1. DOCUMENTATION OF WORK IMPLEMENTATION

PROGRAMME

In this chapter is described analytically, the Work Programme for the following

project: "Design and Construction of Leachate Treatment Plant at

Livade Landfill in Podgorica, Montenegro. This Work Programme it has

been done according to the Design and the Bidding Documents of the a.m.

project. The implementation and completion of the project within the time

limits, which are described in the documentation of the bid is main scope for

the construction schedule. Additional the construction schedule has a structure,

which it has its fundamental elements in realization of the Works that it has to

be done. After the analysis of all the factors, the weather conditions, the

compliance with all the environmental and construction laws and regulations of

the Montenegro, etc., the final form of the Work Programme it is have been

created in order to reduce the time, to reduce the financial costs, to reduce the

disturbance of the surround area and to achieve the best result for the

implementation of the individual working groups and for the whole project.

The resources that are necessary for the implementation of the project are

shown in the attached Milestones Report, where there is reference about the

exact resources for every individual unit for the different types of works, such

as civil, mechanical, electrical works etc.

Below it is described analytically the time for the implementation of every Work

group for all the individual Working Groups.

1.1. INTRODUCTIONThe construction of the project, according to the contractual terms, will be

completed within 15 months from the Notice of Commence including and the

trial operational period of 3 months. According to the Activity Schedule

Programme shall be considered and adhered to in the Work Programme, from

the commencement date that would be needed at least 9 weeks for the

submission of the Design and approval of it by the Employer and for the obtain

of the appropriate permits for the construction of the LTP facility.

The construction schedule satisfies the requirements the Tender Documentsand Contract as regards the overall completion date with the completion of

works being achieved within 15 months. The implementation program also

ensures the ability to monitor the achievement of required the staggered

deadlines required to complete the project. The implementation program also

ensures that the plant and personnel are utilized to full capacity also enabling

the realization and execution of parallel works, but also facilitating so as to be

able to work into the programme sufficient project slack for contingency of any

delays introduced by any factor.

The duration of the individual work tasks is considered adequate by the J/ V

ERGASIS TECHNIKI S.A. KARKANIAS S.A., which has great experience in

this field of expertise and consists of experienced crews with the correct

equipment for the implementation of works of this nature.

The individual works and their duration according to the Schedule are:

1.2. NOTICE OF AWARD OF CONTRACT NOTICE TO COMMENCE FINAL DESIGN

The project starts with the issuing of the notice of award of contract by the

Contracting Authority to the Contractor. Within 28 days the Contactor must

submit to the Authority the relative Performance Security. Within a short periodof time will be sent and the Notice to Commence. Within 42 days, after the

Commence Notice, the contractor must submit the Detail Design and in about

next 30 days will take the Approval for the Design. In parallel the contractor

will prepare and submit all the required documents in order to obtain the

required permits for the start of the Works within 30 days after the submission

of all required documents. The time for obtain of the permits is assumable but

it considered a reasonable period for obtaining the permits.

Within this time the contractor as it is shown in the GANNT Diagram will be

submit to the Engineer all the other documents that are necessary for the Final

Design, such the Environmental Management Plan, the Health and Safety Plan,

the Quality Assurance Plan etc.

1.3. ACCESS TO THE SITEWithin 7 days from commencement date the contractor will obtain access to

the site. After the provision of the access to the site it will start the geodetic

works of the area for the implementation of the Geotechnical Report of the

Final Design and will start all the procedures for the installation of the Engineer

and Contractor Facilities that will be last about 15 days.

1.4. MOBILIZATION SCHEDULEThe mobilization Schedule, which will lasts 15 days, will be done after the

obtaining of the permits. For the completion of the mobilization of machineries

and equipment will have be done a complete schedule before the beginning of

this activity, in order to ensure that everything will be done on time and

without any problems. The mobilization schedule includes the transportation in

situ all of equipment which is fundamental for the initial start of the works and

especially for the earthworks and civil works, which will start immediately after

the receipt of the construction permits.

All the equipment that will be installed in the plant, such as the pumps, the

blowers, the aerators etc., will be on the site at least ten days before their

mechanical installation, for safety reasons.

In parallel with the mobilization plan will start all the necessary works for the

construction of the facilities of the Contractor and the Engineer Supervisor.

These works will be done within 15 days with intensive rates in order

everything to be done within these time limits.

1.5. PRELIMINARY WORKSThese works will last about almost 25 days. These works include first of all the

geodetic works which will last about 7 days, geodetic works will be done in allthe period of the construction works but here are referred the general geodetic

works with the surveying of the general structures. For these works will be

used the following resources:

1 Engineer, 1 Surveyor, 3 Unskilled Workers

After that will be done all the appropriate clearance works for the removal of

the plants, trees etc. which will last about 6 days and referred to any work thatis have to be done before the start of the excavation works. For these works

will be used the following resources:

Plants: 2 Excavators, 2 Loaders, 1 backhoe loader, 3 Trucks, 1 Roller

Human: 4 Plant Operators, 3 Drivers, 3 Unskilled Workers, 1 Engineer

Then will take place the earthworks, which will last about 12 days. There will be

done so much little time, because the area is flat and the majority of thestructures are over the ground, only the equalization tank with the SBR feed

tanks are underground and of course all the foundation of the concrete

structures. For these works will be used the following resources:

Plants: 2 Excavators, 2 Loaders, 1 backhoe loader, 3 Trucks, 1 Roller

Human: 5 Plant Operators, 3 Drivers, 3 Unskilled Workers, 1 Engineer, 1Surveyor

1.6. CIVIL WORKSIn the following paragraphs will be described briefly all the Works for the

implementation of the different units which are consisting the LTP Facility. Firstof all will be analyzed the civil works, which are one of the main working

groups for the implementation of this project.

In this chapter will be described all the civil works within the Area of the

Leachate Treatment Plant (LTP) in Livade Landfill. The works will be done for

the completion of the following units:

Equalization Tank - SBR feed Tanks - Odor

Chemical Pre Treatment - Sedimentation Tank

Sludge Thickener

SBR Tanks - Treated Water Tanks - Filter Backwash Treated Water

Control Room - Dosing Station - Control PanelFiltration

The above works will be done in parallel due to the time limits for the

implementation of each unit. The only exception in this is the construction of

the metal units of chemical pre treatment and the sedimentation tank, whichare going to install in the top of the equalization tank, for functional reasons of

the whole facility. The works will be done in parallel and for another reason

because the units have small scale works and the working groups for both of

concrete and metal works will made parallel works in the different structures.

The resources that will be used are referred analytically in the following

paragraphs and they have been calculated in order to complete each on time.

In the calculation of these resources have been added and a safety factor forthe adverse conditions that may occur in the construction phase. When it is

applicable will be done all the appropriate earthworks, such as backfilling works

around the tanks, or for the formation of the ground for the installation of the

above structures. For the implementation of whole civil works will be needed

about 140 days. The activities program of the individual units for the

completion of the civil works is the following:

1.6.1. EQUALIZATION TANK - SBR FEED TANKS - ODORThe equalization is the biggest underground structure of the whole facility, it

will be constructed by concrete will be a circular structure with diameter of 10meters. Also will be constructed and a pumping station in the bottom of the

tank for the recirculation in case of emergency and for the supply of the

chemical pretreatment unit. Near to the tank will place a container of 10 which

is going to facilitate the odor unit with a place for the installation of the blower

for the air supply in the equalization tank. For the odor unit a concrete base

plate will be constructed. The total time for the completion of the works is

about 120 days or 4 months.

The works that will be done according to the attached GANNT Diagram with

their implementation times are the following:

1.6.2. CHEMICAL PRE TREATMENT - SEDIMENTATION TANKThe works for the construction of the chemical pre treatment and the

sedimentation tank are mostly metal works. These tanks will be installed, alongwith the odor facility on the roof of the equalization tank, next to the

equalization tank for the better functionality of the whole facility and will start

immediately after the completion of the works in the equalization tank. These

works will last about 118 days or about 4 months.

1.6.3. SLUDGE THICKENERThe works are similar with the above, and includes the construction of a

concrete base plate for the placement of the two sludge thickeners and the

construction and installation of the two sludge thickeners in the site. These

works will last about 115days.

1.6.4. SBR TANKS - TREATED WATER TANKS - FILTER BACKWASHTREATED WATER

The construction of the SBR Tanks is the major structure that it will be

constructed in the site. The whole construction will be done from concrete, with

the additional foundation works. Also will take place formworks and

reinforcement works. The whole structure will over the ground, except the

foundations, so it has to be done some finishing works in the outside side of

the tank. Additional will be done and sealing and insulation works. All these

works will be last about 140 days.

1.7. MECHANICAL WORKSThe mechanical works that will take place, after the completion of the civil

works in the individual units in the site, are concerning different things. The

one is the supply of the equipment, which are going to take place mostly during

the period of the implementation of the civil works, the installation of the

equipment (pumps, aerators, mixers, valves etc.) and the works for the

connection of this equipment together in order to be functional. The whole

mechanical works will last about 130 days. The activities program of the

individual units for the completion of the mechanical works is the following:

1.7.1. EQUALIZATION TANK - SBR FEED TANKS - ODORThe mechanical works for the installation of the equipment and the connection

of it in the equalization tank and the odor facility will last about 94 days. These

works will be done simultaneously with the works in the other units and will

take place after the completion of the civil works.

The works for these units that it concerns all the works for the installation of

the equipment in flocculation, coagulation and sludge contact basin tanks and

the connections between them and the installation of the equipment in the

sedimentation tank will last about 75 days.

1.7.3. SLUDGE THICKENERThe works for the installation in the sludge thickener tanks and the connection

between them will last about 50 days.

The completion of the mechanical works, which are include the installation of

the surface aerators, the installation of the overflow weirs, the pumps, the

valves, the connection between the different tanks and all the other works is

1.7.5. CONTROL ROOM - DOSING STATION - CONTROL PANELFILTRATION

The mechanical works that is going to be done in the title units, the installation

of the equipment, the connection between them, because they are going to

take place mainly inside the containers and the nature of the equipment will

last about 120 days from the finishing of the civil works.

1.8. ELECTRICAL WORKSThe electrical works will be done almost in parallel with the mechanical works,

about 15 days after the start of the mechanical works in each unit. This is

happening because for the installation of the equipment and the functionality of

it, the electrical works which are include the electrical connections of the

installed equipment and the realization of the start up of this equipment but

also all the other necessary works, such us the lighting protection of the units,

the grounding, the electrical supply, the interior lighting etc. will be last about

132 days from the beginning of the works. In the following is given the times

for the electrical works for the individual units and also the installation of the

PLC and SCADA, which is the most important work for the proper operation of

the facility.

1.8.1. EQUALIZATION TANK - SBR FEED TANKS - ODORThe electrical works in the equalization tank and the odor facility will last about

89 days and will start 15 days after the start of the mechanical works and will

finish about 10 days after the completion of the mechanical works.









1.8.2. CHEMICAL PRE TREATMENT - SEDIMENTATION TANKThe electrical works in the chemical pretreatment and the sedimentation tank

will last about 82 days and will start 15 days after the start of the mechanical

works and will finish about 20 days after the completion of the mechanical

works in the unit.

1.8.3. SLUDGE THICKENERThe electrical works in the sludge thickener tanks will last about 50 days and

will start 15 days after the start of the mechanical works and will finish about

15 days after the completion of the mechanical works.










The electrical works in the SBR tanks will last about 85 days and will start 15

days after the start of the mechanical works and will finish about 10 days after

the completion of the mechanical works.

1.8.5. CONTROL ROOM - DOSING STATION - CONTROL PANEL FILTRATION

The electrical works in the control room, the dosing station, the electrical

control panel room and the filtration unit will last about 102 days and will start

15 days after the start of the mechanical works and will finish about 25 days

after the completion of the mechanical works.

These works are include among the installation of the electrical connections of

the individual equipment, also the installation of the main electrical panel of the

LTP facility, the installation of the local electrical panel, the installation of the

emergency diesel generator, all these works are very important for the

operation of the facility, because are concerning the electrical connection of the

LTP with the rest of the Livade Sanitary Landfill. For these works will be used

the following resources:


1.8.6. PLCSCADAThe works for the installation of the PLC system and the SCADA are the most

important works in the site, because without the appropriate works for the

installation of the electrical connection of the different parts of the facility in

order to operate with automations, the facility will not be able to operate. The

installation of the automations in each different part of the equipment it will be

done after the electrical connection of the individual equipment but in parallel

with all the other electrical works. Also it includes the building of the network.

These works will be last about 132 days.







1.9. GENERAL WORKSThese works includes all the works for the implantation of the project and will

take place in the last period of the time, before the start of the trial operational

period. These works will last about 144 days from its beginning. The works and

the times that are going to take place are:

1.9.1. PIPE WORKS BETWEEN UNITSThese works will last about 88 days and will occur after the completion of all

the civil works of the units and including all the works for the underground

networks with the installation of HDPE and PVC pipes in order to connect

hydraulically the different units. For these works will be used the following

resources:

Plants: 1 Excavator, 1 Loader, 1 backhoe loader, 2 Trucks, 1 Compactor

Human: 3 Plant Operators, 2 Drivers,2 Skilled Workers, 4 Unskilled

Workers, 1 Engineer

1.9.2. PAVEMENTS - WALKWAYS - LANDSCAPINGThese works are going to take place in the two last month of the work

program, before the start of the trial operational period, because for theimplantation of them it must be completed all the underground activities. They

will last 40 days. For these works will be used the following resources:

Plants: 1 Excavator, 1 Loader, 1 backhoe loader, 2 Trucks, 1 Roller


Workers, 1 Engineer, 1 Surveyor

1.9.3. ELECTRICAL INSTALLATIONSThese works includes the general electrical installation such the connection with

the main network, the installation of the Light in the LTP area etc. They will last

about 99 days. For these works will be used the following resources:

Plants: 1 Excavator, 1 Loader, 1 backhoe loader, 2 Trucks, 1 Compactor


Workers, 1 Engineer

1.9.4. ROAD WORKSLike the landscaping works will be done in the last period after the

implementation of all other works, and includes the internal roads of the LTP

facility and the connection with the existence roads of the rest of the Landfill

and all the works for these connections like the junctions, the signs etc. Will

last 39 days. For these works will be used the following resources:

Plants: 1 Excavator, 2 Loader, 1 backhoe loader, 3 Trucks, 1 Roller


Workers, 1 Engineer, 1 Surveyor

1.10.TRIAL OPERATIONAL PERIODThis is the period for the testing of the equipment of the facility, the operation

of the facility and the results from this operation, the identification of any

deficits, the cost for the operation of the site, the training of the personnel of

the Employer etc. This period is going to last 90 days or three months.

1.11. DEFECTS NOTIFICATION PERIODThe 24 month Liability Period will start after the completion of the whole works

and the three month trial operation period of the LTP facility.

2. COMMENTSThis schedule has taken into account:

a) The requirements of Tender Documents the project

b) The General Conditions set out by the Contract

c) The Special Conditions set out by the Contract (Appendix to Tender for a

Work Contract)

d) The size and volume of the construction works

e) The technical specifications of the project

f) The cost of the works

g) The weather conditions

h)All the adverse conditions which may affect the construction

During the construction of the project, the above schedule may be changed, to

adjust to the real time of works implementation, thus taking in account any

restrictions or commitments that will emerge from the weather.
