    General practice allows or balance between

    work and amily lie, it demands a varied

    breadth o medical knowledge, it oers the

    opportunity to subspecialise and the option

    to undertake procedural medicine.

    The Australian General Practice Training

    (AGPT) program provides registrars with

    the building blocks to work at the oreront

    o primary health care. AGPT oers a range

    o options or urban and rural vocationaltraining, delivered through regional training

    providers (RTPs) across Australia.

    The RTPs deliver training towards two

    vocational endpoints recognised by

    Medicare Australia: Fellowship o the

    Australian College o Rural and Remote

    Medicine (FACRRM) and/or Fellowship o

    the Royal Australian College o General

    Practitioners (FRACGP). Rural RTPs alsodeliver training towards the RACGPs

    Fellowship in Advanced Rural General

    Practice (FARGP).

    Training verview

    The AGPT program is a world-class

    vocational training program or medical

    graduates wishing to pursue a career in

    general practice in Australia.

    The program involves a three-year ull-time

    commitment, or our years or rural and

    remote medicine registrars, which can be

    reduced with recognition o prior learning

    (RPL). During training, registrars gain

    valuable practical experience in teaching

    hospitals, in rural and urban practices, in

    extended skills, procedural and academic

    posts, and in specialised medical centres

    that provide health care or Aborigines,

    Torres Strait Islanders and people rom

    socially disadvantaged groups.

    Training is conducted within accredited

    medical practices and hospitals and is

    supervised and assessed by experienced

    medical educators. The training includes

    sel-directed learning, regular ace-to-ace

    educational activities and in-practice

    education.

    Training delivery

    The AGPT program is overseen and unded

    by General Practice Education and

    Training Limited (GPET), a wholly owned

    government company established in 2001

    by the Commonwealth Government.

    Training is delivered through regional

    training providers (RTPs) across Australia(see page 10). The Australian Government

    places a quota on the number o AGPT

    positions available, thereore entry into the

    program is competitive. In 2011 there will

    be 812 training positions allocated to RTPs.

    Training pathways

    Applicants or the Australian General

    Practice Training program elect to train in

    either a rural pathway or a general pathway.

    Rural pathway

    The rural pathway is designed or doctors

    who wish to undertake the majority o

    their training in rural and remote areas

    o Australia.

    Some overseas-trained or overseas-born

    doctors aected by Section 19AB o the

    Health Insurance Act 1973(the 10-year

    moratorium) may be required to join the

    rural pathway and are ineligible or the

    general pathway.

    The 10-year moratorium provides that

    Medicare benefts are not payable or

    proessional services provided by

    overseas-trained doctors and international

    doctors trained in Australia. This restriction

    is generally or a period o 10 years, starting

    rom the time they frst become registered

    with an Australian state or territory medical

    Rural pathway areas are designated as

    Remoteness Areas (RAs) 2 to 5 (see page

    12). Generous fnancial incentives are

    available or rural pathway registrars

    (see page 13).

    General pathway

    The general pathway is or doctors who wishto train in urban areas. General pathway

    registrars are required to undertake a

    minimum o 12 months training in a rural

    and/or outer metropolitan location.

    Incentives are available or general

    pathway registrars who train in rural areas

    (see page 13).

    Abriginal and/r Trres Strait

    Islander RTP interview places

    RTP interview places are reserved each year

    or doctors o Aboriginal and/or Torres Strait

    Islander origin.

    Part-time training

    Registrars are accepted into the AGPT program

    as ull-time registrars. At any time during

    training registrars may apply to their RTP to

    train part time.

    General requirements

    Successul applicants will be expected

    to commence active training with their

    nominated RTP at the beginning o

    the training year (calendar year) or, in

    exceptional circumstances, within

    three months.

    Registrars are required to participate in a

    range o educational activities and regularly

    receive eedback on their progress. More

    Mandatory hospital rotations

    Internal medicine

    Preerably general medicine or, i unavailable,a rotation that oers broad medicalexperience.

    Surgery

    General surgery is preerred or, i unavailable,a surgical rotation that covers the principles obasic surgical care.

    Accident and emergency

    Rotation.

    Paediatrics

    This rotation must be undertaken in anapproved post in an accredited hospital withchild and adolescent health experience,which includes a high proportion o paediatricemergency attendances under appropriatesupervision.

    In addition to these rotations FACRRM

    requires registrars to complete rotations

    in obstetrics and gynaecology, and

    anaesthetics; and FRACGP requires

    registrars to obtain hospital experience

    in at least three other areas.

    Recgnitin prir learning

    Recognition o prior learning (RPL) canreduce registrars overall time in the AGPT

    program. RPL should be negotiated between

    the registrar and their RTP. RPL must be

    applied or in the frst year o training.

    NoTE: I an accident and emergency term has included experience with sick children and adlescents,where the junir dctr has persnally cared r these patients in adequate numbers, the RACGP statecensr will usually accept this experience in lieu a term in paediatrics.

    FACRRM/FRACGP

    The AGPT program is designed to prepare

    registrars to be eligible or Fellowship o

    the Australian College o Rural and Remote

    Medicine (FACRRM) and/or Fellowship o

    the Royal Australian College o General

    Practitioners (FRACGP). Both ellowships

    are recognised by Medicare Australia.Prerequisites or eligibility or FACRRM

    or FRACGP are:

    Satisactorily completing the required

    period o training, three years o training

    or the FRACGP and our years or the

    FACRRM (see Diagram 1: Australian

    General Practice Training, page 9)

    Satisactorily meeting the educational

    requirements o training

    Passing the ACRRM or RACGP college

    assessments, and

    Meeting any pathway requirements

    (see rural pathway and general

    pathway, page 5).

    FARGP

    Some RTPs also oer training or the award

    o Fellowship in Advanced Rural General

    Practice (FARGP) oered by the National

    Rural Faculty o the RACGP. This award,

    like the FACRRM, aims to equip doctors

    to practise independently, saely and

    competently across a range o rural andremote settings in Australia. Registrars

    must complete the additional requirements

    designated by the RACGP to be eligible or

    the conerment o this award.

    The Australian Standard Geographical

    Classifcation Remoteness Areas

    (ASGC-RA) system was developed in 2001

    by the Australian Bureau o Statistics (ABS).

    As a statistical geography structure it

    allows quantitative comparisons between

    city and country Australia. The purpose

    o the structure is to classiy data rom

    census collection districts (CDs) into broad

    geographical categories, called Remoteness

    Areas (RAs). The RA categories are defned

    in terms o remoteness the physical

    distance o a location rom the nearest urban

    centre (access to goods and services) based

    on population size. A primary advantage

    o the new classifcation system is that the

    remoteness structure is updated each census.

    The ASGC-RA system was updated on 8

    November 2007 ater the 2006 census.

    The ollowing incentives are administered

    through Medicare Australia and are part o

    the Australian Governments Rural Health

    Strategy to promote careers in rural areas.

    General Practice Rural IncentivesPrgram (GPRIP)

    The registrar component o the General

    Practice Rural Incentives Program (GPRIP)

    aims to promote careers in rural medicine

    and increase the number o doctors in rural

    and remote communities in the long term.

    The registrar component provides incentive

    payments to registrars in the Australian

    General Practice Training (AGPT) program

    (rural or general pathway).

    All registrars practising in a RA 2-5 location,

    ater the mandatory hospital year, will be

    eligible or GPRIP. Incentive payments are

    scaled depending on the length o time

    a registrar trains in a rural location, the

    remoteness o the location and the ull-time

    equivalence o services provided.

    Upon Fellowship, registrars may receiveincentive payments under the GP

    component o GPRIP i they continue to

    practise in rural locations.

    HECS Reimbursement Scheme

    Participants in the HECS Reimbursement

    Scheme are able to apply to have their HECS

    ees, or the study o medicine, reimbursed

    or each year o training undertaken or

    service provided in designated rural and

    remote areas o Australia. Eligible areas

    are RA 2-5 locations as defned under

    the Australian Standard Geographical

    Classifcation Remoteness Areas (see

    page 12).

    Payments to eligible participants will be

    scaled by remoteness according to the RA

    classifcation o the locality they are training

    in or providing services.

    Undertake training or provide medical

    services in RA 2-5 locations or at least

    12 months.

    did not receive their primary medical

    qualifcation rom an Australian or

    New Zealand university/medical

    school. This can be gained by either

    completing and passing both parts o

    the AMC examination or by meeting all

    requirements o the AMCs Competent

    Authority Pathway.

    D. Medical registratin

    Evidence o current medical registration

    in an Australian state or territory or all

    applicants.

    Step 3: I you are subject to the10-year moratorium the 10-yearrestriction will commence romthe date o your frst medicalregistration in an Australianstate or territory, and willcease ater 10 years, providedyou have gained Australianpermanent residency orcitizenship during that period.
