    Te Louisiana ransportation Research Center (L RC) is a research, technology trans er,and training center administered jointly by the Louisiana Department o ransportationand Development (DO D) and Louisiana State University (LSU). L RC provides a set-ting in which the thresholds o technology can be explored and applied in practical ways.By merging the resources o DO D and LSU, a versatile core o acilities and expertiseaddresses the rapidly evolving challenges in the transportation eld.

    In addition to its affiliation with LSU, L RC participates ully with other universities inLouisiana that house engineering programs (Louisiana ech University, McNeese StateUniversity, Southern University, ulane University, University o Louisiana at La ayette,and University o New Orleans). By combining their resources with those o DO D, thecenter eliminates duplication o effort and provides a richer base o support. Te centeralso provides an avenue or multi-disciplinary support rom universities to meet thepractical and academic needs o the transportation industry in such areas as engineering,law, business and management, basic sciences, planning, and environmental studies.

    Since its creation by the Louisiana legislature in 1986, L RC has gained national rec-ognition through its efforts to improve transportation systems in Louisiana. Te center

    conducts short-term and long-term research and provides technical assistance, training,continuing education, technology trans er, and problem-solving services to DO D andthe transportation community at large. Te center is largely supported through undingauthorized by DO D and the Federal Highway Administration (FHWA).

    L RC merges the resources o the state and local government, universities, and privateindustry to identi y, develop, and implement new technology to improve the states trans-portation system. By harnessing these valuable resources, L RC is empowered to ndinnovative solutions to Louisianas transportation problems.

    o enhance the center as the ocus or transportation-related research, technology

    trans er, and education in Louisiana, the L RC Foundation, a non-prot organization,has been established. Te oundation provides an excellent partnership opportunity orDO D, state universities, and the private sector.

    In these and other ways, L RC is paving the way or more efficient and benecialresearch and training, thanks to a combination o modern techniques, locally availableresources, and a wide pool o support.

    Located on the LSU campus in Baton Rouge, L RC providesresearchers and students access to excellent laboratories andstate-o -the-art research equipment. Te ull resources o LSUas a Carnegie Designated Doctoral/Research Extensive Institu-

    tion are also available. Te unique position o L RC providesaccess to virtually all o LSU and DO Ds resources to pursueits mission.

    L RC houses more than 90 employees and up to 30 students intwo adjacent acilities. Te L RC building is a 25,300-squareoot acility that includes ve research laboratories, a con er-ence room, and offices. Te laboratories are used to conductadvanced research into asphalt, concrete, soils, and pavements.Te 14,000-square oot ransportation raining and EducationCenter ( EC) houses a lecture hall, a computer-based training

    classroom, and two general classrooms that are all equippedwith advanced education and training equipment and distancelearning/video-con erencing capabilities. A comprehensivetransportation library and offices are also included.

    L RC has identied research areas o strategic importanceand has developed expanded capabilities or concentration inseveral areas: the Engineering Materials Characterization andResearch Facility (EMCRF), a laboratory acility specializingin undamental materials characterization; the GeotechnicalEngineering Research Laboratory (GERL), a laboratory ocus-ing on transportation earth-works, structural oundations,

    and geosynthetics; Pavement on the Move (POM), a multi-usemobile laboratory or collecting data rom eld constructionprojects as well as research and training; and the Intelligentransportation Systems (I S) lab, the newest lab designed to

    evaluate traffic data collected rom Louisianas traffic manage-ment centers. Although remote rom the center, the LouisianaPavement Research Facility is an important acility that stream-lines pavement loading research by compressing years o roadwear into months o testing. Te six-acre acility is located onthe west side o the Mississippi River and incorporates an Ac-celerated Loading Facility (ALF M ).

    Te addition o EC greatly enhances L RCs mission byacilitating the delivery o training, pro essional developmentopportunities, and technology trans er to engineers, techni-

    cians, undergraduate and graduate students, and pro essionalsrom both the public and private domains.

    L RC is a budget entity o the Louisiana Department oransportation and Development. Funding is a combination oState, State Planning and Research (Part II, Federal), InnovativeBridge Research and Deployment (Federal), Sur ace ransporta-tion Program (S P-Federal), and external contracts and grants,such as the National Cooperative Highway Research Program,Federal Agency Grants, and the National Science Foundation.

    Inside this report you will nd eatured articles on the research program, education and training, and technol-ogy trans er activities. Completed and active research projects, training accomplishments, technology trans eractivities, support o higher education, and publications and presentations are also included.

    L RC continues its strong ocus o solving transportation problems. Te implementation o two research prod-ucts is highlighted in this report. In response to a legislative request, LRC investigated the effects o overloadedsugarcane trucks on Louisianas roads and bridges. In addition, the study looked at a new conguration or haultrucks that could allow up to 100,000-lb. loads. As a result o the study, the legislature implemented the ndingsthrough the enactment o revisions to the Revised Statutes. Tis study was also recognized by the AASH OResearch Advisory Committee as it was selected as one o the 2013 Sweet Sixteen High Value Research projectspresented at the AASH O National Con erence to Secretary LeBas.

    Te second project implemented the Gel Permeation Chromatograph (GPC) as an analytical tool to determinethe quantity and types o polymer modiers being used in asphalt cements supplied to the state. est methodswere developed and rened such that the GPC can be used or ngerprinting renery submitted asphalts orapproval and or orensic analysis o pavement ailures. Te method has been drafed as an AASH O standardtest procedure.

    A number o technical assistance projects were undertaken this year, not the least o which was the response tothe Assumption Parish sink hole. Te pavement research unit immediately evaluated any impact to LA 70 withour Falling Weight Deectometer and the High Speed Proler. Subsequently, L RC issued a task order to theLSUs Center or Geoin ormatics to establish continuously re erencing monitors on LA 70 and the three bridgestructures in the vicinity.

    Te Louisiana ransportation Con erence was, o course, the highlight o this years technology trans er activi-ties. Tis biennial event continues to grow. Almost 1800 transportation pro essionals rom 32 states and twooreign countries participated in the con erence whose theme was Partnerships or Progress in ransportation.Te con erence was the culmination o activities o seven committees involving L RC, DO D, and industrypersonnel. Te con erence, which provided a orum or education, sharing new ideas and methods, and discuss-ing changes in the industry, included 72 technical sessions, six workshops, and a two-day vendor exhibition.ransportation pro essionals were provided opportunities to earn up to 19 pro essional credit hours, includingthe required hour in pro essional ethics.

    Speaking o partnerships, there is an article on industry support or L RC projects that highlights both dona-tions and in-kind services provided through the L RC Foundation to support on-going research projects at thePavement Research Facility in Port Allen. In tough budget times, this industry support maximizes L RCs abil-ity to improve the states transportation systems.

    At the request o the Louisiana Legislature, L RC conducted research todetermine the effects that heavy, overloaded sugarcane trucks pose onLouisianas highways and bridges. As a result o the three-part study, thelegislature enacted revisions to the Revised Statute 387.7. Special permits;vehicles hauling sugarcane. Researchers recommended that the legislaturekeep the truck weight allowance at the current level, which is 80,000 lb.Furthermore, the newly enacted statute acted on research recommenda-tions by maintaining that truck drivers who wish to haul sugarcane in theweight class o 100,000 lb. must add a third axle to their vehicle, to betterdistribute the weight o the load and decrease the strain on the statespavements.

    Under these circumstances, researchers believe the permit ee can bereduced to zero (instead o the current $100 ee), and a tax incentive o$683 can be given to each truck or the conversion.

    Te results o this project indicated that the pavement damage rom eachsugarcane truck (without the added axle) with a weight o 100,000 lb.is at about $2,072/year, and the bridge atigue cost is about $3,500/year.Tere ore, the current sugarcane trucks permit ee o $100 per year is notadequate and should be increased to recover these costs. It was also oundthat the legislature should not consider raising the weight level allowanceo sugarcane trucks to 120,000 lb. in the uture or any reason because thepavement costs increase by double and the bridge repair costs rise. More-over, the magnitude o the damage caused by the 120,000-lb. truck makesthe risk o bridge damage and even bridge ailure too signicant to ignore.

    Tis study was recently recognized by the AASH O Research Advisory Committee(RAC) and was awarded a spot on its 2013 Sweet Sixteen High Value Research Projectslist. Each year, RAC collects High Value Research highlights rom member states acrossthe nation. Tese highlights showcase projects that are providing transportation excel-lence through research.

    Implementation of GPC Characterization of Asphalt Binders at Louisiana Materials Laboratory

    Since 1994, DO D has specied the use o polymer-modied asphaltcements (PMAC) to improve asphalt pavement per ormance. However,

    several critical questions associated with QC analysis o PMAC remainunsolved. Tis research project implemented a procedure or using gelpermeation chromatography (GPC) as an analytical tool to dene thepercentage amounts o polymer modiers, which are soluble in elutingGPC solvents, in polymer-modied asphalt cements. It also addressedquantication o both GPC solvent soluble and insoluble crumb rubberpresent in crumb-rubber modied binders. Attention was also paid tousing GPC or assessment o the extent o oxidative rolling thin-lmoven (R FO) and pressure aging vessel (PAV) aging o a series o as-phalt binders as well as orensic analysis o pavement ailures.

    Te projects two phases included (I) purchasing, installing, and calibrating a GPC instrument at the DO D MaterialsLaboratory and writing detailed procedures or conducting binder analysis to determine the percent polymer contentin polymer-modied binders and (II) developing an efficient extraction process capable o recovering binder romasphalt cement cores. Phase I included the GPC analysis o different polymers and binders, and a quantitative estima-tion o polymers, asphaltenes, and maltenes present in the analyzed binders. At DO D, a large number o bindersrom various asphalt sources and polymer additives have been analyzed. Over 180 samples o PG 64-, PG 67-, PG 70-22m and PG 76-22m grades were subjected to GPC analysis and the polymer percentage was calculated and compiled.Phase II extended the development o a procedure to dene the percent amounts GPC solvent insoluble crumb rubberpresent in CRM binders. It included a comparison between the extraction o soluble CRM species with a blend otoluene-ethanol (85:15 volumetric ratio) and bromopropane at room or moderate temperatures.

    Since similar results have been obtained, and bromopropane is more expensive than toluene and ethanol, the tolu-ene/ethanol mixture appears to be a better option, especially or large scale extractions. An AASH O standard testmethod or the quantication o polymer content in polymer-modied asphalt cements by GPC has been proposed.Te ndings o this research will be documented in the nal report (publication pending). Specic accomplishmentsinclude: Development o an effective asphalt binder extraction methodology without affecting the binder properties. Development o a simple GPC procedure or determining the composition o asphalt binders based upon the mo-lecular size o the components. Installation o a robust GPC system in the DO D Materials Laboratory. Establishment o a routine binder characterization method using GPC. Illustration o the orensic application o GPC to resolving mix problems encountered in the eld.

    Proposal o AASH O standard test method or the quantication o polymer content in PMAC by High Per or-mance Size Exclusion Chromatography (HPSEC).

    In addition, chemists rom LSUs Chemistry Department provided a week-long training session or the Louisiana Ma-terials Laboratory technicians. Tis study has also spawned additional research currently underway between LSU andL RC in an effort to better characterizeasphalt binder materials used in Louisiana.

    2012-13 Technical Assistance Highlights

    Louisiana Geological Survey L RC Researchers provided echnical Assistance to assist LSUsLouisiana Geological Survey (LGS) in collecting soil data acrossthe state to update maps and develop a GIS data base identi y-ing the Holocene/Pleistocene sur ace or the Coastal Protectionand Restoration Authority (CPRA) at the Department o NaturalResources (DNR). Te work is ongoing. When complete, thisin ormation will also benet DO Ds geotechnical section provid-ing a contour map showing this stiff soil layer.

    LA 70 in Assumption Parish Near the Sink HoleOn LA 70 near Bayou Corne in Assumption Parish, a portion othe salt dome has collapsed creating a sink hole that is approxi-mately 1,200 f. rom LA 70. In an effort to determine i the sinkhole is impacting LA 70, L RCs pavement unit has conductedtesting with the Falling Weight Deectometer (FWD) and HighSpeed Proler on several occasions since August 2012. Subgradestrength and Structural Number readings obtained rom the FWDon those occasions have been similar indicating that the roadwaystrength has not deteriorated due to the sink hole so ar. Addition-ally, roadway roughness (IRI), prole measurements, and cross

    slope measurements obtained rom the High Speed Proler havealso been similar on multiple occasions. Monitoring will continueon at least a yearly basis.

    I-20 project between Mound and DeltaTe L RC Asphalt Research Group per ormed orensic evalua-tion on the I-20 project between Mound and Delta. Within sixmonths o construction, areas with excessive premature ruttingwere noticed on a 4.95-mile long asphaltic concrete overlay proj-ect on I-20 corridor in Madison Parish, Louisiana.

    Lab tests were conducted on a number o roadway cores to quan-ti y the moisture susceptibility o the mixture. Also, investigationsinto design eatures revealed lif thicknesses were placed thinnerthan adequate or the type o mixtures used. Field investigations,subsur ace drainage inspection, and laboratory evaluation o

    L RC recommended modi ying the existing drainage system tohelp eliminate the moisture rom the existing pavement structure.L RC also recommended milling the existing sur ace course oeach outside travel lane and replacing with a new HMA mixture,and adding an OGFC mixture over the ull width o pavementto enhance the pavement structure and provide a sa er travelingsur ace.

    I-20 Alkali-Carbonate Reactions (ACR)L RC investigated the ACR affected pavement section o I-20between Ruston and Monroe, LA. Pavement conditions wereassessed with the FWD and High Speed Proler. Cores were takento determine the extent o pavement deterioration and assess thepotential or uture expansion. Results rom the proler indicatedthat the roughness has increased rom May 2007 to October 2012and that the pavement is currently in moderate condition withaverage IRI values o approximately 87 in both travel lanes.

    Te FWD tests indicated that JCP is showing signs o distress withthe East Bound side being more distressed than the West Boundside. Based on testing in May 2007 and October 2012, the pave-ment condition has not changed structurally with the averageSNeff value being 5.4 and 5.6 in the East and West Bound lanes,which is equivalent to 12 and 13 in. o new asphaltic concrete,respectively. Tough not elaborated upon in this document, theaverage subgrade resilient modulus is approximately 10 ksi, indi-cating that it would be a good candidate or rubblization.

    Te condition o the cores ranged rom ully intact with littlecracking to pieces o concrete retrieved that resembled aggregate.Te cracking pattern on the cores is indicative o ACR where amajority o the cracks originate at large aggregates.

    Te laboratory testing results show that the concrete still exhibitsACR tendencies as exhibited in the control (water) samples. Te volumetric expansion was generally less than 1 percent with the

    majority o the samples having expan-sion values between 0.4 and 0.6 percentexpansion. Te results indicate that theexpansions are relatively small and can bemitigated by rubblization o the affectedpavement.

    Acceptable alternate designs include ullremoval o the pavement structure andreplacing it with either hot mix asphalt orportland cement concrete and rubblizationo the existing structure and overlaying itwith either portland cement concrete orhot mix asphalt. Note that the rubblizationoption is much more cost effective thanthe ull depth reconstruction option.

Te end goal o this project is to demonstratethe benets o the geosynthetic subgrade/base stabilization/rein orcement in pavement structures built on weaksubgrades in terms o increasing the service li e o the pavement structure and/or reducing the base thickness.

    In cooperation with the Concrete and Aggregates Association o Louisiana (CAAL), Gilchrist Construction hasprovided construction services or test sections on three different projects (06-3G , 11-4B, 12-3P). Tese projectsdeal with evaluation o Roller Integrated Compaction Monitoring, per orming micro-cracking on typical Louisianacement stabilized materials, and modulus-based construction specication or earthwork and unbound aggregate.

    In addition to these ongoing projects, James Construction Group is planning to provide construction services totesting o unbonded concrete overlay sections or a proposed project that will begin next scal year.

    As L RCs formal research program continues to investigate solutions to Louisianas transporta-tion problems, the technology transfer program serves the wider transportation community byimplementing these research ndings and technological innovations. Whether through technicalassistance on DO D projects, publications, videos, seminars, or workshops, technology transfersultimate goal is to disseminate practical knowledge to municipalities, parishes, and the transporta-tion industry at large.

    2013 Louisiana Transportation Conference a Success

    Over 1,780 people representing 32 states and two countries at-tended the 2013 Louisiana ransportation Con erence, whichwas themed Partnerships or Progress in ransportation andheld Feb. 17-20 at the Baton Rouge River Center. Te biennialcon erence provides a orum or education, sharing new ideas andmethods, and discussing changes in the industry and included 72sessions, six workshops, and a two-day vendor exhibition.

    Sherri H. LeBas, DO D Secretary, delivered the welcoming re-marks at the opening session.     LTRC Hosts Roller Integrated Compaction MonitoringShowcase

    Over 85 attendees convened or L RCs latest showcase, whichocused on roller integrated compaction monitoring. ranspor-

    tation officials rom eight states met at the Ramada Con erenceCenter in New Iberia, LA, June 4, 2013, to attend the one-dayseminar, which provided technical presentations, other statesexamples, and in ormation on the sofware, among other items.Te rollers used in the ongoing L RC research were availableor a demo at the demonstration projects location as part o theshowcase as well.

    Te event was held to showcase the technology being used on theproject in New Iberia, while the rollers were onsite, said SeniorGeotechnical Research Engineer Gavin Gautreau, P.E. It was in

    partnership with the FHWA (Every Day Counts initiative), andSHRP2 [Per ormance Specications or Rapid Renewal (R07)] tospeed construction times and reduce congestion and delays to thepublic. Onboard computers in the rollers give real-time eedbackto the roller operators to help them obtain consistent layers andtarget stiffnesses aster.

    Te current L RC research project is entitled Field Evaluationo Roller Integrated Compaction Monitoring. Te researchersintend to demonstrate how intelligent compaction technology canaccelerate construction, reduce re-work, and improve uni ormityo pavement layers. Tey will evaluate the reliability and potentialuse o data or acceptance and measurements o in-situ stiffnesso the constructed earth materials, linking to properties that relatemore directly to design (e.g., modulus) and in-service per or-mance. L RC will document the impact o implementing thesetechnologies and specication approaches. Te demo project,located in New Iberia, LA, will be used as long-term monitoringsections. And nally, researchers worked in conjunction withStrategic Highway Research Program (SHRP) 2 R-07 partners tostudy the benets o per ormance specications or rapid renewalusing the technology and mechanistic-based in-situ point mea-surements on a new pavement section including subgrade, stabi-lized subgrade, base course, and hot-mix asphalt (HMA) layers.

    Te research project will evaluate the technology and its potentialimplementation logistics in hopes o creating quality, consistentlayers or current and uture DO D roads. Te technology isstill new and not mainstream yet, though researchers see manyadvantages, including consistency o coverage, digital documenta-tion o efforts, visual representation o roller movements, possible

    alternatives to nuclear gauges, and stiffness measurements withlocation position.

    Support for Higher Education

    L RC coordinates the statewide DO D Engineer Resource Devel-opment Program (ERDP), which provides structured rotationaltraining or entry-level engineers. L RC also manages the Coop-erative Education Program or engineering students, a cooperative

    endeavor between DO D and universities within Louisiana toemploy ull-time university students to per orm engineering workand receive practical experience in the eld o civil and transpor-tation engineering. During 2012-2013, 7 people participated inthe ERDP and 20 participated in the Cooperative Education Pro-gram. In addition, 97 graduate students were supported throughL RC research projects during 2012-2013.

    L RC also acilitates the DO D Support Program or CivilEngineering Studies, a cooperative endeavor between DO D andLouisiana state universities with civil engineering programs. It

    provides practical experience to civil engineering students whoselect transportation-related topics among their engineering de-sign courses. DO D supports this program nancially, and uni- versities grant academic credit to its participants. Te senior de-sign capstone projects are transportation-related and are includedin courses or which senior-level students receive a grade. At theend o the senior design project, participants provide copies o thenal report to L RC and give a 15-20 minute presentation. Fouruniversities participated in this program during 2012-2013: Loui-siana ech, McNeese, Louisiana State University, and University oLouisiana at La ayette.
