Jenks future is a bright one. In addition to the Oklahoma Aquarium, RiverWalk Crossing, historic downtown Jenks and other areas, Jenks is adding a new member to the community Village on Main, a 492,000 square-foot mixed-use development that will blend retail, restaurants, grocery and office space. It will also include a 110-bedroom hotel and 140 units of multi-family residential living.

The newly-constructed Utica Park Clinic health care facility, the first part of Village on Main, and the Waterfront Grill, a collaborative effort between VOM and Los Cabos, kick off the development and preview the exciting growth coming our way.

RiverWalk Crossing also continues to expand. In fact, 2010 saw the completion of three new structures, a privately-leased apartment complex, a new restaurant The Grille, and a nightclub The Midnight Rodeo.

Even with all of this growth and excitement, Jenks has managed to maintain its small-town charm.

Our Main Street is still lined with a variety of retail stores, including the antique shops that earned Jenks the title of Oklahomas Antique Capitol.

The Jenks Chamber of Commerce represents over one hundred years of creating a strong local economy, promoting the community, providing networking opportunities and business contacts, and representing business interests to our elected officials.

A major goal of the Chamber is to foster and promote economic growth that will attract new residents and new businesses to the Jenks area. Leadership Development Leadership Jenks, which has graduated 23 classes, educates local business owners and residents about Jenks, as well as local opportunities for leadership in the Jenks community. The Leadership Jenks Alumni program keeps graduates plugged in.

Community Promotion Includes programs and events which promote both business and community such as the City-Wide Garage Sale, Art on Main and Holiday Open House.

A LOOK BACK TO THE PAST

Located on the west banks of the Arkansas River in southern Tulsa County, the City of Jenks was officially platted on July 15, 1905. Prior to that, the Townsite of Jenks Indian Territory was a small community site established by a cooperative agreement between the Midland Valley Railroad and the Midland Valley Townsite Company.

Early settlers to Jenks included small businessmen, farmers and ranchers, including the Perryman family. The Perryman family was among the first to receive their allotment of land from the government, establishing it as the first homestead located within the current city limits of Jenks. This working ranch once covered 300,000 acres stretching from the Verdigris River to Duck Creek near Mounds. Today, The Perryman Ranch, located at 115th St. & S. Elwood Ave., is now 40 acres and is available for group outings.

By 1906, Jenks experienced a major surge in growth when oil was discovered in the nearby fields of Glenpool. With the oil came expensive oil tank farms which increased area property values and produced revenue for the Jenks Public Schools System.

There are various stories as to the origin of the towns name. The one believed to be true is that the town was named after a Philadelphia

railroad director who built the Midland Valley Railroad. Today, Jenks is the one of the fastest growing cities in Oklahoma.

With a current population of over 16,500, Jenks is welcoming new residents and businesses daily. This growth is evident in every area of our community, from school site expansions to new roads, to exciting new residential and commercial developments.

Jenks Public Schools became a recipient of the Malcolm Baldrige National Quality Award, the nations highest Presidential honor for quality and organizational performance excellence. Award recipients are evaluated in seven areas: leadership, strategic planning, customer and market focus, measurement, analysis and knowledge management, human resource focus, process management and results. Jenks Public Schools have been nationally recognized for

its academics, arts and athletics setting the standards for a quality educational experience in Oklahoma. The mission of the district is a commitment to the shared responsibility of preparing all learners for productive, responsible citizenship in an ever-changing world. As one of Oklahomas top school districts, Jenks students consistently score above national test averages and receive multiple academic and athletic awards annually. Over 86% of all students graduating from Jenks High School continue to college.

Jenks Public Schools is the 11th largest school district in the State of Oklahoma and competes

at the 6A level. The school district encompasses an area of approximately 39 square miles, which includes a large part of South Tulsa, areas west of Hwy 75 and a large portion of Jenks city limits.

Various student services provided by Jenks Public Schools include a community preschool, before and after school club, driver education classes, summer camps and youth enrichment programs.

In 1984, Jenks Community Education was launched. It is believed to have begun with a parenting class. Today, two or three times a year Jenks Community Education mails their class schedule to over 60,000

families located in the Jenks School District. Three hundred classes are held annually, with more than 10,000 attending Community Education programs. Two hundred fifty full- and part-time instructors and employees are on staff, teaching anything from Russian to knitting and email to photography. Established in 1987, the Jenks Public Schools Foundation was formed to promote excellence in education providing grants to teachers and administrators for innovative programs and classroom projects. Today, Jenks Public Schools continues to lead school districts around the state and the nation, with its success in academics, arts and athletics.

Jenks residents enjoy 13 area parks: Park West, W. Main & KOA Streets, is a sports

complex featuring 16 baseball fields, four girls softball fields and a little league football field.

Children enjoy the spray park at Central Park, 100 N. Elm St.

Veterans Park, east of Elm St. on Veterans Drive, began development in 2005. The Jenks Veterans Memorial is a tribute to those

who have served in the armed forces. The park offers residents and visitors 19 acres, showcasing large picnic pavilions for family outings and community events, a new state-of-the-art childrens playground, complete with a swing park and restrooms. In 2007, park benches and charcoal grills were added. In 2008-2009, a stocked casting pond with fishing docks, a fountain and walking trails was added.

For the golf enthusiast, South Lakes Golf Course, www.southlakesgolf.com, W. Main St. & Elwood Ave., is a Tulsa county owned public 18-hole course, providing a great place to unwind and perfect a swing. The course includes a driving range, pro shop and snack bar/restaurant.

Walking trails can be found in many of the neighborhoods across Jenks. In addition, the Tulsa River Parks trail system links to the Jenks

Pedestrian Bridge. The Jenks Trails offer easy access for bicyclists, walkers and joggers. Park West also features a nature trail.

Our staffing is 17 full-time Officers, 10 Reserve Officers, 1 part-time Officer, 4 full-time dispatchers, 2 part-time dispatchers, 1 administrative assistant, 1 court clerk for a total staffing of 35 people.

During 2009, Jenks Police Officers answered over 20,000 calls for service.

Our policing strategy is Working Together For a Safer Community. This community policing strategy does not only include the partnership between the community and the police, but must include the fire department, public works, fire and police unions, City senior management, finance, City planning, City engineering, City Council, and together with all aspects of City government, we must be collaborative and strive toward common safe community goals.

Policing and all its components are dynamic. The Jenks Police Department

continues to strive to maintain a leadership role among small size police departments with our commitment to growth and change that best benefits our ultimate customer, the public. We invite citizen input to assist us in ensuring our continued success.

Jenks Fire and Rescue has both paid full-time and volunteer responders that make up a highly trained and operationally-efficient response agency. The agency provides as a minimum EMT Basic medical response, rescue and extrication, as well as fire suppression services. In addition, Jenks Fire and Rescue are certified water rescue responders with several staff trained at the advanced life support level. The City of Jenks has also partnered with Emergency Medical Services Authority to provide transport medical care to area hospitals. Jenks has a fire insurance rating of 6.

The Jenks Fire Department is a Safe Place where youth in crisis can get immediate help. Safe Place sites are identified by the bright yellow and black diamond-shaped Safe Place signs or decals.

Located in the south quadrant of Jenks, The Ewing-Perryman Fire Station opened in 2005 to meet the demands of a growing community. This state-of-the art facility, which incorporated old and new architecture, serves the southern part of Jenks. The original town site fire station currently underwent

renovations. With its new look and state-of-the-art facility, it is ready to serve its citizens and grow with the City.

The City of Jenks is administered by a Council-Manager form of government, in which seven citizens are elected from six wards to serve on the City Council. The Mayor serves at-large and appointed by the City Council. The Council is responsible for establishing policy, passing local ordinances, voting appropriations and developing the vision for the city. The City Council holds open meetings on the first and third Mondays of each month in the Council Chambers located at City Hall. Meeting agendas are posted at the City and online at www.jenks.com.

The City Manager, City Attorney and City Clerk are appointed by the City

Council and department heads are appointed by the City Manager. As chief administrative officer of the city, the City Manager coordinates the work of all city departments and administers the policies established by the City Council. Additionally, City Appointed Boards provides citizens volunteer leadership opportunities and increases citizen involvement in the city government process. These Boards include the Planning Commission, Appearance Review and Board of Adjustments.

Several hands-on opportunities are especially exciting for children. The newest feature is the Reasors Shrimp Boat with open tanks housing shrimp, horseshoe crabs and other small animals with the invitation to please touch! Thats not the only chance to roll up your

sleeves and interact with aquatic life. Feel the difference between slippery smooth stingrays and sandy sharks in the touch tank in the Oceans Room and feed stingrays and turtles for a truly memorable experience. The Aquarium is also home to aquatic mammals. River otters, raccoons and beavers splash, dive and play inches from your eyes in the Hayes Family Ozark Stream. A crashing waterfall and rolling stream with native fish round out the beautiful exhibit replicating a northeastern Oklahoma stream bank.

The Aquarium hosts several events throughout the year such as the Aquarium Run and HallowMarine . The Aquarium is also available for private use with banquet space for corporate parties, meetings, weddings, receptions and proms. As the gateway to the Arkansas River, Jenks has set the standard in the region for riverfront and destination entertainment development. Jenks is open for business.

The city leaders of Jenks have stood by their vision to keep the small town feel that makes Jenks famous while maintaining a low-density model four residential dwelling units per acre. Over the past nine years, Jenks has experienced a growth of approximately 1,000 new residents each year. This residential growth has occurred as the direct result of the nationally recognized Jenks Public Schools and affordable home lots within the district.

With 20 square miles of land, bordered on all sides by other cities, Jenks city leaders have developed a new comprehensive plan for the future that allows for designated commercial areas and expands the usage of the entertainment/tourism district.

Village on Main is a multi-million dollar mixed-use lifestyle development featured at the gateway of the riverfront entrance with a 1,600 feet extension to the existing Main Street. The development will be comprised of 150,000 sq. ft. of high quality retail and restaurants, 100+ units of urban residential living, 120,000 sq. ft. of professional office space, 22,000 sq. ft. Hillcrest Utica Park Clinic healthcare facility, 100+ room hotel and community events center. Unlike traditional conventional development, Village on Main will feature diversity of architectural form, function and appeal based on Smart Growth principles and New Urbanism design.

RiverWalk Crossing is the regions first riverfront entertainment development. Visitors and residents have enjoyed this exciting entertainment, shopping and dining complex found nowhere else in Oklahoma. Phase I offers over 150,000 square feet of retail, office and restaurant space, including a free-standing movie theater. Over 20 businesses currently call RiverWalk Crossing home, including nationally known Melting Pot, Marble Slab Creamery and one of the highest grossing restaurants in the region, Los Cabos Mexican Grill & Cantina. Phase II is currently under construction and should be completed first quarter of 2010. It

will offer over 121,000 square feet to include anchor tenants Lewis & Clark Adventure Store and McDermitts Shamrock Grill, along with another amphitheater and additional shopping and dining establishments.

Jenks is also home to a several international industrial/manufacturing facilities. Kimberly Clark Corporation, with a $600 million capital investment, is one of their premier international state-of-

the art facilities. With 1.8 million square feet of manufacturing and warehouse space, the Jenks facility produces Cottonelle and Scott brand toilet tissue, as well as Scott and Viva brand paper towels. Green Country Energy and Public Service Company of Oklahoma also call Jenks home with natural gas-fired power plants that supply electricity locally and as a reseller.

Tulsa Winch, a division of the Tulsa Winch Group, is owned by Dover Company. It was the first company to locate in Jenks Commerce Park. This 83,000 square foot facility produces gear winches and swing drives for the oilfield and construction industry and recently completed a 168,000-square-foot expansion which tripled the plants size, adding 280 additional jobs to the area. Continental Wire Cloth, a manufacturer of high-quality wire cloth screens for oil drilling processes built a new facility in Jenks Commerce Park in 2008 after relocating from Tulsa.

The tax base associated with these industrial developments significantly adds to the quality of life for Jenks residents through their support of a lower ad valorem tax liability.
