– Linked ‘Civil – Military Command and Information Centres’, with a clear, unambiguous Chain of Command, and with an endorsed regional reach
– Coherence in Training and Education investments
• Note: the ‘End State’ must be periodically reviewed!

• A flexible, adaptive Action Plan, based on assessments and influenced by concurrent ‘work on the ground’
• Strengthen the viability of sanctions and control mechanisms, and deter future violators
• Introduce and use innovative’ technologies such as Modelling and Simulation to support ‘current operations’
• Communication strategy• Adaptive legislation……

• Pursue and create the conditions to attract the maritime leisure industry – ‘eco tourism’

• Embark on a roadmap to be capable to conduct Maritime Irregular Warfare (MIW), “sooner than later” *
• Initiate focused Regional Training and Education programme– ‘Brokered’ or Facilitated by AMSSA?
• Research regional ‘Pooling and Sharing’ and ‘Save and Reinvest’ philosophies– Possible advice by European Defence Agency?
• Investigate, and lobby for funding support through the (EU) ‘Instrument for Stability ‘(IfS)

• Continued insecurity - Who are the real ‘enemy’?• Prepare for ‘intentional hostile acts’ by networks
that see their illegal businesses cut short / terminated:– Increased bribing, intimidation, kidnapping, murder– Complexity of the situation >
