2009 Annual Report

The Pacifi c Salmon Foundation was created in 1987 as an

independent, non-governmental, charitable organization to

protect, conserve and rebuild wild Pacifi c salmon populations in

the Pacifi c Northwest. The Foundation supports its core mission

by raising money and making grants to volunteer organizations

across the province, through management of multi-million dollar

initiatives in the Skeena and Fraser River watersheds and by

serving as a critical voice for salmon in British Columbia.

Message from the Chairman

In 2009 the Pacifi c Salmon Foundation funded a diverse set of more than 180 community-driven salmon programs that on average leveraged every dollar received by the Foundation seven-fold. The Foundation’s total budget was $9.9 million dollars with more than 80 per cent of funds going directly into wild Pacifi c salmon projects that met rigorous technical standards. With nine per cent of the budget used for overhead, the Foundation is well within acceptable philanthropic and accounting standards.

One of the biggest accomplishments in 2009 was hiring one of Canada’s leading salmon experts as the Foundation’s new President and CEO. Dr. Brian Riddell joined the Foundation in February 2009 after more than 30 years with the Fisheries and Oceans Canada. Under Dr. Riddell’s leadership, the Foundation has explored new and innovative initiatives to signifi cantly improve the state of wild Pacifi c salmon. This included a comprehensive private-sector program to dramatically improve wild Pacifi c salmon production in the Strait of Georgia, where highly-valued Coho and Chinook salmon populations are presently less than one tenth of historic levels.

All of this would not be possible without the more than 200 individual, corporate, foundation and government contributors who support the Foundation and fund the work of over 35,000 volunteers. On behalf of the Board of Directors and all of the community salmon projects funded in 2009 by the Foundation, thank you for your contribution.

2009 Achievements

• The Foundation’s fl agship Community Salmon Program awarded $632,277 to 113 projects throughout British Columbia. The Foundation’s investments were leveraged on a scale of 7:1 by communities and volunteers for a total province-wide project value of $4,054,612.

• The Fraser Salmon and Watersheds Program – a joint program of the Pacifi c Salmon Foundation and Fraser Basin Council - awarded $3,384,044 to 71 projects with a total project value of $7,639,662.

• Five education bursaries were awarded totaling $7,000 to exceptional college and university students who are preparing for careers in salmon-related fi elds.

• A private-sector project was initiated to dramatically improve wild Pacifi c salmon production in the Strait of Georgia, where highly-valued Coho and Chinook salmon populations are presently less than one tenth of past peak levels.

• A $1.25 million Western Economic Diversifi cation grant was secured for three regional stewardship centres and two fi sh passage improvements thanks to the Foundation’s leadership.

• Coordination of two Strategic Salmon Watershed Recovery Plans resulted in eight research and enhancement projects in Rivers and Smith Inlets and six in the Squamish watershed.

• An $80,000 RBC BlueWater grant was received to pilot an independent eco-label program in British Columbia to help farms, vineyards, golf courses and other businesses that impact salmon habitat use “Salmon Safe” land use practices.

Communications and Outreach

• A new joint marketing program was launched with more than 40 recreational fi shing businesses to encourage anglers to learn more about wild salmon conservation and to support the Pacifi c Salmon Foundation.

• The inaugural wild Pink salmon festival was organized by the Foundation and drew 3,000 people to Vancouver’s Vanier Park along English Bay. The festival was inspired by record forecasted returns of 15 – 20 million pink salmon to the Fraser River, and helped educate the public about the importance of pink salmon to the West Coast ecosystem.

• The fi rst annual Parliament Hill dinner was hosted by the Foundation in Ottawa to brief Senators, Members of Parliament and others in government about wild Pacifi c salmon conservation.

• A special information supplement highlighting the Foundation’s more than 200 major business partners was published in Vancouver’s major business publications.

Message from the ChairmanPacifi c Salmon Endowment Fund Society

The Pacifi c Salmon Endowment Fund Society was created by the Government of Canada in 2000 to manage a $30 million endowment to support wild Pacifi c salmon conservation in British Columbia. Because of its record of strong fi scal stewardship, the Pacifi c Salmon Foundation was selected to develop, manage, and deliver salmon programs in accordance with the mandate of the Fund. The Fund, which is managed by an independent Board of Directors, began in 2009 with a balance of $24,065,004 and ended with a balance of $26,077,701. Total disbursements from the fund were $1,420,833, which refl ected just shy of six per cent of the fund’s value at the beginning of the 2009 fi scal year. During 2009, the Fund realized an investment gain of $2,586,200, which was a marked improvement over a loss of $5,856,223 in 2008 during the heart of the economic downturn. The Board of the Fund is pleased with the accomplishments of the Pacifi c Salmon Foundation in 2009 and looks forward to being a partner in even greater achievements in the years to come with the leadership of Dr. Brian Riddell.
