Upon careful reading and attendance at public information sessions, we understand that with implementation of the Sewer Use By-law, new sewage will be added to our sewage treatment system in the form of hauled sewage from septic tanks and commercial sources. As well by 2012, the liquid removed from the solid waste process will also enter the system. Our concern is that two new streams of sewage and liquid will be added to the system which has terrible history of sewage by-passes. We have been told that the main reason for sewage by-passes is the entry of rain water and snow melt to the sanitary sewage system. What bothers us is that the requirement to disconnect downspouts, sump-pumps and floor drains will be phased in over time with at least one year for education of the public while there is no phase in of new sewage flows. The avoidance of sewage by-passes seems to be impossible with such a time line. Simon Lake is part of the lower Junction Creek water shed and is very adversely affected by the continued flow of algae feeding nutrients. We urge rethinking of the time line or provision for storage of over flows until they can be taken up by the system without by-pass. Could you provide us with information regarding potential impact of these new sewage streams on the Lower Junction Creek watershed? We are appreciative of efforts to come to terms with these long standing problems in our city and are hopeful that they can be overcome in a timely manner.
