Dear Honorees:

Today, I am honored to recognize and congratulate you on your aca-demic accomplishments and for the exceptional achievements you havemade as evidenced by your outstanding scholastic performance.Through your stalwart academics, you are properly preparing yourselvesto effectively meet the challenges of your life’s journey.

We honor you today for holding on to high ideals. You represent rolemodels for your peers. Therefore, as leaders, we expect you to serve asexamples for your fellow classmates. The future is bright for each ofyou and we want to continue to do all that we can to help you reachyour goals.

There is a storied legacy of excellence here at South Carolina State University and I am pleased thatso many of you are continuing that legacy. The Presidential Scholar Awards were initiated in 1977 by Dr. M. Maceo Nance, Jr., the fifth President ofSouth Carolina State University. The underlying objectives for establishing the awards were (1) to recognizestudents who demonstrate academic excellence; (2) to encourage those who demonstrate academic excellenceto maintain and achieve higher levels of academic pursuits; (3) to provide symbolic recognition via the PresidentialPin, which would be significant to those who earn the award and to those who view the same; and (4) toprovide an incentive to all students to achieve academic excellence. This established tradition at the Universitycontinues to preserve our legacy.

A recipient of the Presidential Scholar Award must be a full-time, regularly enrolled, degree-seekingundergraduate at the University. To qualify for a gold pin, freshmen and transfer students must have averagesof 3.94 to 4.00. Pins are awarded based upon the following criteria:

BRONZE 3.00-3.49 Cumulative grade point average (GPA)SILVER 3.50-3.74 Cumulative grade point average (GPA)GOLD 3.75-4.00 Cumulative grade point average (GPA)

Students whose enrollment status are reduced to part-time as a result of participation in special programswill be evaluated on their performance during the fall semester of the year of the award and the prior springor summer full-time enrollment.

Presidential Scholar Awards

This occasion has been designated as an appropriate time to honor students who have distinguished themselvesin scholarship and service. Such distinctions are manifested through the attainment of Presidential Pins, academicscholarships and induction into academic honor societies.

CARL E. JONES, PH.D.EXECUTIVE DIRECTOR FOR STUDENT SUCCESS AND RETENTION

SOUTH CAROLINA STATE UNIVERSITY

Dr. Carl E. Jones, a native of Conway, South Carolina, was one of the firstAfrican-Americans to attend and complete four years of high school at ConwayHigh. He graduated as an honor roll student and was also an outstandingathlete in both basketball and track and field.

He completed undergraduate studies at South Carolina State University,receiving a bachelor of science degree in psychology with a minor in French.At SCState, he was a member of several student organizations as well aschampionship track and field teams. He was the only Bulldog trackster toearn All NAIA District Six honors in both the long jump and triple jump fortwo consecutive years.

Dr. Jones obtained the master of arts degree in educational psychology and measurement and the doctor ofphilosophy degree in counseling and human development from Atlanta University. Maintaining a 4.00 gradepoint average throughout his doctoral studies, he was named top graduate student in the Atlanta UniversityCenter by CenterPoint Magazine. He was also named outstanding student in both the Atlanta University Schoolof Education and the Department of Counseling and Psychological Services.

His professional experiences have included: special education teacher; addictions specialist and mental healthprogram coordinator; educational and psychological consultant; and adjunct professor of psychology andcounseling education.

Employed at SC State University since 1990, in succession he has served his alma mater as Director of thePsychometric Center, Director of Counseling, Health and Psychometric Services, Interim Vice President forStudent Services and Vice President for Student Services. Currently, he serves as Executive Director forStudent Success and Retention.

Dr. Jones has presented papers, conducted workshops and served as keynote speaker for various profes-sional organizations, schools, community agencies and churches. His areas of expertise include the administra-tion and interpretation of psychological tests, cross-cultural training for mental health professionals, as well asproposal development, program planning and administration of student services in higher education. He hasconducted research on the personal orientations, often referred to as self-actualizing values, of black executivesin Fortune 500 Companies. Other research interests include models for engendering positive black maledevelopment and strategies for elevating achievement levels of low-income students.

He is the recipient of several honors and awards to include the Phi Delta Kappa “Pyramid Award” fordistinguished service to education, the Smith-Jones Community Center Board of Commissioners’ Award foroutstanding and dedicated service to the community, and the Otis A. Corbitt Leadership Award for visionaryleadership in mental health programming and community service. Twice he was profiled in the publication,Outstanding Young Men in America.

Dr. Jones’s membership in professional and fraternal organizations include: American Counseling Associa-tion; American College Personnel Association; Association of Black Psychologists; Psi Chi National HonorSociety in Psychology; Phi Delta Kappa; and Omega Psi Phi Fraternity, Inc. He is a board member andimmediate past president of the Action Council for Cross-Cultural Mental Health and Human Services andwas a board member and president of the former South Eastern Testing Association (SETA), representingcollege testing professionals in the southeastern United States.

His hobbies include reading, traveling and watching sports.
