Rear Admiral David R. . .

SuperintendentNaval Postgraduate School

Rear Admiral Ellison hails from Weymouth, Massachusetts. After graduationfrom Weymouth High School in 1965, he participated in the Reserve OfficerCandidate program while attending the Boston University College ofEngineering. In 1966, he entered the U.S. Naval Academy and gradt.td in1970 with a Bachelor of Science degree and a Commission as Ensign in theU.S. Navy. Rear Admiral Ellison’s Navy operational, educational and staffexperiences are extensive.

Rear Admiral Ellison has completed nine operational sea tours with five ofseven deployments in crisis related operations. He was Combat SystemsOfficer in USS Virginia (CGN 38i durin9 the Iranian Hostage Crisis in the earlyEighties. During Cold War tensions with the Soviet Union, he operated in theMediterranean as Executive Officer in USS VOGE (FE-I 047). As CommandingOfficer in USS KIDD (DDG-993), he deployed to the Arabian Gulf in DesertShield/Desert Storm. Serving as Assistant Chief of Staff for Operations andPlans on the staff of Commander, Cruiser Destroyer Group Eight, and asCommanding Officer in USS YORKTOWN (CG-48), he operated in theMediterranean supporting JointlCoalition efforts during Adriatic Hostilities.Upon selection to Flag rank in 1997, he was assigned as Commander, SouthAtlantic Force, where he commanded Task Force 138 until December 1998.Rear Admiral Ellison assumed duties as Commander, Western HemisphereGroup in March 1999.

Rear Admiral Ellison’s educational experiences are diverse. From 1973-1976,he served as an Assistant Professor at the U.S. Naval Academy and earneda Master of Science degree at the Geor9e Washington University. In 1984, hecompleted a Ph.D. in Business Administration at the Pennsylvania StateUniversity. After completing the Senior Officials in National Security proramat Harvard University in 1990, he was assigned to the staff of the Chief ofNaval Operations (CNO) Executive Panel. During the 1995-1996 academicyear, he was a Fellow on the CNO Strategic Studies Group at the Naval WarCollege.

Rear Admiral Ellison’s Joint and Washington staff assignments are varied. Hehas had tours as: Manpower, Personnel, Trainin9 Analy’t nn the staff of theCNO (N81); Senior Military Assistant to the Assistant Secretary of Defense(Force Management and Personnel); Land Attack Warfare Branch Head on thestaff of the CNO’s Director, Surface Warfare (N86); and Executive Assistant tothe Vice Chief of Naval Operations.

RearAdmiral Ellison’s personal awards include: the Defense Superior ServiceMedal, the Legion of Merit (three awards), the Bronze Star wlCombat “V”, theMeritorious Service Medal (three awards), the Navy Commendation Medal, theNavy Achievement Medal, and the Coast Guard Achievement Medal. Inaddition to these personal awards, Rear Admiral Ellison has earned severalservice awards, including the Combat Action Ribbon.

Rear Admiral Ellison is married to the former Leslie Hazel DiGravio, also ofWeymouth, Massachusetts. They have three children: Christian, Kyle, andKari.

Dr. David S. C. ChuUnder Secretary of Defense for

Personnel and Readiness

David S. C. Chu was sworn in as the Under Secretary of Defense for Personnel andReadiness on June 1, 2001. A Presidential appointee confirmed by the Senate, he is tiSecretary’s senior policy advisor on recruitment, career development, pay and benefitsfor 1.4 million active duty military personnel, 1.3 million Guard and Reserve personnel and680,000 DoD civilians and is eionsible for overseeing the state of military readiness.

The Under Secretary of Defense for Personnel and Readiness also oversees thr $15

billion Defense Health Program, Defense Commissaries and Exchanges with $14.5 billionin annual sales, the Defense Education Activity which supports over 100,000 students,and the Defense Equal Opportuiiety Management Institute, the nation’s largest equalopportunity training program.

Dr. Chu earlier served in government as the Director and then Assistant Secretary ofDefense (Program Analysis and ‘aluation) from May 1981 to January 1993. In thatcapacity, he advised the Secretary of Defense on the future size and structure of thearmed forces, their equipment, and their preparation for crisis or conflict.

From 1978 to 1981, Dr. Chu served as the Assistant Director for National Security andInternational Affairs, Congressional Bi.det Office, providing advice to the Congress onthe full range of national security and international economic i”” ‘es.

Dr. Chu began his service to the nation in 1968 when he was commissioned in the Armyand became an instructor at the U.S. Army Logistics Management Center, Fort Lee VA.He later served a tour of duty in the Republic of Vietnam, working in the Office of theComptroller, Headquarters, 1St Logistical Command. He obtained the rank of captain andcompleted his service with the Army in 1970.

Prior to rejoining the Department of Defense, Dr. Chu served in several senior executivepositions with RAND, including Director of the Arroyo Center, the Army’s federally fundedresearch and development center for studies and analysis and Director of RAND’sWashington Office.

Dr. Chu received a Bad; ‘or of Arts Degree, magna cum laude, in Economics andMathematics from Yale University in 1964 and a Doctorate in Economics, also from Yale,in 1972 He is a fellow of the National Academy of Public Administration and a recipientof its National Public Senior Award. He holds the Department of Defense Medal forDistinguished Public service with silver palm.

DR. RICHARD S. ELSTERProvost

Naval Postgraduate School

Richard Elster was born on 3 December 1939. He attended the University ofMinnesota in Minneapolis where he received the degrees of Bachelor of Arts,Master of Arts, and Doctor of Philosophy in Industrial OrganizationalPsychology.

In January of 1969, he joined the faculty of the Naval Postgraduate School.His teaching focused on DoD manpower, personnel and training policies.From 1 July 1975 to 1 July 1978, he was on leave from the Naval PostgraduateSchool. During that prrd, he worked in the Office of the Assistant Secretaryof Defense (Manpower and Reserve Affairs), and as Senior Scientific Advisorto the Deputy Chief of Naval Operations (Manpower)/Chief of Naval Personnel,Admiral James D. Watkins.

On 1 October 1979, he was promoted to Professor in the Department ofAdministrative Sciences at the Naval Postgraduate School. In July of 1983, hebecame Chairman of the Department of Administrative Sciences.

During the period of 1984-1988, he served as Deputy Assistant Secretary ofthe Navy for Manpower. Additionally, he was Acting Assistant Secretary of theNavy (Manpower & Reserve Affairs) during the period 7 April -28 June 1988.

In 1989, he filled the Chief of Naval Operation’s manpower chair at the NavalPostgraduate School. During January-September 1990, he was DeputyAssistant Secretary of Defense for Resource Management and Support. Hewas named Dean of Instruction at the Naval Postgraduate School inSeptember 1990, where he served in this role until June 1995. On July 1,1995 he was named Provost/Academic Dean of the Naval PostgraduateSchool by the Secretary of the Navy. He was appointed to a second five-yearterm in July of 2000.

The cap and gown and colorful hood so prominent in commencementceremonies resemble, to some extent, articles of dress worn by churchand university dignitaries in the Middle Ages. The cap and gown indicatethat the wearer is a member of a university or college. The hood showsthe degree the wearer holds. The gown for the bachelor’s degree haspointed sleeves and is designed to be worn open or closed. The doctor’sgown has bell-shaped sleeves and may be worn open or closed. Down thefront, the doctor’s gown has a facing of velvet and three bars of the samematerial on each sleeve. The facing and bars may be either black or thecolor distinctive of the subject to which the degree pertains. The cap isworn for all degrees; the doctor may wear a golden tassel.

Hoods are normally black with a colorful lining rolled outward.Bachelor’s hoods are three feet long, master’s three and one half feet, anddoctor’s four feet.

For all academic purposes, including trimmings for the doctor’s gown,edging of hoods, and tassels of caps, the colors associated with thedifferent subjects are as follows:

THE NAVAL POSTGRADUATE SCHOOL

The Naval Postgraduate School opened in Annapolis in 1909 and

transferred to the Monterey Peninsula in 1952. Since its beginning, the

School has conferred over 22,000 degrees. The typical student is an

unrestricted line U.S. Naval Officer who has completed an operational

tour. Students are engaged in intensive studies leading to a master’s

degree in one of 46 different curricula split between 11 academic

departments and 7 academic groups. Each curriculum is tailored to

provide the academic requirements for accredited advanced degrees and

meet the additional educational skill requirements necessary for

subsequent assignments. Officers are obliged to remain in service for

about four years after they complete their schooling. Students arrive

every quarter, with the heaviest influx entering in January and July. Of

the approximately 1300 students now enrolled, about 70 percent are in

the United States Navy and Marine Corps, 10 percent are from other

United States services, and the remaining 20 percent are from allied

countries. In order to keep abreast in their areas of expertise, faculty

members conduct research beneficial to many governmental agencies.

Many of our faculty are internationally recognized in their respective

fields. Over 27 million dollars of research is conducted or administered

annually at the School. Guests are invited to tour the school grounds

and to visit historic Herrmann Hall.
