    In reading the Annual Report wehope you will note we havepositioned this organization toserve more families and positivelyimpact the lives of future

    generations in Western Tidewater.We are hopeful that in addition to

    expanding Early Head Start, we canalso become the primary providerof Head Start services in WesternTidewater.

    The Children’s Center continuesto provide quality programs thathelp families achieve goals for theirchildren. The Board of Directorscontinues its pledge to nurture andeducate children and familiesthroughout Western Tidewater in aneffort to improve the quality of life inall communities we serve.

    Growing, Learning,Changing

    This comingyear bringswinds ofchange to theChildren’s Center. We look forward tothe day the

    renovation of the Suffolk Center willbe complete. The renovation is partof the Early Head Start grant that hasenabled the Center to serve anadditional 108 children in the EarlyHead Start program. The renovationwill make more center-basedservices such as education, parenttraining, staff education andcommunity involvement moreavailable.

    The Center is identifying ways tocollaborate with others to bringpositive growth in our communities. We have been working with SmartBeginnings Western Tidewater and

    the Suffolk Early ChildhoodDevelopment Commission tosupport our infants, toddlers, andpreschoolers as they get ready forschool. We know quality servicesnow will pay off with students eagerand ready to learn in the future.

    A focus on growth and changehas been good for the littlestchildren in our community. We havewonderful partners in growingprojects that include increasedservices for children living inpoverty, for children with disabilities,and for early care and educationproviders to increase children’ssocial and emotional growth.

    Audit Results

    The independent auditors’ reportexpressed an unqualified opinion —which is the highest opinion an auditorcan give — on the financial statementsof the Children’s Center for the fiscalyear 2010-2011. We are also pleased toreport that the auditors’ report oncompliance for the Children’s Centerhad no findings of non-compliance forthe Early Head Start program for thefiscal year 2010-2011. A copy of theChildren’s Center’s audit is availableupon request.

    Parent InvolvementOne hundred percent (284 of 284) of families

    served by Early Head Start participated in educationactivities designed to develop knowledge and skills thatencourage self-sufficiency and improve interaction withchildren.

    Kindergarten preparationFamilies in the Children’s Center Early Head

    Start program participate in theRaising-A-Reader (RAR) program. RAR providesbooks on a rotating basis and encourages parents toshare books with their children.

    The Children’s Center uses Creative Curriculumin all of its EHS classrooms. Creative Curriculum is acomprehensive curriculum with a clear organizationalstructure and a particular focus on interest areas.

    The Children’s Center EHS program assures thatall children have required immunizations, socialsecurity cards, birth certificates, primary carephysicians, dental screenings, and health insurancebefore they leave the program.

    Dental and Medical examsOne hundred percent (334 of 334) of children in the

    Early Head Start program received dental screenings.One hundred percent (334 of 334) of children in theEarly Head Start program received medical exams.

    The Administration for Children and Families conducted an on-site monitoring review of theChildren’s Center’s Early Head Start program in June of 2009. The Head Start Review Reportfound the Children’s Center to be in full compliance with all applicable Head Start ProgramPerformance Standards, laws, regulations, and policy requirements.

    The Children’s Center estimates that 661 children are eligible for Early Head Start services inWestern Tidewater. During the 2010-2011 fiscal year, the Center served 38.7 percent of those eligiblechildren (256 of 661).

    Latifah gives Madisynan Early Head Start

    Latifah Blow and her daughter, Madisyn. Latifah’s son, Nickolas, also attendedthe Children’s Center Early Head Start program in Franklin.

    Latifah Blow has had twochildren in the Early Head Startprogram in Franklin. Latifah wasa teen mother and has used theprogram not only for her children,but also for her own education.That’s what Early Head Start is allabout.

    Her son, Nickolas, participated inthe EHS program at the 507 ThirdAvenue building in Franklin and nowhas gone on to preschool.

    Because of a heart condition, herdaughter, Madisyn, is currentlyenrolled in the EHS program withhome-based services.

    Latifah is a senior at Norfolk StateUniversity majoring in social work.EHS has helped her work towardher degree.

    “It helps me out a lot when I havesomeone I can trust to watch mykids,” she said. “They do a lot offield trips and activities, and really

    helped my son through pottytraining. I really like the program.”

    While Nickolas was with theCenter, Latifah was a member of thePolicy Council, the governing bodyfor Early Head Start. “I got involvedwith the Policy Council because Iwanted to know what was going onwhen it comes to Nickolas,” shesaid.

    Latifah is hoping to earn amaster’s degree and eventually adoctorate degree. She has bigdreams about what she might do inthe future.

    “I want to work with kids in theinner city, to advocate for them, andfor girls because I was a teenmother,” she said. “But I amundecided because I also want towork in a hospital dealing withfamilies that have children’s issues. Ilike to help people. If I can changeone person’s life, I feel that’s a greatimpact.”

    Laura Robb, who attended theChildren’s Center for EarlyIntervention and childcareservices, graduated fromLongwood University and hasopened up her own designbusiness.

    Laura Robb has been with theChildren’s Center from thebeginning. We have lovedwatching her grow and learn.

    Laura was born in 1984 witharthrogryposis, a rare congenitaldisorder. She has limited muscles inher arms or legs.

    “We really didn’t know where togo or what to do in the beginning,except what the doctors told us,”said Jean Robb, Laura’s mother.“We were told the more therapyLaura got the faster she wouldprogress.”

    She received physical therapy,occupational therapy, speechtherapy, and respite care when theSuffolk Children’s Center operated atMagnolia United Methodist Church inSuffolk. Eventually, she entered thepre-school program with SuffolkPublic Schools.

    Later on, Laura attended summercamp at the Children’s Center inFranklin.

    Laura was featured in theChildren’s Center annual reportalmost 10 years ago, getting readyto attend Longwood University after

    graduating from Lakeland HighSchool in Suffolk. Laura graduatedfrom Longwood five years ago andnow operates her own graphicdesign business called redDesignRoom (www.reddesignroom.com)after working public relations andmarketing for the Virginia Symphonyfor a couple of years.

    “The economy dropped off andmy position with the symphony wascut,” Laura said. “That actually gaveme a unique opportunity, and Istarted doing projects for people Iknew. That turned into, ‘maybe Ishould start a business.’”

    Today, Laura is running RedDesign Room out of her house withservices that include web, logo, andprint design. Her portfolio includesdesign work for individuals andseveral small businesses. She is inthe process of designing a newlogo for the Children’s Center.

    “The business has been going fora couple of years,” she said. “I’mstill trying to grow the business.”

    Erica Strausbaugh is a believerin the Children’s Center. Ericaand her husband, both activeduty military transplants from Illinois,have found a home in Suffolk fortheir family.

    Constance, now 5 and inkindergarten at Nansemond ParkwayElementary School in Suffolk, spenta year in the Children’s Center Pre-Kprogram. Erica has been impressedwith the Children’s Center early careand education services.

    “Everything has been a blessing.The teachers have been great inhelping prepare her forkindergarten,” Erica said. “It’s reallyhelpful as a parent, especiallyserving in the military, with theservice that is here. It’s not just, ‘wewill watch your kids.’ They are goingto watch your kids and help themget ready for kindergarten and what

    speech and occupational therapyservices through the Suffolk PublicSchools. The Children’s Center istransporting Everett to therapyappointments. “That is so helpful. Iwork in Portsmouth and I don’t haveto take time off to do any of that. Thatis huge, not having to leave for anappointment that happens twice aweek.”

    Erica has seen results in Everett.“He is now able to follow two-stepdirections. He is able to put four tofive words together. He is able toidentify where he wants to go,” shesaid. “Before he would just grab myhand and lead me to what hewanted.

    “The Children’s Center has reallybenefitted us,” Erica added.

    Everett, 3, is enrolled inthe community childcareprogram at the SuffolkChildren’s Center, and alsoreceived Early Interventionservices through the Center.

    “Some of the staff sat downwith me and said they hadsome concerns,” Erica said.“I thought, this is real, so let’sget started with this.Everyone has been sohelpful in advocating forEverett and helping meunderstand the system.”

  • Advancing BehavioralCompetencies (ABC) Projectserves

    ! Early care and education providersand families of children birth to age 3 inWestern Tidewater

    The ABC Project provides

    ! Free services to support early careand education providers in meeting theunique social, emotional, and behavioralneeds of infants and toddlers

    ! With parental and provider consent,the ABC Project staff work collaborativelywith families and early care andeducation providers to better understanda child’s strengths and what he or she istrying to communicate through behaviorsand emotions.

    ! Parents, providers, and ABC staffwork together to develop a positivesupport plan to meet the needs of eachchild

    The ABC Project provideschildcare providers withsupport to meet the uniquesocial, emotional, and behavioralneeds of young children.

    With parental and providerconsent, the ABC Project staff workscollaboratively with families andchildcare providers to betterunderstand a child’s strengths andwhat he or she is trying tocommunicate through behaviors andemotions. Parents, providers, andABC staff work together to identifypositive strategies and support tomeet the needs of each child.

    One component of the AdvancingBehavioral Competencies (ABC)Project is the outreach to childcarecenters and home-based providersthroughout Western Tidewater. ABCProject staff provide social andemotional consultation and ongoingmentoring to providers, using anurturing and reflective approach tohelp classrooms run smoother and

    do a more complete job ofsupporting social-emotionaldevelopment of kids.

    April Knight, a mentor for the ABCProject, has seen firsthand thepositives the program has had withlocal home-based providers.

    “Often they are mothers andgrandmothers with really goodhearts and want to care for kids intheir home. It’s really a tough job,”April said. “ABC helps them dosome evaluating and looking atsocial-emotional well-being of thechildren.”

    Social and emotional health canbe supported through a variety ofeveryday routines and activities. Forexample, when children playtogether, they are learning to bekind and part of a team or group. “In addition to providing reflectivementoring to childcare providers, wehave been able to support social-emotional development bypurchasing some amazing booksand activities, outdoor equipment,paints, puppets, and play kitchens,”April said.

    Not only are the providers gratefulto have the new resources, but thechildren have also enjoyed the newopportunities to learn.

    “The kids, you could feel the joyand the energy was coming out ofthem. It was magic,” April said. “Ithink having those resources willfundamentally change the quality oftheir day for a long, long time tocome.”

    Benton family legacy is now a trioat the Children’s Center

    When Cindy and DavidBenton found out they werehaving a third child, theynever hesitated once to call theChildren’s Center for early care andeducation services. Their other twochildren, Chad and Emmy, had bothbeen through the program, and bothare now model students in school.

    Chad, now 17, came to the TexieCamp Marks Center when he wastwo and also participated in the afterschool program. Today, Chad is astraight “A” student at Franklin HighSchool and participates on the golfand soccer teams. He hasaspirations of going to college andstudying computer animation.

    Emmy, 7, was in the Early Careand Education program at the Centerand also participated in the afterschool program. She is a topstudent in first grade at S.P. MortonElementary School in Franklin. Aself-proclaimed “entertainer”, Emmyenjoys computer games.

    Wade, who was born in August, isnow in the infant room at the TexieCamp Marks Children’s Center.

    The choice for early careand education was easy,according to Cindy.

    “We really neverconsidered taking Wadeanywhere else. We calledDorothy Bryant (SiteSupervisor at the TexieCamp Marks Children’sCenter) to be put on the list,”Cindy said. “We were verypleased with the care thatEmmy and Chad eachreceived.”

    Cindy remembers thegood feelings the Benton’shad when dropping theirkids off at the Center.

    “When we would leavethem in the mornings, wealways knew they would bewell taken care of,” she said.“I love the staff. You can tellthey are happy with theirjobs and in what they do andthat they care. Chad andEmmy had a lot of the sameteachers, and I still see themhere.”

    The Children’s Center endowment:preparing for the future

    The Children’s Center’sBoard of Directors estab-lished an endowment withthe Hampton Roads CommunityFoundation in February 2008.

    The purpose of the endowment isto ensure the Center will havefinancial stability for years to come.

    As of the end of the third quarter2011, the Children’s Center’s endow-

    ment was valued at $45,703.You can contribute to the

    Children's Center Endowment in anyamount at any time. The two bestways to donate include:

    EHS expansion nearingcompletion in Franklin, Suffolk

    The Children’s Center is in thefinal stages of completing anEarly Head Start expansion,which has raised the number ofchildren served from 148 to 256.

    At the Texie Camp MarksChildren’s Center in Franklin, fourlarge classrooms were convertedinto six classrooms to better servecommunity and Early Head Startstudents. The classrooms werecompleted and opened in April of2011.

    An addition is being built onto theSuffolk Children’s Center. The newaddition includes three EHSclassrooms, a conference room forstaff and parent use, and a newkitchen. The addition is 3,515 squarefeet, which will increase the SuffolkChildren’s Center to a total of 11,138square feet. Another 916 square feetof the existing building will berenovated to create new offices, anew reception area, and animproved therapy room.

    A groundbreakingceremony was held for theproject on September 15,2011. The project isexpected to be completedby March 2012.

    Funding for the buildingproject includes federalARRA dollars and grantsfrom the Hampton RoadsCommunity Foundation,Bank of America, ObiciHealthcare Foundation,Beazley Foundation,Community Action Coaltionof Virginia, Bennett’s CreekSertoma Club, and ananonymous donor.

    The Children’s Centerapplied to the U.S.Department of Health andHuman Services forexpanded EHS servicesafter reviewing thecommunity need.
