• Created by FAA in 2003 to:– provide an easier, more efficient method of
submitting & recording DBE data.– prepare and design unique DBE and ACDBE

• DOT’s Office of Small Business and Disadvantaged Business Utilization (OSDBU) created a new enhanced DOORS for use by all DBE modal administrations; FAA, FTA and FHWA.
• Similar design as FAA DOORS with some differences in operations.
• Updated and enhanced automation and performance.
• Currently populated with FY-2009 DBE uniform award accomplishment reports for FAA, FTA and FHWA.
• 2010 DBE uniform award accomplishment reports will be added

- All data in FAA DOORS will be transferred to DOT DOORS

DOT DOORS• New user accounts have been created for all
airport recipients that currently have a user account in FAA DOORS– Airport recipients will receive a letter and
guidance pertaining to the new DOORS followed by an email message containing a new user ID.
– Airport recipients will be able to create their own password.

• Differences between FAA DOORS and DOT DOORS for airport recipients– User accounts can only be created by FAA (or FHWA,
FTA for their recipients)– DBE Awards menu includes a Save option, i.e., users
can enter partial data, save it and return later to edit or complete the data
– Forgot password option – sends a link to your email to reset your password

ARRA DBE Monthly ReportingFAA Data Collector
• DBE ARRA data is being collected from airport sponsors each month via the FAA data collector, a link to the Airports Division’s SOAR program.
• The website is open for airport data entry at the beginning of each month for 5 days.

•All sponsors receiving ARRA Grants must have "back up" documentation for the ARRA DBE data entered in SOAR
•e.g. contracts, invoices, etc., should be readily available and accessible for review in case of an audit.
•It is very important that the integrity of the DBE data can be confirmed.
•Use best practices as it relates to DBE documentation and recordkeeping.
