Letter of Welcome

Hello and Welcome! On behalf of the student-athletes, staff, coaches and administration at Tennessee Tech University, I’d like to welcome each of you to the 2010 Ohio Valley Conference Men and Women’s Outdoor Track and Field Championships. We are honored to serve as your host. Our staff is committed to making this the finest tournament possible. I would like to wish each team good luck this week. We have worked hard to anticipate every need and expect the entire event to run smoothly, but if there is anything you need please do not hesitate to contact any of our staff with your concerns. Our staff is willing to assist in any situation that may arise. This manual is to be utilized in conjunction with the Ohio Valley Conference Track and Field Championship Guidelines. 1. AWARDS

1.1 Team Trophies. The men’s and women’s champions of the Outdoor Track & Field Championship shall receive a team trophy. The championship team shall also receive commemorative t-shirts. Each member of the championship team will receive an individual championship medallion.

1.2 Event Champion Medallions. The top three (3) male and female finishers

in each event shall receive medallions.

1.3 Freshman of the Year. A coach’s vote shall determine the male and female Freshman of the Year.

1.4 Athlete of the Year. A coach’s vote shall determine the male and female

track and field specific Athlete of the Year.

1.5 Athlete of the Championship. A coach’s vote at the conclusion of the championship shall determine the male and female Athlete of the Championship.

1.6 Coach of the Year. A coach’s vote at the conclusion of the championship

shall determine the men’s and women’s Coach of the Year.

1.7 Championship Awards Ceremony. A championship awards ceremony will take place approximately 10 minutes following the conclusion of the final race. Team and individual awards will be distributed at that time.

2. Championship Administration

2.1 Administration. Administration of the event is the responsibility of the Commissioner or designee of the Ohio Valley Conference and she shall delegate duties and responsibilities to Conference Office staff members, as necessary, to assure the efficient administration and promotion of the meet and shall utilize the following groups and individuals in the capacities indicated:

2.2 The Games Committee. The OVC Outdoor Track and Field Championship

Committee will consist of USA Track & Field Certified officials. The primary function of the Games Committee is to give specialized assistance and guidance to the Meet Director when questions and problems arise during the conduct of the meet where authority for resolution of such problems is not covered by this guideline, the NCAA Track Rules, or the regulations of the Conference.

3. Championship Format

3.1 Rules. NCAA Track and Field Rules shall govern all competition.

3.2 Championship Determination. The Conference champion will be determined by the results of the Conference meet.

3.3 Event Schedule. Friday's activities begin at 1:00 p.m., and Saturday's

activities start at 8:00 a.m. See Appendix A for full schedule.

3.4 National Anthem. The national anthem will be played five minutes prior to the first event of the final day of competition. There shall be absolutely no cheering by coaches, officials or non-participating student-athletes from the infield or track itself.

3.5 Scoring. The OVC Outdoor Track and Field Championship Meet will

4. Championship Site

The 2010 OVC Outdoor Track and Field Championship will be held on the campus of Tennessee Tech University in Cookeville, TN. All running and field events will be held at Tucker Stadium. All throwing events will be held at the TTU Throwing Field directly adjacent to the softball complex.

5. Credentials

5.1 All-Access Credentials. Three (3) All-Access credentials will be provided for each institution’s coaching staff. Administrators (Athletic Directors, Senior Women’s Administrator, etc.) and their guests will also be provided with All-Access credentials upon request.

5.2 Participant Credentials. Thirty one (31) Participant credentials will be

provided for each institution’s student-athletes, managers, trainers, etc.

5.2.1 Team Entrance. Team entrance will at the Southwest Gate of Lot B. Please refer to the campus map for further information.

5.2.2 Team Seating and Coaches’ Area. Seating for student

athletes and coaches apart from the spectators section shall be in the north corners of the football complex. The competition area is restricted to officials and contestants only. Coaches must remain in their designated area or in the stands. The warm up area will be on the track or infield area providing there is no interference with ongoing events.

5.3 Media Credentials. All working media will be provided with an appropriate

credential with access to media areas including the hospitality room.

6. Entry Procedures

6.1 Entry Deadline. The entry deadline is Monday, April 26th by 4 p.m. (CT). Entries should be made online through CFItiming.com.

6.2 Final Declarations. Final declarations must be made at the coaches’

meeting on Thursday night. Flighting and heating shall be done by the Fully Automatic Timing crew hired to run the track and field meet. (Revised 7/4/05)

Declarations for events held on Saturday and scratches only must be made at the conclusion of the meet on Friday night. Coaches may scratch and add athletes on Friday prior to the start of competition. Each institution may enter no more than four (4) individuals in individual events, or no more than one (1) relay team. (Amended and adopted 7/4/05)

Any athlete who is “declared” or “qualifies” for an event must compete, or he/she will be disqualified from subsequent events in the meet.

6.3 Seed Marks. Coaches shall list their athlete’s best performance from this outdoor season as it appears on the OVC top performance lists for the purpose of seeding. Any seed marks NOT listed on the OVC performance list will not be considered without verification. Field events should be listed in feet and inches.

7. Facility Amenities 7.1 Locker Rooms/Showers. Locker rooms and showers will upon request.

Please submit your request to Meet Director Ben Shannon.

7.2 Restrooms. Restrooms are located in the lower and upper concourse areas of the west stadium.

7.3 Concessions. Concession booths are located in the lower concourse area of

the west stadium and will be open from to .

8. Heat, Flights, Qualifying Procedures and Staggers

8.1 Track Events. Electronic timing and photos shall be official. Official pictures under protest will be viewed only by the referee. The jury and the coach involved in the protest may view the pictures with the referee's consent. Eight (8) athletes will qualify for finals in all events with preliminaries. The number of finalists shall be determined by the number of lanes available within a minimum of five. Some races will be run in two heats against time, slowest heat first (balanced or slow-fast).

8.2 Non-Scoring Competitors. Competitors from non-sponsored sports will not be allowed to compete in the OVC indoor and outdoor track and field championships (adopted 3/4/05 per the OVC Directors of Athletics 8/4/04).

8.3 Procedures for the 100-Meter Dash and 100/110-Meter High

Hurdles:

a. Lanes for the first round of competition shall be drawn by lot. b. For succeeding rounds, lanes shall be assigned in the following order,

weighing place first (for those qualifying by place), then time: 4, 5, 3, 6, 2, 7, 1, 8.

c. If more than four first-round heats are necessary, then trial heats will be run. See Figure A for the method of qualifying from trial to semi-final heats.

d. If only two first-round heats are necessary, they will be run as semifinals. See Figure B for the method of qualifying from semi-finals to the final.

8.3.1 FIGURE A (Qualifying from Trials to Semi-finals in the 100-M Dash and the 100/110-M Hurdles):

8.4 Procedures for the 200-M and 400-M Dash:

a. Runners will advance to the final based on qualifying time only. b. In the first round of competition, lanes will be drawn by lot. c. Lanes shall be assigned in the following order: 4, 5, 3, 6, 2, 7, 1,

8. d. See Figure B for the method of qualifying from trial heats to the final.

8.5 Procedures for the 800-M: a. A one-turn stagger will be used. b. In the first round of competition, lanes will be drawn by lot. c. Eight (8) runners will qualify for the final. d. Preferred lanes (4, 5, 3, 6, 2, 7, 1, 8) shall be used for the final. e. See Figure B for the method of qualifying from trial heats to the

final.

8.5.1 FIGURE B (Qualifying to Finals in the 200-M, 400-M, and 800-M):

2 Heats { 9-17 competitors} Top two (2) plus next fastest times, equal to 8 ≥ 3 Heats { 18+ competitors} Heat winners plus next fastest times, equal to 8

8.6 Procedures for the 3,000-M Steeplechase, 1,500-M, 5,000-M,

and 10,000-M Runs: a. Positions will be seeded by time. b. Top nine (9) entries will be in the front row or draw. c. Positions in each row will be drawn by lot.

d. If there are twenty (20) or fewer declared runners, then all will run in one section. If there are twenty-one (21) or more declared runners, then the top twelve (12) entries will run in the fast section and all others will run in the slow section. (Revised/adopted 1/08)

e. If two sections are necessary, the fast section will run last. 8.7 Procedures for Relays:

a. If there are more than eight (8) teams declared for the 4 x 400-M Relay, the final will be run in two sections, with no fewer than three (3) teams in the fast section.

c. The fast heat of the 4 x 400-M Relay should include the top three scoring teams at that point in the meet along with the fastest remaining team.

d. The final results will be based on time. e. Seed times will determine lanes. f. Submit relay cards for the purpose of individual point scoring.

8.8 Procedures for the Shot Put, Discus, Javelin, Hammer Throw, Long Jump, and Triple Jump:

a. Eight (8) will qualify for the finals in each event.

b. Flights are drawn by performance, with best performers being randomly seeded in the last flight. (Revised 7/4/05)

c. A ten-minute warm-up period will be available between flights. d. Two boards shall be available for the triple jump. In the women’s

triple jump, one board will be set at a minimum of 32 feet from the pit. In the men’s triple jump, one board will be set at a minimum of 36 feet from the pit. (Approved 3/07)

8.9 Procedures for the Pole Vault and High Jump: a. The order will be determined by lot. b. A continuous flight of five (5) will be used.

c. Increments shall be 6 inches (Pole Vault) and 2 inches (High Jump) and the starting heights should be as close to the following (qualifying standards):

MEN WOMEN Pole Vault 3.82 – 12’6 ¼ 2.74 – 9’0” (amended 3/07) High Jump 1.73 – 5’8” 1.43 – 4’8 ¼”

9. Hospitality

9.1 Administration. The Administrative Hospitality Area will be held in the TTU ROTC classroom located at midlevel of the southwest stairwell in Tucker Stadium. Valid credentials must be presented for access.

9.2 Media. The Media Hospitality Area will be located in the same area as the

Administrative Hospitality Area. Valid credentials must be presented for access.

10 . Inclement Weather Policy

Published start times on days one and two of the championship shall be followed unless delayed by weather (no event shall start earlier than published due to weather concerns). Day two start times may also be revised in the instance where weather has postponed events from the previous day and those events must now be accommodated by the day two schedule. In the instance where day one events must be run on day two, the following guidelines should be adhered to: a. The integrity of the order of events shall be maintained, with an allowance for

some flexibility based upon the host institution’s facilities.

b. Any track events not completed on day one will be run as heats against time. Should an event from day one be postponed after it has already begun, the heats will be reseeded for the following day.

c. The 10,000 meter run will be scheduled in the early morning on day two.

Additionally, no event shall begin after 10:30pm local time on day one of the Outdoor Track and Field Championship.

11 . Lodging

11.1 Team Lodging. The host institution has recommended housing for the championship at selected properties throughout the Cookeville area. The visiting teams are NOT required to stay at those properties. Each team is responsible for making its own reservations, and is also responsible for all hotel costs (see Appendix C).

12. Medical/Training Room Information 12.1 Sports Medicine. The main sports medicine area at Tucker Stadium will be in the William C. Francis, MD Student Therapy Center and Athletic Training Room located under the east side of the stadium and will be made available for visiting teams' athletic trainers. If a non-certified student is traveling with your respective teams, we would request a note from the Certified Athletic Trainer/Head Athletic Trainer from the respective institution for the use of modalities. There will be sports medicine stations located near the pole vault pit and at the north corner of the east side of the stadium. (Exact locations are subject to change and will be confirmed at the coaches meeting.) There will also be a sports medicine station at the throwing events. First aid supplies, ice, hydrocollator packs, whirlpool, and all modalities will be available. Water stations will be positioned at different locations around the facility. Several certified athletic trainers and graduate assistant athletic trainers will be on site throughout the competition. Sports medicine services will be available 90 minutes prior to the start of competition each day. 12.2 Local Hospital. Cookeville Regional Medical Center is approximately one- quarter mile south of campus.

13. Official Travel Party/Squad Limitation

13.1 Travel Party List. All participating institutions must complete and submit the official travel party list (Appendix D) to the Conference office no later than Wednesday, April 28, 2010. This list should include all eligible student-athletes, coaches, managers, trainers and support staff.

13.2 Squad Limitation. Each institution shall be limited to 28 entrants, who must be declared at the coaches’ meeting on the evening prior to the start of the championship.

14. Protests

14.1 Protests. There shall be a protest table with an official present at all times. Protest forms will be made available for this purpose. All protests will be made and handled in accordance with the NCAA Track and Field Rules, which spell out this procedure. A fee of $25 collectable at the time the protest is filed shall be assessed for all protests, with the fee refunded if the appeal is successful. (Revised 7/4/05)

15. Responsibilities of Participating Teams 15.1 Coaches Meeting/Final Declarations. There will be a mandatory pre-

championship meeting of participating coaches, available officials and OVC staff. This meeting will take place at 8:00 p.m. in the Eagles Nest of the Hooper Eblen Center.

15.1.1 Final Declarations. At the meeting, the procedure will be to

Scratch all events except the 1,500-M Run, 5,000-M Run, 4x100-M Relay, 1,600-M Relay, Discus, Triple Jump, and Pole Vault. Heats will then be drawn, following the order of events. An athlete declared in any event will be seeded if his or her record is of sufficient quality.

15.2 Uniform. Each institution's athletes will wear only the university's official

equipment (warm-ups and competition equipment) as covered in the OVC Rules. Extra equipment, hats, etc., will be allowed only if reasonable and causing no objections from other competing student-athletes and their coaches.

15.3 Contestant Numbers. Tennessee Tech will provide numbers for the

distance races (1500 meters and up) at the Conference meet.

16. Souvenir Program/Participant Gift

16.1 Participant Gift. Each participating student-athlete in an Ohio Valley Conference championship shall receive a commemorative memento from the conference office.

16.2 Programs. Each participating team shall receive an allotment of 31

complimentary souvenir championship programs prior to the start of the event. The programs will be distributed to each head coach at the pre-championship meeting.

16.3 Post Championship Survey. Championship participants (coaches,

student-athletes, and administrators) are encouraged to complete the online OVC Post Championship Evaluation following the event. The evaluation can be accessed via the OVC Member’s only webpage or by entering the following web address into your web browser:

17. Sports Information Procedures

17.1 Results. Coaches will be given a printed copy of the results each day. Complete results will be posted online at the conclusion of competition each day at CFPItiming.com. Results will also be available online at TTUsports.com.

18. Sportsmanship Statement 18.1 Administrator Responsibilities. It is expected that institutional

administrators create an environment of hospitality for visiting teams. Ohio Valley Conference administrators must develop the attitude that the treatment of a visiting team and its fans will be in a fair and equitable manner.

19. Ticket Policies

19.1 Ticket Prices. Daily ticket prices will be $5 for adults and $1 for students and children over the age of three. Children 3 and under are free.

19.2 Spectator Areas. Spectators seating will be located in the stands of Tucker Stadium. Spectators will not be permitted on the track or infield at any time.

20. Transportation and Parking Procedures

Campus Map and Driving Directions

Driving Directions to Tennessee Tech University Athletic Venues. From the east or west, approaching Cookeville on I-40: Take Exit 286 and turn north onto Willow Avenue. Drive three miles. The Hooper Eblen Center, the Tech Soccer Field and Tucker Stadium are on your right, while the Averitt Express Baseball Complex and Tech Softball field will be to your left. Turn right at the light onto University Drive. Take the first left, McGee Blvd., to arrive at the sports complexes. West Stadium Parking Lot is between the Hooper Eblen Center and Tucker Stadium. From the north or south, approaching Cookeville on Highway 111: Exit at the Cookeville/Algood exit and turn west onto 10th Street. Drive three miles to Washington Avenue. Turn right onto Washington Avenue and travel 2/10 mile to 12th Street. At the light, turn left onto 12th Street and drive 1/2 mile. Tucker Stadium, West Stadium Parking, and the Hooper Eblen Center are on your left as you travel on 12th Street. To get to the Averitt Express Baseball Complex and Tech Softball Field, turn left onto Willow Avenue. At the first light, turn right onto University Drive. Parking area and ball fields are on the right.
