On behalf of the City Council and the residents of the City of Dearborn, I extend a warm welcome as you gather for the 112th Annual Michigan Municipal League Convention.
We are proud that, as in 2002, you selected Dearborn to be the host city for this important convention. It’s very fitting that as the convention explores the benefits of entrepreneurship and the other assets characterizing successful 21st Century communities, you are in the home town of Henry Ford, whose innovations transformed the world, and whose company continues to commit to green manufacturing concepts, including the world’s largest industrial “green” roof.
The MML’s high impact sessions and mobile workshops will further explore those characteristics identified by the Center for 21st Century Communities, which along with entrepreneurship and green initiatives, are: physical design and walkability, cultural economic development, multiculturalism, messaging and technology, transit, and education. You will find powerful examples of all those concepts in Dearborn.
As a complement to MML’s productive sessions, we are presenting two evenings of hospitality featuring some of the best of Dearborn.
On Tuesday, we will welcome you to a strolling dinner and a variety of live entertainment, from classical to jazz to rock ‘n roll, at the magnificent Ford Community & Performing Arts Center.

I am thrilled to announce an exciting, new format for your League Convention that will feature high-energy, passionate innovators on Wednesday and Thursday mornings. Their presentations will focus on the eight assets essential to the sustainability and growth of vibrant communities in Michigan as identified by the League’s Center for 21st Century Communities program (21c3).
The purpose of the 21c3 program is to help local officials implement strategies and tools based on the eight assets that we have found typical in vibrant communities across the country and the world that will strengthen Michigan’s communities in the coming decades. These critical eight assets are: physical design & walkability; green initiatives; cultural economic development; entrepreneurship; multiculturalism; messaging & technology; transit; and education.
Each morning general session will highlight four different assets, followed by breakout sessions on the assets each day. Breakout sessions will be a more in-depth look at how to implement strategies in your community and feature local success stories.
In these tough economic times, we know finding the dollars to attend conferences and trainings can be difficult. We hope that you, who are able to attend this year’s Convention, will take what you hear and learn and share with your colleagues and neighboring communities what it takes to make better communities and a better Michigan.

Community Excellence Awards
The League recognizes innovative solutions through the peer-nominated Community Excellence Award, a spirited competition we affectionately call “The Race for the Cup.” This year’s winner will be decided by the entire Convention delegation. Our seven regional winners will make presentations on Wednesday, September 22, during the General Session. Voting will start at 3:00 pm in the Community Excellence Award voting booth, located in the Expo Hall. Voting hours are from 3:00 to 7:00 pm on Wednesday and 7:30 am to 3:30 pm on Thursday. Our official accounting firm, Plante & Moran P.L.L.C., will oversee the voting booth and count the ballots. The Community Excellence Award Cup will be presented on Friday, September 24, at the closing breakfast.

2010 MML Foundation Silent Auction
Be sure to stop by the Foundation’s Annual Silent Auction on Thursday, September 23 (bidding 7:30 am-3:30 pm). Silent Auction viewing will take place Wednesday, September 22, 3:00-7:00 pm.
Items, including getaway packages, art, and merchandise, will be awarded to the highest bidder.
The Silent Auction helps raise funds for the Foundation to assist the League in its mission to provide education, advocacy, and assistance to municipal officials and employees throughout the state.

Core Legislative Principles
In accordance with the League Bylaws, the Board of Trustees has considered statements of policy in advance of the annual meeting. Clerks from member municipalities were notified in August that the 2010-2011 Proposed League Core Legislative Principles were available on the League website. Official voting delegates were requested, in the Annual Meeting Notice, to print the proposed legislative policies from the League website and bring them to the Business Meeting on Wednesday at 11:15 am in the Marquis Ballroom.

ICMA Core Competency Credits
The International City/County Management Association (ICMA) offers a voluntary credentialing program to recognize professional local government managers and to promote lifelong learning. To assist managers who are considering or already participating in the program, the League will list one or more of ICMA’s 18 “core competency” (CC) areas for each of the Convention sessions. Physical Design & Walkability
James Howard Kunstler
James Kunstler, has long been recognized as a fierce critic of suburban sprawl and the high costs associated with an automobile-centric culture. He has lectured extensively about urban design, energy issues, and new economies for the TED Conference, the American Institute of Architects, the National
Trust for Historic Preservation, the International Council of Shopping Centers, the National Association of Science and Technology and other professional organizations, as well as at numerous colleges and universities, including Yale, MIT, Harvard, Cornell, University of Illinois, DePaul, Texas A & M, West Point, and Rutgers University among many others.
A seasoned journalist, he continues to write for The Atlantic Monthly, Slate.com, The New York Times Sunday Magazine, and the Op-Ed page where he writes about issues related to the environment, urban planning and the economy.
Green Initiatives
Jacky and Dora King
Jacky and Dora King operate King’s Karate in Flint, and Harvesting Earth Farm, in Mt. Morris Township, just north of Flint. Students from their karate school work on the urban farm to learn life lessons and the importance of healthy eating and giving back to their community. Jacky is an eighth degree
black belt karate instructor who, along with his wife, Dora, a sixth degree black belt karate instructor, started the Harvesting Earth Farm in 2006. With the help of paid workers, volunteers and their karate students, the urban farm now includes more than a dozen formerly vacant city lots in various locations throughout the Flint area. The main site includes a large green house that extends the growing season. Their work in Flint in using urban gardening to help instruct their karate students has gained national media attention. Michigan State University faculty and students are producing a documentary about the efforts to make Flint, a healthier, greener community. The documentary will include footage from the work at the farm.

Cultural Economic Development
Jack Hess
Jack Hess graduated from Ball State University with a degree in the award-winning Entrepreneurship and Small Business Administration Program. He is currently president of the Columbus Area Chamber of Commerce where he has set in place an aggressive strategy of building on the power
of place, increasing member engagement, and promoting the principles of entrepreneurship and innovation. Within two years of implementing its new strategic plan, the Columbus Chamber was named the Indiana Chamber of the Year in 2008. One year later, the American Chamber of Commerce Executives (ACCE) presented the Columbus Chamber with the National Chamber of the Year Award. The award recognizes excellence in operations, member services, and community leadership.

Brian Balasia
Brian Balasia is president and founder of Digerati, a unique firm that merges research, process engineering, and technology to create outcome driven deliverables for clients in a wide variety of industries. Digerati has a wide range of clients nationally including automotive suppliers, food retailers,
medical/dental practices, trade associations, and social service organizations.
Brian attended University of Michigan where he studied aerospace engineering. He used that training to create a new approach to business information technology. Through time studies, user interviews, and a proven methodology, Brian and his staff at Digerati develop innovative solutions that drive increased production, quality, and profitability. Brian’s unique philosophies and business approaches have been heard by business owners, government officials, students, and educators.

Multiculturalism
Steve Tobocman
Steve Tobocman is managing partner at New Solutions Group, LLC and currently serves
as the co-director of the Michigan Foreclosure Task Force, a 200-plus member statewide advocacy organization seeking to help Michigan respond to the foreclosure crisis. In addition, Steve is spearheading the Global Detroit study for the New Economy Initiative and Detroit Regional Chamber, looking at how southeastern Michigan can utilize foreign-born talent and global connections to expand the economy.
In 2002, Steve became the first person to unseat an incumbent member of the House of Representatives in Michigan since term limits were adopted in the mid-1990s. He served in the Michigan House for three consecutive, two-year terms (the maximum allowed under Michigan’s term limits laws.) He was elected Majority Floor Leader, the second-highest position in the Michigan House, during his third term.

Peter Kageyama
Peter is a partner with Creative Cities Productions (formerly Sextant Marketing Group) and the founder of the Creative Cities Summit. He provides consulting and development services for the Creative Economy by focusing on entrepreneurs, arts and cultural organizations, cities and
technologies that impact people’s quality of life. Peter works internationally on projects that have positive economic, social, cultural and environmental outcomes. He is based in St. Petersburg, Florida, but is a Midwesterner at heart, originally from Akron, Ohio.

Susan Zielinski
Susan Zielinski joined the “Sustainable Mobility & Accessibility Research and Transformation” program (SMART) in 1994. The program is a project of the University of Michigan Transportation Research Institute and the Taubman College of Architecture and Urban Planning. The SMART program
undertakes research, demonstration projects, education and global learning exchange on a range of issues related to the future of transportation.
As a transportation planner for the city of Toronto, Susan worked for over 15 years developing and leading transportation and liveability policies and initiatives. She has advised on a range of local, national, and international initiatives, including the National Advisory Committee on Energy Efficiency, Transport Canada’s Sustainable Development Advisory Committee, the Gridlock Panel of the Ontario Smart Growth Initiative, the OECD’s Environmentally Sustainable Transport (EST) Project, the King of Sweden’s jury of the Stockholm Partnerships for Sustainable Cities, and the European Conference of Ministers of Transport (ECMT). She was also a long-time board member of Canada’s Center for Sustainable Transportation and founding board member of the Green Tourism Association.

Robert Bobb
Robert Bobb has served as Emergency Financial Manager of the 87,000-student Detroit Public Schools since March, 2009. A one-year appointment by Michigan Governor Jennifer Granholm has been extended through March 1, 2011.
Robert assembled a team of national turnaround experts to address the district’s legacy deficit that was projected to peak at $305.8 million by June 2009, and to create for the school district a Master Education Plan for 21st Century Teaching and Learning; plans for safe and secure learning environments; facilities; and parent and community involvement; as well as a master long-term financial plan. Immediate establishment of an Office of the Inspector General (OIG) began a path to eliminate waste, fraud and abuse, and creation of an internal Office of Internal Audit assured that internal controls are in place. The OIG efforts resulted in 218 cases opened from 281 tips received, referral of 15 cases to federal and state prosecutors, 4 criminal prosecutions, 19 disciplinary hearings, termination of 9 employees, and identification of 17 computer theft suspects. Detroit Public Schools also addressed 89 percent of the previous problematic audit findings. Academic restructuring resulted in new assignments for 37 of the district’s principals, nonrenewal of contracts for 44 others, and restructuring of 40 Detroit Public Schools. Nineteen of 42 high schools opened in Fall 2009 with new principals.
Robert holds more than 30 years executive management experience in both the private and public sectors. He is the former city administrator, deputy mayor, and homeland security advisor for Washington, D.C.. He served as the city manager of Oakland, California, and executive director of the Oakland Redevelopment Agency, and as city manager of Richmond, Virginia, Santa Ana, California, and Kalamazoo, Michigan.

Lessons Learned in Rouge River Pollution Prevention Project

Dearborn officials and consulting engineers will share the lessons learned in meeting federal mandates to reduce pollution in the Rouge River by controlling discharges from combined sewer overflows (CSOs). The city embarked on a $300 million plan to construct multiple 100 feet by 100 feet caissons, and along the way encountered some major construction challenges that halted three of them. It revised its direction in 2009 to include a more traditional sewer separation approach. Tour will include a stop at a successful caisson site and discussions on restoring the landscape to a more natural setting than existed before construction began.

On this tour, city officials and private sector partners will give details about the successful development of the Dearborn Town Center, a multi-use $70 million project in Dearborn’s east downtown, set to open by January 2011, and whose focal point is a three-story medical office building certified by the U.S. Green Building Council. Despite a tough economy, the project moved forward through a public/private partnership that includes Oakwood Healthcare System, Midwest Health Plan, Redico Development Corp, and the city, and through the award of state development incentives.

Michigan Green Communities Challenge
The Michigan Green Communities Challenge is a step-by-step guide for Michigan communities to follow as they adopt energy efficiency and conservation practices. The six-step program (developed by the Michigan Municipal League in collaboration with the Michigan Bureau of Energy Systems) provides resources and tools for Michigan communities as they select and implement goals and activities designed to protect the environment and operate municipal government in a more cost-effective and energy-efficient manner.
Since April 2009, 70 communities have adopted resolutions to enroll in the Michigan Green Communities Challenge. As of July 31, 2010, 24 communities have reported progress in meeting their goals and activities. Points have been earned based on their progress and selection of goals and activities. Each
star (green, of course!) represents the achievement of at least 100 points.
Congratulations to all communities listed for helping to make Michigan a leader
in energy efficiency and conservation strategies!
