CMHA 2010 ANNUAL GENERAL MEETING: ADDRESS FROM THE CHAIR AND EXECUTIVE

DIRECTOR

Dear friends and supporters: As your Board Chair, I am pleased to join with Tom Shand, our Executive Director, to present this annual report to you on behalf of CMHA’s Alberta Division. As anticipated, this was a year of growth and rebuilding for the mental health system in Alberta with many significant advances and more on the way. As many of these changes in policy and practice were province-wide, our Division office had a key role to play. Much of our efforts were done in collaboration with other organizations in the mental health field. Foremost amongst these were our own CMHA regional offices, the members of the Alberta Alliance on Mental Illness and Mental Health, Alberta Health and Wellness, and Alberta Health Services. Strong working relationships with each of those organizations have been essential to effective consultation at a time when AHS is in the midst of rebuilding its structures and AHW has been involved in several key policy changes. I will now ask Tom to outline some of the specific accomplishments of your CMHA Alberta Division this past year. Some of the key developments in the mental health field this past year have been:

CTOs and Amendments to the Mental Health Act

• The passing of Bill 31, with amendments to the Mental Health Act, including the approval of Community Treatment Orders and expanding the criteria for admitting formal patients.

• Success in the issuing of Community Treatment Orders in many centres across Alberta.

• Education and promotion of the changes outlined in Bill 31. CMHA Alberta Division was able to put together a common message from the CMHA offices in Alberta, supporting Bill 31 and Community Treatment Orders, with the condition that appropriate mental health supports and services be made available in communities before CTOs are issued there. I also sat, as Chair of the Alliance, on the Bill 31 and CTO Implementation Committee to help put the policy in place effectively and was the emcee and moderator for public education sessions in Red Deer, Calgary, Edmonton and Lethbridge.

Mental Health Diversion

The mental health diversion program, which is aimed at getting treatment rather than jail time for people with mental illnesses who commit minor offences, took major steps forward this year – expanding services in the small core of existing centres and opening up services for the first time in several other Alberta cities. I was part of the mental health diversion planning group and assisted with the linkage to other CMHA centres, as well as networking with the Alliance.

Alberta Health Services

We have consulted regularly with Alberta Health Services on many issues, including consumer and community participation in AHS programs and planning. With the new AHS structure, there is an emerging role for CMHA Alberta Division to help plan provincially while having the CMHA Regional offices plan and act locally. We are currently working with AHS and the CMHA Regional offices to ensure that this process is effective for all concerned, particularly when it comes to community mental health supports and services. Towards that end, we held a joint think-tank on contracted services and are currently pulling together a matrix of CMHA services offered across Alberta. We are encouraged by many of the directions that AHS is taking, as it brings together mental health and addiction and seeks ways to work more closely with community organizations and mental health consumers. This past year also demonstrated what happens when AHS does not appear to be consulting effectively with mental health organizations or those they serve when it attempted to move beds out of Alberta Hospital Edmonton without consultation. The result was a public relations nightmare for AHS and the provincial government, which stepped in to become directly involved in a resolution. As part of the Alliance, CMHA was a key player in subsequent consultations regarding Alberta Hospital Edmonton.

Alberta Alliance on Mental Illness and Mental Health

CMHA Alberta Division is proud to be taking a leadership role in the Alberta Alliance on Mental Illness and Mental Health. Through our office move in the summer of 2009, we continue to house the Alliance and its Executive Director, Orrin Lyseng. I have also been proud to serve as its Chair. The Alliance is called upon regularly for consultations and feedback on key issues, opportunities which would not have been offered to any one of its 10 member organizations. It is currently entering the last year of a three-year grant from the provincial government.

Alberta Government

During the past year, CMHA has been active in presenting positions to the Alberta Government, and its committees, on several key issues, including: the Health Information Act, the Alberta Health Act and, as mentioned previously, Alberta Hospital Edmonton. We are thankful for the support given to us by the provincial government through our PEC grant for Promotion, Education and Consultation. This provides about one third of our over-all funding with one third coming from the Regional CMHA offices and a third from various fund development and other revenue-generating programs.

Programs

Our Division office is not program focused, however it has been active in facilitating two specific programs this past year, in addition to many promotional and educational speaking engagements on such diverse topics as mental health and justice, children’s mental health, and mental health advocacy. We were proud to continue to work with the Alberta Teachers’ Association to further develop the Healthy Minds, Bright Futures program. It was in all Alberta schools for its second season and first complete school year, with a commitment for a third already having been made. It is an outstanding program, assisting teachers to promote good mental health to students and to encourage students to speak about their issues, by creating an environment in which they feel comfortable. This year, we also completed Phase One of planning to introduce the PATHS program in an Edmonton school. It is part of the Socially and Emotionally Aware Kids program, and is run in conjunction with the CMHA Nova Scotia Division, with funding from the Public Health Agency of Canada. If Phase Two is approved, the program will begin in September 2011. Partners with us in this program are Edmonton Catholic Schools, the Alberta Teachers’ Association, and Hull Child and Family Services.

Networking

In order to provide a mental health perspective to organizations with common concerns and interests, CMHA Alberta Division is also an active member of the Alberta Disability Forum and Creating Synergy Health Coalition. Through these bodies, CMHA has provided input into the Pharma Plan for Albertans, respite issues for caregivers, seniors’ mental health, homelessness, AISH, disability pensions and other key issues impacting those living with mental illness. Bridging and liaising are certainly very important roles for us, as much of the community work is not clinical but deals with the supports needed through social determinants of health including justice, employment, housing, education, social welfare and others. With more effective networking and collaboration, there has been significant progress in many of these important areas in recent years. That brings to a close a summary of our key specific accomplishments in the past year. David will now bring our remarks to a close.

CMHA

We are also proud of the efforts and contributions that our Division and the CMHA Regional offices have made towards internal organizational building within CMHA. It is not easy to run a tri-level organization but we are confident that the National, Division and Regional levels are all operating well and working together towards a better quality of life for people living with mental illness. On that note, I wish to thank my fellow Division Board members, our staff, our Regional Boards and staff, as well as you our members and supporters for your many contributions over this past year. I look forward to another year of growth and development in strengthening support and understanding of those living with mental illness and improved mental health for all.
