1 PURPOSE

1 . I Provide instruction to perform an emergency transfer of fuel oil from the GTI OR GT 2/3 Fuel Oil tanks to the EDG fuel oil tanks.

2 PRECAUTIONS AND LIMITATIONS

2.1 A minimum of 175428 gallons of Diesel Oil SHALL be on site at all times to meet the following requirements:

Tech Spec SR 3.8.3.2 [3 EDG Fuel Oil Storage Tanks (Ref P&L 2.2.1)]

Technical Specifications SR 3.8.3.1 (Additional EDG at Buchanan sub-station or on site)

21588 Gal (7,186 Gal per EDG)

29000 Gal

Technical Requirements Surveillance 3.8.B.1 294870 Gal [GT’s for ASSS load (Ref calculation FMX-00276-OO)]

Dedicated to IP3 30000 Gal (Previous Memorandum of Understanding Agreement No. 7 with New York Power Authority)

2.2 Underground storage tanks SHALL be refilled when the total quantity of oil in the three tanks decreases to 23,010 gallons.

2.2.1 Do NOT allow individual tank oil level to drop below 7,186 gallons. This volume will assure meeting the Technical Specification SR 3.8.3.2 requirement of 6,334 gallons per tank available.

2.2.2 E Emergency Diesel Generators are placed in service during an extended emergency, Fuel Oil SHALL be ordered immediately.

2.3 A Diesel Fuel Oil Transfer Trailer shall be maintained on site for transferring diesel fuel oil from the Gas Turbine fuel oil tanks to the Emergency Diesel Generator (EDG) Fuel Oil Storage Tanks of either Unit 2 QFJ Unit 3.

2.4 A flush of the trailer fuel lines may be required to remove Ethylene Glycol used for freeze protection.

2.4.1 ENSURE that Environmental Monitoring is contacted prior to flushing.

2.5 WHEN Diesel Fuel Oil Transfer Trailer is used for transfer of diesel fuel oil, the truck shall be driven by personnel that are properly licensed by State of New York OR possessing a valid drivers license from the employees state of permanent residence.

2.6 BEFORE filling operations begin, the fuel oil delivery truck SHALL be chocked AND qrounded.

2.7 For the duration of fill operation, communications shall be maintained between the oil truck driver AND the operator assigned to the EDG Fuel Oil Storage Tank Pad.

2.7.1 Use Coast Guard approved intrinsically safe radios which have green labels on body AND a green battery latch.

2.7.2 An additional operator whose only duty is to convey information between the oil truck driver AND operator at EDG Fuel Oil Storage Tank Pad.

2.8 Storm drains, near fuel oil connections which are susceptible to spillage, shall be blocked for the duration all Fuel Oil transfers using a Drainblocker (TM) OR equivalent located in 11 HSB cage.

2.9 A drip pan SHALL be placed under the manifold fill valve connections to control drips.

2.9.1 A spill pad OR pillow may be placed in the drip pan.

2.10 A Visual inspection of the delivery truck SHALL be performed for leakage prior to delivery AND prior to AND during departure.

3 PREREQUISITES

3.1 Fuel oil is available from the gas turbine oil storage tanks

4 PROCEDURE

VERIFY that a spill kit is located close to the delivery area.

VERIFY chocks are available on the trailer.

VERIFY grounding strap is available on the trailer.

VERIFY drip pans and suitable absorbent material available for small leaks at connections.

4.1.5 VERIFY tank and lines are free of all liquid by performing the following:

NOTE 0 Have a suitable container (2 to 5 gal) available to collect any drainage.

0 Have a large container (drum) available to dispose of larger quantities of oil that may be drained from lines.

0 Refer to Attachment 2 for trailer piping, valve layout and operation of hydraulic valve #I.

(c) REMOVE cap AND slowly CRACK valve #6.

(d) DRAIN all liquid from line.

(e) OPEN hydraulic valve #I AND NOTE if any liquid comes from tank.

(f) E NO liquid was detected, CLOSE all valves, REPLACE cap AND PROCEED with transfer per step 4.2.

(9) liquid was detected, CONSULT with Chemistry to identify / sample liquid AND recommend if flushing is required.

4.2 FILLING TRAILER FROM GAS TURBINE OIL STORAGE TANKS

4.2.1 FILLING FROM GTI NORTH OR SOUTH FUEL OIL STORAGE TANK

4.2.1 .(I) E power is available AND qas turbine is NOT running perform the following:

(a) INSPECT condition of the hose AND connections.

(b) CONNECT fill hose to truck as follows:

1. On Trailer, VERIFY Valve #2 is CLOSED.

2. ATTACH fill hose to Valve #2 Discharge

CLOSED

Connector. CONNECTED

(c) CHECK the following valves are CLOSED:

0 GTI-GT25, Discharge Line Vent Stop

0 GTI-GT26, Discharge Line Vent Stop

(d) VERIFY that storm drains on 15 Ft. EL., located between GTI Building and Fuel Forwarding Room, are blocked.

(e) REPLACE threaded pipe flange, downstream of Discharge Line Vent Stop to be used, with piping arrangement shown on Attachment 3.

(f) VERIFY that the truck is chocked and grounded before the start of the fuel transfer.

2. CLOSE desired Discharge Stop Valve:

0 GTI-GT33 (1 1 Fuel Oil Pump) CLOSED

0 GTI-GT35 (12 Fuel Oil Pump) CLOSED

3. OPEN desired Discharge Line Vent Stop:

0 GTI-GT25 (1 1 Fuel Oil Pump)

0 GTI-GT26 (12 Fuel Oil Pump)

4. Inside GTI Building, PLACE switch for desired Fuel Forwarding Pump in HAND position.

I CAUTION - IF ANY fuel oil spill observed during delivery, GO IMMEDIATELY to Spill Response, I Section 5 of this SOP.

5. INSPECT valve connections for leaks before AND during fuel oil transfer.

NOTE To minimize the amount of time the fuel forwarding pump is dead headed, 2 operators should coordinate to secure the trailer fill.

6. WHEN desired quantity of fuel oil has been transferred, PERFORM the following without delay:

a. On trailer, CLOSE Valve # I by rotating the handle the on face of hydraulic operator cou n te r cloc kw ise . CLOSED

b. PLACE Fuel Forwarding Pump switch in OFF, THEN in AUTO. AUTO

(k) VERIFY the following valves are CLOSED:

0 GTI-GT25, Discharge Line Vent Stop CLOSED

0 GTI-GT26, Discharge Line Vent Stop CLOSED

(I) VERIFY the following valves are OPEN:

0 GTI-GT33, Discharge Stop OPEN

0 GTI-GT35, Discharge Stop OPEN

CLOSED (m) On trailer, CLOSE Valve #2.

(n) VENT transfer hose by slowly removing 3/4" plug from reducer.

(0) DISCONNECT hose from Trailer AND EMPTY contents into clean drum.

1. RESTORE vent connection to normal configuration as shown on Attachment 3.

2. REPLACE cap on trailer tank vent.

(p) INSPECT the valves on the truck AND VERIFY they are tightly closed.

(9) RECORD the approximate amount of oil transferred on Attachment 1.

(r) TRANSPORT trailer to EDG fill station AND GO TO Section 4.3.

4.2.1 .(2) E power is NOT available to the Fuel Forwarding Pumps, RESTORE power to GT 1 Auxiliaries per 2-SOP 31 .I .2, Gas Turbine 1 Local Operations.

4.2.1 .(3) WHEN power is restored to GTI Fuel Forwarding Pumps, GO TO step 4.2.1 .(I).

4.2.2 FILLING FROM GT 213 FUEL OIL STORAGE TANK

4.2.2.(1) E Gas Turbine 2 is NOT running perform the following:

(a) INSPECT condition of the hose and connections.

(b) CONNECT fill hose to truck as follows:

1. On Trailer, VERIFY Valve #2 is CLOSED. CLOSED

2. ATTACH fill hose to Valve #2 Discharge Connector. CONNECTED

(c) REPLACE quick-disconnect fitting downstream of GT2-26 with piping arrangement shown on Attachment 4.

(d) VERIFY that the truck is chocked and grounded before the start of the fuel transfer.

I CAUTION

(e) REMOVE the vent cap in the center of the trailer manway on top of tank.

(f) CONNECT trailer fill hose to drain connection.

(h) FILL trailer as follows:

1. CLOSE valve GT2-37, Fuel Oil Return Line stop. CLOSED

2. OPEN valve GT2-26. OPEN

3. Inside GT2 Building place switch for desired Fuel Forwarding Pump in HAND position.

CAUTIO N - IF ANY fuel oil spill observed during delivery, GO IMMEDIATELY to Spill Response, I Section 5 of this SOP.

4. INSPECT valve connections for leaks before AND during fuel oil transfer.

b. PLACE Fuel Forwarding Pump switch in OFF, THEN in AUTO. AUTO

DRAIN Trailer Hose into drum OR bucket as follows:

1. OPEN ball valve drain. OPEN

2. WHEN oil flow stops, slowly DISCONNECT hose from trailer allowing remaining oil to drain into collection vessel. DISCONNECTED

3. WHEN hose has been emptied, RESTORE drain connection to normal configuration as shown on Attachment 4.

4. REPLACE cap on trailer tank vent.

4.3 FILLING UNDERGROUND STORAGE TANK

NOTE To assure representative samples, ALL samples SHALL be obtained from within the volume of the tank on the tank truck using the operations fuel oil truck bomb, AND NOT from transfer lines or other discharge taps external to the tank.

All fuel oil to be added to the diesel generator fuel oil storage tanks shall follow the same sample steps regardless of source.

NO oil is to be added to diesel generator fuel oil storage tanks without chemist approval.

Analytical results shall meet viscosity, water AND sludge specifications of diesel manufacturer before acceptance. These specifications are:

4.3.1 OBTAIN a one pint oil sample from the tanker, AND have sample analyzed by the chemist.

4.3.2 OBTAIN a second sample with a volume of 2 liters for shipment to an independent laboratory for a full ASTM D-975 analysis.

4.3.3 OBTAIN Chemist approval to pump fuel oil into storage tanks.

NOTE

Storm drain damming material is stored in 11 HSB cage.

4.3.4 VERIFY that storm drain at 80 Ft. EL. outside MOB near EDG fuel oil fill connection is blocked.

4.3.5 VERIFY DF-1, Fill Connection Stop, is CLOSED AND LOCKED. CLOSED

5 SPILL RESPONSE

5.1 STOP delivery, transfer, OR sampling activities.

5.4.2 VERIFY a Condition Report is written describing oil spill.

5.5 CONTINUE with spill containment AND cleanup, REFER to the appropriate General Environmental Instructions section(s) listed above for the type of fuel oil spill.
