    China Communications Standards Association (hereafter abbreviated as the CCSA) is a non-profit society of legal person carrying out related standardization work in the field of communications technology approved by the Appropriate Authority.

    Established on Dec. 18th 2002. Scope of Activities: organizing and carry out

    the standard validation and study, standard promotion and consultation, cooperation and exchanging on telecommunications technology between China and overseas, and pushing standardization works.

    Governing authority: Ministry of Information Industry, the Ministry of Civil Affairs.

    I. Development of Standards

    In view of the demand and focus of current telecommunication technical evolvement, CCSA pays close attention to the standard R&D, drafting and revision with the principle of meeting demands, highlighting emphasis and steadily making progress.

    In 2005, CCSA completed five National Standard projects, 211 Industry Standard projects, 23 Communication Standard Technical Reports, 28 R&D projects and 366 continued projects in 2004.

    Completed 123 standards for approval, 69 drafts standard for examination, and 50 draft standard requested for comments.

    Strengthening the standard-making on core network and the 3G service and applications.

    Supplemented interconnection network framework of soft-switch and mobile networks, technical requirements for supporting multimedia services, etc.

    FTTH, as a hot broadband access technology has been operation. CCSA is carrying out the ongoing FTTH architecture and overall requirements, and finished technical standard R&D on equipment, key optical components and fiber/cable, regulating the existed technical specifications related to FTTH, which has been playing a guiding role in FTTH Industrialization.

    II. Research of Standard

    With the aim of forward-looking strategies and marketing adaptability, CCSA have strengthened the strategic planning and the preliminary technical studies.

    CCSA takes the lead this year to carry out two national research projects, “China Telecommunication Standards Strategy” and "China Telecommunication Standard System". With the joint effort of CATR, Beijing University of Posts and Telecommunications, Huawei, ZTE, Datang and FiberHome, CCSA completed two study reports, which formulated telecommunication standard R&D strategy, goals and priorities during the "11th Five-Year Plan" period, confirmed the telecommunication standards architecture and measures.

    CCSA completed the "11th Five-Year Plan" standard planning task appointed by MII analyzing the status quo and putting forward the guiding principles, policy and goals during "11th Five-Year Plan" period, and giving strategies and measures on a dozen core fields of the next generation network (NGN), mobile communication, optical communication, broadband access in terms of objectives and requirements.

    In order to better guide the telecommunications industry players and public institutions, the Technical Committees of CCSA carried out the research on telecommunications standards and set up 28 research projects after investigation and analysis on telecommunication technology and services, including "Overall Study on Home Network”, "NGN technical Standard Strategy and Key R&D Projects", "FTTH Standard System Research", "China B3G Vision Study", "Ethernet Switching Equipment Security", "Mobile TV Standard Analysis", etc. Research projects are going well and some projects have been finished, such as "Home Network Overall Studies", "China B3G vision Study", "Standardization Research of Telecommunication Services", "Research of 40Gbt/s Optical System Key Technologies & Application," " Frequency Interference Series Study" and others.

    All the Technical Committees carry out standard research on the fields of Soft-Switch, IMS, 3G and E3G, network and information security, MSTP. IPTV, home networking, FTTH and various services/applications, network management, EMC, and allow the timely holding of technical seminars like NGN, IPTV, home networking, MSTP, PC-PHONE, VDSL and soft-switch. Through organizing these technical seminars, the CCSA's activities is enriched, members’ enthusiasm to participating in standard research is stimulating, which gives the standard research a more specific direction and focus.

    III. Contribution to International Standard

    Organization

    CCSA actively takes part in the international standard organization, the number of contributions increases greatly.

    Each technical committee organizes actively to submit contributions to ITU, 3GPP, 3GPP2 and etc., which promotes the national standards to be the international recommendations. There were more than 350 contributions submitted to ITU-T, more than 1000 contributions handed in 3GPP and more than 150 contributions in 3GPP2. Not only the number of contributions was increasing, but also the technical level and quality had been improved, the adoption rate had been also increasingly.

    During the ITU-T’s NGN architecture standardization, “PSTN/ISDN Simulation Architecture Based on Soft-switching” and other related contributions put forward by China had become the draft recommendations. The Chinese telecom standard had been successfully international standard.

    “Overall Requirements on H.323 Multimedia System NAT/FW Tunneling” became the white paper book with the approval of ITU-TSG16 formally. Four contributions related to IP and multimedia services had been numbered formally ( F.724, F.733, F.741, F.742 ) and another one contribution was waiting for approving. China acquired breakthrough in ITU’s IP and international standard on multimedia for the first time.

    In the network management field, two contributions were numbered by ITU-T (M.GBSRT, O.LCSQOS), together with the approved seven ITU-T recommendations, a series of China standard was formed in VPN management, network management test and Ethernet network management.

    There are several important contributions that had been adopted or waiting for approving on NGN, Q0S, anti-spam E-mail, and FMC. The Chinese innovative standard had become international standard, which enhanced the competition ability of Chinese companies in global marketing and protected rights and interests.

    IV. Operation Mechanism Reform

    CCSA, carried out telecom standardization, meanwhile made attempt to solve cross-multifield standard projects and improve operation mechanism and response to market demands, which collected opinions of administration sectors, members and experts.

    Timely established special task groups on IPTV and home networking

    IPTV, as a new multimedia service based on broadband network, had attracted the attention of the industry for recent years. Aimed at standard problem needing solving eagerly, CCSA established a special IPTV task group consulting with the IP and Multimedia Technical Committee, companies and experts.

    Home networking technology was also a hotspot that had caught industry’s attention currently, each technical committee all gave its great recognition. As for the standard R&D related to several technical committees, CCSA establish special task groups to collect contributions. It acquired support and response from members. There were several companies that handed in their contributions. The special task team finished standard drafts for examination in less than two month.

    The establishment of special task team enhanced the efficiency of standard R&D, and explored an organizing measure for urgent and special standard project and across technical committees.

    Launched “Communication Standard Technical Report” activity

    With the development of telecom technology, R&D, manufacturing, marketing and quality supervision needed standard as their basis eagerly, however constituting standard followed definite procedure, therefore according to the approval of Science and Technology Department, MII, CCSA formulated “Communication Standard Technical Report” as the standardization document, offering consulting, guide or information for standardization under technical developing course or immature technology. CCSA made out “Plan on Communication Standard Technical Report” this year, including 23 projects, such as NGN, IP, mobile Internet. According to the “Communication Standard Technical Report Constitution Procedure”, each technical committee carried out work in each phase. The expansion of this work made a significant try for continuous deepening the revision work of telecom standards.

    V. Workshops & Technical Exchanges

    CCSA delivered workshop, exchange and seminar on focused issues in order to meet market demand, announce and push the application of telecom standard.

    CCSA and the Communication Science and Technology Committee of MII joint sponsored expertise discuss on “NGN Architecture and Relevant Issue”, which participants discussed the projects of the NGN architecture and soft-switching. The invited experts included Mr. Wu Hequan, Vice-president of China Academy of Engineering, Mr. Wei Leping, chief-engineer of China Telecom, who made a keynote speech on “ Network Development: NGI and NGN ” and “NGN Development Thinking and Practice”. The meeting also provided an opportunity for the representatives of China Telecom, China Unicom, China Netcom and China Mobile to communicate each other about the practice and thinking of NGN and each experiment condition of soft-switching. In addition, two companies Huawei and ZTE made detailed introduction to NGN planning and current development.

    Held meeting about “Overall Study on Home Network”. Members from four TC of CCSA and IGRS and ITopHome, about 100 representatives discussed the market, service, current status quo and future development of home network, and proposed suggestions about how to perfect home network standard R&D.

    CCSA and the Communication Science and Technical Committee of MII joint sponsored Seminar on IPTV Development and Strategy, which discussed IPTV’s technology, standard, current development and trend, service operation and policy of supervision and management.

    CCSA held “TD-SCDMA Technology and Standard Workshop” and “2005 Electromagnetism Compatible Technology and Standard Workshop ” to introduce technology, system and equipment requirements, test measurement, standard implementation and technical evolvement to technical staffs, which had acquired

    wonderful effects and been welcomed by participants.

    VI. Standard Award

    In order to commend the companies and individual who made an outstanding contribution to standardization, innovation, social and economic benefits, with approval of MII and Ministry of Science and Technology, "CCSA Science and Technology Award" was established to encourage scientific and technological personnel.

    It is the first time to evaluate national wide CCSA Science and Technology Award. CCSA received 63 applications from a total of 15 appliers. Through evaluation and examination the committee, three in first prize, four in second prizes, eight in third prizes.

    VII. Training

    Training and the improvement of ability of standardization staff provided effective guarantee for standardization.

    CCSA held four Standardization Training courses covering standardization theory; the status of national standard administration system; standard compiling rules and requirement, telecom standardization procedures and relevant provisions; and the establishment enterprise standardization system. A total of 202 participants from more than 50 companies, 200 of them were qualified for standardization certificate after passing examination.

    VIII. External Intercourse

    CCSA attached importance to domestic and international intercourse and cooperation, and became one of the important partners of several international telecom standard organizations.

    ◆ Through coordination and effort of MII, CCSA had finally become the tenth partner of GSC in Aug. 2005.

    ◆ During “China–ASEAN Telecom Week”, Mr. Zhu Gaofeng, Council direction met the ministers from each ASEAN countries and established contact with ASEAN initially.

    ◆ Mr. Zhu Gaofeng led delegations to American Standardization Organizations ANSI, NIST, ITA, IEEE, TIA, ATIS, etc. and North American manufacturers and carriers, such as Nortel, Lucent, MOTO, UT Star, Cisco, Cingular, which promoted understanding and communicating with each other.

    ◆ The exchange and R&D among Japanese, Korean and Chinese telecom standard organization made further progress. CJK NGN working group have held meetings for three times, which discussed the current R&D achievements and test-beds on NGN. B3G working group discuss the system requirements and technical drivers of B3G and circle letter on IMT-2000 and B3G market and service sent by ITU. The work will benefit the progress of Asian telecom satandardization.

    ◆ CCSA also sponsored several international meetings of 3GPP, 3GPP2 and ITU-T FGNGN in China, which was not only good for domestic companies to attend meetings, but also fully developed and used advantaged position of the CCSA, and played positive role to enlarge Chinese international influence.

    ◆ In order to promote exchange and cooperation between mainland and Taiwan’s information industry standard organization, CCSA and CESA and Sinocon Foundation joint sponsored the “Cross-Strait Information Technologies Standards Forum” in Beijing on July 2005

    Mr. Chen Yunlin, the director Director-general of Twaiwan Affairs Office of the State Council and Mr. Li Bingcai, Deputy-director of State Council’s Taiwan office, Jiang Yaoping , vice minister of MII attended the meeting and made speeches. Mr. Zhu Gaofeng the Council Director of CCSA, Mr. Liu Bingkun, the Council Director of CESA, Mr. Mr. Jiang Bingkun, the board director of Sinocon Foundation and more than 130 participants from member companies attended the Forum.

    In the In discussion of TD-SCDMA Forum, experts from two shores get consensus of agreed on 5 points on development prospect, key technology, exploitation of CMOS chip, R&D project and way of two shores’ cooperation of TD-SCDMA. The Forum was successful holding and its results acquired won high reputation by the experts from two shores.

    IX. Standard Information Service

    CCSA made full use of two platforms, standardization work and information service, to enlarged service scope and improve service level.

    ◆ In aspect of standard information service, CCSA provide service for CCSA member and each field of society in the way of net member system. There were more than 50 thousand new additional standard catalogues and more than 10 thousand standard full texts which amounted to more than one million pages appeared in this year; the access quantity of CCSA web set amounted to more than 1600 thousand people; standard full text were downloaded more than 1600 thousand pages; other relevant information was inquired more than 2000 thousand times.

    ◆ In order to made member more convenient to understand the keystone and direction of CCSA’s investigation, inaugurated space piece of “ special topic ” in the main page of web set to aim at telecommunication technical hotspot, and established special topic about “home network”, ”telecom service standardization”, ”IPTV” and so on. The technology of hotspot field and standard problem were tracked, which made the members to understand these technologies’ investigation condition timely. Meanwhile, consummated the function of “publication” and enriched the service content.

  • X. Publishing Technical Readings

    CCSA paid attention to enhance the level and quality of standard reading and made the content more rich.

    ◆ Compiled and printed the 24th period of “Telecom Technology and Standard”, printed several research reports, such as “ RFID Technical Research”, “The Telecom Service standardization Research”, “Home Network Overall Research” etc.; furthermore, complied and printed the 12th period of “Information briefing”. These research reports and readings timely reported the CCSA and each Technical Committee’s work and achievement during this year, extended each member’s standardization experience, and also provided the way for member/observer to understand CCSA.

    ◆ Compiled and printed thesis about “network convergence and IMS”, “IPTV service/application and development problem”, “MAN construction and technology”, which provided information on telecom technology development to members.

    ◆ Compiled and printed 2005 Standard Catalogue and 2005 Standard Brief Introduction and documentation of Expert Forums.

  • XI. Improvement to the work

    In order to make improvement continuously, CCSA took several measures and efforts to strengthen connection with member, collect and adopt member’s suggestion, and demands.

    ◆ Held meetings of domestic operators, CCSA standardization pushing liaison, and Technology Committee Chairperson and working group leaders.

    ◆ In order to establish the connection with members, the leaders of CCSA successively called at some members, such as Wuhan Academy of Telecom Research, ZTE, Huawei, ASB, Siemens, TCL etc..

    ◆ In order to fulfill the suggestion posed by member/observers, proposed the “Suggestion on Enhancing and Improving Standardization Work Further”, and launched the method of encouraging and absorbing more domestic institutes and universities and small enterprises to take part in CCSA actitivities.

    ◆ In order to keep the close connection between CCSA and its member/ observer, formulated the “Requirement of liaison of CCSA member/ observer”.

    ◆ In order to make better management of CCSA’s external affairs and contributions to oversea standard organizations completed “External Affair Administration Measurement” and “Rule on Contribution to International Standardization Organization except ITU”.

    With the purpose of enlarging the membership and pushing telecom standardization, CCSA take great effort to membership development.

    ◆ In order to adapt to recent development of IPTV technology, based on abundant survey, IPTV Special Work Group (SWG2) was established. In 2005. Six standard projects on IPTV service demands, service platform, architecture, IPTV set-top box, interface between set-top box and service platform, interface between IPTV service platform and content platform, IPTV’s technical requirement for DSLAM etc were carried out, and IPTV intellectual property rights investigation report was finished as well. Six standard drafts for comment and one investigation report were accomplished.

    ◆ TC1 organized to attend international standardization activities, and submitted 53 contributions to ITU-T (36 to ITU-T SG16, 17 to ITU-T SG17) in 2005.

    In the second meeting of ITU-T SG16 2005-2008 study period held on Aug. 2005, through common effort, several contributions edited by China acquired new breakthrough, one contribution became ITU-T white book formally, four formally numbered and waited for approval, one would be hand in for approval next meeting, and one new project edited by us waited for approval.

    China acquired 6 standard numbers within single Study Group (SG16) of ITU-T during one year, which was a great progress. The four recommendations of ITU-T formal number were all leading ones among recommendation series, which could

    extend a batch of series recommendations, and made China in advance position for following recommendations continually.

    ◆ According to ITU-T SG16 R&D progress and our advanced R&D field, every member chose the “multimedia application and service” (Question 22), “multimedia system and tunneling control of fire wall used in NAT of H.300 series” (Question 5), and “multimedia gateway control system frame and Protocol” (Question 3) to carry out R&D and attended meeting discussion, and made contribution to international standardization.

    ◆ Monographic technical discussions about “IPTV technology”, “Internet new service, and new technology” were held to have a research on current hot technology. The representatives from operators, manufacturer, and researchers carried on discussion and intercourse in aspects of IPTV’s definition, system architecture, standard, and the development of service function, instant message, new technology, new services and the development of network technology on Internet.

    In 2005, TC5 developed standardization in lots of fields of 3G, 3G evolvement technology (include TD-SCDMA/WCDMA HSDPA, cdma 2000 EU-DOREL.A, etc), mobile soft-switching and IMS, broadband wireless access, short distance wireless communication (such as UWB and so on), 3G network and service security, B3G, mobile service and application, frequency interference protection, VAST rural telecommunication, etc.
