AGENDA ITEM NO. 2

TO REVIEW THE ACTION TAKEN ON THE MINUTES OF THE 19TH MEETING OF THE GOVERNING COUNCIL OF DITE HELD ON 28th FEBRUARY, 2018

2.1 The payment for Dress Allowance, Children Education Allowance and Travelling

Allowance Rules have been implemented as endorsed by Finance Department of GNCTD

and approved by the Governing Council.

2.2 The 1st meeting of the committee constituted in the 17th Governing Council meeting for

adoption of AICTE notification in toto was held on 17th April, 2018 under the

Chairmanship of Additional Director (TTE). A Sub-committee was constituted and a

meeting of the Sub-committee was held on 18th Sept,2018 and its recommendations are

awaited.

2.3 The enhanced financial powers of Director-cum-Principal for acquiring various stores

items as approved by the Governing Council has been implemented.

2.4 The construction work for World Class Skill Centre through DTTDC has recently

commenced.

2.5 The proposal for renovation work through DSIIDC for an amount of Rs.49 Lakhs for the

Incubation Center at DITE, Okhla Campus, including permission for incorporation and

registration of company has been sent to Administrative Department for approval.

2.6 A staff car, as approved in 18th Governing Council has been hired through GeM @ Rs.

31,000/- per month, consequent upon approval of Finance Department of GNCTD within

the ceiling of Rs. 45,000/- per month.

2.7 Mrs. Avinash Ahlawat, Standing Counsel (Services) has been engaged as Standing

Counsel of DITE w.e.f. 14th April, 2018 to defend various court cases, seeking legal

opinions on the standard terms and conditions and fees as per notification dated

03/12/2015 of Department of Law, Justice and Legislative Affairs, Govt. of NCT of Delhi.

2.8 61 Guest Faculties, 10 LDC/Steno have been engaged against sanctioned post for the

Academic Year 2018-19, by releasing advertisement and following the prescribed

procedure.

2.9 The proposal for balance renovation work for both the campuses as directed by the

Governing Council has been sent to Administrative Department for seeking approval as

per estimates received from DSIIDC for Rs. 618.00 Lakhs.

AGENDA ITEM NO. 3

STATUS REPORT

HR DEPARTMENT:

3.1 There are total 238 sanctioned posts out of which 125 are presently filled. Two

employees of DITE are on deputation with DSIIDC and the post of Director-cum-

Principal is filled in diverted capacity from DTU. There is a severe shortage of staff in

DITE and an advertisement for filling up of 21 faculty posts and 19 administrative posts

on deputation basis was released in the month of April, 2018 and during the process of

scrutiny, the recommendation for amendment of faculties RRs for deputation post

emerged and it is being put up as an agenda at Sl. No.8. However, the process for filling

up the administrative posts is on. The status of incumbency position and vacant posts

is placed at Annexure -I (Page No.48)

3.2 The newly SPS library of about 3000 sq. ft and seminar hall of 1000 sq. ft have become

functional from the current academic year at DITE Campus-I.

INDUSTRIAL RESEARCH DEPARTMENT:

3.3 The Industrial Research Department has delivered a Project of “Development &

Manufacturing of Mobile Shed cum Shelter for Sleds” from TBRL, DRDO valued for

Rs.33.63 Lakh before scheduled date of completion ie.11th June, 2018. The payment

has also been received.

3.4 An order for ‘Processing and supply of BRAILLE SLATES (5000 Sets) for visually

handicapped’ from M/S National Institute of Visually Handicapped (NIVH), Dehradun

valued for Rs.7.35 Lakh is currently in progress.

3.5 DITE has participated in Tendering process of TBRL, DRDO for “Manufacturing of

Slipper Assembly” and could not bag the order being L-3, due to tough competition

from private bidders.

PURCHASE DEPARTMENT:

3.6 DITE is registered on ‘GeM’ portal and purchases of items available on GeM are

procured through the portal. In the current Financial Year, the Purchase order for Rs.

28.70 Lakhs for purchase of Books, Lubricant Oils, Repair of CNC machines, Journals etc.

has been released.

3.7 The e-Tenders for Applied Physics Labs, Repair of Conventional Machines, Internet of

Things (IOTs) Lab, and setting up of various other Labs is likely to be published soon.

DITE SCHOOL OF SKILL DEVELOPMENT

3.8 Around 170 students have been trained so far during the current financial year

including Training of Trainers (TOT) from Department of Training & Technical Education.

3.9 The construction work for two World Class Skill Centers have already commenced

recently through DTTDC.

3.10 The fee structure for UG programmes has been revised from the AY 2018-19 with the approval

of Finance Department, Govt. of NCT of Delhi. There is no change in the fee for Diploma

courses except structural changes. The IP University has notified the fee structure to be

charged vide its notification No. GGSIPU/JR(Academics)/2017-18/6105 dated 17/10/18 for

UG/PG programmes. Annexure -II (Page No. 49 to 50).

3.12 The current fee structure applicable from Academic Year 2018-19 as tabulated above is

approved and as per the directions of FD, GNCTD, is placed for appraisal of Governing Council

of DITE. The Director-cum-Principal, may be authorized to issue the fee notification.

ACCOUNTS /FINANCE.

3.13 DITE has been provided a budget outlay of Rs. 1250 Lakh under GIA (Salary) + Rs 150 lakh

(General) and Rs. 100.00 Lakh under GIA – capital and request has been sent for demands

under RE 2018-19 which is taken as a separate agenda item.

AGENDA ITEM NO. 4

REVISED ESTIMATES FOR 2018-19 AND BUDGET ESTIMATES FOR 2019-20 FOR

APPROVAL OF GOVERNING COUNCIL.

4.1 The Finance Committee of DITE has perused the budget submitted for an amount of Rs.

2009.90 Lakhs for the FY 2018-19, copy placed at Annexure III (Page 51-52). The

GIA provided for Salary is Rs. 1250.00 Lakhs, GIA General is Rs. 150.00 Lakhs and deficit

supplemented by the projected Internal Revenue Generation of Rs. 550.00 Lakhs. The

expenditure for the previous year was Rs. 1693.84 Lakhs and the Finance Committee

concurred with the budget of Rs. 2009.90 Lakhs with an advice to exercise economy,

frugal expenditure and to achieve the Internal Revenue Generation targets directing

that the budget may be placed before the Governing Council of DITE for approval. Copy

of the minutes placed as Annexure IV (Page 53-54).

4.2 DITE has submitted the RE 2018-19 and Budget Estimates for the FY 2019-20 in view of

DTTE letter No. F.75(23)/2018-19/ADPL/PLG. /597 dated 20.09.18 as follows:

4.3 The members of the Governing Council are requested to kindly accord approval for the

Annual Budget of DITE, the RE 2018-19 and BE 2019-20.

AGENDA ITEM NO. 5

ADOPTION OF ACCOUNTS FOR THE FINANCIAL YEAR 2017-18 IN RESPECT OF DELHI

INSTITUTE OF TOOL ENGINEERING (DITE).

5.1 The Income-Tax Return for the year AY 2018-19 has been timely filed.

5.2 There are demands from Income Tax Departments for the AY 2013-14 & 2014-15 for an

amount of Rs 46917910/- & Rs 53744570/- respectively, that is being contested with the

IT Department.

5.3 The Annual Accounts for the financial year 2017-18 in respect of Delhi Institute of Tool

Engineering (DITE) are placed at Annexure -V (Page 55 to 77) for adoption and

approval by the Governing Council.

AGENDA ITEM NO. 6

PROPOSAL REGARDING DELEGATION OF ADMINISTRATIVE AND REVISED/ ENHANCED

FINANCIAL POWERS TO THE DIRECTOR-CUM-PRINCIPAL.

6.1 The Governing Council in its 11th meeting held on 24-10-2013 agreed 'In Principle ' to

specify and delegate the administrative and financial powers to the Director-cum-

Principal and Secretary (DITE) for smooth running of day to day affairs of DITE. The

Governing Council in its 12th Meeting held on 13th May, 2014, 14th meeting held on 17th

July, 2015 and in 19th Meeting held on 28th Feb, 2018 approved delegation of financial

powers to Director-cum-Principal for smooth functioning of the Institute.

6.2 There is a component of student’s activity fee of Rs. 1,000/- per student approved from

AY 2018-19, uniformly for all courses and there are various functions and activities to

be held for the benefit of students viz. Fresher Day, Farewell, Technical Festival, Alumni

Functions etc. It is proposed to create a corpus fund for Student’s Co-curricular

Activities’ for students out of receipts on account of student’s activity fee. To utilize

these funds delegation of financial powers to Director-cum-Principal is also required.

Intermittently there is a confusion/apprehension expressed by the Auditors and the

Accounts Functionaries of DITE who are on deputation from Finance Department of

GNCTD about the delegation of financial powers to the Director-cum-Principal, DITE.

6.3 The powers of HOD/HOO are clearly defined by the Finance Department and are revised from

time to time. The Directors/Principals of various Engineering Colleges under Delhi

Government are also declared as HOD’s and the Director-cum-Principal of DITE, is

similarly placed in the PB-4 Rs.37400-67000+GP Rs.10,000 plus allowances and the MOA

of the society provides his powers equivalent to HOD of Delhi Govt. Accordingly, a

comprehensive list of various expenditure items of DITE and the quantum of financial

powers ,administrative powers proposed to be granted to Director-cum-Principal for

smooth functioning of day-to-day working of DITE inter-alia largely in consonance with

order No. F.8 /3/2010-AC/USFA/41-42 dated 12/5/2015 issued by Finance Department,

GNCTD, delegating the powers to HODs, including proposing provisions for co-curricular

activities that will be met from ‘Student’s Co-Curricular Activity ‘’ corpus fund proposed

to be created. The list is placed below: -

AGENDA ITEM NO. 7

PAYMENT OF GRATUITY AS PER PAYMENT OF GRATUITY (AMENDMENT) ACT, 2018.

7.1 The employees of DITE are covered under Payment of Gratuity Act, 1972. The Governing

Council of DITE in its 18th Meeting vide agenda item No 20 (C) has also approved

continuation of provisions of Payment of Gratuity Act,1972 for the employees of DITE.

7.2 Since the employees of DITE are covered under Payment of Gratuity Act 1972 for the

purpose of releasing Gratuity and therefore they were not provided the gratuity as per

the 7th Pay Commission which was applicable from 1/1/2016 though the 7th Pay

Commission recommendations were adopted in DITE, except the revised ceiling of

gratuity for Rs Twenty Lakh as provided in CCS (Pension) Rules 1972.

7.3 Now Govt. of India vide notification No. 16 dated 29th March, 2018 notified amendments

for Payment of Gratuity (Amended) Act, 2018 Annexure VI (Page No 78 to 79) and

vide notification no. S-42012 /02 /2016 – SS -II, S.O. 1419(E) appoints the 29th March,

2018 as the date on which the said act shall come into force and vide S.O. 1420

7.4 Therefore, the members of the Governing Council are requested to accord approval for

AMENDMENT IN RECRUITMENT RULES FOR CADRE ‘Z’ (AICTE COMPLIANT)

8.1 The Governing Council of DITE in its 18th Meeting held on 2nd August, 2017 vide agenda

item No. 14 approved the proposal for notification of Recruitment Rules for faculty posts

(Cadre ‘Z’), Cadre ‘X’ and Cadre ‘Y’ posts besides the re-designation and cadre review

proposals. The Governing Council authorised the Director-cum-Principal (DITE) to notify

the RRs and other stated proposals on behalf of the Governing Council after seeking

administrative approval from Chairman (DITE).

8.2 Accordingly the Recruitment Rules were notified vide No. F. 2(264)/Admn/DITE/C-I/621

dated 23rd Nov, 2017. In the month of April, 2018 DITE released an advertisement for

engagement of 21 faculty posts and during scrutiny of the application an issue in Column

No. 11 of all faculty posts was observed that requires amendment. A copy of RR for the

post of Professor (Engineering & Technology) is enclosed as Annexure VIII (Page 83 to

85) for reference.

ALTERATIONS IN THE RULES AND REGULATIONS OF THE SOCIETY OF DITE AND FILING OF

THE AMENDED MEMORANDUM OF ASSOCIATION WITH THE REGISTRAR OF SOCIETIES

AND FIRMS.

9.1 In pursuance of note No. Dy. CM /2015/4770-72 dated 04/08/2015 issued by the Secretary

to Hon'ble Dy. Chief Minister, GNCT of Delhi, regarding the integration of DITE with

Directorate of Training and Technical Education, GNCTD, from Industries Department, the

Governing Council of DITE in its 15th meeting held on 4th Nov, 2015 and 16th meeting of GC

held on 13th May, 2016 approved various amendments/ modifications/ substitutions/

insertions in the Memorandum of Association (MOA)/Rules and Regulations of the Society

of DITE. The Registrar (Firms & Societies) has been informed about the resolutions passed

by the Governing Council and General Body of the Society especially for Rule 4, and about

the constitution of new Governing Council and General Body of the Society.

9.2 The following insertions as 51 (IV) are proposed in the Rules and Regulations of the

Society under Rule 51 stating the Functions and powers of the Chairman (DITE)

‘’ The Chairman will be appellate authority in respect of Group ‘B’ & ‘C’ posts and

the Pr. Secretary /Secretary (TTE) will be appellate authority in respect of Group

‘A’ posts”.

9.3 The members of the Governing Council are requested to accord approval for the proposed

insertion and filing of the revised Memorandum of Association of the Society of DITE with

Registrar, (Firms & Societies), Govt. of NCT of Delhi, containing the new set of desirous

persons.

CONSTITUTION OF SELECTION COMMITTEES:

10.1 As per the approval in 15th Governing Council meeting held on4th Nov, 2015 vide agenda

item no 9 of DITE the modifications in various constituted committees is reproduced as

‘’ All the existing committees pertaining to DITE constituted under the Chairmanship of

the Pr. Secretary-cum-Commissioner (Industries) may be substituted to read as under

the Chairmanship of Director (DTTE)’’.

10.2 DITE with the approval of Chairman (DITE) has started the process of filling up of vacant

position and in the first instance 21 Faculty posts and 19 Non-Teaching posts on

deputation basis were advertised on 23rd March,2018 in Hindustan Times and Dainik

Jagran followed by Employment News dated 7th April, 2018 besides placing on National

Service Career Portal. These posts advertised on deputation basis are from group A, B &

C and therefore, there is an imperative need to approve the Selection Committees for

Group A posts & Group B, C & D posts. As per the amended MOA of the Society of DITE,

Chairman (DITE) is the appointing authority/disciplinary authority for Group A Posts and

Director -cum-Principal, DITE is the appointing authority /disciplinary authority for Group

B, C & D posts. The notification of earlier Selection Committee while DITE was functioning

under Industries Department is placed at Annexure IX (Page 86 to 87)

11.3 The establishment cost for FY 2017-18 was Rs. 1665.83 lakhs and upon filling up of these

posts it is likely to escalate by Rs. 88 Lakhs annually with an estimated increase of 10 to

15% per annum.

11.4 DSSSB is mandated to make recommendations for suitable candidates for Group ‘B’ & ‘C’

posts Annexure-X (Page 88) and therefore, members of the Governing Council are

requested to accord approval for filling up of these posts through DSSSB in a phased

manner strictly as per organizational need and authorize the Director-cum-Principal to

send the proposal to DSSSB with the administrative approval of Chairman (DITE).

FILLING UP OF BACKLOG VACANCIES FOR SC/ST/PWD CATEGORY ON DIRECT

RECRUITMENT.

13.1 The cadre review, re-designation, sanctioned no. of posts, recruitment rules were

approved by the Governing Council of DITE in its 18th Meeting held on 2nd August 2017

and as directed the notification has been done in November, 2017.

13.2 DITE has constituted a committee to identify the various posts in PwD category as per the

provisions of the Persons with Disability Act and the committee is yet to submit the

report. However, the details for backlog vacancies for SC/ST/OBC against (DR) posts

reserved for them as on 01/01/2018 in various Cadre X, Y and Z of DITE is tabulated below:

Council. However, the case of Sh. Sushil Kumar, Technician, could not be considered for

14.5 It is pertinent to mention that DITE is a Society registered under Society Registration Act,

1860 and as per the existing rules and regulations of the DITE Society:

(a) “Society” means the “Delhi Institute of Tool Engineering

(b) “President” means the President of the Society nominated by the Govt. of NCT of

Delhi under Rule 4.

(c) “Governing Council” means the body which according to Rule 30 shall exercise to

full powers of behalf of the Society.

(d) “Director-cum-Principal” means the Principal Officer appointed by the Government

of NCT of Delhi under the Rule 17(a).

(e) “Secretary” means Secretary appointed under Rule 17 (b). Further rule 30 states

a that''. The President may, in writing, delegate such of his powers as he may

consider necessary to the Director-cum-Principal and or Secretary.

The existing registered Memorandum of Association of the Society of DITE under

the Functions and Powers of the Governing Council vide rule 46(XII) Provides “to

create technical, administrative, ministerial and other posts under the institute

other than the post of Director-cum-Principal and to make the appointment there

to and to prescribe for their terms and conditions of appointment, emoluments,

rules and discipline other conditions of their service''.

14.6 The earlier compassionate appointments since inception of DITE were made at the level

of MTS as the RR’s were not notified and bottom most posts were offered in

administrative cadre as the dependents had non-technical qualifications. However,

presently the Recruitment Rules are approved and notified and the dependent in

question has passed the Technician Engineers Examination, from the Institution of

Mechanical Engineer (India), under new revised syllabus approved by the AICTE and

recognised by the Department of Education of the Ministry of Human Resource

Development, Govt. of India at par with a diploma in Mechanical Engineering vide

Government notification No. F.23-2/2001-TS-III dated 24th Nov,2006 Diploma in

Mechanical Engineer. The lowest post in technical cadre is Jr. Technician with Grade Pay

of Rs. 1900/- (Level -II) and the essential qualification as per RRs is 2 yrs. ITI Course.

The Diploma course is obviously higher than the ITI course and the Governing Council

has power to relax the RRs. However, his qualification will require authentication from

Board of Technical Education, for equivalence and authenticity.

14.7 Therefore, the proposal for applications received for appointment on compassionate

ground is placed before the Governing Council to take appropriate decision.

AGENDA ITEM NO. 15

UP-GRADATION OF TWO TECHNICIANS - GR.VI OF ERSTWHILE HTVTC OF CADRE ‘Y’ TO

JUNIOR TECHNICIANS.

15.1 There were total 9 incumbent Technician Gr. VI (Grade Pay Rs. 1800/-) in the erstwhile

HTVTC [now cadre ‘Y’]. In the erstwhile cadre, the total sanctioned strength of

Technician Gr. V (GP Rs. 1900/-) was 7 and therefore, out of these 9 Technician Gr. VI,

only 7 incumbents were promoted to Technician Gr. V (Grade Pay Rs. 1900/-) in the

year 2015 and 2 incumbents namely; Sh. Ashok Kumar and Sh. Dev Raj remained as

Technician Gr. VI for want of vacant post. Thereafter, the Cadre review, re-designation

etc. were approved by the Governing Council from time to time and notified on 23rd

Nov, 2017. In the new cadre structure, the post of Technician Gr. VI is abolished and

the lowest hierarchy post is Jr. Technician (Grade Pay Rs. 1900/-) having 9 sanctioned

post and present incumbents being 7 and therefore, two posts are vacant.

15.2 Sh. Ashok Kumar, Technician Gr VI joined on 28-07-2000 and presently on account of

1st upgradation under MACP is placed in the Grade pay of Rs. 1900/- whereas Sh. Dev

Raj, Technician Gr VI joined on 5-7-2007, became eligible for 1st upgradation under

MACP on 5-7-2017,the proposal for which is in process. The work conduct report,

integrity & ACR of these employees is reportedly Very Good. Therefore, by and large

there are no financial implications, if these employees are upgraded to the post of Jr.

Technician.

15.3 In new cadre structure the entry post is Jr. Technician and the RR’s provide mode of

recruitment as direct recruitment. In this context, these two incumbents namely, Sh.

Ashok Kumar and Sh. Dev Raj will never qualify for DPC as per the recruitment rules and

will stagnate, and therefore, it is proposed that as a special case the Governing Council

may consider the upgradation of these two incumbents to the post of Jr. Technician (Gr

Pay Rs. 1900/-), considering it as one promotion and thereafter these incumbents will

fall in the normal hierarchy in the restructured cadre.

15.4 The members of the Governing Council are requested to accord approval to the

proposal.

AGENDA ITEM NO. 16

EXTENSION OF fMEDICAL FACILITIES UNDER DGEH SCHEME FOR THE RETIREES WHO

RETIRED PRIOR TO 2010 I.E. ADOPTION OF DGEHS SCHEME IN DITE.

16.1 The proposal to extend medical facility under DGEH Scheme to the DITE retirees who

retired prior to Nov, 2010 [i.e. Adoption of this scheme in DITE] was placed before the

Governing Council of DITE in its 18th meeting held on 2nd August 2017 on persistent

demand of these retirees and the GC decided as “ The Governing Council resolved to

send the proposal to DGEHS for taking a decision conveying the present position as

approved by the Governing Council and being followed in DITE for those retired after

2010 i.e. after the adoption of this scheme in DITE inter alia that those retired from

DITE after the date of adoption of DGEH Scheme, subject to deposit of the requisite

subscription as per the DGEHS are eligible, with a rider that the OPD bills for the

retirees will not be borne by DITE’.

16.2 Accordingly, it was sent to DGHS and the observation of DGEHS is reproduced as ‘’DITE

has sought advice of DGEHS in regard to membership to retirees. In this regard their

Governing Council has taken a decision as stated above. It may be noted that DGEHS

came into existence in the year 1997. The Scheme has been kept open and all those

pensioners who retired before implementation of DGEHS by Delhi Government in the

year 1997, had the opportunity to join the scheme at any stage by depositing requisite

subscription at prevailing rates. As already communicated vide letter dated 16-03-

2017, the issue of extending DGEHS facility to pensioners of DITE, who retired before

2010, is purely administrative in nature and DITE may take appropriate action according

to the scheme”. Thus, we may send the file back to decide the matter as per their

Governing Council decision. The provisions in DGEHS have been given and if GC of DITE

agrees to the schemes, may take decision accordingly as per provisions in DGEHS. This

directorate has no role to decide as who is eligible for membership”.

16.3 Now, therefore, the proposal for providing medical facility under DGHS to DITE retirees

who retired prior to 2010 [i.e. before the adoption of DGEHS scheme in DITE] may be

considered on the following criterions:

(i) As approved by the Governing Council of DITE, the DGEH Scheme is extended to

retirees with a rider that OPD bills for the retirees will not be borne by DITE and

they have to give an undertaking in this regard while applying for membership of

DGEH scheme.

(ii) The desirous retirees have to deposits the rate of subscription as per DGEH norms

as conveyed vide letter no F.25(111)/DGEHS/140/DHS/09/204078-204243 dated

02/05/2017 Annexure XII (Page 90) norms at current rates and one-time

subscription i.e. subscription for 120 months will be taken and the same amount

is credited to DGHS.

(iii) Only the retirees who superannuated on attaining the age of retirement 58/60

years, as the case may be, will be considered and not the employees who were

terminated/resigned and likewise.

(iv) Further a list of employees who retired on or before 31/12/2012 is placed at

Annexure XIII (Page 91). The matter of recovery is pending against some of

these employees for having paid earned leave encashment more than 300 days

that was stopped from 2012 onwards. Some of these employees were getting

leave encashed during service period and again took leave encashment of

maximum applicability of 300 days at the time of retirement thus violative of rule

39 of CCS (Leave) Rules. This issue was decided by FD and GC of DITE and an office

order was issued stating that past references and future cases may be decided

accordingly they have been sent recovery notices for excess payment.

(v) ELFA Audit has also pointed out in two cases of Sh. R.S.Kalra, and Sh. Sunil Kapoor

to recover the excess payment made for excess Earned Leave encashment.

Therefore, while all these retirees have been sent notice for recovery of excess

payment, yet if agreed, they may be asked to deposit the excess payment in case

they are approaching for availing DGHS scheme.

16.4 Therefore the proposal is placed before the Governing Council for kind consideration and

accord approval as stated at Para 16.3

AGENDA ITEM NO. 17

RELAXATION OF EXISTING CEILING FOR MEDICAL REIMBURSEMENT FOR WORKING

EMPLOYEES.

17.1 The Governing Council of DITE in its 13th meeting held on 23rd February, 2015 on the

persistent demand of employees approved for continuation of DGEH Scheme for the

employees and accorded approval for continuation of the existing DGEH Scheme for

working and those retired after the date of adoption of DGEH Scheme subject to deposit

of the requisite subscription as per the DGEH Scheme with a rider that the OPD bills for

the retirees will not be borne by DITE. To contain the expenditure on account of annual

reimbursement of claim (within overall limit of 1% of the GIA for salary), the individual

annual medical reimbursement will be restricted as follows: -

(a) Group ‘A’ officers : Rs.1.0 lakh

(b) Group ‘B’ and ‘C’ officers : Rs. 50,000/-

17.2 Thereafter, in the 16th meeting of the Governing Council of DITE held on 13th May, 2016,

taking into the inflationary condition and the demand of the employees of DITE, it was

decided to enhance the ceiling for the reimbursement of medical claims by 25% w.e.f.

1stApril, 2016 onwards (within overall limit 1% of the GIA for salary). The revised annual

ceiling of reimbursement of medical claim will be as follows:

(a) Group ‘A’ officers : Rs.1.25 lakh

(b) Group ‘B’ and ‘C’ officers : Rs. 62,500/-

17.3 There after the Governing Council in its 18th Meeting held on 2nd August ,2017 while taking

a sympathetic view and improvement in internal revenue generation approved the

proposal as ‘’That for critical illness viz. by-pass surgery, cardio cases, stents, kidney

transplant, cancer treatment, TB, major neuro cases etc. which requires hospitalization/

Indoor Treatment, the actual eligible bills may be considered for reimbursement in case

treatment is from government hospitals or DGEHS empaneled hospitals and similarly

extended for accidental and death cases. Additionally, similar cases of above stated chronic

diseases requiring hospitalization are also considered for reimbursement to mitigate the

hardship faced by these employees from the inception of ceiling for medical reimbursement

i.e. from the year 2014-15 as one-time measure’

17.4 The members of the Governing Council are requested to sympathetically consider the

proposal for relaxing/abolishing the ceiling on reimbursement of medical claims.

AGENDA ITEM NO. 18

REPRESENTATION OF DITE EMPLOYEES UNION.

18.1 The recent representation of DITE Employees Union is placed at Annexure – XIV

(Page 92 to 94). The issues in seriatim are:

(i) Abolition of ceiling on reimbursement of medical claims under DGEHS

It has already been placed as a sperate agenda at Sl. No. 17.

(ii) LTC Facility

The Governing Council in its 10th meeting held on 22.11.2012 has decided as

follows: -

(a) To impose ceiling on expenditure on account of Leave Travel Concession

[Anywhere in India, Home Town LTC and special provision regarding LTC

to J&K and North East Region or any other similar Scheme] equivalent to

a maximum of 1% of recurring grant-in-aid received for the year.

(b) To defer LTC journey by AIR under any of this scheme till such time the

financial position of the Institute improves. However, officers working on

deputation in DITE from other Govt. departments will continue to get the

facility as per their entitlement and standard term and conditions of their

deputation since these facilities in the borrowing department cannot be

inferior to their original entitlements in their parent department as per

rules. The DITE officials can avail the Scheme by restricting to Train/Bus

journey in the eligible class and within the prescribed ceiling of the budget

as proposed above on first-cum-first serve basis.

(c) The Governing Council in its 16th Meeting decided to get the matter

examined by a committee consisting of the following:

(1) Special Director, TTE – looking after DITE affairs - Chairman

(2) Dr. A. K. Madan, Associate Professor, DTU - Member

(3) Shri Vineet Aggarwal – Member GC - Member

But no meeting of the committee could be held so far.

iii) Appointment of new Secretary on deputation

The incumbent Secretary has spearheaded the DITE growth story since his joining in

2012 and the Internal Revenue Generation rose from a meagre Rs 130 Lakh to Rs 500

Lakh besides expansion in academic activities during this period. The extension of

deputation period was recommended in the interest of the organization from time to

time with the consent of Chairman (DITE) and due approval of Hon’ble L.G and the

present extension is up to 26th March 2019. While, he has given a representation

earlier also to repatriate him and recently his department has also sent a request

letter for his early repatriation and therefore, the proposal for filling up the posts is

being sent to Administrative Department for needful action.

iv) Conduct of DPC Meeting

Consequent upon integration of DITE with DTTE the reconstitution of DPC has been

approved and notified. The last DPC for Group ‘B’ & ‘C’ employees was conducted in

the year 2015. Since the Recruitment Rules have been notified and the proposals for

calling DPC meeting are at advance stage and therefore it is expected that the

proposal for DPC will be sent soon to the Administrative Department.

18.2 The aforementioned issues are placed before the Governing Council for kind appraisal

and directions.
