Overview• Title III awarded 310 EIS grants in 2001. Of these, 248
submitted program data for 2001.* • More than 150,000 people received essential HIV-related primary
health care services from Title III EIS grantees• Two-thirds of patients served were racial/ethnic minorities• Women comprised 30 percent of patients served• 61 percent of new patients had incomes equal to or below the
federal poverty level ($17,650 for a family of four in 2001)• 42 percent of new patients did not have any health insurance
* 58 grantees were new in 2001 and not required to submit program data; 4 grantees failed to submit program data in 2001.

Expenditures by Service Category, 2001
In 2001, grantees expended $121,410,475 in Title III funds to provide early intervention services to clients.
Eighty-five percent of all 2001 Title III EIS funds were spent on primary health care services including medical, subspecialty care, dental, nutrition, outpatient mental health and outpatient substance abuse treatment, and pharmacy services; laboratory and other tests for diagnosis and treatment planning; HIV counseling and testing, and the cost of making and tracking referrals for medical care.

• From 2000 to 2001, total Title III expenditures increased by 31%.• Title III funds expended for primary health care services
increased by 32% from 1999 to 2000 and 31% from 2000 to 2001.
• Title III expenditures for other services, which decreased by 9% between 1999 and 2000, increased by 26% in 2001.
• Since 1999, total Title III expenditures increased by 61%, while expenditures for primary health care increased by 73% and expenditures for other EIS services increased 14%.
