Minutes taken by Lady Elaine du Beauchamp (Elizabeth Pemberton), Stallari Council Secretary. The meeting was called to order at 9:38 AM I. Their Serene Highnesses

1) E-Mail Server TSH's asked after the progress of Lord Roger's inquiries to Lord Owen Alun (Ben Tucker, Minneapolis, MN) into setting up an e-mail server for the Northshield Royalty. Lord Owen has not yet responded; Mistress Guenievre will follow up with him. HE Tristan may have another server option if necessary.

2) Regalia

• Coronet Boxes TSH's would like small coronet boxes for travel. The extant ones are lovely, but rather large for traveling. The boxes TE the Heirs have are the desired size. HSH Kelinda asked how to go about soliciting bids, and Mistress Guenievre noted announcements in court, in the Northwatch, and on the net as options. Lord Roger volunteered to make the boxes as a gift, and HE Eilika planned to show the Heirs' boxes to Lord Roger later in the day.

• Prince and Princess Banners The existing banners for TSH's were made by different people at different times and don't match. TSH's would like a matched set of new banners for displaying together. HSH Kelinda will speak to the Laurels to see if they have suggestions for apprentices, etc., who might like to take on this project, and she will also speak with Viscountess Therica (Ann Nielsen, Rochester, MN), who made one of the banners, to thank her for her efforts and explain the desire to encourage and involve new artisans. Northshield will cover the costs of these new banners.

• New Coronets TSH's would like another set of coronets for Themselves and the Heirs. It was decided to speak with Duchess Caitlin Stuart of Ealdormere (Nancy Frankel, Ontario, CAN), who made the current Heirs' coronets, regarding new Prince and Princess' coronets, and to go to the Laurels regarding apprentices, etc., for the Heirs' new set. If the artisans wish to be recompensed for their work, they must submit bids to the Stallari; if they wish to donate coronets as gifts, bids are not necessary. The first set of Northshield coronets (not the ones TSH's wear currently) have seen wear and tear and are currently in need of repair.

• Calontir Regalia Gift The Kingdom of Calontir, our southern neighbor, has offered to create a gift of regalia of our choice, and seeks suggestions. Suggestions to be forwarded include baldrics for the Heirs' attendants, and also for TSH's champions, guards, etc., perhaps with some of leather.

• History of Northshield Coronet HSH Kelinda would like a needleworked history of the Northshield Royalty to be created. It would consist of the personal devices of the Coronets on a dark background, and would require a Butler for care and updating with each reign. She would like this completed by June. HE Tristan emphasized that HRM Finn, King during our Crown Principality and therefore Crown Prince of Northshield, should be included in the lineage in this piece and on the web page, relating that HRM Finn has always been very fond of Northshield and, as King and Crown Prince, always wore the coronet of Northshield when he was in Northshield, rather than the Midrealm crown.

3) Scroll of Honor HSH Kelinda noted that the Scroll book, which is in the keeping of Mistress Margaret Malise (Melissa Vigil, WI) is bound and hard for scribes to work in, and asked if a new book with removable pages could be commissioned. She will discuss this with the Laurels along with the other regalia opportunities. HSH also mentioned that each reign is supposed to commission a page in the book, which was a surprise to Viscountess Fiona and the Heirs. Mistress Guenievre will add this requirement to the Policies.

II. Their Excellencies 1) Awards Listing

HE Tristan related that Lady Clare du Saint Denis (Dawn Vukson-Van Beek, Minneapolis, MN) will be creating an



illuminated document listing and detailing dates, reasons for awards, etc., of all awards TE's Tristan and Eilika give out during their reign, in the style of the period English roll of chancery (or a similar term). This will serve as a trial for future reigns, who may continue it. This information will also be added to the web page Order of Precedence; much of it is there already, but new information, especially reasons for awards, will be welcome.

2) Seals He Tristan detailed that Lady Clare will make three seals: one, a Northshield seal to be included as regalia, will feature two seated sovereigns, after a later period style, and can be used by Coronets with late-period personas or just for variety. In contrast, the seal Herr Gevehard (Garret Bitker, Walnut Grove, MN) is making features the Northshield arms on a banner, and is suited to early period personas. Lady Clare will also make individual personal seals for TE's reign, which they will keep

3) Mace HE Eilika inquired after the mace which was a gift from Ealdormere. It is in the keeping of HSH Gaylen.

III. Minutes: The minutes of the Stallari council meeting of 12/11/99 at Boar's Head were approved with changes to the meeting convening/call-to-order times. HSH Kelinda moved to approve, with Master Price seconding, and the motion carried.

IV. Great Officers 1) Seneschal (most items taken from written report)

• Coronet Tourney Bids o The bid for June 24, 2000, from the Barony of Caer Anterth Mawr has been approved. o Bids for November 2000 Coronet/Investiture are open until March 15, 2000.

• General Commentary o Things are quiet as the moment; however, Domesdays are due January 10. Guenievre will call all

seneschals to check on their progress.

• Guenievre and Alasdair will be on their honeymoon from Friday, January 14, through and including January 23, 2000. Guenievre will be unavailable during this time, but her deputies will be available for emergencies during that time.

• Succession There is one applicant and Guenievre has had three inquiries about the position. The closing date for applications is January 31.

2) Highlights of 12/12/99 Midrealm Curia Detailed notes are available from Mistress Guenievre. Portions specific to Northshield are included below.

• HRH Dag wishes to stress that, following the RUM restructuring, regions can always hold mini-RUMs and collegiums at any time to supplement the full RUM schedule.

• HE Tristan inquired about available funds if Northshield hosted the Known World Party at Pennsic, as requested by TRH.

• Jararvellir is among the five Midrealm Baronies in or due for transition.

• Per the Kingdom Seneschal, proto-incipient groups cannot be listed in The Pale, since this implies they are registered branches of the Society, which is not the case until they have filled out the forms for Incipiency. The Pale will instead have a listing advising interested people living in areas with proto-incipient groups to contact Regional or Principality Seneschals for further information.

• In conjunction with Kingdom changes in the office of Minister of the Lists, Northshield should consider re-naming our Minister of the Lists, using Clerk of the Roster instead. Discussions between KEM Viscount Myles, Mistress Guenievre, and the Northshield Marshal of Fence have led to deciding that the Northshield Clerk of the Roster will have the authority to send out both rapier and heavy combat authorization cards. Currently, Northshield only sends out heavy combat cards.

• In response to Guenievre's query, it was clarified that e-mail lists for administrative purposes are not official communication for the SCA, and that their maintenance is not assigned to any particular office. Since most unassigned duties fall to the Seneschallate, the Seneschal may appoint any person or company to run a listserv.

• The Kingdom Chirurgeon expressed concerns about Northshield



o The Principality Waterbearer has not reported to Kingdom. Guenievre noted that she probably didn't realize this was required.

o Some version of a Northshield Waterbearers' Handbook currently in use has not been approved and appears to have massive plagiarism.

o Her memo to the NS Chirurgeon was mistakenly printed in the Northwatch, which Guenievre emphasized was done in good faith.

o Lady Sian has not yet reported.

• There have been changes in the Midrealm awards structure, most significantly the designation of the Dragon's Heart, Red Company, Greenwood Company, Bronze Ring, White Lance, and an as-yet uncreated Arts and Sciences award, as grant-level awards. This is not retroactive. Among other changes, Court Barons and Baronesses are now ranked above GOA's, but below the Territorial Baronage. All changes will be read into law and published soon.

• TRM plan to institute new requirements for territorial Barons and Baronesses, including requiring a report in writing once per reign and requiring the Baronage to renew/reaffirm their oaths of fealty every year, submitting oaths to designated representatives if travel presents problems. Discussion of penalties for nonperformance of these requirements, as well as discussion of a Kingdom-wide vote of confidence in the territorial Baronage, was tabled.

• Following an inquiry by HRH Tamara, the Peerage Secretaries will be compiling lists of peers' mundane abilities and hobbies to use as a further resource.

3) Precedence in Northshield Awards

• TSH's have questions about the lack of precedence in the Northshield award structure. Lady Elaine referred to several moots on this topic held during the reign of Cnut and Nina (1997-1998), and Mistress Guenievre will locate the notes taken on these moots for TSH's to provide historical context for this discussion.

• Regarding the Sheriffs and Constables: a change is needed, despite the unpopularity of proposals so far. HE Tristan will write up his proposal and will present it at the next meeting and via e-mail.

• HE Eilika expressed concerns regarding the complex requirements for many Northshield awards, and discussion continued with the perceived lack of completeness in the Northshield award structure compare to the Midrealm, which is a concern as we continue to think about becoming a Kingdom. It was decided that this topic should be presented at the Althing, and that more detailed discussion on e-mail and a specific proposal or targeted question to bring to the Althing, rather than unstructured discussion , are desirable.

4) Earl Marshal: Sir Wulfgang submitted a final report, condensed from his Domesday, via e-mail. Highlights:

• There are approximately 400 fighters and 50 marshals in Northshield. The new Minister of the Lists, Lord Odo Uthyr (Wayne Clingman, Racine, WI), should be able to give definitive numbers soon.

• There are no unresolved marshallate issues requiring the attention of the Kingdom. Sir Wulfgang has addressed issues in Schattentor and Mare Amethystinum, with follow-up on the latter entrusted to Lord Gaius Niklos Luctator (Jim Walls, Minneapolis, MN), outgoing Central deputy marshal.

• Sir Wulfgang has been well-pleased with his Emergency and Regional deputies. Regarding the Lesser Officers, Equestrian Marshal Viscountess Kassandra Tenebrosa (Kristi Charron, Madison, WI) does an excellent job keeping him informed. Fencing Marshal Lord Dorian of the Blue Moon (Robert Jackson II, St. Paul, MN) and Archery Marshal THL Robin Arthur Kyrke (Greg Young, Winnipeg, MB) are doing a good job as well. Minister of Tournaments Lady Katriona ni Chronarain (Katherine Kretchmar, Minneapolis, MN ) has been doing a fine job with Coronet tourneys. Chief of Scouts Lord Raoul de Boer (Andrew Barnes, Sioux Falls, SD) is enthusiastic and just needs more scouts. The Minister of the Lists' term is limited to one year, following the advice of the KEM, and Lord Uthyr seems very enthusiastic. Sir Wulfgang hopes Lord Uthyr can indeed get the office in order.

• Group and field marshals are generally reporting well, but a few have not yet reported. Lord Julio will be sending reminders to these gentles so that they can meet the end-of-January deadline.

• Sir Wulfgang wishes to commend Lord Julio, who ran the November Coronet Tourney, and his chief deputies, Viscount Daffydd ap Gwalchmai (David Moore, Milwaukee, WI) and Duke Conn MacNeill (Bob Charron, Madison, WI) on an excellent job. The participants and spectators enjoyed the first round, a



challenge round, but were perhaps less pleased with the following rounds, chosen by random draw, since the draw resulted in byes in later rounds.

• Northshield seems very comfortable with face thrusting, disapproves in general of 7.5' and unpadded polearms, feels 12' spears are unnecessary in melees, and feels somewhat sad that the field Constable position was eliminated.

• Lord Julio has applicants for regional deputies as follows: o Wisconsin/Upper Michigan - Lord Tormod di Palermo (James Reif, WI) and Lord Toke Magnusson (Tony

Nelson, LaCrosse, WI). Both candidates are good; Lord Julio prefers Lord Tormod due to his more extensive travelling and public profile.

o West - Lord Ulrick der Lanzenreiter (Sam Swalley, Grand Forks, ND) and Lord Jotun Wang (John Sakellariou, Mission, SD). Both candidates are good; since Lord Julio and Lord Jotun are in the same home group, Lord Julio prefers Lord Ulrick to provide more geographical balance.

o Central - Lord Kenneth de Katze (Ken Blader, Minneapolis, MN) and Lord Aubrey Swiftwater (Steve Monthony, Minneapolis, MN). Both are great candidates. Lord Julio has decided to choose Lord Kenneth as the Central deputy and Lord Aubrey as the Emergency PEM deputy.

o All candidates, and Lord Julio's choices, are acceptable to TSH's and TE's. 5) Minister of Arts and Sciences: HE Fiona reported for Mistress Libbet, with reminders that the Arts and Sciences

Faire and "Warm-up" events are set, and that subscribers should pick up the Northstar at this event. 6) Polaris Herald: THL Richard is continuing with name research for awards. New names for the Guidestar include

the "Northshield Cross" and "Polestar." Both names would pass. Consensus was for "Northshield Cross." 7) Chirurgeon

• Lady Sian submitted a report via e-mail, noting that Domesday reporting is vastly improved since last year and that she has no applicants for her successor as yet. If no one applies in the designated time, Lady Sian is willing to continue for up to one year as necessary.

• Both the Stallari and Kingdom are concerned at Lady Sian's lack of communication in the past few months. Mistress Guenievre will call her, and will also speak to Sir Wulfgang, also from Castel Rouge, today.

8) Chronicler

• Risograph prices have dropped; last year, a 5-year-old model 1510 was about $3395, and now a new model 1610 is $4395. Lord Roger is going to get the new one, but they are backordered, so it will be a few weeks until he has the machine. With $2000 down, there will be 18 monthly payments of $180.59. This increase will require additional fundraising, but Lord Roger still hopes to have the machine paid off before he leaves office, if possible. Master Price noted that the Chronicler account has more money than was originally thought, and this will help pay off the risograph.

• The Northwatch is doing fine. The online Domesday report form was very well-received. 9) Exchequer – interim

• Balance Sheet - Master Price submitted a balance sheet as of 11/20/99. The overall cash balance is $10,595.93. Amounts budgeted for officer funds, etc., have not been subtracted from this balance. Points discussed included: o There was a $200 donation from the KMOAS to the Northshield MOAS's fund. o The $799 Pennsic item is a fund restricted for Pennsic use. o Moneys donated to the NS trust fund have been assigned properly now. o $116.50 in donations to the Heirs' fund for TSH Gaylen and Kelinda has been located; receipts have been

submitted. o The Pavilion fund is overdrawn (from the general fund.) It will continue to be so until fundraising is

complete. {HRM Tamara stopped in and asked after the progress of the meeting, as she needed to speak with many of the participants.}

• Exchequer Applicants - there are two good applicants, as follows: o Lady Gweniver Kenwyn of Roseveth (Jennifer McNitt, St. Paul, MN) has been a very good Baronial

Exchequer for Nordskogen, travels, and is also the Northstar Exchequer. She is well-qualified and



centrally located, but there are too many Stallari members from Nordskogen, which negatively impacts her application.

o Lady Moira McVey (Mary Kay Roberts, Wauwatosa, WI) is currently the Seneschal of Caer Anterth Mawr and has served as Baronial Exchequer as well. Among other things, she has been very helpful in straightening out the computer records left by Lord Balthazar, and also re-designed the exchequer forms for the Kingdom. However, she has a visual impairment and cannot drive, so her travel capacity is limited.

o Lady Moira is Master Price's choice. Suggestions for addressing the travel issue included enlisting active help from regional deputies. Lady Moira has indicated that she has a capable deputy to take over as Seneschal in Caer Anterth Mawr. The Stallari confer with the choice of Lady Moira. Since she and TRM's are at this event, after a call to the Kingdom exchequer, Lady Moira can be installed today.

V. Old Business 1) Northshield "Operations Guide": Mistress Guenievre handed out drafts of the Northshield Policies -- Appendix A,

Officer Job Descriptions and Duties.

• The Heirs' section comes first because people are Heirs first. Mistress Guenievre will add the requirement concerning the Scroll of Honor to TSH's section.

• While Deputies and Lesser Officers' duties are not in the guide yet, they will be added later.

• The "Operations Guide" will be given to new officers and Royalty when they start, to clearly outline expectations and add strength to their enforcement.

• Making consistent Stallari attendance a part of law rather than policy was discussed, and consensus was to wait until it had been in writing and become part of custom to do so.

• The Stallari are asked to prepare comments and discussion on the policies for the next meeting, when voting for approval will take place.

2) TE's Belrix and Prism (John and Christine Risch, WI) are owed $250 from expenses incurred during Their reign, which were overlooked in the difficulties with the Exchequerate. While policy dictates that expenses are to be submitted no later than 30 days after the end of the reign, this policy is waived here due to the unusual circumstances, and TE's will be asked to submit receipts as soon as possible.

VI. New Business 1) Next Stallari Council Meeting - at the Arts & Sciences Warm-up Event in Stromfels, March 11, at 9:00 AM. 2) Peer's Retreat - In relation to the next meeting date discussion, HE Tristan expressed long-time concerns about

Peer's Retreat being closed to non-peers. The Stallari emphasized that this is not meant to limit the voices of non-peers in important matters, but rather that it keeps numbers of participants manageable, and noted that placing the Althing immediately before Peer's Retreat allows a list of specific concerns and topics for discussion from the populace to be generated, which is then used to guide discussion at the Retreat.

Minutes taken by Lady Elaine du Beauchamp (Elizabeth Pemberton), Stallari Council Secretary. The meeting was called to order at 8:05 PM. I. Minutes from 1/8/00 Meeting: There was a change of phrasing in G.1.d; approved as amended. II. Their Serene Highnesses

1) Principality Event – Runnymede

• Their Highnesses would like to propose a principality event, to be known as "Runnymede," which would be an all purpose event with fighting, etc., rather than an althing. It would not necessarily be held by the baronies. The principality, via the Stallari, would solicit and choose from event bids, front funds for the event, and get a share of the profits or take a share of the losses, as applicable. The profits would be the incentive for groups to bid on this event. Bana Bhiocas Fiona suggested that the autocrat team could be an ongoing body, separate from any specific group, and that local groups would just host the event.

• His Highness Gaylen stated that in the opinion of the Coronet, the concept of eminent domain applies; the land belongs to the kingdom, represented by the Coronet, not to the groups who reside there, and while the principality may out of courtesy inform a group that it will be holding an event in their territory, asking permission is neither necessary or appropriate.

• His Excellency Tristan suggested that the implementation of this event might resemble the format followed by the Tournaments of Chivalry, wherein the Crown requests that a group in the desired region hold the event. Lady Moira suggested that the event be placed at the opposite end of Northshield from where Coronet is held, on a different weekend, so that people who can't travel to one for might be able to attend the other.

• Lord Julio mentioned that Quest for Camelot, in which he has long been personally involved, might be a candidate to become a principality event; it already involves three kingdoms and is growing rapidly, and has many possibilities. His Highness stated that no one wants to co-opt existing events such as Warriors and Warlords or Armorgeddon, although if those groups wish to involve the principality voluntarily that is always an option.

• Her Excellency Eilika noted that this event concept should be formally written up before the Stallari can solicit bids for it; His Highness Gaylen will write a proposal.

2) Coronet Tourney

• Their Highnesses believe that Coronet must be officially a principality event, with the administrative and financial aspects this would imply, and asked how the Midrealm handles loss issues. It was noted that groups hosting kingdom events have the right to petition for reimbursement of loss, although not all do, and the loss is not always reimbursed.

• His Excellency Tristan noted that Coronet Tourney is exciting for shires, but may be an additional burden to baronies. There is always the option for nearby baronies or other shires to assist smaller shires in holding Coronet or any event, although such offers of help are not always requested or accepted.

• Lady Sian noted that Coronet is already a principality event as far as opinion is concerned. There is no pride of ownership such as is found with traditional or theme events. While the original status of coronet as a rotating local event was to provide financial incentive for widely-spaced groups to host it, this is not a factor now. However, a law change will be required to make this official.

• Mistress Guenievre proposed that we need to define exactly what a principality event is and how it will work before Coronet can be changed or any new principality events can be proposed. She suggested that any event which requires the presence of Their Serene Highnesses, is called by Their Highnesses, or is a function of one of the Great Offices, be designated a principality event, and requested a list of considerations and



specifics of where funds come from and where they go in official principality event s. His Highness Gaylen volunteered to summarize this on the Stallari net.

3) New Order Their Serene Highnesses propose the Order of the Griffon's Claw to recognize Their champions, including Bardic, Arts & Sciences, all martial activities, or whatever a Coronet may include. Members would receive tokens. Heraldic work on the name is in process.

4) Augmentation of Arms Their Highnesses inquired as to whether the Coronet can give Principality Augmentations of Arms. HL Richard noted that this is an ongoing discussion; he believes that kingdom law restricts this to the Crown, but that the Crown could offer such and augmentation in the name of (and on the recommendation of) Northshield. Their Serene Highnesses will discuss this with Their Royal Majesties.

5) Public Statements by Officers His Highness reminded everyone that members of the Stallari, Royalty, and all other Officers do not have personal opinions while in office. Even when one prefaces a statement with "this is a personal opinion," it still looks like policy on the net, in the Northwatch, etc., so keep this in mind and refrain from such public statements. He also reminded all to read the laws and policies, which is a requirement for all offices.

6) Royal Whim Their Highnesses will be giving throne favors, consisting of the populace badge on a black field and incorporating Their personal colors and badges, and designed as a pennant. This will reward "Service beyond sanity" and be separate from the Prince's and Princess' Cyphers.

7) Financial Reporting Their Highnesses requested quarterly financial reports in the Northwatch. Lady Moira stated that this is supposed to always have been done, and the report for this quarter is already in the works.

8) Laws Issue Their Highnesses inquired after the progress of the Northwatch Laws issue. Lord Roger indicated that it is behind schedule and will appear in May, rather than in April as was planned.

III. Their Excellencies 1) Awards Structure Changes - Proposal

Their Excellencies distributed copies of Their proposed changes to the award structure, and asked for questions, clarifications, advice, and other input on it. The timeline for implementation is in the proposal, with the desired finalization at Warriors and Warlords in July; the Stallari are asked to comment on the Stallari net ASAP and to discuss this with as many other Northshielders as possible.

IV. Great Officers 1) Seneschal

• Successor: As this is an issue that should be kept private, and this meeting site is very public, Mistress Guenievre will discuss her recommendation for her successor with the Stallari individually and through private e-mail.

• Newcomer's Seminars: Bids were solicited, and our Chatelain, Lord Arnbjorn (Wesley Adams, West Allis, WI) has confirmed the following Wisconsin seminars: Falcon's Keep in September 2000, Rockwall in November 2000, and Rokeclif in Spring 2001. In Minnesota, Rockhaven and Vilku Urvas, a proto-incipient group northwest of Inner Sea, are interested, but don't have dates proposed at this time. No bids were received from the Dakotas, so Lord Arnbjorn will go and ask for bids. He will continue to firm up classes and instructors for seminars. Mistress Guenievre is pleased with his work on the seminars.

• Deputies – Proposed o Principality Events - a coordinator/point person, NOT an autocrat - HL Daria Tayt (Susan Tatreaux,

Milwaukee, WI) is currently performing these duties for Coronet Tourneys, and has put together a very good packet to help groups with bids. Mistress Guenievre wishes this to be a specific deputyship handling moots, althings, and other principality events as well. HL Daria should be encouraged to re-apply with the next Seneschal, and the deputy should work with Lady Lewina of Sussex (Lauretta Wenger, Milwaukee, WI) on althing processes as well.



o Information Office - currently an unofficial duty of the Fundraising Coordinators. Lady Tarja (Gayle Bitker, Walnut Grove, MN) will continue to do this until the new Seneschal takes office. The deputy would also work with the Exchequer due to the financial aspects of the office. His Highness Gaylen commented that these look like equivalents of kingdom positions, and we should have them. It was also mentioned that the kingdom is re-vamping many of its publications and might like to use our risograph to publish them; this issue is open for continued discussion.

o New Groups - Lord Julio asked if new groups could report to a Northshield deputy rather than a Midrealm one, and streamline their reporting. Mistress Guenievre will look into this, but notes that redundant reporting is bad, and that most likely we will have a Northshield liaison for new groups, and reports will still go to kingdom.

2) Earl Marshal: Lord Julio noted that Midewinde and Shattered Oak have reported and are now out of suspension.

• Armored combat o In Central Northshield, a new fighter candidate lost his temper and pushed a marshal. After an

investigation and consultation with the Marshal of Arms, Kingdom Earl Marshal, TSH's, and TRM's, Lord Julio placed the individual on a six-month suspension followed by a year's probation (all starting after an apology). The candidate accepted these terms.

o Provisional warrants, signed by Lord julio and TSH's, were issued per Viscount Myles' instructions to all Group Marshals in Training in Northshield. These MIT's are encouraged to obtain their warrants within one year. Lord Julio has set up two seminars this month, one in Stromfels and one in Coldedernhale, to help them attain this goal.

o In Eastern Northshield, a fighter twisted a knee at a practice and an ambulance was called. The situation turned out not to be serious. Lord Julio is coordinating with Lady Sian on an investigation into the matter.

o Lord Julio plans to attend all three of Northshield's Interkingdom events - Quest for Camelot, Moorish Tavern, and Armorgeddon. He has already contacted Midewinde and Schattentor regarding giving them assistance on these events.

• Equestrian: Viscountess Kassandra (Kristi Charron, Madsion, WI) is holding her post long past the usual term; however, there is no one interested in succeeding her. High gas prices are a handicap. The Equestrian community is growing, but the need to warrant marshals is great.

• Scouts: Lord Raoul (Andrew Barnes, Sioux Falls, SD) reports no scout activity in Northshield. He is having difficulty getting scouts to check in, as he requested in the Northwatch, and is trying to figure out who the active scouts are.

• Minister of the Lists: Lord Odo Uthyr (Wayne Clingman, Racine, WI) is doing well. We will start to look for a successor soon so that he can step down after one year. He was also wondering about the budget, and was advised to look into this with his Kingdom superior, who funds his office.

• Archery Marshal - from THL Robin (Greg Young, Winnipeg, MAN): o Master Grant, Midrealm Archer General, has asked for all regions to hold a championship shoot before

Pennsic. The top two archers from each region would become official members of the Middle Archer Champions Team for the Pennsic War and given a baldric to wear until September. Although they might not actually shoot, they will be considered full members of the team.

o THL Robin has informed the Heirs of a championship shoot needed to turn over the Princess' Favour, of which he is the current holder.

• Thrown Weapons o THL Robin wishes to attempt a thrown weapons tourney at Warriors and Warlords, with the winner

possibly representing Northshield at the Kingdom Championships next year, if the tradition continues for future Midrealm Royalty choosing a Thrown Weapons champion by tourney.

o The Heirs have agreed that WW would be the best site for these events and Lord Julio has been encouraged to proceed further. He will be contacting the WW autocrats to find out about the gentle(s) in charge of archery and inquiring into setting up these championships.

• Marshal of Fence: Lord Dorian has nothing special to bring up. Fencing is going well.



3) Minister of Arts and Sciences: HE Fiona reported for Mistress Libbet. She reminds everyone to come to the Arts and Sciences Faire.

4) Chronicler:

• Lord Roger is working on paying off various Chronicler's office debts.

• The chain of command for the Webminister was clarified - she reports to the Northshield Chronicler, not the Midrealm Webminister. It was also clarified that, as a holder of an independent, warranted office rather than an appointed deputyship, the Webminister serves for the appointed term and does not leave office with the Chronicler.

• Lord Roger is re-working his job description and will re-submit it when complete.

• Should there be official Articles of Recall for Northshield? Mistress Guenievre questioned the need for redundancy with the Midrealm at this time, but believes that clarifying the warranting process would be a good idea, as there seems to be confusion about what the Crown means when it says "warrants." Bana Bhiocas Fiona noted that the problem is differing interpretations between reigns. His Excellenacy Tristan suggested that the Crown might put their interpretation in writing each reign; Her Highness Kelinda asked Mistress Guenievre to speak with Mistress Arianna (Marilee Lloyd, Ann Arbor, MI), Midrealm Seneschal, about this issue.

5) Polaris Herald:

• The Midrealm wishes to use "Evergreen" as the name for the new Grant-level Arts & Sciences award. We currently use this as a herald's deputy name, and they are offering some heraldic terms in exchange. Lord Adrien (Chris Olsen, Madison, WI) has alternate titles for our deputy, and we are releasing "Evergreen" as requested.

• Several items are in submission. HL Richard is working on the Nordbandr. Regarding the Northshield Cross, there is a conflict with the Meridien Cross, and the group name is not enough difference. The badge looks good, but can't be submitted without the name. Their Highnesses. Wish this to be taken care of immediately so that they can award this; HL Richard will expedite this.

6) Chirurgeon

• Chirurgeon numbers have doubled to 20 during Lady Sian's tenure. Many new apprentices have also started, and the chirurgeonate is growing.

• Succession - There is one applicant, Lady Tatiana Marana Melville (Tonia Melville, Milwaukeee, WI.) She is Lady Sian's deputy at this time, and is a fabulous field chirurgeon. While Lady Sian is concerned about Lady Tatiana's reporting, based on experiences during her term, this could improve with experience and now that Lady Tatiana has completed her move to the United States. The deadline for applications is June 24th. His Highness Gaylen will speak to Lady Tatiana about reporting, and the final decision will be made in time to turn over the office at WW.

7) Exchequer

• Lady Moira distributed financial reports. Northshield has some funds; most are in restricted accounts.

• A check for the pavilion from Coille Stormeil was found after being lost for six months. In general, if a check has not been deposited, Lady Moira does not have it, and it is considered lost; she is doing a lot of re-construction of accounts.

• Trust Fund - excepting a lost check from HE Fiona, the account looks accurate. It is not really a separate account at this time, and this doesn't matter for SCA reporting, but it will be set up as one to suit the IRS. This will be done in time for WW in July, as soon as the next CD rolls over.

• Regalia - Lady Shandar (Wendy Blum, Milwaukee, WI) has ideas for streamlining the transfer of regalia. Repair is a big issue, and His Excellency Tristan indicated that repair and replacement are a priority for Their reign. Her Highness Kelinda indicated that tracking has been bad, and They don't have a list of what They signed for at Coronet. Some items seem to have been lost in the mists. Mistress Guenivre has discussed this with Lady Shandar, and it seems that some items were lost during Lord Balthazar's transition out of office. It was decided that the process does need to be reviewed.

• Fundraising Coordinators - Lady Tatiana is stepping down. Applicants to succeed her are Lord Michael of Stonehaven (Peter Handberg, Duluth, MN) and Lady Catalina Navarra (Mission, SD.) Lady Moira, Lady Tarja,



and Lady Tatiana prefer Lady Catalina due to her greater experience with fundraising. Lady Tatiana and Lady Tarja have told Lord Michael of their decision, and may have told Lady Catalina; this was a mistake, as it had not yet been discussed by the Stallari. Mistress Guenievre will speak with the applicants about this.

V. Old Business 1) Northshield "Operations Guide"

• Mistress Guenievre will send this out online next week. Placement on the web site depends on approval, and it will also need to go into the Northwatch Laws issue. Her Highness Kelinda indicated that officers must comment by March 31, and that no comment means that one agrees with the document, except for Their Highnesses and Their Excellencies the Heirs, who must comment for the record, even if They agree.

• Making consistent Stallari attendance a part of law rather than policy was discussed, and consensus was to wait until it had been in writing and become part of custom to do so.

• The Stallari are asked to prepare comments and discussion on the policies for the next meeting, when voting for approval will take place.

2) November 2000 Coronet Tourney: Coldedernhale is now fully incipient. Mistress Guenievre recommends that the Stallari accept their bid for Coronet, pending any other bids by the March 15 deadline. The Stallari voted to approve the bid, with the decision taking effect on March 15.

3) Althing:

• Notes from the Althing have been posted on the Stallari net and the Northshield net. The event format has been evaluated. We didn't get to all the planned activities, and Mistress Guenievre recommends moots to keep the discussions going. Windhaven has offered an hour, 8:30-9:30 AM, at Fighter's School.

• Mistress Guenievre, following suggestions at the althing, proposes sending a straw poll with the question "Should Northshield consider becoming a kingdom in the next 5 years?" Town meetings will be held to help explain the function of a straw poll. Her Excellency Eilika asks that the Stallari discuss this via e-mail next week, and reply by the following Wednesday.

VI. New Business 1) Directives from Kingdom Curia - to be done by Clancy Day, March 26

• Develop an income plan, including events, trust fund, and freeing the fundraisers from information office duties. The Stallari will ask for an extension, noting that ideas are in place but the plan will require additional time to write up.

• Matching Funds - the Midrealm will match $150 from Northshield to pay for expenses incurred last summer by the Heirs. The Heirs thought there were funds to cover certain expenses and spent accordingly, but the funds were only available for Their Serene Highnesses. The matching proposal is a one-time event. The Stallari moved to accept this proposal.

2) Council of Nobles: Due to a computer error, the sections of law dealing with the council of Nobles were omitted. They have been put back in, and Mistress Guenievre has done other clean-ups of the document.

3) Tabards: Lady Moira would like to pull the griffin tabards out of the fundraisers' accounts and into the Pennsic account, since they are a Pennsic expense. This was approved.

1) Awards

• THL Richard reported that according to the old books, there is no reason the name for the Award of the Griffin's Claw should not pass, and there are no conflicts. New books have just arrived, and he will check them today. With the understanding that the submission process takes about six months, SH Kelinda directed THL Richard to begin the process.

• Badges for the Hearthstead and Crwth are at Laurel, and will be ruled upon in June. HSH Kelinda directed THL Richard to call Laurel immediately after the June meeting about these badges rather than waiting for the published results. The badge for the Northern Cross is still in Kingdom, and will go to Laurel in the next letter of intent. The names and badges for the martial orders and for the Aegis all depend on any changes made to the award structure. The badge for the Nordbandr is in the design pr ocess, based upon a Germanic rune meaning "warrior."

• Their Serene Highnesses will be awarding the Throne Favor as a royal whim rather than registering it. 2) Runnymede

• HSH Gaylen has not put together a proposal for this event as yet. General ideas include an emphasis on melee and army-oriented tournaments and team formation. One possible team-forming strategy would be based on a point system, wherein each team could have a maximum of 15 points, and each class of fighter counts for a certain number of points - knights would be 5, etc.

• The event should be a rotating Principality event; rotation could go to whichever army wins, even if an army outside of Northshield or the MidRealm wins.

3) Armageddon: HSH Kelinda reported that Border Downs wants Armageddon to be a Principality event, and a proposal for this will be forthcoming. HE Eilika noted that there is a template for this on the web, designed by Glen Avhenn in Meridies.

4) Regalia:

• HSH Kelinda indicated that so far, no one has stepped forward to create new regalia. It was noted that Northshield has never had many artisans involved in the jewelry arts, although a new gentle moving to Nordskogen may be an option. Another person from whom to commission coronets would be Master Lothar in Kentucky, who made the ornate "new" MidRealm crowns, although this would cost approximately $1,200 per coronet. Lady Tarja mentioned that as a method to pay for such coronets, proceeds from the " Pie-a-Peer" contest at WW this year could be designated for regalia.

• The thrones will be returned to their maker for repair at Crown Tourney (May 28) and should be returned by Coronet Tourney (June 24.) TE Tristan and Eilika will ask Their Excellencies Nordskogen (Jeff and Nancy Cuno-Schmitz, Minneapolis, MN) if Northshield can borrow Nordskogen's traveling thrones in the interim.

III. Their Excellencies 1) Awards Structure Changes – Proposal

• Their Excellencies are working on the proposal and have compiled feedback from across Northshield. They have no comment at this time except to say that serious modifications to the original proposal are occurring.



• Their Excellencies asked the Stallari's opinion on empowering shires to give out official favors. HE Fiona noted that she and HE Tarrach (Dave Horvath, Fargo, ND) asked about this during Their reign, and were told that since shires have no representative of the Crown and therefore no Crown authority, it would have to be done as a Principality award given by the Coronet in the name of the shire. It was mentioned that Mare Amethystinum currently awards a favor each year. Mistress Guenievre will check the laws on this matter and will discuss procedures with Mare Amethystinum, as no one at the meeting knew how they decide who gets the favor. Their Excellencies will consider this information before proceeding, as They do not wish to introduce potential turmoil in shires.

2) Regalia/Regalia Minister

• A thorough and complete regalia audit is badly needed. Mistress Guenievre will ask Lady Moira to instruct Lady Shandar to complete this audit by Coronet Tourney (June 24).Their Excellencies indicated that whether or not an audit is completed, They would take photos and do the necessary documentation of the transfer of regalia from TSE's Gaylen and Kelinda to Themselves at Coronet. Following the audit, it may be a good idea to display the entire body of regalia at WW, as there are several items, which seldom or never travel and would not otherwise ever be seen by the populace.

• Several items are un-accounted for. Although HE Isabelle (Kymberli Berg, Minneapolis, MN) turned in the "coffin" boxes for the Prince and Princess' thrones and the Princess' tabard, TSH Gaylen and Kelinda never received them. Some of the newer banners are also missing; HE Fiona indicated that she has recently found some items stored since the reign in their garage and these banners may be among them, and she will check on this.

IV. Great Officers 1) Principality Earl Marshal

• Laws and Revisions: THL Julio moved that the office of Minister of the Lists should be re-named the Clerk of the Roster to follow recent MidRealm law revisions. This was passed unanimously.

• Chief of Artillery: The MidRealm has a lesser officer position, the Chief of Artillery, which supervises siege weapons and combat archery. THL Julio currently has a personal deputy for this, Lord Matthew Smallwood (Matt Hajicek, Minneapolis, MN) and proposes that Northshield create this as an official position. After discussion, it was decided that the Chief of Artillery will be a lesser officer, thereby required to report, subject to review, etc., and congruent to the MidRealm's structure. Lady Sian also suggested that the Principality Waterbearer should be a lesser officer. THL Richard noted that the lesser officer list in the Principality Laws has the Marshal's regional deputies listed, and asked if they should be removed from this list and numbered elsewhere.

• Fencing - Mask Testers o Lord Dorian (Robert Jackson III, St. Paul, MN), PMOF, has requested mask-testing devices to be used at

events, as they are more reliable than hand-testing, the current procedure. A certain vendor will provide these devices at the discounted rate of $40 each to warranted marshals. Ideally, Northshield would have four, one each for the PMOF and the three regional deputy MOF's, and fencers would be encouraged to seek out one of the testers each year in case they don't run across one at an event. Inspection stickers are a possibility. The Stallari asked for details on how Lord Dorian would implement this, and also for statistics on how many masks, which have passed with hand-testing fail the device test.

o No vote was taken on funding at this time, but it was decided that THL Julio would support a tester from his budget to help gather data about the need for testers.

• Archery: THL Robin (Greg Young, Winnipeg, MAN), PMOA, has approved the archery challenge received from Schattentor. The Stallari also gave their approval. Their Excellencies Tristan and Eilika would like to have a full championship/challenge at WW, where the two Northshield champions to be sent to the MidRealm championships and Their personal champion(s) would be chosen.

• Cards: o The Clerk of the Roster could print and provide authorization cards, and THL Julio asked for a budget

item to cover these costs, noting that this would be a good preparation for financial matters as a kingdom. Northshield might be able to design its own card, and HE Myles (Michael Reeseman, West



Chester, OH), Kingdom Marshal, has suggested an "uber-card" which would have areas for all styles, authorizations, etc.

o Much discussion on card styles and costs followed, including using the risograph and TE Trist an's mention of plastic cards which would cost $1.00 each to make and would be more durable than paper cards. THL Julio will research costs and fighter numbers and report back with the results.

o THL Julio would also like to create a separate database of Northshield martial participants. He has been told by the MidRealm curia that Northshield can't do this independently, but may maintain one that is redundant with the MidRealm database. Mistress Guenievre noted that even a redundant database could be useful, especially one that includes all martial activities. Lord Aubrey Swyftwater (Steve Monthony, Minneapolis, MN) will assist THL Julio in this project.

• Armored Combat o TRM's of the Outlands will be attending Quest for Camelot. THL Julio will be Marshal-in-Charge and will

help to smooth out any problems that might occur. o TRM's of the MidRealm have graciously allowed Northshield to issue Marshal warrants for all discipline

areas. THL Julio is currently re-issuing warrants to all marshals this month.

• Scouting Lord Raoul (Andrew Barnes, Sioux Falls, SD), Chief of Scouts, reports that with the required shift of all scouts from level 1 to level 2, scouting is nearly inactive in Northshield (less than half a dozen scouts). We are working on ideas to re-invigorate the scouting program.

2) Exchequer - reported by Mistress Guenievre and Lady Tarja

• A motion was made to provide the fundraisers with cash boxes containing $25 in floating cash at all times; the motion was approved unanimously.

• A motion to reimburse Lord Stephen of Edgermont, an instructor at the War College, $50.00 for travel expenses was introduced and approved. It was noted that as this was an event expense normally covered in the event budget and submitted as a receipt item with other event expenses.

• Only Trewint has not reported; their exchequer may be at the event, and THL Julio will check today.

• Gweniver Kenwyn of Roseveth (Jennifer McNitt, Roseville, MN) has replaced Lady Jondalara (Laura Fenske, Milwaukee, WI) as pavilion fundraiser, following Lady Jondalara's resignation.

• Regarding the notification of Lady Catalina (Tanya Kruse, Mission, SD) as fundraiser, Lady Moira reminded the Stallari that the fundraisers are deputies rather than lesser officers, and so may be appointed by the Exchequer without confirmation by the Stallari, although the Stallari should be informed of such decisions as a courtesy.

• The "Pie-a-Peer" fundraiser will consist of peers either bringing a pie to auction off or serving as targets for pie throwing. Viscountess Gwyneth (Linda Moore, Milwaukee, WI) will be helping with this activity, to be held at WW. Proceeds could be designated for regalia or for a 50/50 split between regalia and the trust fund. The regular raffle will also be held, with proceeds to be split 50% for the general fund, 25% for TSH's travel fund, and 25% for TE's travel fund.

3) Chronicler - reported by Mistress Guenivere and HE Eilika

• There are three applicants and a potential fourth. The deadline for applications is 5/31/00.

• As Lord Roger is going to Lilies, there is an early deadline for the June Northwatch. 4) Minister of Arts and Sciences

• HE Fiona reported on behalf of Mistress Libbet that there were more participants in the Northshield regional A&S Faire than in any other region; Northshield had 80 entries and Pentamere, for example, had 15. This is typical. All of the Pentathlon entries at Kingdom will be from Northshield. There were approximately 125 attendees at the Faire. The Stallari agree that making the Faire a principality event would be a good idea.

• Mistress Libbet will be stepping down as soon as possible - immediately after Crown Tournament.

• HE Eilika has been discussing education with Mistress Libbet. Overall, there is lots of education in Northshield, and this is very good. They agree that education should be more widespread than just RUM, without undermining RUM or the Collegiums, which are being organized by Viscountess Therica (Ann



Nielsen, Rochester, MN). Mistress Libbet would like to hold moots to see what the populace wants regarding education; HE Eilika requested a proposal for these moots.

5) Seneschal

• All Domesday reports are in; Svaty Sebesta is no longer in abeyance.

• THL Owen has just set up the e-mail aliases on the web site for Royalty and officers. Everyone should check to see if they work.

• The new Seneschal will be THL Lewina of Sussex (Lauretta Wenger, Milwaukee, WI.) This will be officially announced at Quest for Camelot and the changeover will occur at Coronet.

• A committee is working on the straw poll. HSH Gaylen wants this out as soon as possible, including a seneschals' mailing, the Northwatch and on the Northshield Hall, with results to be announced at Coronet. The questions, per HE Tarrach, are as follows: o 1. Do you want Northshield to become a kingdom? (Y/N); o 2. With the understanding that the process takes 1-3 years, should we start the process immediately?

(Y/N); and o 3. Are you a member of the SCA? (Y/N) Provide member #: o HE Eilika mentioned that the Heirs' main question is that since Northshield will become a kingdom

eventually, why the push to do it now? What is Northshield missing or not doing correctly that being a kingdom would fix? Lady Sian suggested that lines for reasons for answers be added under each question; HE Fiona will have HE Tarrach do this, and the poll will be sent to the Northshield Hall and the Northwatch on Monday, May 14.

o Mistress Guenievre will run labels for seneschals and do the mailing at Quest for Camelot; the return address will be HE's Tarrach and Fiona. No e-mail replies will be accepted, and there will be a mailing reply deadline. HE Fiona will be asking Baron Caradoc (Ross Quinn-Davis, Minneapolis, MN) to do the collating. Seneschals will be encouraged to do a membership drive in conjunction with the straw poll, emphasizing that whenever an official vote is taken only members can vote. They should also emphasize that the current poll is not binding, and is only an opinion poll.

• Deputies o THL Lewina is working on the Althing. o THL Daria Tayt (Susan Tatreaux, Milwaukee, WI) is working on bids for Coronet/Investiture, and has

been asked to be the Principality Event Coordinator; she is considering this, and THL Lewina will follow up.

o M. Guenievre has not discussed the position of Liaison for New Groups with the MidRealm yet. o Lady Tarja has volunteered to be the Principality Information Officer; this would mirror the MidRealm

structure, with the Information Officer a deputy of both the Kingdom Information Officer and the Principality Seneschal. This would also separate the fundraising and information tables, which could be helpful.

o The Principality Minister of Children office will be declared vacant. o The RUM Regent/Principality Education Minister is a deputy of the Seneschal. This used to be the RUM

Regent, a lesser office, but in the December 1998 open laws session it was changed to a deputy. Mistress Guenievre noted that the recent RUM restructuring has effectively abolished this position, and requests that the Stallari remove it from our laws. This was moved and approved unanimously.

6) Chirurgeon

• 11 of 22 currently certified chirurgeons and 9 of 10 apprentices have reported. This is bad, but reporting is getting better under the threat of warrant pulling. All delinquent warrant-holders have been notified. HE Eilika asked why there are so few chirurgeons, and Lady Sian asked to discuss it with Her Excellency later, as it is a very long, involved topic.

• Injuries remain mostly minor and mostly related to poorly fitted/conditioned armor. Otherwise, it is the usual bumps and bruises, kitchen cuts and burns, etc. There was one serious incident involving a dislocated knee in the last quarter. Joint injuries remain a cause for concern due to their potential for lasting, or even permanent, harm. Education regarding prevention is required at all levels and activities.



• Some Chirurgeons have mentioned that Marshals are failing to report injuries occurring at practices in a timely manner. This includes injuries requiring medical attention. All such injuries *must* be reported immediately. Chirurgeons should attend fight practices regularly, whenever it is practical. Lady Sian requested that THL Julio reinforce with the marshals the importance of reporting injuries. Without consistent reporting, there is no way to track trends or address the problems those trends i ndicate.

7) Polaris Herald

• Lord Adrien des Troyes (Chris Olson, Madison, WI.) is stepping down as Minister of Protocol, and is soliciting applications; none have been received yet.

• The final edit of the Book of Ceremonies is in the works. THL Richard requested copies of the officers' oaths of service from Their Highnesses, who will provide them.

• Heraldry classes at WW will include discussions of the Northshield and MidRealm award structures, and Their Excellencies Nordskogen will teach their "hats" class. HE Tristan suggested that another class could address award recommendations, including the royal perspective, especially that the reasons why someone should get an award are more important than simply recommending a certain person for a certain award.

• Lady Tarja indicated that THL Gevehard, the Northshield Signet, will help to update the Order of Precedence. Both HSH Kelinda and HE Fiona stated that THL Gevehard has been invaluable in getting court reports taken care of. HSH Kelinda suggested that we abolish the position of Clerk of Precedence and make this a duty (or deputy) of the Signet. Her Highness also suggested that the MidRealm needs to handle the reporting for Their regency courts, though HE Fiona noted that there are many scribal issues involved that might not make that the ideal solution.

• HSH Kelinda stated that the AoA's given by the Coronet should be listed in the Northshield Order of Precedence. HE Eilika suggested that Northshield ask the MidRealm to remove the law giving the Coronet the privilege of awarding mid-level MidRealm awards, allowing this only by regency, rather than each Crown deciding each reign, as it currently stands, as this creates confusion. Mistress Guenievre suggested that since Northshield awards do not have precedence, we change the name of the Order of Precedence to the Awards Listing.

V. New Business 1) Quest for Camelot - Lady Sian

On behalf of the staff of Quest for Camelot, Lady Sian requested $150 from Northshield to host for a feast for the royalty from the Outlands and Artemesia at that event, with extra funds being returned. Mistress Guenievre mentioned that the funds couldn't be used to buy alcohol. It was moved that Northshield donate up to $150 to the Quest for Camelot event budget, and approved unanimously.

2) Warranting/Term of Office - HSH Kelinda: Although time does not permit and HSH Gaylen is absent today, their Highnesses would like to discuss warranting periods vs. term of office at a later date.

(At this point THL Julio had to leave.) 3) Coronet Bids - Mistress Guenievre

Spring 2001 - WI region - a bid will be solicited from Coille Stormeil, since they had to withdraw their last bid due to date problems. The bid deadline is November 1, 2000. Fall 2001 - MN/ONT region - no bid deadline has been set due to the proposal to split the event.

4) Separate Coronet and Investiture - HE Fiona

• HE Fiona proposed that Coronet Tourney and Investiture be separated into two events, adding Althings, moots, and/or a Council of Nobles at the Investiture event, as desired. She noted that one main reason for the combination of the two events was the complexity of scheduling for the Crown when Ealdormere was still a principality, and now this is not an issue. In addition to centralizing/ emphasizing the Althings, moots, etc., HE Fiona and HSH Kelinda stated that as Prince and Princess, having some time without Heirs to get settled, state their ideas, and ask questions of the populace to help shape Their reign would be very useful. HE Tristan commented that the populace seemed to like having the Althing without the Royalty present, as it did not feel confrontational, and perhaps combining an Althing or moot with the Investiture would be less productive. It was suggested that a Royal vigil, such as was held by Conn and Kassandra and Siegfried and



Therica, could be held instead. Other issues mentioned including adjusting reign lengths and working on public relations to promote the split.

• Considering the time for approval and law changes, Fall 2001 is the target for the first split events. TSH Gaylen and Kelinda discussed this informally with TRM Ragnvaldr and Arabella (Jon-Erik Jacobson and Lisa Gray, Detroit, MI) at Pennsic, and there is a Curia at Crown Tourney (May 28) at which this idea can be presented.

5) Chronicler/Northwatch Editor Split - HE Eilika

• He Eilika suggested that the position of Northshield Chronicler be split into Chronicler and Northwatch Editor, mirroring the MidRealm's division. HSH Kelinda asked for job descriptions for the two positions, and Mistress Guenievre volunteered to write these. After further discussion among the Stallari, the MidRealm Chronicler, Viscountess Gwyneth Felton, and the rest of the MidRealm Curia will be consulted.

• Several of those in attendance commented on Lord Roger de Bar's excellent skills and performance as Northwatch editor, and stated that they would like to see him apply for the Editor position when the office is split.

6) Royalty/Great Officers E-group - Mistress Guenievre Since the current Stallari e-mail list includes lesser officers and the MidRealm royalty, a private list for the Northshield Royalty and great officers for sensitive discussions is needed. M. Guenievre will set this up through her workplace.

Royalty and not to Baroness Daria. The minutes were then approved. II. Their Serene Highnesses

1) Introductions: HSH Tristan discussed what he would like the purpose of the Stallari meetings to be. He requested that any discussion & proposals be presented over email with completion at Stallari. HSH Eilika also prefers that all pros/cons be done via email or face-to-face to get us working together and to encourage officers




to not sit in a niche. HSH Tristan stated that meetings lose effectiveness in 1-2 hours and that more well thought out thinking can take place on-line.

• HSH Tristan stated that we as royalty will interact with Stallari. "You are not our staff you are our counsel." HSH Eilika stated we want you to always feel comfortable to give us counsel.

• HSH Eilika requested introduction and HE Marisela and Lady Ravenna were introduced. 2) Award Laws review

• HSH Tristan discussed their awards proposal. He stated they received less opposition regarding the change in the sheriffs & constables than expected. But due to the opposition to the two tiers they have decided to back off on a lower tier. They propose one single order for the marital arts. The intent is to close the sheriffs & constables and to open a new martial order. The question most often asked was whether any sheriff / constable will be grand fathered- the answer is no. We chose to close this order rather than grandfather it. Any new additions will be to the new order. HSH Eilika stated feedback shows it is divisive to keep two orders. HSH Tristan ran this past Kingdom Curia and they said go with it. o The next step is to complete their comments and correct typos. They requested any comments now so

that this may be finalized and read into law at Warrior and Warlords Day. HSH Eilika stated that Maestra Arrianna Llwyd (Mariless Lloyd) Kingdom Seneschal has reviewed this. HSH Eilika suggested that THL Lewina contact her to discuss implications to kingdom / principality law if there are any concerns. HSH Tristan stated their intent is to have a baldric with gold griffin for this order. They discussed badges to allow maximum amount of latitude to the individual to do it in their own style but to remain easily recognizable. The name is being discussed with the heralds. Eisingwache (Iron Watch) being discussed but not register able.

3) Northshield Encampment at Pennsic

• HSH Eilika stated not enough people are pre-registered at Pennsic to have enough common area for the pavilion. They looked into renting a pavilion but too expensive. Also, their camping spot not is guaranteed. One of the Coopers moved onto last years spot so they're not sure where Northshield will be and its unsure if there will be enough space for the 30" x 50" pavilion. She said that right now there are sixty pre-registrations.

• Master Isaac de Hugo will be sponsoring a Northshield rapier tourney at Pennsic. We need to staff water-bearers. THL Julio said he would talk to Master Isaac.

• The Known World Party is to be held in Royal. HSH Eilika wants Northshield regalia everywhere. For the Northshield Open House, HSH, Tristan and Eilika have invited all Royalty from the other Principalities.

III. Their Excellencies 1) Welcome - HSH Tristan & Eilika welcomed their new heirs. 2) Coronet

• The next coronet location has been approved for Coldenhale. HSH Eilika asked if Their Excellencies have seen the bid. HE Yasamin said they have a tentative menu. HSH Tristan stated that they would need a new password for hushmail.

• THL Julio stated the coronet site has 2 gyms and is located in Mission, SD. Hotel space is within 30 minutes of the site. Lady Catalina, Autocrat will look into SCA blocks. Reservations have to be made early as deer hunting season opens the same weekend. The site is bigger than the Boars Head site. Site is free so there is no financial risk to the Principality. Feast is the only real expense. They are looking to seat 100-200 people. THL Richard felt there would probably be more people sitting feast due to the isolation. Feast would cost around the same as this last one. HE Yasamin proposed a lower feast (bread, cheese, etc) to keep people from having to leave the site. THL Julio stated that being a server is an option for a lower cost feast. THL Lewina stated that hotels are significantly cheaper which should offset some of the travel cost.

IV. Old Business 1) Straw Poll

• HE Saeric is interested in the discussion on the Kingdom Straw Poll. HSH Tristan is excited about the results we got back and plans on the raw numbers to be posted in a week. Numbers are of mild interest as compared to the reasoning behind them. Obviously we are going to proceed somehow. We need to proceed



at a reasonable pace. When the raw numbers are posted they will include how HSH Tristan & Eilika intend to proceed on the results. The questions are: What do we need to do to go ahead? What do we nee d to change now before starting?

• HSH Eilika said we need to deal with perceived problems within the Northshield.

• HSH Tristan doesn't think people understand the logistics. He plans to form a think tank this summer to define lists which will tell us what we need to take care of now before we start the process. This will help us establish the pace of progress to Kingdom. o At this point, HSH Eilika requested that in future Stallari meetings Old Business & New Business should

be before officer reports. HSH Tristan & Eilika want to see reports several days before the meeting.

• HE Fiona stated that in reviewing the poll results, the further west you go, the greater consolidation in thoughts. Geography is the problem. Culture was also brought up. The perception is that our culture is different from MidRealm but no definition of what our culture is. Some of the reasons stated for not going Kingdom - money and officer problems. HE Fiona also stated that some people put a lot of time in their responses.

• THL Lewina suggested that a committee should be a combination of appointed, nominated and volunteers - 10-12 people total. It should include non-going kingdom people also. Information from the poll and Althing can be given to the committee. HSH Eilika stated that the committee chairperson should have a spot on the Stallari and should have a strict way of reporting to Stallari. HSH Tristan suggested the chairperson should be a deputy to the seneschal. THL Lewina asked if HSH Tristan & Eilika want a moot at WW to discuss this. HSH Eilika said no as the schedule is too packed at WW, but yes to a moot - perhaps at Armageddon.

2) Law Change Proposal

• At issue is whether Great Officers will be warranted for 2 years or to correct policy to read they will be warranted to the end of their term of office. It was suggested that the normal term of office for Principality Greater Officers is a period of 2 years. Their term of office may be extended for up to a 3rd year. No Principality officer will serve for a continuous period of more than 3 years. Moved, Seconded, Approved.

3) Procedure Suggestions for Policy with Regards to Email Business

• Lady Moira stated that the Board of Directors strictly prohibits business being done over email. It was discussed and decided that the Seneschal will be responsible to read into the meeting a summary of email to be recorded as part of the official minutes. HSH Eilika would like a call to confirm if it is legal to vote on email as Kingdom Curia does it. THL Lewina feels that if everyone is aware of the issue being voted on then the vote can be taken via e-mail

4) Scroll of Honor:

• HSH Eilika wants a policy stating that each coronet is supposed to commission one page of the book as the Scroll of Honor for their reign. It was suggested to make it policy so that a reign isn't caught by surprise. HE Fiona suggested that we need a book that we could add leaves to. HE Saeric asked "Who would be interested in doing this for us?" and it was suggested to talk to the Regalia Minister. HE Fiona stated that what we have now is a bound book. THL Lewina knows who made the book and could request to have it unbound. It was decided that this would make it too like a photo/scrap book. HE Fiona thinks that Mistress Margaret Malise (Melissa Vigil) has the book. She doesn't believe a page has been added since HE Tarrach Alfsson (David Horvath) and HE Fiona had their reign. She said we need to talk to Mistress Margaret and get the book and decide what to do.

• HSH Eilika feels we should vote on adding this to policy. Moved, Seconded, Approved.

• Lady Ravenna suggested we get the dimensions and paper to mount into the book.

• HE Saeric wanted to know who would be responsible for the book. HSH Tristan suggested the signet. HE Saeric stated that once pages are commissioned, page should be published on the Northshield Hall. THL Richard agrees that the signet should be responsible for the book. HSH Eilika said the signet can have specific mounting procedures available.

V. Great Officers 1) Seneschal

• Principality Events Proposal



o HSH Tristan stated that when a Principality event is held, the profits from the event should be split 50%-50% between the host group and the Principality. He said that if you talk to Lilies, they don't have a split written in their policy but it is an unstated rule. HSH Eilika thinks this is already done with WW. Lady Moira said that if it's not written then its not guaranteed and we need to look to future.HSH Tristan we need to track the record of participation of donating to the Principality from events held over the last couple years.

o THL Richard wants groups to cover the cost of the site. o HSH Eilika stated that the Principality would usually cover part of the loss. o HE Fiona stated that she feels we should leave this open - people can be generous without feeling

pushed. THL Lewina said that we could say no less than 20%. Lady Moira said let's leave it at 50-50 because it's profit. If Principality fronts the money then it's not putting a burden on the host group. The group can always give more but they also should be able to petition to ask to give less in the case of hardship. HSH Tristan wants a Principality event to be a tool that a group can flourish with. HE Fiona stated that we need to review the bid to make sure it is realistic. The Stallari can help with this. Lady Moira stated that the actual bid is the seneschal's or deputy seneschal's responsibility. THL Lewina stated that this would be a clause under Law 1030 and that the group could petition if 50% poses a hardship. HSH Eilika feels that a group should donate at least 50% of profits for Principality events.

• Reporting Concerns o THL Lewina said we need to start setting deadlines for responses to make sure things get accomplished

in time. She said officers need to respond even if they have no report to make sure that everyone is receiving the communications. HSH Eilika agrees and thinks that email is a good method to communicate.

• Change of Office Procedures o THL Lewina stated that some change of office procedures are stated but some are not i.e. - all letters

from applicants should be shared with the Stallari council and that deadlines for applications should be set and published. HSH Tristan agreed that by next meeting this should be done and should be sent out for proposal.

• Job Descriptions for Lesser Officers o HSH Eilika asked if there are reporting deadlines for lesser officer or deputies? o Lady Moira asked if your deputy is your choice or appointed? It makes a difference in working with

them. o HE Fiona stated that if you miss two meetings and don't send a deputy, this is cause for removal from

office and has been the policy. o THL Julio stated that I have deputies that I have no authority over. They report to me as a courtesy. Lady

Moira stated if we have to report at the next meeting, why couldn't we set it so that the deputies have to report two weeks prior to that. HSH Eilika stated that if they are reporting to their Kingdom superior they could copy us. HE Fiona stated that we can't force them to copy us. THL Lewina said that at a curia we could ask that it be made a requirement of that office to send a copy to the P rincipality.

2) Earl Marshal

• Clarification on Lesser Officers o Viscount Myles Blackheath (Michael Reeseman) Kingdom Earl Marshal, was asked who are the official

Lesser Officers. THL Julio was told that Scouting / Archery are part of the armored combat realm and HE Myles has moved away from these as Lesser Officers. However, there is a Chief of Artillery. THL Julio wants consistency in how Lesser Officers are reported and published. His preference is to follow the Kingdom model. He also feels that like Kingdom we should include the Lesser Officers in the North watch. HSH Eilika still would like them to communicate with their Kingdom superior. THL Julio stated that the Scout Marshal is being phased out at the Kingdom level. THL Julio will draft the law change and put it out on the net for discussion. HE Fiona stated that have already voted to let Julio bring it in line with Kingdom. Moved, Seconded, Approved.

• Fighters cards



o The discussion on fighter card was tabled. THL Julio stated that it is being discussed that when printing Northshield fighters cards to combine all the martial arts on one card.

• Equestrian o THL Julio thinks we can finally give Her Excellency, Viscountess Kassandra Tenebrosa (Kristie Charron) a

break as Equestrian Marshal after five years of service. There is a new marshal, Lady Anna Z Pertstein who is willing to take it over. Moved, Seconded, Approved. THL Julio stated she is an official lesser officer and that Kingdom makes the final decision. He will inform HE Kassandra and Curia on this and the Kingdom will inform them.

• Clerk of the Roster o This office has been changing once per year because of burnout. There are presently two applicants.

HSH Tristan expressed concern regarding the high burnout and stated that there must be a better way to do things than it exists now. Let's use technology to our advantage and think of a way to improve the process to decrease the burnout.

o THL Julio stated that the applicants are: Lord Gareth the Black and Lord Godfrey de Brugge (Michael Heng). The applicant needs to be able to do database input and issue cards. HSH Eilika requested that THL Julio make the decision.

• Incident at Lusty Day o THL Julio stated that a Lusty Day there was a serious accident with a siege weapon. Someone used a

bowling ball in the weapon and the sling broke sending the bowling ball into a camp. HSH Tristan stated that he thought it was restricted to the archery field only. HE Yasamin stated that even if siege weapons are restricted to the archery range, she's not sure it will help in conditions like this. The rules for this are being developed but those for siege weapons have not been set yet. HE Saeric aske d at what level are the rules being determined? THL Julio stated the rules are determined at Kingdom. HE Saeric stated that he was concerned about inspecting siege weapons. THL Julio stated that the rules are in place for siege weapons in armored combat but not for archery yet. Lady Sian stated that she is an Archery Marshal but doesn't understand the process of inspecting a siege weapon. HSH Eilika expressed concern that they're out there without rules and procedures. HSH Tristan stated that there is a need to address these issues without completely restricting the weapons use. HSH Tristan & Eilika both stated that they feel a need to completely restrict siege weapons until the rules are in force.

3) Minister of Arts and Sciences

• HE Fiona wants to concentrate on lots of other ways for A&S to happen in the Principality other than formal A&S. We need another venue for people. Instead of one A&S champion, she would like to see a May A&S winner serve as Principality Champion. Then for the following reign, another champion could be chosen but from another venue. HSH Eilika asked what do the Principality A&S Champions do? HE Fiona stated that they are a visible presence and that they shouldn't be a personal champion but should be a Northshield champion. HSH Eilika would like to have a craft person fair. HE Fiona would like the Kingdoms craft persons fair brought to the Principality level. Doesn't have to be specifically a craft demo, but could be something like how to cover an ice chest, etc. Lady Moira suggested that it be run at Boars Head or at Nordskogen. HE Saeric suggested a guildhall approach instead of classes, where a specific place at an event is set up for people to do their craft so that others and see and do it.

4) Chronicler

• Lady Ravenna will be contacting Lord Roger de Bar regarding the files, etc. She asked if she is supposed to contact a shipper or is she supposed to go and get the risograph?

• Lady Moira stated that Northwatch financial reporting should be through the exchequer's office and that no chronicler should hold their own funds. Moved, Seconded, Approved.

• Lady Moira stated that the risograph company wouldn't take a letter from us stating we are tax exempt. The risograph was purchased in Minnesota.

• Lady Moira that advised the concerning the Northwatch subscriptions, some are paid years in advance. She would like to see them paid on an annual basis. HSH Eilika asked if we would pro-rate? Lady Moira stated



yes. She said she would be willing to draft a letter to extended subscribers stating that we will only subscribe by calendar year and offering them refunds. o THL Richard asked if we send checks back do we need to send renewal notices? THL Lewina stated that

we need to publish the change with a standardized renewal form. Lady Ravenna asked who would get these forms and could it be set up that she gets sent mailing labels?

o THL Lewina then stated that she would like the Northwatch deadline date to be in line with the Pale deadline. HE Fiona stated that we need to also make sure that the calendar deadline matches the Pale. She said that if Kingdom awards are given and not published in the Pale that they then have to be re-read into court. THL Lewina stated the other purpose would be to prevent small events from getting missed in the Pale. Moved, Seconded, Approved.

• Lady Moira asked that a response be sent from the Chronicler verifying that a submission / report to the Northwatch has been received

• Lady Moira asked about the third class mailing, as the permit that Lord Roger was using will not work, as it is not issued by state but by specific post office. HSH Eilika stated she would like a cost comparison between first and third class. HE Marisela the Vintner stated that bulk mail is .256 cents per newsletter. HSH Eilika asked that we explore costs further and that the next issue should be sent first class.

• HSH Eilika stated to make sure that the chronicler reports in the Northwatch what she would like to see from the Webminister and to talk to Viscountess Gwyneth about the position.

5) Polaris Herald

• Clerk of Precedence o The Clerk of Precedence would like to step down. THL Richard stated that he would like a deadline of

approximately mid-September with a decision and changeover probably around October 1st.

• Minister of Protocol o Lord Adrian de Troyes (Chris Olson) has stepped down as Minister of Protocol. No applications have

been received. Lady Sian stated that she hasn't seen a job description for this position. THL Richard stated that the full description was put in the July issue of the Northwatch.

o HSH Eilika suggested a job description be published with the request for applications when placed in the Northwatch. She suggested that maybe a section in the Northwatch could be set up as a help wanted section.

o THL Richard brought up that at the Althing an issue was brought up that the perception of the Northwatch is that it is officer reports for the officers. He said we need to do more to make the Northwatch newsworthy. HSH Eilika suggested bringing this up on the Northshield Hall.

• Awards: THL Richard stated that we need to talk about the other awards. HSH Eilika asked if the Griffins Claw was given out as an award at Coronet. THL Richard said yes.

6) Chirurgeon

• State of the Office: There are 20 warranted chirurgeons and nine apprentices. Their cards are written to expire when their certifications expire.

• Applicants: She said she has two applicants for her position, Lady Tatiana Marana Melville (Tonia Heng) and THL Aleksandr Vasilevych Lev (John Kowal). After discussion, it was approved that Lady Tatiana would take over the position with changeover to be at WW. Lady Sian will contact Kingdom and let us know their response via the Stallari Net.

7) Exchequer

• Non-Reporting Groups: Only one group is non-reporting with their first quarter report - Silfen Mere. They did do a Domesday. Lady Moira stated she would wait until the 2nd quarter report, which is due the end of July.

• Regalia o HSH Tristan stated that the transfer of regalia went well. o HSH Eilika stated that they would categorize the regalia and put it in a database as they have two

volunteers to do it.



o HSH Eilika stated that Lady Shandar ni Bodhranne (Wendy Blum) has indicated a wish to step down in November.

o HSH Eilika stated that Lady Giovanna has applied for the position. She stated that Lady Moira would have to take care of the publication of the open office in the Northwatch, as this is a lesser officer of the exchequer.

• Travel Fund o Lady Moira asked about the travel fund. She wanted to know what she is to do with it when she receives

it. HSH Eilika stated that if dedicated to them than it goes to them. If not, then it goes to the general travel fund. Any extra at the end of a reign rolls into the general fund. She stated that she feels the Prince and Princess should have the choice whether to roll the excess into the heir's fund or the general.

o Lady Moira stated that the turnover period is at WW. She will roll any remaining funds over to the general fund at that time. HSH Tristan & Eilika have money left in the Heirs fund. They must provide receipts or make their rollover choice by WW. Lady Moira asked how do they wish to handle receipts. HSH Tristan & Eilika stated that they would submit them together. Lady Moira stated that she would prefer that for the future, when the Royals or Heirs are not living in the same household that it be designated a 50-50 split.

o HSH Eilika suggested that perhaps a signature on the receipt to indicate who gets the payment. THL Lewina stated that at another meeting, she would like Lady Moira to provide a birds eye view of the exchequer's office.

• Officer Expenses: Lady Moira stated that there are no officer funds to provide for expenses such as file cabinets, etc.

VI. Lesser Officer Reports 1) Chatelaine: There is a group in North Dakota that is interested in doing a Newcomers seminar but it needs to be

checked on, as there might be a scheduling problem. Their date of October 7th may be too close to Turm am der See's date. THL Lewina stated that the Fall Newcomers Seminar in Turm am der See is set for Oct. 28th.

VII. New Business 1) HSH Tristan stated that for information only- a bid has been accepted by the MidRealm for new thrones - 8

thrones including the Northshield. We will receive 4 thrones and a maintenance contract. These are being donated to us by the MidRealm. Delivery dates will be staggered. Also, approximately $4,000 in matching coronets is also in the bidding process at MidRealm.

2) HSH Tristan stated that he would like to see some consistency in how donated funds are handled which are intended to reserve Pennsic space. HSH Tristan would like a fund to specifically reserve ghost camp space. He said they just received a check from Nordskogen for donated funds specifically to reserve Pennsic space but too late for this Pennsic.

3) Lady Moira stated that Kingdom bought 250 Northshield window clings and that they are selling them a $3 each or 2 for $5. She said we should lower our price.

VIII. Next Meeting The next Stallari meeting has been set for Friday morning at WW. Time and place will be hammered out over email. II. Old Business 1) Straw Poll

• Regarding the development of the Kingdom Straw poll committee, THL Lewina has submitted a proposal on how to form a committee. It was agreed that the Stallari are to discuss this via the Stallari list. HSH Tristan discussed appointing 6-8 committee people and then charging them to appoint the rest giving them a way to govern. THL Lewina stated that the problem with letting them (the committee) select is the formation of a committee with like minds rather than those of differing feelings. HSH Eilika stated we need to be careful to get multiple mindsets and multiple regions represented. THL Lewina stated that we need to make this process open to the populace. HE Fiona suggested taking nominations from the populace. HE Saeric suggested that their Stellar Highnesses appoint 3, the Stallari appoint 3, the Council of Nobles appoint 3 and the populace appoint 3. HSH Eilika would rather see them as nominations rather than elections but agreed with HE Saeric that we should spread out where the members are chosen. HE Saeric stated that the more the populace perceives they have input the better they will feel. THL Lewina requested comments on the Stallari list in a timely manner.

• Per the suggested policy, "Applications are being accepted for the position as Deputy Seneschal for the development, and education of investigating the process of becoming a Kingdom."

• A Committee would be developed of no more the 12 members, with varied views (pros and cons) and varied positions within the Principality.

• The purpose of the committee is: o To work with information gathered through the Straw Poll, Althing, as well as, other information

gathered by the committee; o To help people understand the logistics of becoming a Kingdom; o And to define lists of what needs to be done before an official process is put into motion.

• The Deputy Seneschal would report on a regular basis to the Seneschal. The Deputy would attend Stallari meetings for updates and progress on the committee.

2) Law Changes

• Regarding the wording for warranting, THL Lewina has contacted the Kingdom Seneschal, Maestra Arianna Llwyd, for her response. Maestra Arianna stated that the change of law Section VII-800 sounds fine and could be read into law. HSH Tristan & Eilika asked if they could read it into law tonight. It was agreed that they should.

• The change reads as follows: Principality Great Officers will be warranted for the term of their office, a period of two (2) years. Their term of office and warrant may be extended for up to a total of three (3) years. No Principality Officer will serve for a continuous period of more than three (3) years.

3) Award laws

• THL Lewina said the finalization of the award change wording would be read into law tonight. She said most changes are superficial and HSH Tristan & Eilika will provide the details of the changes in court tonight.

4) Email



• THL Lewina discussed Maestra Arianna's views on using e-mail for official business. If all participants recognize it as an official communication then Kingdom accepts it as acceptable media as long as the notes are read into the minutes at the next Stallari meeting thus making them official. HSH Tristan stated that a response would be required for any votes. HSH Eilika restated that it's not an official vote unless all individuals respond. Moved, Seconded, Approved

5) Scroll of Honor

• THL Lewina has discussed this with Mistress Margaret Malise (Melissa Vigil) and she agreed that the present book needs to be utilized in some way. HE Fiona also agreed and suggested that it could be used as the visible presence in court but use something else for the actual pages that will lie flat. HE Fiona suggested that perhaps just calligraphy could appear in the present book. Lady Tatiana asked how do we add names to the book that are presently missing? HSH Tristan stated that they have records from previous reigns stating who got what award and when. HSH Eilika stated that there have been no additions to the book since TE Belrix & Prism.

6) Fall Coronet

• HE Yasamin stated that the Barony of Nordskogen is talking about getting bus to go to Coronet in November. THL Julio will put on the Stallari Go list the hotel block information. THL Lewina requested a copy of HSH Tristan & Eilika's investiture ceremony.

7) Northshield Encampment at Pennsic

• HSH Eilika stated that she received a voicemail from Lord Tormod de Palermo (Jim Reif) Northshield Camp Coordinator stating that Northshield didn't get same block as last year. The spot is somewhere out in the Serengeti. Part of the reason for this per Lord Tormod is that the Camp Coordinators have only received 60 pre-registrations for Pennsic, however the Coopers has received 129 pre-registrations from Northshield. Obviously Northshield wouldn't fit in that area with all these pre-registered campers. The land office is still shuffling things around but now Northshield will have enough room for the pavilion. HSH Tristan stated there is now running water and power to the far side of the fighting field. This is in the area that used to be trailer parking and will now be camping. If we have this spot, Northshield could put the pavilion right on the field.

• *** Action Item *** HSH Eilika will try to get us grand fathered into this spot. 8) Principality event proposal

• THL Lewina stated we didn't come to a conclusion on this at the last meeting. It was then agreed to as presented at the last meeting. THL Lewina stated that now that we are making the following an official Principality event: Coronet, Investiture, and Althing. When an Althing is held it is a Principality event. HE Fiona asked if we want to add War College to this? It was generally agreed not at this time. HSH Eilika stated that we need to come up with a clause for any group bidding on a Principality event that they must petition for a bid. HSH Eilika said to send this out to e-mail and vote on it the next Stallari meeting after Pennsic. THL Lewina stated wants deputy in charge of Althing.

9) Change of office procedures: THL Lewina submitted the following changes to policy:

• All applicants will be notified that their letter of intent has been received and given an approximate date that the Stallari will meet to review applications.

• All candidates will be notified by the outgoing officer the decision of Stallari and Curia.

• HE Fiona suggested that the closing date for applications should be 6 months prior to the officer stepping down to allow for training of the new officer. Lady Sian recommends that at the end of their first year in office, applications should be requested for their replacement. THL Lewina suggested not doing it a year after they started, what if the officer wishes to extend. HSH Tristan suggested changing it to 8 months before you step down and also that it must be published twice in the Northwatch.

• *** Action Item ***THL Lewina will put this on the list for further discussion with a deadline for response. III. New Business

1) Proposed Changes to Northwatch Calendar Date: THL Lewina only received one thing from Lord Padruig Maclennan (Timothy Moore), Event Information Officer but has not yet received a response regarding changing the Northwatch calendar date to the first of the month.



2) Fund Raising

• Tabard Fund: Lady Tatiana stated there is a principality fund for tabards but she doesn't know if there is money in it. Lady Moira and Lady Tatiana discussed whether a fund existed. Lady Moira stated the funds for tabards were lumped in with inventory. Lady Tatiana stated this wasn't a fund raising issue as up to this point things have been by donation only. Lady Sian asked if this should be lumped in with fund-raising. Lady Tatiana stated most people feel that they donated their time but would like donations to offset expenses. Lady Moira discussed taking the fund out of the fund-raiser account as the panels have been donated.

• Tabard as a Fund Raiser: HSH Tristan feels the Principality should charge $10 for 2 panels with the Griffin pre-stamped on it and then include an offer to completely sew it for additional funds, or people can then make their own tabards using just the panels. HSH Eilika advised that the seed money for future tabard runs needs to come from somewhere. HSH Tristan feels we should make $5 profit after expenses. HE Saeric asked who is coordinating it now? Lady Tatiana stated Lady Sabina is doing it but HSH Eilika stated Lady Sabina doesn't feel she is in charge of it. THL Lewina asked what the action plan is. HSH Tristan feels we need to set up a policy for this. HSH Eilika asked how many funds raisers do we have? Lady Moira stated two. Lady Tatiana discussed talking to Lady Sabina regarding setting up tabard kits. HSH Eilika stated that we need to give this to someone as a responsibility. HE Fiona expressed a concern about overburdening our present fund raising coordinators. HSH Eilika asked from where would the seed money for this come? Lady Moira stated it would come from the general fund with any profit going back to the general fund. HSH Tristan stated he doesn't feel the Principality needs a specific fund for this. Lady Tatiana volunteered to set up the kits. o It was Moved, Seconded, Approved that tabard kits will be assembled to be used as a Principality

fundraiser. o HSH Tristan stated that we could contact Lady Sabina regarding whether the Principality could buy the

panels from her for the purposes of fund raising. Lady Tatiana asked if we have permission to provide kits.

o Moved, Seconded, Approved to provide funds to purchase material for kits from the general fund. o ***Action Item***Lady Moira will talk to Lady Catalina and appoint her the duty as the tabard fund

raising coordinator. o HSH Eilika restated the issues discussed:

(a) The funds are to come from the general fund. (b) Lady Catalina is to buy the fabric, assemble the kits and to sell them at $5 above cost.

3) Trust Fund: HSH Eilika brought up the trust fund for discussion. HE Saeric asked that if we receive money from an individual for a specific reason, can it be allocated within the general fund or do we have to set up a separate fund? Lady Moira stated it all goes to the general fund.

IV. HSH Tristan & Eilika 1) Clerk of the Roster: HSH Tristan stated that he talked to Lord Aubrey Swyftwater (Steve Monthony), Emergency

Deputy Earl Marshal, regarding setting up database access for Northshield fighters. Lord Aubrey has already talked to Viscount Myles Blackheath (Michael Reeseman), Kingdom Earl Marshal, regarding giving access to the Middle Kingdom database to Northshield fighters.

• ***Action Item***HSH Tristan and Lord Aubrey will get a proposal together on how to do this. 2) Webminister

• HSH Tristan expressed concern as the award recommendations are still going to Viscountess Kelinda Garrett (JaneAnn Kerr). HSH Eilika asked Lady Moira to contact Lady Aldianna to do the essential updates. HSH Tristan stated they've posted new HSH and Heirs e-mail addresses to the list. THL Lewina stated there have been many seneschal changes in the last months that need to be posted to the webpage.

3) Regalia Minister

• HSH Eilika stated that the term is up in the fall and that it needs to get it posted in the Northwatch. The new person probably won't step up until coronet. Lady Shandar ni Bodhranne (Wendy Blum) Regalia Minister has stated that she would like to step down sooner if she can. HSH Eilika stated we should do the change as soon



as we get a replacement or at coronet at the latest. HE Saeric asked if we have timeline for the database? HSH Tristan & Eilika said by coronet.

V. HE Saeric & HE Yasamin 1) HE Saeric said that he has been working on collecting artwork. His Lady is working on a webpage that will have

the artwork posted. Lady Tatiana stated that the original griffin drawing is not standard. HE Saeric said it could be an interesting fundraiser burning CD's with the artwork and then selling them.

VI. Great Officer Reports 1) Seneschal

• Fund raising: o Lady Tarja has talked to kingdom and feels that we should continue to sell Middle Kingdom books for

the kingdom in order to spread the information. Lady Moira stated the Principality doesn't make money on this.

o HE Saeric feels that a good way to divide the fund-raising duties is to separate it as to special events vs. the retail (table). Lady Moira stated one reason things are done the way they are now is so that no person is always behind the table all of the time. Lady Moira stated office hours are being set for the table to be open at events. She also said that she doesn't feel we need to formally separate the duties into two areas at this time.

o There was general discussion on current fund-raising items and it was stated that we have no books for the Principality and that we only sell Middle Kingdom books. THL Lewina stated that we do have some items that the risograph could be used for.

• Principality Event Information Officer o THL Lewina brought up for discussion the proposed change of the Northwatch calendar date to the first

of the month. HSH Tristan that he talked to Lord Padruig last night regarding this and Lord Padruig stated that he spends a lot of time tracking down ill prepared event ads that makes the first of the month difficult. HSH Tristan stated that event stewards need to be better educated and not that the Principality needs to give the event steward extra time to change or make their submission.

o Lady Moira asked if Lord Padruig is the equivalent of the Kingdom calendar secretary and the answer was yes. She then said, and then the editor of the Northwatch (as does the Pale editor) should take care of any incorrect event submissions.

• Ad Submission: o HE Saeric asked if we should look into a standard event ad submission form. HSH Tristan said that one

already exists but 2/3's of the time it's not followed. HSH Tristan asked if we could get this on-line. HE Saeric asked if we should make the use of the form mandatory. Lady Sian stated that both the Pale and the Northwatch very clearly state how things need to be done.

o Lord Padruig was asked for suggestions on methods to educate future and present event stewards on how to prepare event ads and how to submit them. He stated that he even has written timelines for preparing submissions for events in order to get them in on time. The problem is getting the information to the calendar officer far enough in advance. HSH Tristan stated that Lord Padruig has in the last couple years seen a number of first time event stewards. HE Fiona stated that we also have a lot of seneschals who have never been an event steward. HSH Tristan said it's easy to miss the points that need to be done months in advance. THL Lewina stated Caer Anterth has a timeline as a handbook that could be put on the website. HSH Tristan stated that we need a basic book on how to be an event steward. THL Lewina stated we can put this on the web but we also need to put it on the Northwatch to increase its subscriptions and for non-web people.

• HSH Eilika stated it would be nice if the Coronet Bid information that THL Daria Tayt (Susan Tatreaux), Principality Deputy Seneschal has would also be available on-line. HSH Tristan stated it would be nice to have a Northshield library online.

• Northwatch submissions o THL Lewina stated that the submission dates have been changed to 7/15, 8/15 and 9/1 to get to the

desired first of the month date. She also stated that these are already posted in the Northwatch. HSH



Eilika asked if this was discussed with Viscountess Gwyneth Felton (Linda Moore) Kingdom Chronicler. Lady Ravenna said yes but she will review this again with her.

2) Marshal

• The rules for archery siege weapons rules are in place now. They have rules for live fire and armored combat. They are pretty good stating that the rules require a logbook that must be at every event where the weapon is set up. Archery marshals will do the inspecting if the weapon is used for target, if on the battlefield then combat marshal does the inspection. The rules went to press a couple of days ago. The logbook will aid marshals on how to inspect. HE Saeric asked if the rules will be published. THL Julio stated the Kingdom information office should have this. HSH Eilika asked if we can organize throughout the summer some training sessions regarding this. Lady Sian said there should be marshal authorizations for siege weapons to confirm marshals are qualified to inspect. HSH Tristan asked how do we solve this. HE Saeric stated that we need to talk to each local marshal to confirm if siege weapons will work at their event, if there is adequate space for throws, etc. THL Julio will make sessions open to both archery and combat marshals.

• Fighter cards: THL Julio is still waiting for samples from Viscount Myles.

• Lesser Officers o The proposal is to get our offices in line with kingdom. THL Julio has talked to kingdom about this and

has patterned Northshield after them. THL Julio stated that we may be just renaming the offices rather than changing the law. THL Lewina stated we need the law numbers in order to make changes. It will be voted on GO list. THL Lewina asked if we'll know about the equestrian office by the next Northwatch submission date of 7/15.

o The proposed Principality Lesser Officers would be: (a) Equestrian (b) Marshal of Fence (c) Archery (d) Regional Deputies

o These offices are proposed to change to or remain as Deputies of the Principality Earl Marshall: (a) Minister of Tournaments (b) Chief of Scouts (c) Chief of Artillery (d) Clerk of the Roster

3) MoA/S: HE Fiona said there is not much to discuss. What there is should be discussed on the list. The questions are on the suggested craftsperson's fair, do we want to call them champions, etc.

4) Chronicler

• Subscriptions: o 85 cent issues o Per the previous Chronicler's database everyone is currently at $1 per issue. Only 12 people subscribed

for two years. o Ending all Subscriptions in December o Lady Ravenna discussed this with Viscountess Gwyneth and she feels it is up to the Principality when

subscriptions should run out. Lady Ravenna said she would like to keep it as it is for now by just keeping it to 1-year subscriptions. HSH Eilika said we should let Lady Ravenna get into the job a bit more and then rev-evaluate this later. • Bulk Mail: HE Saeric asked about bulk mail. Lady Ravenna said about 250 issues go out each month, including freebies. THL Lewina asked if we could discuss this another time.

• Miscellaneous Issues o THL Lewina requested that Lady Ravenna list her goals for the job.



o Lady Ravenna asked when the money for subscriptions is collected where does it go? Lady Moira stated they are listed as allocated funds.

o Lady Ravenna asked how she should handles supply orders - ink, paper, etc. Lady Ravenna needs to get receipts and email them to the Exchequer who will then issue check. THL Lewina asked that they talk about this after the meeting.

o Lady Ravenna said there is not service contract on the risograph. Lady Moira suggested annual contracts.

• THL Lewina thanked Lady Sian for her hard work. HSH Eilika wished her luck in her new office as Seneschal of Castel Rouge.

7) Exchequer

• The Principality has a CD coming due 7/16. Lady Moira stated that in the past we had talked initially about setting up one special account for the trust fund. If we take a portion of this CD to set-up the trust fund we have to set it up as a special fund just for the trust. We can't set this up as a separate non-profit account. It has to be a SCA, Inc -Principality of Northshield fund. Lady Moira said the CD has to be rolled over within 10 days of the 16th. We have to pull it from that CD due to the present signatories on it. HSH Eilika asked if we can put it into a 3 month CD to give us time to make a decision. HSH Tristan asked if have the authority, yes we do per Lady Moira. Lady Moira stated that we need to publicize where the funds are held.

• Regarding the window clings, the MidRealm is selling them at 1 for $3 and 2 for $5, and can we do the same at our tables. Moved, Seconded, Approved to sell at same levels as MidRealm.

• At the last Stallari meeting we talked about bringing the Northstar back to the Northshield books. HE Fiona stated the books for the Northstar are now run through the Barony of Nordskogen's Exchequer. Mistress Elysabet de Warren (Libbet Proudfits) doesn't want to bring it through the Principality's books and wants it to continue to go through the Nordskogen books, as it's easier and faster for her to get reimbursed. Lady Moira stated the reason this was brought up is that the fundraisers have a number of items that are sold and after each event the fundraisers have to break it out to the various depositories.

• Former Chronicler Books & Accounts o Lady Ravenna said she had talked to Lord Roger de Bar (Roger Martell) Former Chronicler, regarding the

bank account and he said that he was waiting for the last checks to clear.

• Lady Moira stated that she is paying off risograph this month

• Proposed law changes on travel funds o On splitting the money 50-50 between the couple, the travel fund should be equally divided between

the prince and princess during their reign. HSH Eilika expressed concern that if the Royals were married could they share this fund or do they have to split receipts. HSH Eilika stated they should be split 50-50 unless the Exchequer gets a signature from one or both parties stating how it should be done differently. HE Fiona suggested whoever signs the receipt should get the money. Lady Moira stated she could sit down with the individuals involved at the beginning of each reign and get their wishes in writing. HSH Tristan stated should ask Royalty to give an accurate, precise way on how they want their travel funds to be handled. HSH Eilika said not a bad idea to add this to policy so that it be done at the beginning at each reign.

o HSH Tristan re-stated concern on how funds that come in as specific requests to a specific person get handled. Lady Moira stated specific requests go to that specific party.

o HE Yasamin asked what happens to any unallocated funds at the end of the reign? HSH Eilika stated she would personally like their unused travel funds to get turned over to their heirs rather than the general fund. Lady Moira said that she has never seen where there has been money left over at the end of a reign. HSH Eilika feels it would be good to give them the option as people well off might want to roll it to the people behind them who might be less well off. HSH Eilika asked that we take this to the news lists



for further discussion. THL Lewina stated that we need to check corpora on this. HSH Eilika stated that the kingdom does allow this. Lady Moira asked if we want to write into law or should this be at the discretion of the current royals. HSH Eilika said lets put into policy not law.

• Lady Moira stated that as the Northwatch account is now under the Principality, we need to change the Principality law to read that the Kingdom Exchequer conducts the audit. Moved, Seconded, Approved

• Principality pavilion: Lady Sian said it is easier to keep track of written blazons rather than pictures for the dags. Lady Moira said there is a really nice form to do this now. Lady Moira said we still owe the fund half of what we paid for the pavilion. Lady Moira said going to really push to get this done

• Officer Expense Funds: o Lady Moira said that when she took over the exchequers office, Master Price (Robert Kearns) Interim

Exchequer and Mistress Guenievre du Dragon Vert (Jennifer Carlson) former Principality Seneschal, had given her a breakdown sheet of which office has an expense fund and its current balance, but is hadn't been voted on. Specifically the sheet details that all the officer funds are by calendar year and not by reign. Lady Moira said we can adjust the books or change things as to how we do this. She said she would like a policy on who can do what when. She also said that telephone calls, printing, and postage expenses are covered by these funds but, not rooms, gas, food. THL Lewina said that the law states the seneschal has a Kingdom travel fund, Principality fund plus an office account. The Principality fund is per reign and all others are by calendar year. THL Lewina suggests we need a clause to pro-rate this. Lady Moira said she thinks these should be handled by quarter. THL Lewina would have to talk to kingdom to see if we could do this. Lord Aidan sends a check to Lady Moira and then she disburses it.

o Greater Officer Funds (a) The question is should these funds run reign to reign or calendar. Lady Moira asked, do we keep

expenses just for office expenses or do we add gas, travel, meals, etc. HSH Tristan said funds are so low it doesn't make a big difference. HSH Eilika asked if the funds are currently calendar year or per reign. THL Lewina stated that this was discussed in previous meetings but never acted on. HSH Eilika stated that money is currently disbursed per calendar year and do we want it per reign; and do we have funds to do this. HSH Tristan said lets make it 100 per reign. Lady Moira moved to change books to reflect per reign and that travel will be included. Moved, Seconded, Approved

VII. Miscellaneous 1) THL Lewina said this was old business. We discussed the voting and responsibilities of deputies reporting to the

Greater Officers. She reviewed corpora, and the lesser officers are responsible to their Kingdom superiors and the Coronet and are required to report to both.

II. Old Business 1) Straw poll

• THL Lewina stated that once the committee is set up, the terms should be staggered to prevent all terms ending at the same time. There was discussion as to whether the chairperson for the committee as a deputy to the seneschal was supposed to be an applied for position. THL Richard asked if it was a position that we would have to accept applications for. THL Lewina stated that a request for applications has already been put out in the Northwatch.

• HSH Eilika stated she wanted to talk about the parameters and specifics of what the committee is going to be and how it is to be populated. General discussion took place on how many people should be from each area, from shires vs. baronies, incipient, from the arts, chivalry, the Council of Nobles, etc. HSH Eilika stated if the council were too big it would not be productive and could become mired in bureaucracy. HE Saeric suggested that we define the mission, as it will give us a better idea of numbers. He also stated that the original committee might break down into goal-specific sub-committees.

• HSH Eilika stated that the committee would need to identify the cultural and other requirements of becoming a kingdom. It would need to look at the specific legal as well as social aspects in order to resolve these issues prior to becoming a kingdom. They would need to come up with a plan to fix a specific problem and that the actual paperwork necessary to start the kingdom process is secondary. THL Lewina stated that part of this is already in the Stallari's previous minutes, that the committee is for the development of a plan and the education of the people on how to become a kingdom. HSH Eilika stated we should formulate the wording better and asked if we all agree with the general purpose of the committee. The consensus was yes.

• THL Lewina stated that one thing that needs to be looked at is the fact that we only have one bid for coronet. HE Saeric mentioned that there are a lot of misperceptions out there. THL Richard stated one thing to think of is that in some respects, due to the size of Northshield vs. the Middle, peerages will be harder to come by.

• Lady Moira asked if we need to change the whole scope of the committee from becoming a Kingdom to focus on just making it an educational thing. HSH Eilika said if just educational it might be perceived that we are stopping the paperwork process. HE Yasamin said that we need a committee that says Here's What's Needed and Here's What We Need to Do. HSH Eilika feels that if more people need to be brought into the committee or sub-committees, than the Stallari should make the decision. HSH Eilika said we need to write a financial policy, write a marshal's handbook, set up a fighter's database, get chirurgeons, etc. The focus needs to be education in addition to progress.

• HE Saeric said it will be even more important not to disenfranchise the people and that 12 would not be unwieldy. HSH Eilika felt that shouldn't be the case in the beginning, as they would have to define what they want to do. THL Lewina stated that the committee meetings should be more of a review to share progress. HSH Eilika said that the committee would have to publish a monthly article in the Northwatch. HSH Eilika said to recap; we will start with 12 committee members plus a chairperson.

• THL Richard then asked how do we make up this council? HSH Eilika said that with her discussions with HSH Tristan they thought that Lady Ysolt Pais de cuer of Mare Amethystinum would be a good choice to chair the committee. Their feeling is that they don't want a bunch of veterans but need young, energetic voices that would be politically neutral. THL Lewina asked if this would be a deputy to the seneschal. HSH Eilika then said the Coronet in association with the seneschal would appoint the position. We don't want the perception to be that the individual Royalty is making the decisions or is the driving factor. HSH Eilika offered that the chairperson is a lesser officer rather than a deputy as a lesser officer serves a term while the deputy usually changes with the seneschal.

• THL Lewina said the person must be able to facilitate the meeting and deal with the staggered terms of the rest of the committee. HSH Eilika said the term of office would be as any other officer and that the Stallari would need to have the ability to remove the chairperson. She felt that this would be a vote of the Stallari as



a whole and not the coronet. That the Stallari would have the right to replace any member including the chair.

• HSH Eilika stated that the populace would not vote on the members but could nominate. THL Lewina stated similar to the Board of Directors. HSH Eilika said that the populace would choose a certain number and a certain number appointed by the Stallari. That the nominations would need to come from different sources. THL Richard suggested 6 as nominations from the populace and 6 as appointees. The appointees would be used to balance the gaps left after the populace nominations. HSH Eilika said that if a committee person were appointed to the position then the position would be refilled by appointment. If filled by nomination, than refilled by nomination. HSH Eilika said that just like the BOD is should be OK to nominate yourself. Nominations should take place as terms come up. For example, we would need to replace a committee person from South Dakota with another from South Dakota, a Laurel with a Laurel depending on the nominations at the time.

• THL Richard said that we need to avoid the current committee head from changing. That we need to set terms. HE Saeric said the first term should be one year to start just to make sure it's a good fit. HSH Eilika agreed that the first chair persons term should be 1 year and then 2 years for each term after that

• HE Saeric stated that we need a mechanism for someone who can't complete a full term and perhaps we could pluck someone from the council at the option of the coronet. THL Richard said that if done like the BOD, the list of nominees are nominated through a specify date. Lady Tatiana asked if someone steps down, would the person replacing them just complete their term? HSH Eilika said the first group in the committee would have to be staggered terms with 1, 1 ½, and 2-year terms. After that the terms would be two years. THL Lewina stated that it is important to maintain the staggered terms. HE Saeric then asked if we would appoint someone to finish the term. HSH Eilika felt that serving out the term would work the best. HE Saeric said that if less than a full term is served, they should have the option to renew for the next year. THL Richard said if they serve less than a full year, they should have the option to renew for a full term.

• HSH Eilika stated that the committee would not be able to make any decisions without Stallari approval and that maybe the Stallari could be used as the tiebreaker.

• HSH Eilika brought back up again to discuss to the suggested chairperson. HSH Eilika asked if Their Stellar Highnesses should make her an offer. She said we would need to get the rules and regulations for the committee types up for approval and pass it by the King and the Kingdom Seneschal. THL Richard said that if this were to be a special deputy, would it need to be put into law. HSH Eilika said that Kingdom Curia is scheduled for coronation in two weeks and we could give it for comment at that time. THL Richard then asked if we want to talk about alternates in case Lady Ysolt chooses not to accept this offer. HSH Eilika said that anyone who has suggestions for any other chairperson candidates should put them on the GO list so we'll have a pool to choose from.

• HSH Eilika then restated that the committee would be 12 plus the chairperson with 6 appointed and 6 nominated. THL Richard suggested the name for the committee as the Northshield Kingdom Steering Committee. HSH Eilika said the committee would be in charge of holding moots in many areas of the Principality in order to gather opinions and educate. HE Yasamin asked when are we planning on calling for nominations. HE Marisela suggested that the first moot should be held at Coronet in South Dakota. HSH Eilika stated that as soon as the guidelines have been gone through and approved we could proceed.

2) Scroll of honor: THL Lewina said that Mistress Margaret has confirmed she has the scroll and will look for it as she recently moved.

3) Fall coronet - HE Saeric stated that the rules for participation are on the web page and that one letter of intent has been received.

4) Northshield Encampment: HSH Eilika stated that Pennsic went very well. 5) The Principality events proposal: T

• HL Lewina said that as this will need to be presented into law, she would review it with the Kingdom Seneschal. Lady Moira asked is the war college could be added to this? HE Saeric said that they could petition to be added to the list. HSH Eilika stated that HSH Tristan wants the war college to be a little more formalized as to its definition.



• HE Saeric commented that if we're drawing our Principality budget from dividend income, than we wouldn't have to interfere with the local groups.

• HE Saeric also asked if lunch would be considered a fundraiser and the general discussion was no. HE Saeric asked if we could change the wording from "all fund raisers are to be held to generate funds exclusively" to "no fund raiser can compete with a Principality Fund raiser at a Principality event. " HSH Eilika said that all money making specifically designated as a fundraiser is for the Principality at a Principality event.

• HE Yasamin restated the previous decision that the group will receive 50% of the profit from any Principality event and Lady Tatiana said that they could also petition if they have a loss. HE Yasamin expressed the feeling that she wasn't sure if the loss of a raffle would be a problem. Lady Moira stated that the assumption at a Principality event is that any fundraiser is for the Principality.

• More general discussion followed as to whether providing food for sale would be considered a fundraiser.

• HSH Eilika then suggested that we vote on VI-1050 as written. Moved, seconded and approved as written. 6) Change of Office Procedures: THL Lewina presented the written change of office procedures in written format.

HSH Eilika suggested that everyone take them home and read them. Once read they should provide their thoughts to THL Lewina. THL Lewina stated that Section E of the procedures is directly from His Majesty, Dag.

7) New Comers Seminar: THL Lewina stated that one has been cancelled. III. New business

1) Coronet: Only one bid has been received and the deadline is November 15th. HSH Eilika stated that we need to decide on this, as the date for the Known World Heraldic Symposium needs to be set. She suggested that we approve the Symposium to allow it to happen and limit the dates available for Coronet. Moved, seconded and approved.

2) Middle Kingdom Disabilities Dept.: No discussion 3) Licensing food handlers: THL Lewina stated that in Wisconsin the technical colleges provide a class on this on

Saturdays. HSH Eilika asked what does this give us legally? HE Saeric stated that it gives us better insights but that he doesn't think we need to establish policy on this. HSH Eilika stated that we do need to investigate this by state.

4) Inter-kingdom Events: HE Yasamin asked if Royalty is required to attend Inter-Kingdom events. HSH Eilika stated no, but Royalty does negotiate these events especially due to differences in fighting standards. HSH Eilika said that we need the ability to hash out terms before an event so that all know what will be happening. The confusion arises due to having to rotate ownership of the event. We need to decide if this is something that we need to do remembering that ultimately Kingdom is always in charge. We would need to negotiate regarding the differences in fighting conventions. HSH Eilika suggested that negotiations be taken off Royalty and that THL Lewina and the Kingdom Seneschal discuss this with Calontir regarding Armorgeddon and Moorish Tavern. HE Saeric thought that maybe we can get a waiver on some of our conventions. HSH Eilika said she was told that we must then be specific and state that this is an Inter-Kingdom event.

5) Coronet Deadlines: THL Lewina said that there has been much discussion on the Northshield Hall regarding our deadlines for Coronet and asked if we need to revisit this. HSH Eilika stated that she thinks we decide too late for groups to nail down sites and that maybe we need to set up a specific timeline. She also suggested that maybe we should right this into policy. HSH Eilika suggested that a good target for submission of bids would be 9 months before the deadline for Coronet. HSH Eilika stated that THL Lewina should write this up as to when bids should open and close and when the decision should be made and that this should be part of policy.

IV. Their Stellar Highnesses 1) Per HSH Eilika, HSH Tristan wants to put out more regarding the structure of War College. 2) HSH Eilika said that they have held many moots regarding the award structure changes and feels that they have

been very successful. 3) HSH Eilika and HE Yasamin both stated that Pennsic was great and the Northshield Army outstanding.

V. Lord and Lady Heir 1) HE Saeric said that he will talk to the successor Webminister regarding adding an art page. 2) HE Yasamin said that they are working on a proposal to beef up the trust fund and that they will also be pushing

combat archery.



VI. Officer Reports 1) Seneschal

• Information officer: THL Lewina stated that a proposal was made by the previous Principality Seneschal and brought up at two Stallari meetings regarding the position of Information Officer. HSH Eilika stated that we decided last time that we didn't need the position but Lady Tarja should stay on as a fundraiser.

• Incomplete List for Previous Minutes: THL Lewina stated that after reviewing the minutes, there is a list of incomplete items that need to be looked at. She said that she will put this list back on the GO list and that she wants answers from the appropriate sources whether the items have been completed or not. She also asked for input from those people who completed the action.

2) Marshals Report: THL Lewina presented THL Julio's report, as he could not be in attendance.

• Moorish Tavern: The border skirmish with An Tir went well.

• Armorgeddon: In consultation with the Earl Marshal of Calontir there was a request to allow Calontir minors in the adults melees. The decision was appealed to HSH Eilika and the Middle Kingdom Earl Marshal and Kingdom Seneschal were consulted. It was decided that Armorgeddon would be held by Middle Kingdom rules.

• Equestrian: It is slowly growing. Viscountess Kassandra Tenebrosa (Kristine Charron) will be stepping down at Boars Head and Lady AnnaZ Perstein will be the new marshal.

• Rapier: Nothing to report

• Clerk of the Roster o Cards: The new Uber card is required of all arts martial participants by the end of the year. All fighters

will need to send SASE's to the Northshield Clerk of the Roster along with proof of authorization. o Due to the multi color nature of the new Uber cards I feel we should drop the idea of Northshield

printing them with the risograph for now. It was suggested that a stamp for Northshield could be added.

• Youth Combat: MidRealm has confirmed Lord Aubrey Swyftwater (Steve Monthony) as the Youth Fighter Coordinator for Northshield. The first youth event will be at Armorgeddon along with the first authorizations and a discussion class.

3) Minister of Arts & Sciences: THL Lewina presented the report as HE Fiona could not be in attendance

• Reporting: Is about the same and the sheer volume of activity is amazing.

• Northshield Craftsman's Faire: HE Fiona requested more discussion on this on the GO list. o She also stated that Svaty Sebesta has sent a bid for this.

4) Chronicler: THL Lewina present the report as Lady Ravenna could not be in attendance.

• Bulk Mail: o Lady Ravenna recommends that we go for bulk mail. Lady Tatiana asked if we are losing money if we go

bulk mail. Lady Moira stated that the last issue cost $.79 to print and to mail it first class. o HSH Eilika suggested that going first class has a lot of advantages and that maybe we should go first class

and do it as a controlled experiment for a period of time. That way we could see how we average out for the subscription amounts. THL Lewina asked if we should test for 6 months. Lady Moira offered another option of sending it first class and having the Principality pick up the difference. HSH Eilika said we need to see what our monetary situation is before making that decision. Lady Moira stated that if the Northwatch is sent 3rd class, she doesn't get it and if we can't provide a choice between receiving it 3rd or 1st class, then we should defer to 1st. HSH Eilika said lets this and then make a decision.

• Size of Northwatch: o Lady Tatiana suggested decreasing the font size. o HSH Eilika expressed concern that as an autocrat its difficult to get everything in the event announced.

Lady Moira stated that we couldn't charge for event announcements as they do in the Pale. HE Saeric asked if we could charge for additional space to do event announcements. Lady Moira said no as we are an unofficial publication. Lady Tatiana asked if we could limit event announcements to ½ page as in the Pale. THL Richard stated that Seneschal flyers are for the complete information. HSH Eilika said to limit event fliers to 1 page.



• Coronet Combatants: HE Yasamin asked that a list of the coronet combatants be put on the list. HSH Eilika said that Lady Ravenna should do it as a ½ page insert.

• Webminister: Only one person followed the application guidelines. The other just wrote her. The deadline was August 15th. There was a general discussion on the qualifications of the applicants.

5) Exchequer

• Web page: Lady Moira stated that we need to review the service contract on the list

• CD's: One has come due and has been deposited into the checking account as a temporary measure. Master Price (Robert Kearns) is checking into one other that is coming due as he is the main signatory on it. She spoke with the Kingdom Exchequer regarding mutual funds and he spoke with the Society Exchequer. Society doesn't like idea and suggested a money market. The Society Exchequer would insist on account and investment advisors for investment into mutual funds. Money market is where the society funds are placed the advantage is that they are liquid. THL Richard stated that they are not FDIC insured. HSH Eilika stated she would think this over.

• Regalia Minister: There is one applicant, Signora Giovanna Theresa Battista for the position. It was agreed to provisionally accept her for the position if no other applications are received. The deadline is September 15th.

• Fund raisers: Lady Tarja will be stepping down in January at Nordskogen's 12th Night. Letters of application are being solicited.

• Pavilion Poles: Bill received for center pole that was delivered to WW. It was agreed to pay this.

• Suspension: Silfen Mere is under suspension until their two missing quarterlies and their 3rd quarter has been received. The 3rdquarter must be received on time.

• Griffins Gate: Still waiting for the reconciliation but has been told some receipts are still coming in. o Every year Pennsic funds are used to purchase ropes, tarps, etc. These should be purchased by the

Principality and put into inventory. They should be the responsibility of the Mayors of Griffin's Gate.

• The risograph is paid for Tabard kits are done 6) Reports were received from previous Chronicler. 7) Herald

• Clerk of Precedence: There are two applicants for the Clerk of Precedence, Lord Gevehard and Lady Aldiana Dragonetti . The deadline is September 30th. Plan is to transition in November. THL Lewina asked that this be put on the GO list for discussion.

• Minister of Protocol: No applications - THL Lewina asked for a repeat posting and if no response we should leave it open and make it more courts and ceremony.

• Known World Symposium: Questions answered earlier in meeting.

• Coronet: THL Richard stated that he will be unable to attend Coronet and is making arrangements for heralds.

8) Chirurgeon

• Reports: Still an issue especially for event reports. Lady Tatiana stated she knows of injuries but reports aren't being filed.

• Staffing: There are 22 warranted chirurgeons but doesn't know how many apprentices. Next Meeting: HSH Eilika stated that she doesn't see a need for another meeting in this reign. 1) Fall Coronet Bid: HSH Yasamin stated that there is only one bid in for Fall Coronet and that is from the Barony of Jararvellir. She feels that we should go with it. She said that if there are any other bids we should discuss it on the GO list. The deadline was the 15th.

2) Principality Event Proposal: HL Lewina needs an answer from everyone on this and will put it on the GO list for discussion. The deadline is two weeks from today. Silence is considered as acceptance of the proposal.

3) Steering Committee: HL Lewina stated that there are no changes and that an announcement was made in court yesterday regarding the committee.

4) Food Handlers: HL Lewina that she is in the data collection process on this. 5) Inter-kingdom events:

• HL Lewina stated that at the last meeting we talked about negotiating inter-kingdom events. The Seneschal was directed to participate in negotiations. Maestra Arianna Llwyd (Marilee Lloyd) Kingdom Seneschal said she will talk about it in the future and that they are still gathering information. We want to make sure that Northshield is part of the negotiation process if the event takes place in Northshield. This is for fighting and funds. THL Julio said that the funding is an issue because if money is taken from the local group they could lose a part of their income. HE Fiona stated that whether they lose money is an open question as it is assumed that the event would be bigger and generate more income.

• THL Julio said this issue came up with Armorgeddon. HSH Yasamin said that something needs to be done for Armorgeddon one way or another. THL Julio/HE Fiona both stated that Border Downs wants help on this event. HSH Yasamin said something needs to be done to help them. She suggested that a suggestion be made to them to make it a Principality level event as we now have the framework in place on how to do that.

• HE Fiona said that a request for Camelot to be made a Principality Event was also made. HL Lewina stated that they would have to send in a bid requesting this based on what the Stallari decided at the last meeting.

• HL Lewina stated that this event proposal was not read into court and as this is a policy I'll have to run it by curia and then we can put it in place. HE Fiona thought it was brought up in court last night. Lady Moira said that the entire thing wasn't read into court. HSH Yasamin said she will discuss this with HE Tristan and HE Eilika on what was read into court. HSH Yasamin asked that further discussion of this go onto the GO list. Lady Moira asked if we can then take the coronet bid proposal guidelines and apply them to all principality events. HSH Yasamin agreed to this. HL Lewina stated that we need to publish things into the Northwatch anytime we make changes.

III. New Business 1) Trust Fund: HSH

• Yasamin said that leaving aside the logistics of where the money goes, is there opposition to raising funds to generate regular income? HSH Saeric that he wanted a certain level of return on investment and that we could go with mutual funds but due to the Society Exchequers ruling he is inclined to go with money markets or more secure CD's. Lady Moira said Kingdom will not let us open another bank account. She said that she proposed on the list that the liquid assets go to a money market account and that by keeping the checking



account low, when we get enough money we could put it in a CD. What we need to do is keep liquid. HSH Yasamin said that for the moment putting stuff to the savings account makes sense. Lady Moira said that one of the points of resistance on this process is due to the slate of officers changing so often and the need to get new signature cards each time that makes this difficult. HSH Yasamin verified that Lady Moira is in the process of doing this.

• HE Fiona said that there is opposition to the trust fund and she would encourage Their Stellar Highness to talk people on the reasons for opposition. HSH Saeric said that we'd still like to kick this off at Boars Head with an announcement is court. As there is concern on how it will be presented, we will prepare the text and bounce it off you for suggestions.

• HL Lewina stated that Curia is very concerned and suggested we might want a populace moot to get input. The hall is sometimes only the most vocal people and not necessarily the masses. People want to know what is going on. Maybe we can use the hall for input.

• Lady Moira said one of the perceptions is that we don't need money. What I'd like to do is publish what the Middle Kingdoms operating budget is. I'd like to do an article in the Northwatch on this as in "What is needed to survive". This would be to show that we are not spending excessively and to show what a kingdom needs to survive. HSH Yasamin suggested talking to another kingdom of similar size. Lady Moira said that per the Society Exchequer, there are several new kingdoms having financial difficulties and she will not accept another kingdom in the same state. HSH Saeric said that he agreed that any information we can send out from any of the officers will be helpful. Lady Moira will try to have the article for the January Northwatch.

• Lady Ravenna asked if we could publish something that will show our projected income. Lady Moira stated that some budget items are set. Officer expenses are officer expenses you'll always have things like travel, phones, etc.

• HSH Saeric said that he was personally resistant to going the route of a populace moot. He said that he feels the trust fund needs to be more than just the next funding raising event.

• HSH Yasamin said that we need to state, this is what we have, this is what we need, and this is what is inadequate. Lady Moira said she would like to know the reason for the anti-trust movement. HL Lewina said that we might want to put something on GO regarding the trust fund. HSH Saeric said that he will try to see what the opposition is but we want to have people start sending money in as of Boars Head.

• HL Lewina suggested doing presenting a token similar to the way foundations do it $25 = token, $50 = something else. HSH Yasamin said put something in the Northwatch. HL Lewina said we want to avoid the pay to play theory and suggests occasional publication in the Northwatch. Lady Moira said that somebody somewhere is going to feel that someone is buying recognition or buying an award. HSH Saeric said that someone is always going to take it wrong.

2) Fall coronet

• HSH Yasamin asked if we need to set a deadline for accepting bids. HL Lewina read the rules per policy and that there isn't a deadline date. HSH Saeric said that we want fall coronet bids dead lined by last day in March, the 31st . HL Lewina said that we want to be able to hand the bid to the new heirs.

3) It was read into court that members of the Eisenwache can title themselves as a Protector of Northshield. IV. Their Stellar Highnesses

1) HSH Saeric- noted that the laws on the internet site are not up to date. HE Fiona asked if any have been published in the Northwatch. It was discussed that any law changes have to be published in the Northwatch before they can be placed onto the website. Lady Moira then said that we have to get it to HE Daria Tayt, Deputy Seneschal (Susan Tatreaux).

V. Lord and Lady Heir 1) HE Leyla asked about regalia as they need hatboxes for their coronets. HE Fiona said this was asked for but

nobody volunteered to make them. HE Leyla asked how to authorize payment for materials. HE Fiona stated that additions to regalia need to be done as a bid. HSH Yasamin stated that we have 2 hats and kingdom is getting us two more. HE Fiona said often 2 crowns will fit in each box. HSH Saeric said that we can create with the Heirs a wish list for regalia. Lady Moira stated that there is no budget for regalia just regalia repair.



VI. Seneschal 1) HL Lewina stated that she is still waiting for responses on the uncompleted projects list from some people.

These are projects that were mentioned in previous minutes and that either need to be completed or we need to note that they are completed.

2) Tenure of office: A discussion was held regarding the position of Northshield Event Information Officer. HL Lewina stated that she thinks we need to look at term limits for this position. HSH Yasamin stated that she liked the consistency. HL Lewina said she would like to see a deputy who eventually will take it over. HSH Saeric stated that he thought he had a policy on term limits for end of office on lesser officers. Lady Tatiana stated yes for all lesser officers but not this position. HSH Yasamin asked if we can we set up term limits.

3) Minister of Children: HL Lewina said the only application received has been open since June. She would like to set up a deadline for this. She also asked for discussion on the GO list for any questions for the applicant with an aim to have her step up at Boars Head. HSH Yasamin asked that everyone look over the application and get questions to HL Lewina by next week. Lady Tatiana stated that she would like to see her references. HL Lewina stated that any questions were to get to her by next Wednesday. HSH Yasamin asked that we check her references. HL Lewina said she would and then we'll set up a deadline.

4) HL Lewina has received an application for the Deputy Seneschal for Althing. HSH Yasamin said email it so we can all see it but as it's a deputy of the seneschal it is HL Lewina's decision.

5) Change of Office: Change of office procedures were given to everyone for review. HSH Yasamin said that tenure should be built into this. If already established we should reiterate it in this policy. She then asked HL Lewina what she needed from them? HL Lewina said I want people's opinions then I'll have to pass it by kingdom. HSH Yasamin set a deadline of 1 week for everyone to get back to Lewina with comments and 2 weeks to include Kingdom's comments.

VII. Exchequer 1) Regalia:

• The database is done but needs some work. She would like a definition of what is regalia and what is a personal gift. She said that we need to make a provision on how to dispose of gifts that we don't want to keep as regalia. i.e. potpourri. o HSH Saeric suggested trading ours with another kingdom. Lady Moira there is so much that it could be

just given as gifts. Lady Moira said some of it I can retire as regalia and that upcoming royals need to understand what is a gift and what is regalia.

o HE Fiona stated that the back of the heralds book has a form for this. HSH Yasamin stated that that she had never seen it. Lady Moira we need to know what is regalia so that we know the care and feeding of it, how to repair it, how to retire it.

o HSH Yasamin likes the postcard solution where a postcard is filled out with each presentation with the instructions on how to care for it, etc. HE Fiona recommended that Their Highnesses personal herald or chamberlain get a copy of the herald form. HL Lewina expressed concern as the chamberlain / minister of regalia isn't always at an event and that's why a postcard is a good thing.

o Lady Moira said she would like us to look into a storage unit with a year contract near the minister with an option for month to month. Moved, seconded and approved.

• Royalty books: Lady Moira spent $16 to update the handbooks for the Royalty. She asked that she be reimbursed. Moved, seconded and approved.

• HL Lewina stated that she has page of which exchequers have / have not reported. HSH Yasamin stated that everyone should look at this.

• Griffins Gate: Lady Moira said that while technically this is not a regalia problem, we need someone to take charge of tarps, ropes, shower supplies for the encampment. We've had to buy this twice as they were accounted for. HSH Yasamin suggested putting this in the storage unit. HSH Saeric said that we have had a mayor and royal engineer for this but the new ones haven't been decided on yet. General discussion continued on how to handle this and then HSH Saeric said this is all part of the mayor's duties. HSH Yasamin stated that the person that filled in at war this year did an admirable job.



2) Fund Raiser Position: HSH Yasamin said that regarding Lady Tarja's request to step down as a Principality fundraiser, do we need to vote on her replacement. Lady Moira said no as this is a deputy of the exchequers and that the new fundraiser should step up at Boars Head. Discussion on whether this should be done in court and it was decided it was up to Lady Moira

3) Non-profit grants: Lady Moira said there are several grants out there for non-profit groups and she would like to see what is out there for us.

VIII. Chirurgeon 1) She stated that her emergency deputy is Lord Otto from Caer Anterth Mawr. 2) Booklet on Head Injuries

• Lady Margalit Medicus (Jamie Feldman, MD) from the Barony of Jararvellir would like to do a booklet on head injuries to distribute to all marshals and appropriate others. Lady Margalit is a medical doctor. Lady Tatiana would like her to be reimbursed for stamps. Lady Margalit also wants to do a heat injury pamphlet and a study on rapier injuries. HSH Yasamin asked if we can we give her a go ahead. Lady Tatiana said that we need to vote on this as we are requesting funds. HSH Saeric asked how many is she planning to send. Lady Moira said that we need to look at it money wise and then funds should come out of general fund. Lady Tatiana will discuss with further with Lady Margaret.

3) Waterbearers Guild: The number of volunteers has decreased dramatically since the formation of the guild. Due to this Missy, Mistress Margaret Malise (Missy Vigil) has made the guild less formal. She has been providing pickles, etc. The low-keyed approached appears to have increased the number of volunteers. HSH Saeric said that one of the things he will recommend to Their Heirs is to gear up support staff for WW and Pennsic. One reason is that Pennsic has qualifications for waterbearing due to them entering the woods at Pennsic. You need to let people know that there are no qualifications to be waterbearer. Lady Tatiana mentioned that Missy pays for a lot of these supplies herself. HE Leyla stated that with regards to Pennsic waterbearers, Northshield is known as non-partisan group that supplies water, etc. to non-Northshield people. She asked if we would be willing to set a budget for this and said that she's personally put money into this. HSH Yasamin asked if we could table this for further discussion. HE Fiona said that we need to keep this in mind for Shattentor.

IX. Marshal 1) Equestrian: Viscountess Kassandra will be stepping down as head of the equestrian activities in court at Boars

Head. 2) Rapier Masks: They are testing masks now and would like to have one mask testing device per region. 3) Injuries: Lady Tatiana stated that there was one injury at coronet, a broken finger. 4) Youth combat: It's going surprisingly slow and I'm not sure what we need to do to help us along. HSH Yasamin

said lets take this to the GO list and get some ideas. HL Julio said that one problem is a total lack of gear and no gear to lend out for this. The cost to purchase some is dependent on whether we buy it new or used. HSH Yasamin asked if he is looking for money for this. HE Fiona suggested talking to HE Tarrach on this. THL Julio said that he is looking into options on this and will bring it up at Boars Head.

X. MoA/S – 1) Deputies: Some interests on being deputies but applicants seem to have something different in mind for the job

than what she is looking for. She will keep working on this. 2) A&S: She said that we might need to do a "What do you want to do in A & S in Northshield?" and that maybe

she'll do it as a letter in the next Northwatch. HSH Saeric suggested that at the next A&S we should ask about this.

3) Duties of the Office: HE Fiona stated that she wants something to do as there is only one event held that is directed by the office and that she can't do education as this is another area. She said that she feels a great officer should have more to do than this. HSH Yasamin suggested discussing this more on the GO list. HSH Yasamin stated that the issue of A&S and education is a whole can of worms and that we should discuss it more on the GO list.

XI. Chronicler 1) Risograph & First Class: Things are going smoothly and the risograph is working great. She said that at the next

meeting she would bring costs in from the first class postage testing so that we can review how well it is working.



2) Directories: She said that she talked to Lady Aldianna (Former Webminister) yesterday and she will design a Northshield directory to be competed in January. HSH Yasamin asked it we should leave it with her for now. General agreement not to change things. Lady Moira asked that as this is a fundraiser, should it go through the fundraisers or chroniclers office. It was agreed that it should run through the fundraisers. Lady Ravenna asked if there were any ideas on how to handle reprints, as these are more expensive. Lady Moira suggested look at the total number of directories printed each year and up the initial print by 50%.

3) Web: Things are going well. Lady Moira said that the new Minister of Regalia, Lady Giovanni and she were working to put the Northshield regalia on the website including the wish list. HSH Saeric suggested that the MoA/S work with regalia on this. HSH Yasamin asked if they were doing a major redesign to the Northshield webpage. Lord Randall stated that he would just do a minor a re-design such as doing some structural changes to make it easier to work on. Lady Ravenna said they were thinking of putting one-page webs together for groups that don't have pages. Lady Moira suggested that one-page webs should include directions.

4) HL Lewina that a person in Madison had put together a newcomers handbook and that in order to be published it has to go through kingdom. She said that she is trying to put together approval on this and then put it in .pdf format. We could then move it onto the web. Lord Randal requested from Their Highnesses a listing of their champions.

XII. Herald (as reported by HL Lewina) 1) Clerk of Precedence: There are 3 applicants for the office, Lord Etienne de Clermont, Aldiana Dragonetti, Lord

Gevehard von Baden. 2) His end of term: HL Richard asked to extend his warrant 3 months. He stated that due to the fact that the period

of time he is supposed to set down is very labor intensive for the herald, he would like to get through WW etc before a replacement would step up. HSH Saeric and HSH Yasamin agreed to the extension.

Next meeting: Boars Head on Sunday. Preferred time for HSH Yasamin is 9 a.m. unless the agenda items indicate otherwise. I. Minutes 1) Due to last minute corrections received the minutes were not ready for review at this date. HSH Yasamin asked

that they be forwarded to the GO list for approval in the next couple of days. II. Old Business

1) Spring 2001 Coronet: HE Kenneth and HE Leyla have seen the site and stated that the group was happy to get the bid.

2) Inter-Kingdom events: Inter-Kingdom events should be bid as Principality events. THL Lewina has a copy of the bidding guidelines. HSH Yasamin said that at last meeting there was discussion on Armorgeddon being bid as a Principality event.




• Someone can alert them that if they want to be a Principality event, then for the time being, the Armorgeddon and Quest for Camelot groups can request being a Principality event by bidding.

• THL Lewina would like Their Stellar Highnesses to review the document on how to do a Coronet / Investiture which was created by Baroness Daria Tayt (Susan Tatreaux) Deputy Principality Seneschal.

• HSH Yasamin stated that if there are other sources for input on this subject we should review them. 3) Steering Committee: HSH Saeric said that per Lady Ysolt Pais du Cuer (Laura Graeme) Chairperson Kingdom

Exploratory Group, she has asked Lord Owen Alun (Ben Tucker) to set up an email list for the Royalty, Seneschal and members of the committee.

• HL Lewina said this is a good idea as we don't want people to fall through the loop.

• HSH Saeric said that we want a variety of opinions but we also want people who play well with others.

• HSH Yasamin stated that they have received few letters. HL Richard suggested a letter published on the Northshield Hall might get a better response.

4) Policies and Procedures:

• HL Lewina said that she would like this up to date. There then was discussion of whether policy is determined by Stallari, the Coronet or what. HL Lewina stated that she spoke with Maestra Arianna Llwyd (Marilee Lloyd) Kingdom Seneschal on this and it was determined that there can be a decision by the Coronet on advice of the Council

• THL Richard said this is so that Kingdom has the right to state if it is a bad idea.

• HSH Yasamin will get back to HL Lewina on this by Wednesday 5) Trust fund:

• HSH Saeric talked to those concerned about the trust fund. He said that the concern is that money could be seized in the event of a lawsuit. Lady Moira said that there is no way to protect it as we are part of the society. It's not Northshield money, its SCA money.

• HSH Saeric also stated that per his discussions with others the concern is that if there is this large amount of money that is generating income out of raffles then the trust fund takes away a veto from the populace and gives Royalty, etc freedom to run with it.

• It was also stated that the feeling is that the Principality budget should be about $25 - at most a couple hundred a year.

• HE Leyla spoke to Maestra Margaret Malise (Melissa Vigil) on this regarding waterbearers etc. The concern is that people contribute money and it seems to disappear and the populace doesn't know where it goes. Lady Moira said that this is one of my goals, as people don't understand where the money goes and how it is used. HE Leyla said that the waterbearers get $100 a year towards Pennsic but the actual expense is $375.

• HL Lewina said that when we become a Kingdom we will be the 4th largest Kingdom. The reason I bring this up is that we need to plan our financial needs similar to those of the Middle Kingdom.

• HSH Saeric asked if the Principality yearly budget will be in the February Northwatch. Lady Moira said yes. HSH Yasamin asked if they could get to look at the letter.

• HSH Saeric, HL Lewina and Lady Moira will meet during the Christmas holidays to discuss this further 6) Concussion Flyer, Heat Stroke, Injury pamphlet etc.: Lady Tatiana stated that we need to discuss reimbursement

for postage on this. Lady Ravenna would do the printing. HSH Yasamin asked if we have a pretty good guess for costs on this. Lady Tatiana said approximately $150 dollars. Lady Moira stated that in mailings she has done, even if a self-addressed, stamped envelope is provided, it doesn't increase the percentage of return. HL Lewina concurred. HSH Yasamin said then we don't need to do a SASE. Lady Tatiana moved to approve the appropriation for postage to a maximum of $150. Moved, seconded and approved. Lady Moira stated that this doesn't come out of Lady Ravenna's chroniclers fund but that it comes out of the general fund.

III. New Business 1) Coronet bid packet after revisions - A copy of HE Daria's bid instructions for Principality events was reviewed. 2) Tenure issue for lesser officers:

• HL Lewina stated that the Northshield law runs in parallel to Middle Kingdom law on this. HSH Yasamin said we would leave the Event Information Officer as a deputy and not a lesser officer. HSH Yasamin asked HL



Lewina to draft the necessary law changes to make it a deputy as parallel to Kingdom. HL Lewina said that these two items would be an addition to the law. o VII-1500 (3) Lesser Offices may be established and administered at the discretion of the Coronet, either

directly or under the jurisdiction of one of the Great Officers. All Lesser Officers of a Principality must be qualified for independent office under MidRealm By-Law V.C.2.b. The procedures for management of Lesser Officers are exactly parallel to those for Great Officers.

o VII-1500 (4) Principality Lesser Officers. The membership requirements for Principality Lesser Officers and the duties assigned to them parallel those of their Principality superiors. They are responsible to their Principality superiors as well as to the Coronet, and are obligated to report regularly to both upon the Principality's development and activities and those of its component branches.

• The Kingdom equivalent to the Principality Event Information Officer is the Kingdom Calendar. HSH Yasamin said that HL Lewina should check Kingdom law for this position and mirror ours to it.

• HL Lewina said that that when the Principality has a lesser officer position, and when no one is applying for this open position, then we need to review the position. HSH Yasamin said let's put something in there (laws) like an extension can be approved by the coronet.

3) Pennsic Mayor: The previous mayors have declined to accept the position for this upcoming Pennsic. Lord Robert ap Rhys (Jon Larsen) is interested in being the mayor. Pennsic will be on-line by April, 2001.

• Lady Tatiana suggested that that we discuss the money situation so that the mayor and the Principality exchequer are aware of what each other is doing so that funds are not double spent.

• HE Leyla said that this is the reason that we discussed a temporary warrant for this position due to the handling of funds.

• Lady Moira stated that the mayor doesn't need a warrant to handle money and that the pre-registrations, etc. have to be through the exchequers office.

• Lady Tatiana said that we have to have everyone work together on this to coordinate things because one year we paid for 2 Grimm's tents and only one was used.

IV. Their Highnesses 1) Coronet / investiture:

• HSH Yasamin said that we want to look at changing the dates for Coronet and Investiture as we no longer have to work around the dates another Principality has set. Of course, we will need to look to Kingdom for this. The earliest feasible date to institute and change would be spring 2002.

• Lady Tatiana said that she wouldn't suggest moving it to May.

• HSH Yasamin said let's move this discussion on-line to the GO list. V. Lord and Lady Heirs VI. Seneschal

1) Deputy for Principality Events: The request for applications to fill this position has gone out in two Northwatches. Only 1 application has been received. HL Lewina said that basically the job is asking questions, via email, etc. and does not involve a lot of travel. Since we have bid process for Principality events in place now, I think we need this position in place also.

• HL Lewina stated that the applicants concern is travel which not essential to the position.

• HSH Yasamin said to put this on the GO list for discussion and then its ready for approval. 2) Fighters School: The autocrat for the event, Baroness Deirdre Wydeville (Carol Rondou) has offered space for a

meeting of Stallari and a moot if needed

• Baroness Marisela suggested that an evening meeting might be possible as there isn't a feast at this event.

• HSH Yasamin and HE Leyla will discuss this further 3) Chatelain: HL Lewina reported that Lord Arnbjorn of Burning Stone (Wesley Adams) sent her his report via email.

He discusses having a Newcomers Seminar at least once per year in each of three Northshield regions rather than one Principality wide event per year. He also stated that the first Central Northshield seminar was held last October in Vilku Urvas and was successful. The next scheduled event is in Midewinde on 4/21/2001.

• HL Lewina restated that a lady in the Barony of Jararvellir has done a newcomers book. She said that any publication done through the Principality needs to get Kingdom approval. She still needs to hear from



Kingdom on this publication but said that she was sure we'll get approval. She also stated that she wants to see that it is loaded on the web in several different formats which could be downloaded and then all that would have to be done is a personalized cover for the group.

• HE Leyla suggested that this person not reinvent the wheel as there are so many other linking sources on the Middle Kingdom site. She suggested checking the Middle Kingdom links for what newcomer information is out there.

4) E-mail list:

• E-groups sometimes works and sometimes don't. HL Lewina stated that she wants to switch to the Northshield server. HSH Yasamin said that as this is just housekeeping HL Lewina should take care of it.

• HL Lewina stated that a list would be given to Lord Owen of those people who should be allowed access, then HL Lewina would invite each person to join the list.

• HSH Yasamin asked if there is a way to archive the information on the E-groups list. HL Lewina will ask Lord Owen.

5) Seneschal meeting at Boars Head: HL Lewina said that the meeting went very well and that Maestra Arianna was there.

• Per Arianna, the Middle Kingdom is excited about the increase in communication level from the Principality. The Middle knows Northshield will be a Kingdom, they just want to support Northshield to make sure all the details are worked out. They were thrilled about the steering committee.

• Lady Moira expressed that the perception out there might be that the Middle doesn't want us to become a Kingdom. She said that maybe the Middle needs to state that they support us. HL Lewina asked if she could write a letter to this effect. HSH Yasamin said she would like Maestra Arianna to be invited to address the steering committee. HL Richard suggested that Maestra Arianna write a letter to Northshield that could be published in the Northwatch.

VII. Exchequer 1) CD: The last CD is done. The delay was due to the fact that Norwest lost the signature cards but the issue is

resolved 2) Regalia: Lady Giovanna has a list of a lot of regalia that needs to be repaired. Lady Moira gave her the okay to go

ahead with the small things, but larger things are to be brought to the Stallari. HE Kenneth mentioned that his throne needs repair. Lady Moira said Giovanna wants to buy rubbermaid bins to store things in and Lady Moira would like to propose a budget for this. Also a permanent storage bin will cost around $75-$100 per month. If Lady Moira gets a contract she will give it to HL Lewina to sign. Moved, seconded and approved to give Lady Giovanna budget for the rubbermaid bin purchase.

3) 3-month changeover: I'm going to put this out that any change is exchequers will take place over a 3 month period to give them time to learn the reports. She passed this by Lord Aidan A Blackstone (David Young) Kingdom Exchequer, who likes the idea but they both agree it is not enforceable.

• There was general discussion on local group bylaws concerning this and it was decided that they can be stricter than the Kingdom or Principality but not less strict.

• Lady Moira suggested putting this in policy and HSH Yasamin said to hash it out and report back. VIII. Chronicler - HL Lewina reported on Lady Ravenna's behalf.

1) First class trial: HSH Yasamin restated the purpose of the trial for the Heirs

• Lady Ravenna calculated the per issue cost at approximately 61 cents per issue with a profit to Northshield of $68.66 for the November issue.

2) Lord Randall (Randy Mermuys) Principality Webminister, discovered he didn't receive the minutes via email for the September Stallari meeting. Baroness Marisela will re-send them.

IX. Minister of Arts and Sciences 1) Turm an dem See still wants to do an A&S event but no clear information is available at this time. HL Lewina will

try to find out from HE Fiona. X. Marshall: No deputy was present at this meeting as he was knighted the day before at the event. (Sir Aubry

Swyftwater) 1) Per HL Lewina there has been an update on the list recently regarding some changes to non-reporting groups.



2) Central Regional Armored Combat Marshal position has become open as a result of HE Kenneth winning coronet. Sir Aubrey Swyftwater has been placed as the acting marshal of which the Stallari approved. Kingdom will also have to approve.

3) Group marshal / Marshals not reporting by the 7th will be suspended for one month starting on the 15th of December. However, many reports may still be in transit.

XI. Herald: No report XII. Chirurgeon: The reporting level has increased and the Domesday is done. XIII. Althing notes: HSH Yasamin reviewed the Althing notes recently and the big thing that was discussed was the need

for officer meetings. HL Richard said that the people you really need to hit are not the ones that show up. HSH Yasamin asked if we could make attendance mandatory as this would improve communications. Lady Moira said that we have a Principality table at event that we don't use for fund raising all the time. She suggested that the officer announce the time and sit at the table for consultation. Lady Moira said that if we set the Principality fund raising hours then the table can be used for something else the rest of the time. She also brought up that the Principality Seneschal used to take memberships at the Principality table. HL Lewina said that she is starting to do that. HSH Yasamin asked that the fund raisers coordinate the schedules for this. Lady Tatiana said that the fund raisers will set up the times when they will have the fund raising going. HSH Yasamin said that we need to get it set up who is there and when so that there is some kind of central coordination. She doesn't want 2 officers at one time and then no one later. Lady Moira will coordinate this with the fund raisers.
