Busted! Five arrested innarcotics sting in Freeport

Thanks to cooperation between NassauCounty District Attorney Denis Dillon,Nassau County Police CommissionerJames Lawrence and the Freeport Police, asting operation took place that resulted inthe arrest of five individuals in Freeport,according to Freeport Police Chief MichaelWoodward.

"We assisted the District Attorney inmaking the arrests," said Chief Woodward.He explained that a sting operation was setup in a room at the Yankee -Clipper Motelwhere people were dealing drugs. "It was aplace for supplier and buyer to meet andexchange," said Chief Woodward.

Freeport was one of several targeted areasthroughout Nassau County. According toDistrict Attorney Dillon, "The undercover

officers went into these communities withaudio and video sur, eillance capability. Theundercover officers purchased crack,cocaine and marijuana from street-leveldealers. To date, we have arrested 37 defen-dants. Ten of the individuals arrested wereknown gang members associated with theBloods, Crips and MS-13 gangs. In addi-tion to helping rid our streets of dealers wewere able to get several weapons off thestreet. Some of these weapons includedguns and machetes." M r .Dillon.added that the "narcotics sting oper-ation is part of our continuing effort toeliminate the open and notorious streetdealing. "

None of the five individuals arrested wasfrom Freeport," said Chief Woodward.

The Freeport arrests were made in.December.

Village trustees revise sign application ordinance

Freeport trustees approved changesto the village code at a public hearingMonday to streamline the process forapproval of outdoor sign applications.

Two chapters of the ordinance werechanged to allow applicants for signpermits to go directly to the villageDepartment of Buildings for approval,eliminating the need for the applicantto begin the process with theArchitectural Review Board.

"Now it's a multi-step process, alengthy process," said Mayor WilliamF. Glacken prior to the Board ofTrustees' approval of the change inthe law.

• The new version also allows forappeals directly from the Departmentof Buildings to the Zoning Board.

The action wil l affect any newApplications after the change takes'effect. As for existing signs that rhaynot conform to code requirements,Building Department SuperintendentJoseph Madigan said owners of suchsigns will have to change them by thetime their permits are due for renewal.

Mayor Glacken said the policy thatwill require signs to meet certain cri-

teria is part of efforts to beautify thevillage.

Weighing in on the new policy, res-ident pundit Alan Jay said the "newlaw is an improvement over the oldlaw," but he also called for the repealof penalties for sign violators. Headded that "such fees add to theexpense" of installing new signs andare "counterproductive."

As an alternative source of revenue,he suggested introducing advertisingto municipal trash cans, citing theexample of Baldwin, which allowssuch ads.

Mr. Jay also said the same require-ments for business signs should applyto political signs.

Regular agendaUnder the regular agenda, trustees

authorized the sale of $1 million inmunicipal bonds for certain tax certio-rari judgments.

Resident Eileen Weaver rose toexpress concern about the additionalbonding for the village and for moredetails about the specific tax certiorariactions. "You're bonding us to death,"she stated.

The board awarded a contract forabout $132,500 to Annex GeneralContracting Inc. of Merrick for the2005 catch basin and concrete roadpanel project, and also awarded acommercial facade rehabili tationgrant for nearly $75,000 to MarieSantiago-Ramirez for a business at •98-100 South Main Street.

Trustees approved payments of

$84,222 to Newborn Construction .forgrade raising and road improvementsin the Cedar-Casino area, $5,272 toArmond Cement Construction Inc.'forsidewalk repairs, and tax liens andother charges from prior years total-ing $131,646 for various properties.

The board also amended traffic reg-ulations eliminating a 20-foot portionof the west side of Liberty Park Drivefor handicapped parking.

Following the public hearing,trustees adjourned to executive ses-sion to discuss several personnel, li t i-gation and jeal estate issues.

Ferber/ Morris are running for mayor, trusteeTom Ferber has announced that he is a

candidate for the position of Mayor ofthe Village of Freeport. Pete Norrisannounced his candidacy for VillageTrustee. The two will run under theLoyal Citizens Party in the village elec-tion to be held on March 15.

"Our Village is being mismanaged,our public safety is grossly under fund-ed, and our future is being mortgaged.It's time to get our house in order," saysMr. Ferber. "Freeport's current mayorand administration are jeopardizing thesafety and .welfare of our citizens.Village taxes are rising at a rate that is

disproportionate to the services the vil-lage provides. Village debt has reachedlevels that are unhealthy and rapidlyreaching limits set by the New YorkState Office of the Comptroller. Policeand Public Safety funding has not grownsufficiently to combat the crime in ourvillage." Mr. Norris states that, "After 8years of the Glacken administration, thevillage is in dire need of a change inmanagement and a change in direction."

Nassau County District AttorneyDenis Dillon announced last week thatMarina Musso, 22, of Long BeachAvenue, Freeport pled guilty to Robberyin the First Degree, a Class B Felonyand Attempted Robbery in the FirstDegree, a Class C Felony in front ofNassau County Court Judge GeraldCarter.

According to Mr. Dillon, "OnSeptember 19, 2003, Musso drove theget-away car for four individuals in therobbery -of two Rockville Centre resi-dents. Just three hours^ later, Mussoagain drove the get-away car after the

four, co-defendants brutally murderedAnthony Battaglia just steps frorrr hisLynbrook home. Battaglia was on hisway home from the Lynbrook train sta-tion when he was beaten, stabbed andshot by these four co-defendants."

The four remaining defendants,Fernando Moranta, Omar Delarosa,Janny Paez and Nelson Zuniga, areawaiting trial. Musso is scheduled to besentenced on February 22 by JudgeCarter.

The charges are merely accusations,and the defendants are presumed inno-cent until and unless proven guilty.

Blizzard of '05The Blizzard of '05 made our world a weekend won-

derland for some and a nightmare for others. Overall,we are fortunate that the coastal flooding was not aswidespread as predicted. LIPA and Freeport Electrichandled the crisis well. Snow removal was better thanexpected, given the very heavy snowfall: And manylocal schoolchildren are happy that they even got asnow day out of it. Next weekend may bring the melt-down but hopefully not too much flooding.

Our first big winter storm served notice that we reallydo need to "be prepared for winter, to dress warmly, toservice our vehicles, to weatherproof our homes, to layin supplies of icemelt and sand, non-perishable food,batteries, flashlights, radios etc.

We need to thank those working in public works andutilities and public safety, our neighbors who look outfor each other, and the young people who stop by and

,,offer to shovel for seniors.Much of the news plays up corruption, crime and dis-

aster. The Blizzard of '05 gives us an example of howgood people working together can help make a real dif-ference in people's lives.

POLITICAL WARRIORS: Maranella Jordan and James Caracciolo, candidates for Freeport villagetrustee in the March 15 village election on Freeport's Future Party line, opened their new cam-paign headquarters at 63 South Main Street.

Even though smoking has been proven to cause can-cer, emphysema, heart disease and other serious andeven fatal health problems, it is not illegal. What is ille-gal is to sell cigarettes to people under 18.'So highschool students, who have reached the age of 18, maylegally buy cigarettes. And their schoolmates can getcigarettes from them.

That's why a group of Nassau County legislators wantsto follow Suffolk County's lead and raise the legal agelimit for buying cigarettes to 19. Local legislators DaveDenenberg and Kevan Abrahams have joined the cause, .as have several local PTAs, If the county's PTA councilVotes on February 15 to endorse the plan, it will gainreal momentum.'.':. Just think, cancer deaths overall are declining, and thereason given by public health experts is the decline insmoking. Doesn't that make you want to help make sureyour child never starts?

Piccarillo's, Suzanne Ryan's andGerianne McArdle's classes atMilburn School recently finished aspecial social studies project on cul-ture.

The young students learned that cul-tural ; backgrounds have similari t iesand differences by creating their owncultural shoeboxes. Children filled theshoeboxes with artifacts that represent-ed their family's "background and cul-ture. Each student presented the items

in his or her shoebox and describedtheir significance to classmates. Thepresentations were original and fasci-nating, as are each of the families.

"This was a perfect opportunity toteach the students about acceptanceand tolerance for our differences. Aswe studied the different cultures repre-sented in our classroom community ,we also learned about the many differ-ent holidays celebrated dur ing themonth of December," explained Mrs.Piccarillo.

Of all of her attrib-utes, her respect for others, and her abil-ity to remain focused, are the qualities Iadmire most.

Renee's academic record is one to be

applauded. In 2001, Renee and her fam-ily skillfully handled a situation thatwould have adversely affected most stu-dents. Her father, as a result of his job,was transferred 900 miles away just asher high school career was beginning.

Renee could have chosen a less chal-lenging schedule but instead she choseto continue striving for academic excel-lence by remaining in honor level cours-es, eventually obtaining a schedule filledwith Advanced Placement classes. Denenberg meets onassesment challenges

Freezing temperatures and falling snowdid not keep Bellmore and Merrick tax-payers from airing their grievances atMepham High School last Wednesdaynight. j

Their tax grievances, that is.150 homeowners braved the inclement

weather to attend 19th District LegislatorDavid Denenberg's meeting on filing res-idential property assessment grievances.

Legislator Denenberg told the crowd ,"I'll know I'm doing my job if what hashappened the last two years continues tohappen: that the 19th district, my district,continues to submit the most amount ofassessment appeals on their own. Thetools you need are at your fingertips."

Committed to helping the residents ofhis district understand the mechanics ofappealing and the importance of correct-ing inaccuracies, Mr. Denenberg wasjoined by Assessment ReviewCommission members Chairman GlennBorin and Commissioner Jeffrey B. Gold.The team spoke to audience members in alanguage that was easily understood andbroke down the process piece by piece.They also provided a wealth of informa-tion resources so that people could findthe support they needed.

Chairman Borin began the meeting byexplaining that the Assessment ReviewCommission (ARC), whose function is torespond to the inaccuracies of propertyassessment, is a separate entity from theNassau County Department ofAssessment. ARC can be found underthe county's website www.nassaucoun-tyny.gov. The website is easy to navigate,user friendly and has added links for con-venience.

Mr. Borin also voiced the two ques-tions that most home owners ask, "ShouldI file an appeal?" and "should I do itmyself?" Both Borin and Gold werequick to stress the importance of takingthe time in January and February toreview the assessment. The window forfiling an appeal is January 2 to March 1.This deadline is absolute and requirestimely action. Home owners can accessthe fair market value of their home atwww.mynassauproperty.com and com-pare it to other homes in their neighbor-hood.

Since assessments are not precise num-bers, Borin and Gold advised filing anappeal in most cases where homes areovervalued. Assessments overvalued five

percent or better should definitely beappealed, though any discrepancy war-rants a second look.

There is no cost to file a grievance.There are law firms and "grievancefirms" who can file on a homeownersbehalf, but it is not necessary to be anattorney, licensed or certified to file anappeal. Grievance firms usually consistof self-appointed experts who have beenin business for many years and submitthousands of claims at a time. Most do amass mailing in the beginning of the year.

When deciding whether or not to use afirm, Denenberg, Borin and Gold cau-tioned the audience to make sure theyunderstand how much they will pay forservices rendered. "15% percent of thefirst year's savings" is common as pay-ment for these services. Chairman Borinnoted that people often misunderstandthis and warns that payment for such serv-ices might be for more than one year andout of the taxpayer's pocket.

For those interested in filing on theirown, the two page form, "Application ForCorrection Of Property Tax Assessment,"and easy to follow instructions are avail-able through the county's website under"Living andt Working" or underwww.mynassauproperty.com. Forms arealso available in public libraries. "Thereare no guaranties," Mr. Borin concludedadvising residents that it is always in theirbest interest to monitor their assessmentfrom year to year.

Mr. Denenberg pointed out that whilepaying taxes is part of each person'sresponsibility to. the county, correctassessment will help to reduce their taxesin future years as well as reducing theamount of county refunds.

There will be an additional meeting onWednesday, January 26 at 7p.m. at BirchSchool in Merrick for those interested.

BaldwinFirst Squad detectives report the

arrest of a Hempstead man on January. 14 at 3:15 p,m. for a robbery that

occarred in Baldwin on October 6, 2004at 4:55 a.m.

Detectives report that on October 6 at4:55 a.m. Charles Bawkins, 33, enteredFJM Laundromat, Grand Avenue, andapproached the attendant, a 30 year-old-man. He produced a box cutter and wentthrough the victim's pockets. He thenput the victim in a choke hold anddemanded he open the cash drawer. Thevictim complied and handed him anundisclosed amount of cash. He thenfled the scene through the back door andsouthbound on Grand Avenae.

On January 14 at 3:15 p,m. FirstSquad Detectives arrested he onCarmens Road, East Meadow. Hawkinswas charged with Robbery and Criminalpossession of a weapon.

Robbery Squad detectives are investi-gating an attempted robbery thatoccurred in Baldwin on January 19 at10:25 p.m.

Detectives report that two robbers(dressed in dark clothing) approached amale victim, 40, as the victim walked onGoes Neck Road at the intersection ofFenimore Place. One robber was hold-ing an aluminum baseball bat. The sec-ond subject demanded money. While thevictim struggled with the second robberthe first struck the victim on the headwith the bat. The victim continued tostruggle with both robbers when a thirdman exited a dark colored vehicle(parked at that location). The three menall entered the vehicle and fled the scenewithout proceeds.

Nassau' County Police Departmentambulance responded. The victim, who.suffered a head injury, refused medicalattention.

Detectives ask anyone with informa-tion regarding this crime to contactCrime Stoppers at 1-800-244-TIPS. Allcallers will remain anonymous.

Robbery Squad detectives are investi-gating a robbery that occurred inBaldwin on January 18 at 10:15 p.m. -

Detectives report that three men(dressed in dark clothing and skimasks) exited a dark colored four-doorvehicle (being driven by a fourth male)and approached a male victim, 18, whowas walking on Millburn Avenue nearBrookwald Avenue. The robbers, armedwith baseball bats, approached the vic-tim and struck him about the head and

body with the baseball bats. The robbersstole an undisclosed amount of cashfrom the victim before they reenteredthe vehicle and fled the scene.

The victim, who suffered headinjuries, was . transported to NassauUniversity Medical Center where hereceived treatment for his injuries.

On January 18 at 11:20 p.m. FirstSquad Detective Gonzalo Londonoarrested Mr. Aguilar at his residence.The suspect was charged with Rape.

• ••. A further arrest has been made fol-lowing an investigation of an assaultthat occurred in Roosevelt on December8, 2004 at 10:30 p.m. for which aFreeport resident had previously been

. charged.On December 8 the victim, a 20 - year-

old man, was confronted by approxi-mately six males, all of whom are mem-bers of the Crips gang. The victim was, atone time, a member of the gang but nolonger associates with any of its mem-bers, The gang members followed tbevictim to Horace Avenue and EastRoosevelt Avenue, where they pushedhim to the ground and repeatedly kickedhim in the head and body. He was struckwith a bicycle and a window frame. Thevictim suffered cuts and bruises to thehead, face and back.

On January 11 police arrested a 16-year-old male living at East SeamanAvenue, Freeport. He was charged withGang Assault.

On January 17 at 4:10 p.m. FirstSquad detectives report the arrest ofTyreek Limehouse, 18, of Hempstead,in connection with the above crime. Heis also being charged with Assault.

Jessie's Lip Smackin' Roadhouse opened a few months ago in Merrick, on thepremises that formally housed Courtney's. The rustic, pub-like atmosphere hasbeen altered only to enhance down-home comfort and amplify the environmentalexperience of authentic barbeque dining and live blues entertainment.

Dave Papale, winner of Emeril Lagasse's Best BBQ Recipe Award, is the proudowner of Merrick's latest culinary hit. He and his two partners Tom Holland andBob Cesiro have created an authentic Southern barbeque haven right here on LongIsland.

The concept of the restaurant was conceived by Dave, when he acquired Jesse'srecipe from a man he met and befriended in North Carolina. After receiving noto-riety with his winning recipe for his barbeque recipe of Chicken with Jesse's LipSmacking Sauce, the restaurant's concept became reality. Sensational fried zucchini sticks were the best I've ever eaten. These flat slicedveggies were lightly battered, fried to perfection, and served with a Roumalade, aCreole Tarter sauce that positively complimented the dish.

The Caesar salad with its fresh crisp Romaine lettuce was authentic in taste withjust a hint of garlic and anchovies.

Jesssie's Lip Smackin' Blues BBQ Chicken is the same version of the award win-ner as seen on EmeriPs Best BBQ Show. The recipe is available on the Internet'sFood Network (Chicken with Jesse's Lip Smacking Sauce). One bite and you'llknow why it won. The tender, juicy, half-chicken serving is fabulous, and the sauceexquisite with its citrus overtones. I usually find barbeque sauces too heavy andmusky, and they generally overpower the dish. This is definitely not the case here.Jessie's Chicken is definitely unique and delicious.

The ribs have their own distinctive sauce and could very well win their ownawards. They are so tender that they are never served with knives! Both pork andbeef ribs are offered on the menu. . '

I loved Fat Sam from Birmingham's Pulled Pork on a Bun, as well as the RoastBeef Ho Boy. The BBQ Sauce gave each a distinctive dimension of southern fla-vor and knack.

The corn bread is nothin' like the stuff we eat in the East. No sir! Practically ameal in itself, this rich bread is made with real butter and three kinds of cheese.Sweet Potato Fries are also a must. They are thin .sliced, and very crispy. ":

On Wednesday evenings live music is provided by The Smoke Daddy's BluesJam. The trip featuring Joe Vicino, attracts talented musicians from the tri-statearea. There is also music on Friday and Saturday evenings. Happy Hour is from 4-7 daily and free hot appetizers are served.

. • TERMS OF SALESuch tax liens shall be sold subject to any and

all superior tax liens of sovereignties and othermunicipalities and to all claims of record whichthe County may have thereon and subject tothe provisions of the Federal and State Soldiersand Sailors'Civil Relief Acts.

However, such tax liens shall have priority overthe County's Differentiallnterest Lien, represent-ing the excess, if any, of the interest and penal-ty borne at the maximum rate over the interest

. and penalty borne at the rate at whichthe lien is purchased.

The Purchaser acknowledges that the taxlien(s) sold pursuant to these Terms of Sale maybe subject to pending bankruptcy proceedingsand/or may become subject to such proceed-ings which may be commenced during theperiod in which a tax lien is held by a successfulbidder or the assignee of same, which maymodify a Purchaser's rights with respect to thelien(s) and the property securing same. Suchbankruptcy proceedings shall not affect thevalidity of the tax lien. In addition to being sub-ject to pending bankruptcy proceedingsand/or the Federal and State Soldiers' andSailors' Civil Relief Acts, said purchaser's right offoreclosure may be affected by the FinancialInstitutions Reform, Recovery and EnforcementAct(FIRREA).12 U.S.C. ss 1811 et.seq., with

regard to real prop-e'rty under Federal Deposit • Insurance.Corpofation(FDIC) receivership.

The County Treasurer reserves the right, with-out further notice and at any time, to withdrawfrom sale any of the parcels of land or premisesherein listed. The Nassau County Treasurerreserves the right to intervene in any bankrupt-cy case/litigation where the property affectedby the tax. liens sold by the Treasurer is partof the bankruptcy estate. However.it is the soleresponsibility of all tax lien purchasers to protecttheir legal interests in any bankruptcy caseaffecting their purchased tax lien, including butnot limited to the filing of a proof of claim ontheir behalf, covering their investment in saidtax lien. The Nassau County Treasurer andNassau County and its agencies, assumes noresponsibility for any legal representation of anytax lien purchaser in any legal proceedingincluding but not limited to a bankruptcy casewhere the purchased tax lien is at risk.

The rate of interest and penalty at which anyperson purchases the tax lien shall be estab-lished by his bid. Each purchaser, immediatelyafter the sale .thereof, shall pay to the CountyTreasurer ten per cent of the amount for whichthe tax liens have been sold and the remainingninety per cent within sixty days after such sale.If the purchaser at the tax sale shall fail to paythe remaining ninety per cent within ten daysafter he has been notified by the County'Treasurer that the certificates of sale are readyfor delivery, then all amounts deposited withthe County Treasurer including but not limitedto the ten percent theretofore paid by himshall, without further notice or demand, beirrevocably forfeited by the purchaser and shallbe retained by the County Treasurer as liquidat-ed damages and the agreement to purchaseshall be of no furthereffect.

Hanging signs.Hanging signs are permitted within the mall

zoning district and along Woodcleft Avenueonly. Each establishment shall be permittedone hanging sign for each frontage on a pub-lic street or public way. Such signs shall notexceed 10 square feet in area. The construc-tion and method of securing such signs to the

. structure or canopy shall be approved by theBuilding Department. The bottom of such signshall be at least seven feet six inches or a maxi-mum of 13 feet above the sidewalk, and suchsigns shall not extend into any area which isaccessible to service or emergency vehicles.6. Chapter 210, Article XXI, Section 210-220(A)of the Code of the Incorporated Village ofFreeport, New York, which reads as follows, ishereby repealed:

A. Any existing sign that was in place prior tothe date of adoption of this article shall be sub-ject to the following requirements:

Hanging signs.Hanging signs are permitted within all zoning

districts with the exception of Residence A andResidence AA. Each establishment shall be per-mitted one hanging sign for each frontage ona public street or public way. Such signs shallnot exceed 10 square feet in area. The con-struction and method of securing such signs tothe structure or cdnopy shall be approved bythe Building Department. The bottom of suchsign shall be at least seven feet six inches or amaximum of 13 feet above the sidewalk, andsuch signs shall not extend into any area whichis accessible to service or emergency vehicles.12. Chapter 210, Article XXI, Section 210-220(A)of the Code of -the Incorporated Village ofFreeport, New York, which reads as follows, ishereby adopted:

A. Any existing sign that was in place prior tothe date of adoption of this article shall be sub-ject to the following requirements:

(1) The owner of the property shall berequired to apply for a new permit for the signat the time the present permit expires.

(2) The Building Department shall revieweach application for a permit fof such existingsign and determine whether the sign conformsto the requirements of this article.

(3) The application for a permit for any signshall be referred to the Building Department,and a permit shall be issued by said depart-ment once approved, and shall be subject toany conditions. If the Building Department doesnot approve or conditionally approves theapplication, a permit shall not be issued.13. This local law shall take effect immediatelyupon filing with the Secretary of States Office."

Section 3. Serial bonds of the Issuer in theprincipal amount of $1,000,000 are herebyauthorized to be issued pursuant to the provi-sions of the Local Finance Law, constitutingChapter 33-a of the Consolidated Laws of theState of New York (herein called "Law"), tofinance said appropriation.

Section 4. The following additional mattersare hereby determined and declared:

(a) The period of probable usefulness ofsaid specific object or purpose for which said$1.000,000 serial bonds authorized pursuant tothis resolution are to be issued, within the limita-tions of subdivision 33-a(a) of Section 11.00 ofthe Law, is ten (10) years.

(b) The proposed maturity of the bondsauthorized by this resolution will exceed five (5)years.

Section 5. Each of the bonds authorized bythis resolution and any bond anticipation notesissued in anticipation of the sale of said bondsshall contain the recital of validity as prescribed .by Section 52.00 of the Law and said bondsand any notes issued in anticipation of saidbonds, shall be general obligations of theIssuer, payable as to both principal and interestby general tax upon all the taxable real prop-erty within the Issuer without limitation of rate oramount. The faith and credit of the Issuer arehereby irrevocably pledged to the punctualpayment of the principal of and interest on saidbonds and any notes issued, in anticipation ofthe sale of said bonds and provision shall bemade annually in the budget of the Issuer byappropriation for (a) the amortization andredemption of the bonds and any notes issuedin anticipation thereof to mature in such yearand (b) the payment of interest to be due andpayable in such ytear.

-Section 6. Subject to the provisions of thisresolution and of the Law and pursuant to theprovisions of Section 21.00, Section 30.00,Section 50.00, Sections 56.00 to 60.00, andSection 63.00 of the Law, the powers and

duties of the Board of Trustees relative to autho-rizing bond anticipation notes, determiningwhether to issue bonds with substantially levelor declining annual debt service, prescribingthe terms, form and contents of the bondsherein authorized, bond anticipation notesissued in anticipation of said bonds, andrenewals of said bond anticipation notes, andany other powers or duties pertaining to or inci-dental to the sale and issuance of the bondsherein authorized, bond anticipation notesissued in anticipation of said bonds, and therenewals of said bond anticipation notes, arehereby delegated to the Village Treasurer, thechief fiscal officer of the Issuer.

Section 7. The validity of the bonds autho-rized by this resolution and any bond anticipa-tion notes issued in anticipation of the sale ofsaid bonds, may be contested only if:

a. such obligations are authorized foran object or purpose for which the Issuer is notauthorized to expend money, or

b. the provisions of law which shouldbe complied with at the date of the publica-tion of this resolution, are not substantially com-plied with,and an action, suit or proceeding contestingsuch validity, is commenced within twenty daysafter the date of such publication, or

c. such obligations are authorized inviolation of the provisions of the constitution ofthe State of New York.

Section 8 The Village Clerk is hereby autho-rized and directed to publish this resolution, infull, together with a notice attached in substan-tially the form prescribed in section 81.00 of the

law in "The Leader," hereby designated theofficial newspaper of the Issuer.
