THE CITADEL ATHLETICS DEPARTMENT MISSION STATEMENTThe mission of the Department of Intercollegiate Athletics at The Citadel is to develop, maintain, and continue to improve a well-rounded program of athletics geared to the aims and objectives of The Citadel, the Southern Conference, and the National Collegiate Athletic As-sociation. In order to carry out this mission, all athletics personnel must be familiar with the athletics policy as approved by the Board of Visitors and the President of The Citadel:

The Citadel policy on intercollegiate athletics includes a balanced program covering a broad spectrum of sports for men and women. The College will support this program to enable its representatives to be competitive in every respect. The Citadel will compete as a Division I institution under current NCAA and Southern Conference regulations. The athletics program will be conducted within the aims, standards, and objectives of The Citadel as a comprehensive military college providing a quality education. The Department of Athletics is committed to gender and minority equity in all of its programs. In addtion, for the safety and welfare of student-athletes, The Citadel maintains full-time certifi ed trainers, a college surgeon, and special orthopedic doctors to provide medical support services.

2008-09 Outlook

The 2008-09 Men’s and Women’s Citadel Rifl e Teams are facing their toughest schedule since returning to varsity sta-tus in 2001. The addition of an upscale electronic scoring system to the range has made the Citadel a top choice for visiting teams. The new scoring system provides positive feedback during the team practice sessions and eliminates the possibility of scoring errors in matches.

“Our NCAA match schedule includes Army, followed by TCU, Air Force, VMI, and ends with Alaska. Alaska won the NCAA Championships last year followed by Army and TCU,” Coach William Smith stated, when asked about this year’s schedule. The Citadel faces a touch season of competitors but feels they will gain valuable experience preparing for this year’s SEARC Championships on March 7-8, 2009. This year’s Championships will be held on The Citadel’s campus in the Inouye Marksmanship Center.

The Bulldogs have many top shooters returning this season. Brandy Brown and John Charlton were the leading shoot-ers for The Citadel last year at the SEARC Championships with marks of 569 and 563, respectively, and hope to lead their team to regain the top spot in the conference. Other Bulldogs hoping to add to the scoring are Patricia Thibodeau and Trey Herndon.

Also bringing something to the team are Sophomores Ste-phen Kinn and Joseph Trippi. Freshman Joshua Anacay from Lexington, S.C. hopes to increase their scoring averag-es this year. For the women’s team Freshman Alison Hayes comes to The Citadel hoping to contribute to the team this season.

The Citadel rifl e team secured a second place fi nish in the SEARC Championships held at The Citadel Marksman-ship Center last year. “I expect to regain the top spot in the SEARC conference this season. We have several returning team members and recruits shooting above our 2007 match

average,” said Smith.

This year’s team will also be traveling to compete in an NCAA Sectional Qualifi er in Fairbanks, Alaska against the 2008 Nation-al Champions from the University of Alaska Fairbanks. The Bulldogs look to gain qual-ity experience from the trip as well as quali-fying in the competition. The Bulldog’s 2008-09 schedule includes one of the SEARC matches being held at The Citadel Marksmanship Center in Octo-ber. The Bulldogs will also host numerous matches against Army, NC State, TCU, Akron, VMI and Air Force. The SEARC Championships will also be held in The Cit-adel Marksmanship Center on March 7-8. Even though the schedule seems one of the most challenging for the Bulldogs, they look for it to be one of the most promising as well.

Head Coach

Native Charlestonian William C. Smith has made great strides with the rifl e program, moving it from a club sport back to an intercollegiate sport. Smith, 56, has guided The Citadel’s rifl e club team the past eight years and serves as both the men’s and women’s head coach.

Under the direction of Smith, The Citadel fi nished second in the SEARC Championships in 2007 and 2008 as well as fi ring for a third place fi nish in both 2005 and 2006. The Bulldogs fi nished second in the SEARC in 2004, and ended the 2003 season as runner-up in the conference with fi ve Academic All-American shooters. The Citadel had a one-loss season and conference championship in 2002.

The 2001 season marked the fi rst time the team won the SEARC Championships since it was rein-stated as a varsity sport. The Citadel’s last cham-pionship was in 1999. Also in 2001, Smith led the Bulldog shooters to individual and team NCAA

sectionals, competing against teams from South Carolina, North Carolina, Georgia and Alabama.

Smith’s goal for the team is to become an annual participant in postseason play. To help reach this goal, The Citadel completed construction of a new indoor shooting range facility in February of 2006. The Citadel Marksmanship Center is the state-of-the-art facility in the SEARC and contains 16 points for smallbore/center fi re and air-rifl es at 50 feet. The Bulldogs plan to bid on hosting the NCAA rifl e championships in the future.----The Citadel rifl e team placed second at the South-eastern Air Rifl e Conference Championships to end their season second in the conference, their highest fi nish in the SEARC since 2004. The Bull-dogs have now fi nished among the top three in the conference every season since rifl e became a varsity sport again in 2001.

Rifle Scoring SystemEach team declares four shooters before each match. Those four scores will count towards the overall team score. The Collegiate Sectionals NCAA Qualifi er is a match that falls within a 4-5 day window. The top eight scores from smallbore and the top eight from air rifl e from each sectional around the nation advance to the NCAA Championship. Men and Women scores can be combined for SEARC scoring purposes. NCAA scoring sepa-rates the males from the females.

Air Rifle- 0.177 caliber pellet (That’s 0.177 inch).

- 10 meters from shooter to target.

- Forty targets, one shot per target.

- Each shot grades as 1-10.

- Ten is a perfect shot.

- A perfect score is 400.

- Time limit is 1 min. 45 sec. per shot.

Smallbore- .022 caliber (Approximate size.)

- 50 ft. from shooter to target.

- Three shooting positions: (prone, standing, kneeling.)

- Forty targets for each position, one shot per target.

- Each shot grades as 1-10.

- Ten is a perfect shot.

- Perfect score is 1,200 (400 for each position).

- Time limit (per shot):

Prone - 1 minute

Standing - 2 minutes

The Citadel Marksmanship CenterThe Citadel Marksmanship Center, completed in De-cember of 2005, gives the Bulldog rifl e program a top notch shooting facility that rivals any in the nation, let alone the Southeastern Air Rifl e Conference.

The new range saw its fi rst competitive action on the weekend of Feb. 11-12, 2006, as The Citadel hosted a SEARC match and a NCAA sectional. The Citadel Marksmanship Center also hosted the SEARC Cham-pionships on February 25 and an open sectional on March 4, 2006. The Bulldogs plan to bid on hosting the NCAA rifl e championships in the future.

“The opening of The Citadel Marksmanship Center is a new beginning for competitive rifl e at The Citadel,” stated head coach William Smith. “This will place our training on the same level as our Olympic shooters.”

“It’s a new beginning for a team with a history of win-ning on the national level,” Smith continued.

The Citadel Marksmanship Center is the state-of-the-art facility in the SEARC and contains 16 points for smallbore/center fi re and air rifl es at 50 feet.

In 2008 the marksmanship center received a techno-logically advanced upgrade in it’s scoring system. The new electronic scoring system will leave no room for personal judgement or error when scoring a shot. The system provides immediate recognition of the shot to the marksman. The metal target that is shot relays a signal that is accurate up to one tenth of a point, to the shooter. A perfect score is 10.9. The results are also relayed to a computer to compile them for each round and essentially the entire match.

The Citadel Marksmanship Center is the premier shoot-ing range in the SEARC.

Administration

The Citadel President Lt Gen John W. Rosa was born in Springfi eld, Ill., Sept. 28, 1951. After graduating high school in Jacksonville, Fla., in 1969, he was recruited to play foot-ball at The Citadel, the Military College of South Carolina. While at The Citadel, Rosa was the starting Bulldog quarter-back in 1970 and went on to earn three varsity letters in foot-ball. He graduated from The Citadel in 1973 with a degree in business administration and was awarded a commission in the Air Force.

A command fi ghter pilot with more than 3,600 fl ying hours, Rosa enjoyed an illustrious 32-year career in the Air Force. Among his career highlights, he was stationed in Loss-iemouth, Scotland, as an American exchange offi cer fl ying the Jaguar for the Royal Air Force. He has commanded at squadron, group and wing levels at air bases in South Ko-rea, Idaho, South Carolina, New Mexico and Georgia. He served as inspector general for Pacifi c Air Forces at Hickam Air Force Base in Hawaii and commandant of The Air Com-

mand and Staff College at Maxwell Air Force Base in Ala-bama. As deputy director for operations for the Joint Chiefs of Staff in Washington, D.C., he was in charge of the Na-tional Military Command Center and served as the military spokesman for the Pentagon when U.S. troops were de-ployed to Afghanistan and Iraq in 2002. In July 2003, he was named superintendent of the U.S. Air Force Academy in Colorado Springs, Colo., and in September of that year, he was promoted to lieutenant general.

Rosa holds a master’s degree in public administration from Golden Gate University. He is a graduate of the Air Force Command and Staff College, the U.S. Army Command and General Staff College, and the U.S. Army War College. He has also studied at the John F. Kennedy School of Govern-ment and the Harvard Graduate School of Education.

His awards include the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit with oak leaf cluster, the Meritorious Service Medal with four oak leaf clusters, the Air Force Commendation Medal and the Combat Readiness Medal with two oak leaf clusters. He has fl own the A-7, A-10, Hunter and Jaguar aircraft, F-16, F-117A, HH-60G and HC-130.

On Jan. 3, 2006, Rosa returned to The Citadel where he serves as 19th president. He is married to Donna Kangeter, a Charleston native. They have two sons, Jonathan and Brad (‘03), and a grandson, Michael Bradley, who is the son of Jonathan and his wife, Elisha.

The Citadel’s President Lt Gen John W. Rosa, Jr. named Larry Leckonby as the 11th athletics director at the South Carolina Military College in a press conference held at the Altman Athletics Center on June 13, 2008. Leckonby offi -cially joined the Bulldog Family on July 15.

Prior to The Citadel, Leckonby spent six years as a senior associate athletic director at the University of Maryland. Hired as the athletic department’s Chief Financial Offi cer in September 2002, he managed the department’s annual $51.2 million operating budget, capital projects and long-range fi nancial forecasting.

In addition, Leckonby was the sport supervisor for women’s basketball, assisted the Athletic Director with men’s bas-ketball and football, and supervised the athletic business offi ce, athletic ticket offi ce and information technology. He was also responsible for coordinating departmental con-struction projects, which have included a $50.8 million ex-pansion of the football stadium, as well as expansions to the Gossett Football Team House, new grass and fi eld turf practice fi elds and the Field Hockey and Lacrosse Complex. He also served on several campus committees including the University Finance Committee and the University Facilities

Advisory Committee.

Prior to accepting the position at Maryland, Leckonby served as the senior associate director of athletics at the University of Houston, appointed in January 1998. He was responsible for the daily administration of the department and specifi c areas of duty involving fi nance, planning, fund-raising and marketing. He also served as interim athletics director for six months in 2001 and 2002.

Leckonby also worked as the associate AD for business af-fairs at Boston College for four-and-a-half years (1993-98), and the assistant AD for fi nance and operations at Old Do-minion University for fi ve years (1988-93). He was the ticket manager and assistant business manager at Boston Uni-versity from 1982 to 1988, after beginning his athletics busi-ness career at the University of Massachusetts (Amherst) where he was an administrative assistant to the business manager beginning in 1981.

A former lacrosse player at Duke University, he graduated with a bachelor’s degree in management science in 1979. He earned a master’s degree in sport management from Massachusetts in 1983.

Leckonby is an active member of the College Athletic Busi-ness Managers Association. While serving on numerous fi -nance and planning committees during his career, he also has helped direct several NCAA and conference champion-ships including NCAA Baseball Super Regional events in 1999, 2000 and 2002.

Leckonby and his wife, Cris, have two daughters, Hunter and Katie, and a son, William.

Males and females are admitted to the undergraduate residential Corps of Cadets. The South Carolina Commission on Higher Education recognizes The Cita-del as the only specialized four-year college in the state. The Citadel, founded in 1842, is a co-educational military college with a rich and storied history. Located in Charleston, S.C., the institution offers a classic military education for young men and women who seek a college experi-ence that is intense, meaningful and academically strong. Graduates of The Citadel say that the disciplined lifestyle and friendships they forged here have a profoundly positive effect on their lives.

With an enrollment of more than 2,000, the Corps of Cadets is the na-tion’s largest military college program outside the service academies. All cadets are educated within a classic military system and about 40 per-cent of the graduating seniors earn military commissions. The remaining graduates attend graduate school or enter the job market.

The Citadel Graduate College, which is noted for The Citadel excellence in a civilian environment, serves about 1,200 residents of South Caro-lina’s Lowcountry.

Academic programs at the college are complimented by a strong com-mitment to service and emphatic support of an honor code that calls upon a cadet not to lie, cheat or steal or tolerate those who do. Since its found-ing in 1842, The Citadel’s emphasis on character, as well as intellect, has produced generations of graduates who have served their nation, their professions and their communities with distinction.

Corps of Cadets ...All undergraduate students at The Citadel are members of the South Caro-lina Corps of Cadets, which numbers approximately 1,900 and represent nearly every state, as well as more than 20 countries. While roughly 40 percent of the graduates each year go into the armed services, all cadets participate in an ROTC program. On most days, cadets have physical fi tness training and military instruction in addition to their regular college classes. Weekdays end with a formation and required evening study period.

Because The Citadel emphasizes corps unity, cadets cannot be married and all must live on campus in the barracks with their assigned company. Despite the challenges, cadets value their fi rst year for the lessons in teamwork, self-discipline and time management. The disciplined lifestyle that begins in the knob year binds cadets into a lifelong, close-knit camaraderie that is one of the strongest forces in their lives after graduation.

Academic Programs...Because of the strength of the academic pro-gram, The Citadel has repeatedly been rated as a top regional institution in the annual rank-ings issued by U.S. News and World Report. The quality of the education at The Citadel combined with the availability of fi nancial aid, the credentials of the faculty and the gradu-ation rate earned the institution the citation of Best College Value in the South in 2007. With more than 80 percent of its students returning each year, The Citadel enjoys one of the best retention records in the country. The Citadel’s 14 academic departments offer fi ve bachelor’s de-grees in 17 areas, six master’s degrees in 17 areas and specialist degrees in two areas.

Cadet-Student-Athletes...

The Citadel Graduate College...The Citadel’s evening college serves the Lowcountry by offering nationally accredited bachelor’s, master’s and specialist degrees scheduled around the student’s profession, family and lifestyle. It is the well-known Citadel academic excellence in a civilian en-vironment. The CGC offers 20 graduate programs with concentrations in education, psychology, computer science and business. The Master of Business Administration program is the only nationally accredited MBA program in the Lowcountry region of South Carolina. The CGC also offers three undergraduate evening programs in business and engineering. The Citadel is the only col-

lege in South Carolina that offers undergraduate civil and electrical engineering degrees in the evening.

Alumni...Generations of Citadel graduates have served their nation, their state and their community with distinction. The Citadel graduates men and women with alert minds and sound bodies, who value honor, integrity, loyalty and patrio-tism, and who accept the responsibilities that accompany leadership. The Citadel leads South Carolina with the highest four-year Graduation Rate at 62.4 percent, while the national aver-age is only 30 percent.

Cadets receive gold stars for earning a 3.7 GPA or higher. The stars are worn on both sides of the collar of their dress uniforms and above the left pocket of their summer leave uniforms.

The Citadel ranks No. 3 nationally among public colleges and universities in the Carnegie classifi cation in the percent-age of students who graduate in four years. That category includes colleges with master’s level programs.

The Princeton Review for 2008 named The Citadel School of

Business one of the nation’s 237 best business programs.

Among South Carolina’s public colleges and universities, The Citadel has the highest four-year graduation rate for ath-letes. More than 90 percent of cadet-student-athletes who have exhausted their four years of eligibility earn a diplo-ma.

The Princeton Review for 2008 placed The Citadel in its top tier of academic institutions according to an academic rank-ing that measures how hard students work and how much they get back for their efforts. The ranking considered such factors as hours students study outside of class, quality of the student body, class size, student assessment of professors and other resources.

The Citadel sits on a 300-acre tract of land on the Ashley River. There are 28 buildings grouped around a large (10-acre) grass parade ground. The buildings around the parade ground include 10 classroom buildings, an admin-istrative building, four barracks, a student activities building, infi rmary, chapel, a fi eld house and library. Just off the main campus are the football stadium, baseball stadium and alumni center.
