N#2. Winners play for championship. It is possible to have only one division remaining in the semi-final round. a. Highest overall seed will play the first game in semi-finals (if top teams are the same seed, the result of the regular-season meeting is the deciding factor) 5. Championship Game: Two winning teams will play for championship at same predetermined site. a. Gender that plays first games in the semi-final and championship rounds will rotate from year to year.

CACC Tournament Preparation I. On-Site Administrator The On-Site Administrator will be the Dean Johnson, Associate Director of Athletics, or Conference Office Staff Member. Responsibilities of the On-Site Administrator include, but are not limited to:

1. Control of Event Operations:

Responsibilities include but are not limited to, control of game operation, which include coaches, athletes, fans, officials, gate, videotaping, and statistics. A copy of game statistics must be available at half time and immediately following the game.

2. Enforcement of the rules of competition as set forth in the NCAA Rules Manual 3. Enforcement of NCAA and CACC policies on crowd control. The safety of all student-athletes and team

personnel is a priority - The directors of athletics of the competing institutions are expected to encourage enthusiastic support from their students and other fans within the confines of good sportsmanship.

4. Report all requested materials to Conference Sports Information Director

III. Tie-Breaking Procedure

1. Regular season head to head results between tied teams. If three or more teams are tied within the division, the combined record (mini-conference) of each team against the other teams involved is used.

2. Compare each team’s record against the team occupying the highest position within its division and continue down through the standings until one team gains an advantage.

3. Regular season results against the opposite division. Compare each team’s overall record against opposite division.

4. If there is still a tie, compare each team’s record against the team occupying the highest position within the opposite division and continue down through the standings until one team gains an advantage.

5. Coin Flip (conducted by a commissioner with assistant commissioner present and 2 involved head coaches on conference call).

6. Final spot in conference tournament will not be decided by coin flip. In that case, a play-off will be played between the tied teams and the winner will be the final seed and the loser will not qualify for the tournament.

IV. Protest Committee

1. Any protest must be submitted to the CACC Commissioner in written form within 24 hours subsequent to the completion of the game. 2. All protests will follow the CACC Constitution Bylaws procedures.

V. Problem/Conflict Resolution 1. All conflicts will be resolved within the conference in accordance with the procedures outlined in the

approved operating code. No conference conflicts will be referred outside of the CACC for resolution. 2. Protests of games must be made to the Basketball Chair and the Commissioner in writing within 24

hours after the event. 3. A report from the officials must be submitted to Conference Office within 48 hours. 4. The CACC Executive Board shall review and act upon the request within 96 hours of its receipt.

VI. Team Conduct

1. The conduct of players and coaches is governed by the NCAA Basketball Rules and Regulations and the conference Code of Ethics. Improper conduct shall be reported to the Commissioner and the Basketball Chair. Adjudication of infractions and eligibility questions shall be the responsibility of the Commissioner in conjunction with the Eligibility and Infractions Committee. 2. Each coach and athletic director shall have a current copy of the NCAA rule book.

1. All-Conference awards will be handed out and dinner will be provided. Dress is business-casual and no jeans are allowed.

2. All teams that advance to the CACC Semi-Finals are required to attend, or the team will incur a fee to the cost of their share of the banquet. Every member of the All-Conference team is also encouraged to attend to accept their awards. Please contact the Conference Assistant Commissioner Randy Press if planning to attend or not a member of a Semi-Final team. II. Regular Season Awards 1. III. All-Conference Selections 1. Three All-Conference Teams, five players on each team (All CACC).

2. Teams will be voted upon by the Head Coaches, who will vote via an open electronic ballot. List of candidates and ballot will be distributed by conference office. Ballots will be due prior to the start of the conference tournament. Results of the voting can be sent to coaches by CACC Office upon request. 3. Coaches are not allowed to vote for their own players and must fill out each blank on the ballot. Team selection will be determined by voting for the top five players for first, second and third team. IV. Coach, Player, and Rookie of the Year Awards - Each team is allowed to nominate ONE player for Conference Coach, Player, and Rookie of the Year. The player must have made the All-CACC team to be eligible for Conference Player of the Year. The vote for these special awards will be done separately from the All-Conference team.

1. Coach of the Year will be the coach who receives the most votes from member institution basketball coaches.

2. Rookie of the Year recipient will be a first-time competitor in that sport at collegiate level, as voted on by coaches of the member institutions. V. Conference Sportsmanship Award - Will be given to the team that best exemplifies sportsmanship throughout the year. The team receiving the most votes from member institution basketball coaches will receive the award and the voting will be done at the All-Conference meeting along with the other special awards. VI. CACC Tournament Awards - The selection will take place at the site of the tournament. Coaches will hand in ballots after each game, in which they will vote for players for their performance. The number of votes will be tallied at the end of the tournament, and the top vote-getters (divide total points by number of games played) for each team will make the All-Tournament team. MVP will be selected by the two coaches in the finals and the site supervisor. There will be 8 players selected. Certificates to all winners.

First place team – 3 players with one being MVP

Second place team – 2 players

Third and fourth place team – 2 players

Tickets/Admission I. Gate Setup - Admission will be charged for all Conference Tournament games:

1. 10 complimentary tickets per team to be given to administrators only. 2. Admission fee is $6 adults, $3 students with ID, seniors and children. 3. Children under 3 will be free.

II. Passes The sports information director of each participating team should contact Conference Assistant

Commissioner Randy Press or Matt McLagan Caldwell College’s sports information director regarding media credentials and any other media needs or requests. III. Concessions/Programs

Caldwell College will run a concession stand in Lobby of Newman Center CACC programs will be available at ticket table

Scorer’s Table/Score Reporting I. Scorer’s Table Scorer’s table personnel shall consist of the statistical personnel; official scorer; official timer; scoreboard operator; shot clock operator; scorer’s assistant/spotter; public address announcer; and any other personnel deemed appropriate and/or necessary by the championship committee or their representatives. II. Host Institution and CACC Staffing

1. It is the responsibility of the home team to send the score and packed game file to the Conference Assistant Commissioner Randy Press at the conclusion of the game and also report the results to the local, regional, and national media sources (AP).

2. The visiting team is responsible for reporting scores to its local media sources. 3. When requested, home teams should assist in reporting for visitors.

Sports Information/Media/Technology I. On-Site Media and Communications Capabilities 1. Wireless Internet – Password will be provided by Matt McLagan, Caldwell SID 2. Network Outlets (Floor Scoreboard), Phone Jacks (Radio) II. Line-Ups/Rosters

1. Line-ups must be in the score book and submitted to the officials prior to the start of any game. 2. Each institution's sports information directors or designee shall maintain current statistics and roster.

Member institutions are encouraged to have game programs available for opposing teams and spectators. 3. Statistics: Each team is responsible for keeping its team statistics using Statcrew software. Statistics

shall be reported to the CACC Assistant Commissioner, who shall be responsible for reporting these statistics to the NCAA. III. Game Tapes/Film - Caldwell College will provide institutions with a copy of their game. Institutions must provide Meg Hrbek Caldwell Athletic Administrator with a flash drive prior to contest, 30 minutes after contest; game will be down loaded on flash drive. IV. Live Statistics/Radio/Video Streaming 1. Video webcast and Live Stats in conjunction with Presto Sports will be available for the tournament semi-finals and championship rounds. Links will be available on the CACC website and also be sent to each participating schools.

V. Interviewing 1. Immediately after a 10-minute cooling-off period (i.e.,10 minutes after a competing team enters its locker room), an interview area will open to all certified members of the news media; any coach and student-athletes requested by the media will be available for interviews. If a team or individual is participating in an awards ceremony, the cooling-off period will begin immediately after the presentation. The winning coach and student-athletes will be interviewed first, followed by the losing coach and student-athletes, except following the championship game when the losing coach and student-athletes will appear first. VI. Photography 1. A photographer approved to work on the floor must wear credential provided by Conference Assistant Commissioner Randy Press or by Mark McLagan Caldwell College’s sports information director. 2. Except with the prior written approval of the CACC, no photographer, new entity, media agency of other individual or entity receiving a credential may sell photos of the CACC Basketball Tournament. 3. No flashed attached to the camera or attached to any other courtside location shall be used. No tripods may be placed on or beside the playing floor. No cameras or strobes shall be attached to the backboard or goal standards. Technical equipment, such as camera remote controls, may be placed or mounted behind the goal standard.

II. Tobacco Ban - [Reference: Bylaw 12.5.4 in the NCAA Manual.] The use of tobacco products by any individuals on or near the playing floor, and during other championship activities such as banquets, autograph sessions, news conferences and postgame interviews, at NCAA championships is prohibited. Violations of this policy will be dealt with by the appropriate sports committee. III. Public Service Announcements All public service announcements must be cleared through CACC staff and the Caldwell College staff prior to the tournament. Emergency announcements can be made upon request with clearance from officials listed above. IV. Cheerleaders/Mascots/Bands/Banners/Signs 1. Cheerleaders, dance team members and mascots may not take the floor after the final media timeout of the second half or at any time during any overtime period. Noncommercial banners or hand-held signs that are deemed by the games committee to be non-offensive in nature and do not obstruct other spectators’ view of the contest are permissible.

2. During player introductions, cheerleaders, dance team members and/or mascots shall be restricted to the area between the end line and free-throw line extended on the end of the playing floor at which their team’s bench is located.

3. Megaphones may be used for voice amplification, but they shall not be used as a noise distraction. This includes pounding them on the floor or striking them with the hand(s) or other objects.

4. Flags of any size may be displayed or waved on the court only during pregame activities and halftime. The flags will not be permitted on the court during timeouts.

5. All cheerleading squads must conform to the guidelines set by the American Association of Cheerleader Coaches and Advisors (AACCA). This includes all guidelines and prohibitions pertaining to partner stunts in indoor facilities. Neither the NCAA nor the host institution shall be responsible for supervising or monitoring routines performed by cheerleaders at championship events. Except as noted in this section, supervision of cheerleading squads, their activities, yells and stunts are solely the participating institution’s responsibility. The participating

institution shall ensure that the squad has sufficient training, supervision and equipment for any and all routines its squad may choose to perform. Tournament directors must inform participating institutions if the host facility has more stringent requirements. If so, the director of athletics at each institution must apprise his or her cheerleading squad of such requirements and ensure compliance.

6. Band members (not to exceed 25), including one band director will be admitted to the competition site free of charge via a gate NCAA list. Only 25 band members may perform during the game. Uniformed cheerleaders and/or dance team members (not to exceed 12), their coach and a costumed mascot also shall be admitted via a gate list. This list must be provided to the basketball committee representative at the pre-championship meeting. Only 12 uniformed cheerleaders and/or dance team squad members plus a mascot are allowed on the floor and sidelines.

7. Bands may use electronic amplification equipment, with specific equipment to be approved by the basketball committee representative at the site. Institutions that choose to exercise this option are limited to only 15 members.

8. Bands should be seated in the area usually reserved for bands (baseline areas are preferred, at the same end of the court as their team bench). Bands should be placed in rows so as not to interfere with spectators, photographers or teams. Band members are not allowed on the floor during the game or during timeouts. Bands must stop playing at the first buzzer signaling the end of a timeout. VI. Sportsmanship/Crowd Control Sportsmanship - Each institution must read the NCAA Sportsmanship statement prior to the start of each contest. 1. The responsibility for enforcing NCAA and CACC policies on crowd control rests with the director of athletics or the designated representative of Caldwell College.

2. The safety of all student-athletes and team personnel is a priority. The directors of athletics of the competing institutions are expected to encourage enthusiastic support from their students and other fans within the confines of good sportsmanship.

3. No alcoholic beverages will be available in connection with the CACC Softball Tournament, nor should any such beverages be brought by the public to CACC Contest or any related activities at any time.

1. The CACC Assignor of officials is responsible to provide all assignments for all tournament games. 2. The three-official format will be used for all games. 3. II. Equipment 1. Each school must use the official conference ball Anaconda’s “The Rock” for all CACC contests

2. All equipment must meet NCAA standards and regulations. 3. Practice balls shall be furnished by the host institution or by the competing teams.

III. Rules of Competition – [Reference: Bylaw 31.1.6 in the NCAA Manual.]

1. Per NCAA Bylaw 17.30, member institutions shall conduct all of their intercollegiate competition in accordance with the playing rules of the Association in all sports for which the NCAA develops playing rules. For those sports where the Association follows rules developed by other governing bodies and are modified by the governing sports committee, the adopted playing rules shall be used. The governing sports committee will not consider any results for selection purposes not played in accordance with the NCAA rules book, or those rules adopted by an outside organization.

Game Preparation I. Uniforms/Laundry/Bench Assignments - [Reference: Bylaw 12.5.4 in the NCAA Manual.] 1. Teams should bring both light and dark-colored uniforms. For each tournament game, the higher-seeded team will wear light-colored uniforms. Each player is expected to wear the official uniform of the institution exclusively during competition and related ceremonies.

2. Logos. An institution’s official uniform and all other items of apparel (e.g., socks, headbands, T-shirts, wristbands, visors or hats, swim caps and towels) that are worn by student-athletes in competition may bear a single manufacturer’s or distributor’s normal trademark, not to exceed 2 1/4 square inches in area, including any additional material (e.g., patch) surrounding the normal trademark or logo. The logo or trademark must be contained within a four-sided geometrical figure (i.e., rectangle, square, parallelogram).

3. In addition, an institution’s official uniform cannot bear a design element similar to the manufacturer’s that is in addition to another logo or that is contrary to the size restriction.

4. A student-athlete representing an institution in intercollegiate competition is limited to wearing apparel items that include only the logo (not to exceed 2 1⁄4 square inches) of an apparel manufacturer or distributor. The student-athlete may not wear any apparel that identifies any other entity, other than the student-athlete’s institution.

5. These restrictions apply to all apparel worn by student-athletes during the conduct of competition, which includes any pre-game or postgame activities.

6. This bylaw will be strictly enforced at all NCAA championships and the names of individuals and institutions that are not in compliance with this bylaw shall be forwarded to the NCAA enforcement staff. 7. Laundry is the responsibility of each participating team. Teams may refer to the Caldwell College Athletic Department for information concerning available laundry facilities on campus or within the community. The host institution is not required to provide laundry service, but may do so at its discretion. II. Pre-Game Protocol I. Pre-Game Warm-Up 1. Teams participating in the first game of a championship session may begin pre-game warm-ups 30 minutes before the beginning of the first game. Teams participating in the second game may begin warm-ups 30 minutes prior to the next game.

2. No team is allowed to be on the floor prior to the sound of the horn that starts the warm-up.

II. National Anthem The national anthem shall be played/performed only once each session. III. Team Introductions 1. The following player-introduction format will be used at all games in the championship competition. The announcer shall introduce the starting players in order by Forward, Forward, Guard, Guard, and Center.

2. The first player introduced from the designated visiting team shall proceed to the center circle and remain there until the first player from the designated home team is introduced. These two student-athletes shall shake hands and then proceed to the free-throw line in front of their respective benches.

3. The second player introduced shall move to the center circle, and the same procedure shall be observed until the final starter from the designated home team has been presented.

4. The two head coaches then will be introduced (designated visiting coach first), and they will shake hands in front of the official scorers’ table.

Weather Plan Inclement Weather Policy and Plan 1. All institutions should make every effort to play playoff games. 2. If there is a cancellation, the game must be made up the next day

3. If an institution needs to host 2 games on the same night, the cancelled game will be played at 5:30 PM and the “scheduled” game will be played at 7:30 PM.

4. If one game is cancelled because of inclement weather then ALL games scheduled for that night will be postponed until the next night.

Hospitality/ Accommodations I. Hospitality - Located in the President Board room (2nd floor Newman Center) - Credentials Required (CACC & Institution Administration). Institutions are asked to send Dean Johnson, an Administrator list for credentials.
