FOREWORD

Last March, FERRMED organized in the European Parliament in Brussels the con-ference “Long and Heavy Trains – The Way to EU Rail Freight Competitiveness” to discuss the economic and environmental advantages of adapting EU key railway corridors, trains and large tonnage. The event was held Wednesday 6th and was attended by more than 250 people across Europe, with the participation of 44 out-standing personalities and renowned specialists in the logistics and freight transport domain. The progressive introduction of longer and heavier trains on main EU rail freight corridors shall improve European competitiveness.

FERRMED is going forward in the development of the Association main targets: FERRMED Standards implementation all over EU (mainly in EU Core Network), the connections improvement between ports and their hinterlands (including the corresponding inland terminals), and the conception of a high priority Great Axis Rail Freight Network Scandinavia – Rhine – Rhone – Western Mediterranean. Our Association is still growing. During the period June 2012 – April 2013, 15 new members joint us. Between March 2012 to April 2013 FERRMED has participated in more than 125 events. In most of them (Conferences and Seminars) our Association has participated as speaker and/or Round Tables moderator. Several presentations and conferences have been made/organized by FERRMED, like:

Meetings: More than 70 meetings with significant stakeholders (Companies, Institutions, Governments from Regions and Member States, European Commission, European Parliament, etc) have been held during this period, regar-ding FERRMED targets development all over EU.

Furthermore, FERRMED has held two Ordinary General Assemblies, two Steering Committees meetings and three Te-chnical Working Group meetings. On the other side, during this period FERRMED participated in the corresponding meetings of Rail Forum Europe in EU Parliament and has been actively involved in the creation of European Logistics Platform (see in page 8 more information regarding these matters). One significant study concerning the Actions to be implemented in the Mediterranean Corridor has been developed in 2012. In that sense, one important meeting with RFF has been held in Paris on July 10th 2012 and another one with the Spanish Ministry of Public Works takes place the 21st of December 2012 in Madrid. Generally speaking, they were simi-lar points of view with RFF. The Spanish Government mostly agrees in the short term FERRMED proposal, but still are pending some matters on this period, as well as, the medium and long term planning. Next month, the FERRMED Conference “New trends in Rail Freight Rolling Stock” will be held (according to the attached programme) during the SIL exhibition in Barcelona. FERRMED will participate, as well, in the Transport & Logistic Fair in Munich and in Barcelona SIL. Other issues like the EU North – South container flow analysis (AIPCN Marseille Conference) and Luxembourg logistics platform will count with FERRMED participation. Furthermore, FERRMED has actively participated in the preparation of EU CORE NET CITIES Congress that will be held in Barcelona on 19th of next June. FERRMED will continue its activity as a non-profit multi-sectorial Association, as the voice of the Market in rail freight and multimodal freight transportation improvement all over the EU.

FERRMED is very pleased about the guidelines stated by the EC DG MOVE TEN-T for common standards implementa-tion in the EU Railway Core Network because they are in line with FERRMED Standards. But still there is an important pending issue: the length of the freight trains. In the Global Study, entrusted to a prestigious European consortium of consultancy companies, FERRMED clearly demonstrates that the only way to increase EU competitiveness (by logistic costs reduction) and to reverse the decreas-ing trend of the railway in EU land transportation is the complete implementation of the FULL FERRMED Standards, with freight trains reaching 1,500 m length and 3,600 to 5,000 tonnes, UIC-C loading gauge and 22.5 ÷ 25 tonnes per axel (that the continuous growth in intercontinental traffic requires). 1,500 m length is twice the 750 m recommended in the guidelines, for this reason FERRMED believes that it is very important to select, in the Core Network, a few number of key corridors all over the EU (the ones that link the most important urban nodes and key sea and inland ports) in which the trains can reach 1,500 m. In the main intermodal junctions with other Core Network corridors the train could be split in two. On the other hand, the increasing rail freight traffic be-tween China, CIS countries and the EU, is fully unbal-anced regarding the length and weight of the trains. One Russian train can carry 4 or 5 times more weight than a common EU freight train. That represents from the EU side important logistics and transportation costs that have to be avoided. In this Conference, attended by over 250 people across Europe, dozens of key experts analyzed the economic and environmental advantages, as well as infrastructure and rolling stock adaptation and fitting for long and heavy trains in EU. The key stake-holders opinion has been taken into consideration and a FERRMED Declaration, regarding this matter, was released in order to propose the re-quired few key corridors and actions.

The progressive introduction of longer and heavier trains on main EU rail freight corridors shall im-prove European competitiveness The conference was conducted by Mr Joan Amorós, Secretary General of FERRMED, and included the participation of outstanding personalities of EU institutions such as Mr Jean-Eric Paquet (Director, European Mobility Network, Europe-an Commission DG MOVE), Mr Brian Simpson (Chairman, Committee of Transport, EU Parliament), and Mr Ramón Luis Valcárcel (President, EU Committee of the Regions) and of the Member States involved, e.g. Mr Henri Maillard in representation of Mr Melchior Wathelet (Secretary of State, Federal Government of Belgium). As well as renowned spe-cialists in logistics and freight transport, like Mr Massimo Marianeschi (General Manager, UNIFE) or Mr August Mes-ker (President of Transport Working Group, Business Europe). They also gave their opinion the Secretary General of the Cordination Council on Trans-Siberian Transportation, Mr Gennady Bessonov; Mr Juan Ramon Rodriguez, Director of External Production in SEAT (Volkswagen Group); Mr Gil Perrot, Land and Logistics Director in Arcelor-Mittal and Mr Joaquim Gay de Montellà, Vice-President, CEOE. The opinion of the ports was presented by Mr Santiago Garcia-Milà, President of ESPO, and the presidents of the ports of Barcelona (Mr Sixte Cambra) and Tarragona (Mr Josep Andreu), as well as top representatives of the ports of Antwerp (Mr Chris Coeck), Marseille (Ms Catherine Navarro), Rotterdam (Mr Victor Schoenmakers) and Valencia (Mr Juan A. Delgado). There were also participants as infrastructure managers and railway multimodal associations as DB, through its Vice-President, Mr Joachim Fried and Mr Anatoly Kuzhel, Deputy Head of Central Traffic Management Direction, RZD- Russian Railways OAO. “EU FULL FERRMED RAIL FREIGHT CORRIDORS” The development of Full FERRMED Corridors (the most business-oriented Core Network lines) - The way to EU rail freight competitiveness Brussels – EU Parliament, 6th March 2013 Extracts from the BRUSSELS DECLARATION TRANS-EUROPEAN RAILWAY CORE NETWORK DEFINITION FERRMED is pleased by the fact that the EU is moving towards an establishment of a reticular and polycentric Rail Network as FERRMED has been requesting since its foundation. FERRMED also states its satisfaction by the fact that the Guidelines established for the Railway Core Network by the EC include many of the FERRMED standards proposals. However, in opinion of FERRMED the proposed Core Network is excessive in terms of number of Corridors. Therefore two kind of corridors should be distinguished as stated in the Declaration made on the occasion of the FERRMED TRANS-EUROPEAN CLUSTER CONFERENCE held on September 21st 2011 in Brussels. That is:

Corridors of the maximum strategic impact, critical mass and that facilitate the links with neighbouring countries and

to the global market (Main Corridor).

Corridors with regular or medium strategic impact and critical mass (Basic Corridor) with a function of feeder axis to

the Main Corridors. Main Corridors require, at least, two parallel rail lines (not necessarily to be side by side) with double track each. FERRMED agrees with the 10 Main Corridors proposed by the EC, but we strongly believe in the importance of the inclusion of the branches Bremen-Duisburg-Köln-Koblenz-Luxemburg and London-Lille-Metz in corridor number 9 in order to improve the Railway Network effect. Therefore, we kindly request the addition of the mentioned branches to facilitate the coordination and crossing of freight flows North-South and East-West in this key EU area. INTERCONTINENTAL GREAT AXIS SCANDINAVIA – RHINE – RHONE – WESTERN MEDITERRANEAN (FERRMED GREAT AXIS) FERRMED expresses, at the same time, its satisfaction as a result of the inclusion in the Trans-European Network of the Great Axis’s main trunk (which crosses eight different states with more than 4,000 km). MAIN CORE NETWORK CORRIDORS STRATEGY OPERATIONAL AND GOVERNANCE COORDINATION Global coordination at European level. This function has to include: traffic and Core Network needs identification, new infrastructures planning, capacity management (demand and supply balance), monitoring, slots assignation, standardization, tracking system (through ITS), maintenance coordination, policies for incentivizing the efficient use of infrastructure, technology and innovation, etc., and has to incorporate, as well, an EU leading organism and regulatory body in order to coordinate the economic funds allocation for Rail Core Network development and common standards implementation. In that sense, it is essential to strengthen the role of European Railway Agency and to achieve a clear definition of the coordination with Infrastructure Managers. FULL FERRMED STANDARDS IMPLEMENTATION PROPOSAL (FULL FERRMED CORRIDORS) FERRMED is very pleased about the guidelines for common standards implementation in the Rail Core Network, stated by the EC DG MOVE TEN-T, because are in line with FERRMED Standards. However, in these guidelines for rail freight transportation the stated common maximum length of trains is 750 m. FERRMED in the Global Study, entrusted to a prestigious European consortium of consultancy companies, clearly demonstrates that the only way to increase the EU competitiveness (by logistic costs reduction) and to reverse the decreasing trend of the railway in EU land transportation, is the complete implementation of the FULL FERRMED Standards, with freight trains reaching 1,500 m length and 5,000 tonnes weight, with UIC-C loading gauge and 22.5 ÷ 25 tonnes per axel.

This kind of trains (compared with 750 m trains length) allows to increase the payload between 75% and 100%, to reduce operating costs by 25% and to boost the lines capacity in more than 50%. On the other hand, the increasing rail freight traffic between China, CIS countries and the EU, is fully unbalanced regarding the length and weight of the trains. One Russian train can carry 4 or 5 times more weight than a common EU freight train. That represents from EU side important logistics and transportation costs that have to be avoided. Therefore, FERRMED asks to the EU and involved Member States to start the gradual implementation of FULL FERRMED Standards, at least, in the main corridors, based in the European Rail Network for Competitive Freight (rec. 913/2010) proposed by EC DG MOVE (Regulation EC – 913/2010) as it is stated in the attached map.

"THE MEDITERRANEAN CORRIDOR (LYON - ALGECIRAS): SOCIO-ECONOMIC IMPACT ON ITS AREA OF INFLUENCE" Barcelona – SIL, June, 6

The Great Axis FERRMED whose main trunk connects the cities of St. Petersburg in Russia to Casablanca in Morocco and Rotterdam to Genoa, is the backbone of the "European Union Economic Regions Locomotive" (EULER) and its catchment area covers 54 % of the EU population and 66% of GDP. The Mediterranean Corridor begins in Lyon where it joins the transalpine line and Trans-Padana, follows the Rhone Val-ley to Marseille, with a branch to Genoa, and continues parallel to the entire Western Mediterranean coast up to Algeci-ras, channeling major logistics flows France, Spain and Italy. The regions most directly involved in France represent a third of the population and of the French economy. In Italy has an impact on 30% of the population and 36% of GDP. In Spain, the impact is even higher and reaches 50% of the popu-lation and GDP. Only the maritime provinces of the regions involved represent more than 40% of the population and GDP, 60% of exports, 55% of industrial production, about 50% of agricultural production in value, almost 60% inland freight traffic and 67% of maritime traffic. The Mediterranean Sea is emerging for which traffic circulates the world's largest. Western Mediterranean ports have great opportunities to capture traffic (both Asian and North African) conveniently provided links are modernized and the railway lines corresponding. Necessary investments have a high socio-economic impact and are highly profitable. This large area also become a large industrial and logistics platform comparable to Benelux and western Germany. The combination of public and private institutions in the development of the necessary infrastructures and prioritization of investments in this corridor, is a guarantee of success in the growth of the French, Spanish, Italian and European Un-ion economies.

The intermodal EU transport system is a system which transports more and more added value with strong implication at different levels like quality, cost, lead time, reliability, traceability, flexibility and punctuality, among other key factors. It is a crucial system for the competitiveness of the enterprises. Combined transport operations require complex planning as well as quick reaction to any incident. The European Commission released on March 2011 the “White Book on Transport” in order to decrease the GHG emis-sions. The objective is to cut the GHG by 60% by 2050 compared to 1990 levels. To reach this target a key issue is a 50% shift medium distance intercity passengers and freight journeys (> 300 Km.) from road to rail and waterborne transport. Then, an efficient international rail freight, all over UE, is mile stone for the coming years. RAIL FORUM EUROPE (RFE) The MEPs’ Platform dedicated to Rail Transport Rail Forum Europe is an international non-profit making association that aims at bringing together EU decision-makers and the rail sector to achieve a better understanding of rail-related issues. It was founded in 2011 by 15 MEPs (Members of the European Parliament) from across the parliamentary commit-tees and its main purpose is to facilitate dialogue between different European institutions and the European rail sector. The Association intends to achieve a better understanding of rail-related issues and generally speaking to facilitate the work of all interested parties. There are two types of membership: Full members and Associate members. Full membership is restricted to elected members of the European Parliament, and there are currently 21 Full members. Associated members are corporate bodies (associations, laboratories, companies, groups of companies, etc.) and there are currently more than 40 Associate members. Therefore, FERRMED belongs to RFE as an Associate member.

EUROPEAN LOGISTICS PLATFORM (ELP) Bringing together policy makers and industry stakeholders The European Logistics Platform (ELP) has been created to gather policy makers and industry stakeholders to collective-ly tackle the challenges of the logistics sector such as overstrained infrastructure, climate change, deployment of new technologies, risk management, trade barriers, customs processes and development of e-Commerce. Logistics enables the physical aspects of supply chain management as it delivers the right thing, at the right place, at the right time and at the right cost. By doing so it is the backbone of the European economy. In fact, logistics is the single biggest industry sector in the EU: it generates €1 trillion of revenue and provides employment to over 7 million Europe-ans in all European industries.

The main goals of the Platform are:

To discuss the full range of policy areas impacting logistics and

supply chains including transport, innovation, industry, environment, sustainability, trade, energy, intermodality, internal market and em-ployment with the overall aim of forging a more integrated policy ap-proach to tackle current and future challenges while improving EU competitiveness

To call for the establishment of a European Parliament inter-

parliamentary group on logistics/supply chains for the next parliamen-tary term starting in 2014 FERRMED, one of the 20 founding members, has been participating in the ELP since its conception (end of 2012) as well as its foundation (2013) and first event (last April). CLECAT, a FERRMED crossed-member, is in charge of the platform Secretary.

FERRMED REPORT ON THE ACTIONS IN THE MEDITERRANEAN CORRIDOR Aim of the Report To highlight the actions to be carried out in the Mediterranean Corridor from Lyon to Algeciras starting from the outputs of FERRMED Global Study. Freight traffics in the corresponding railway lines as well as saturation levels are fixed from freight volumes to be trans-ported, according the forecasted Demand and the existing Supply. From this point, an Action Plan at short term (2011-2015), Medium term (2016-2020) and Long term (2012-2025/2030) is defined. The need of incorporating new lines in the Corridor: Mixed Line Nimes – Montpellier – Perpignan; High Speed line bet-ween Tarragona and Castelló as well as the new stretches Almendricos – Baza – Guadix and Almería – Motril – Málaga – Algeciras is also demonstrated. SECRETARY GENERAL OF THE COORDINATION COUNCIL ON TRANS-SIBERIAN TRANSPORTATION

1) Could you explain which are the key characteristics of Trans-Siberian Main line? The Trans-Siberian Mainline is a high capacity double track electrified line, about 10,000 kilometers long, equipped with most

modern information and communication means. It is the longest railway in the world, a natural extension of the Pan-European trans-port corridor No. 2. It is currently capable of transporting up to 100 million tonnes of cargo per year including up to 250,000 – 300,000 of international transit containers (TEU). In future the transportation volume of the latter can account for up to 1 million TEU per year.

On an international scale the Trans-Siberian Mainline connecting Russia, Europe and CIS countries with Asia-Pacific is a relia-ble backbone for the transportation of bilateral and transit cargo via the Europe-Asia route. Its development, increase of transit trans-portation, strengthening the image of the Mainline as the leading industrial corridor is supported by the Russian state and UN ESCAP as a priority transport trend of the 21st century.

Currently the Trans-Siberian mainline features more than 30 domestic and international container block train routes. The main routes via the Trans-Siberian mainline are: Nakhodka-Vostochnaya – Martsevo (delivery of Hyundai Motors car components from Bu-san to the car assembly plant in Taganrog), Nakhodka – Moscow, Nakhodka – Brest, Zabaikalsk/Nakhodka – Kaliningrad/Klaipeda, Beijing – Moscow, Kaliningrad/Klaipeda – Moscow (Mercury), Helsinki - Moscow (Northern Lights), Berlin – Moscow (Ostwind), Brest – Ulan-Bator (Mongolian Vector – 1), Hohhot – Duisburg (Mongolian Vector – 2), Baltic States – Kazakhstan/Central Asia (Baltica-Transit), Nakhodka – Almaty/Uzbekistan, Brest – Almaty (Kazakhstan Vector). The speed of special container trains on the TSR is about 1,000 kilometers per day. Short transit time is an indisputable advantage of Trans-Siberian transportation. The quality of transport service on this mainline meets the most stringent international requirements:

1. The Trans-Siberian mainline successfully employs modern information technologies which ensure full control of train operation and real-time tracking of cargo on the route, arrival of cargo at any destination point in Russia.

2. Starting from May 2005 a simplified procedure has been introduced on the Trans-Siberian mainline according to which one and the same transport document is needed for all of the containers in the container block train. This customs practice is exer-cised when transporting car components from the Republic of Korea to the car assembly plant in Taganrog.

3. An improved working technology is implemented for the commercial inspection service using modern control equipment for wagons and containers in trains.

4. The rolling stock is being reinforced with specialized long-base 80’ flat wagons designed to transport two 40’ containers. 5. Security of cargo transported in container trains is fully ensured.

The main competitive advantages of Trans-Siberian transportation are:

high average speed of increased-speed container trains, especially transit ones;

no alternatives on some routes;

high environmental efficiency.

The Ideology of Trans-Siberian transport development is based on a client oriented approach, coherence of the transportation pro-cess, innovations, investment attractiveness and working out a common procedure of reaching agreement between all stakeholders of Trans-Siberian transportation.

2) Which is the capacity of freight trains in Trans-Siberian Corridor? Which are the maximum gross weight and length admit-ted? Which is the allowed loading gauge? First, it should be noted that there are requirements for block container trains operated on Transsib. The maximum length of a train equals 71 standard cars, or approximately 923 m. Maximum carrying capacity is 5 thousand tonnes, given that the gross weight of a flatcar is 66-72 tonnes. Trains plying the routes to and from the Baltic States contain 57 standard wagons their total weight reaching 4 thousand tonnes on average. The concrete length of a train on an international route (57-71 standard wagons) is caused by such fac-tors, as procedures at border crossing points, technical capabilities and restrictions of infrastructure. New technologies, making it possible to enlarge the length of trains on inland routes, hauling, for example, coal, are being adopted. Development and introduction of new train handling technologies is a measure to ensure high speed of container trains and freight trains in general, operated on Russian railways. Thus, in 2012 there were over 5 thousand increased-weight trains (7-9 thousand tonnes) and over 2 thousand heavy trains (9 thou-sand tonnes and heavier) operated in the Omsk region of the West-Siberian mainline. The use of new technologies resulted in re-duced demurrage time before reclassification of cars. The interval between train arrival and departure is now just 2.5 hours. 3) Which are the average lead-times between far east cities like Shanghai and Vladivostok and main German agglomera-tions? Are there any plans in order to improve the existing lead-times? As compared to the sea route, container delivery lead time on Trassib is shorter: 15 to 18 days against 30 to 35 days. With due account for growing demand and requirements, the range of available routes is constantly being expanded: container trains haul goods from Russian ports of the Pacific to the western border of the country. Today Far-Eastern ports handle goods deliv-ered to Russia and Central Asia. On this route the transit time depends on not only the speed of rail transport, but also on the time of cargo handling in ports.

As for main German agglomerations, goods are at present transported there from China with the use of the TSR via land border crossing points. As part of CCTT’s activities, in 2012 In-terRail Holding AG implemented China-to-Europe transport pro-jects launching container trains on the following routes: Chengdu (China) – Łódź (Poland); Wuhan (China) – Pardubice (Czech Republic). Thanks to new technologies of early declaring and electronic document management the transit time was 16 days. The same transit time was reached by the Chongqing (China) – Duisburg (Germany) container train, launched by RZD Logistics. This route was used to improve the practice of application of the CIM/SMGS consignment note. 4) Which are the traffic volumes of large tonnage containers by railway transport through the Trans-Siberian Route? Which are forecasted volumes for the next 10 years? The present situation on the market is caused by a number of factors that are favourable for Transsib: Asia-Pacific – Europe trade annual growth rate of 25-30% and accelerating containeri-sation of cargo lead to growing goods flow on the TSR. The international traffic volume of large-tonnage containers carried through the Trans-Siberian Mainline reached 638 216 TEU in 2012, up 15.4% as compared to 2011. This amount included 286 085 TEU hauled by container trains. This amount may be broken down by traffic type:

transit – 102 094 TEU, increase of 123.85% compared to 2011, including 69 707 TEU carried by container trains;

import – 280 407 TEU, increase of 4.65% compared to 2011, including 158 876 TEU carried by container trains;

export – 255 715 TEU, increase of 6.7% compared to 2011, including 57 502 TEU carried by container trains.

In 2012 large-tonnage rail container traffic between Russia and China totalled 346 238 TEU, showing a growth of 14% over 2011. Large-tonnage rail container traffic between Russia and the Republic of Korea reached 103 252 TEU in 2012, a 31% rise over 2011. The total volume of large-tonnage rail container traffic between Russia and Japan was 42 301 TEU in 2012, up 13% as compared to 2011. Thus, Chinese-European transportation remains the key direction of transit through the Trans-Siberian Route. Growth rates of the Western provinces of China exceed most optimistic forecasts. As a result, there is an opportunity of arranging a new cargo base for Trans-Siberian transportation. The potential volume of Euro-Asian trade good that can be attracted to the Russian transport system, the West-East Corridor in par-ticular, in 2020 is estimated at up to 1 million TEU. 5) How do you plan to improve the interconnection between CIS and EU rail systems? Is there any kind of improvement fore-seen in the CIS and EU border terminals, in order to expedite the transit time? Traffic growth is certainly a condition for improvement of CIS-EU terminals. Let us take the Dobra terminal as an example. It is located 10 km far from the Ukrainian border between Pribenik and Čierna nad Tisou stations. It has wide and standard rail gauge tracks (4 tracks each). Moreover, it has great potential for expansion on its own and adjacent territory. It plays a key role in transportation via International Transport Corridor No 5 (Italy – Slovenia – Hungary – Slo-vakia – Ukraine – Russia). In November 2008 TransContainer OAO and ZSSK Cargo, a. s. made a contract of long-term lease of the Dobra terminal in order to simplify cargo handling procedures at the Russian-European break-of-gauge point. The existing delivery chain for containerised cargo helps reduce the sea route by 5000 nautical miles: containers are shipped by sea to ports of the Asia-Pacific region – ports of Koper and Trieste, then – by regular block-trains to the Dobra terminal, where containers are transferred from 1435 mm European gauge flatcars to Russian 1520 mm gauge ones; finally, the containers are carried in transit via Ukraine to Russia. In May 2010 the first train arrived at the Dobra terminal, using the new logistics chain: from FIAT warehouses in Italy to Sollers Yela-buga car assembly plant in Russia. From 2007 car components used to be transported from FIAT warehouses in Italy to Yelabuga (Tatarstan) through the port of Novorossiysk. The lead time of the previous chain reached almost a month; the new chain helped to reduce it to 9 days. The use electronic data exchange between railways and customs services is another factor contributing to lead time reduction. In order to improve customs information control procedures, reduce customs declaring time by cancelling some of the requirements and documents Russian Railways OAO and the Federal Customs Service of Russia agreed in October 2011 to gradually shift from paper to electronic document management. The introduction of the new system is gradually being carried out. At the first stage the departure of wagons from Russia will be automated. After that it is planned to also automate the arrival of cargo with the help of agents and forwarders working abroad. The technology of early informing has been perfected on the Russian-Finnish border and in Zabaykalsk. 6) What do you think regarding FERRMED Standards? What about the proposal of some Full FERRMED Corridors in the EU with the capability for 1,500 m length and 5,000 tonnes weight trains? Do you think that this proposal could facilitate the Trans-Eurasian traffics? I believe that an increase in the length and weight of trains will inevitably lead to the economic efficiency of rail transport in Europe. Therefore I welcome the introduction of FERRMED Standards on the key corridors of the EU rail system. Doubling the usual length of freight trains on some EU corridors will dramatically reduce transport costs and may give an impulse to a complete competitive recov-ery of rail transport throughout the EU as the coverage of FERRMED Standards will probably expand.

The Port of Cartagena is located in the sout-

heast coast of Spain, in the Region of Murcia,

and is considered one of the most important

industrial ports in the Mediterranean. In 2012 it

experienced one of the largest growths among

the European ports, handling over 30 million

tons. Due to the modern infrastructure and low

port costs, and combined with the excellent

road connections and equally good railway

connections, the port has become one of the

motors of the economy in the Mediterranean

Arch.

Currently it ranks first among the Spanish ports

in terms of liquid bulk, fifth in solid bulk and

leading port in the transport of live animals.

The port also has regular container lines offe-

ring magnificent links with the North of Europe

and North of Africa, and is connected as well

with every port in the world by means of two

feeders.

The Port Authority of Cartagena manages two Spanish ports of general interest:

1. Cartagena, the commercial port has conventional general cargo, container and cruise terminals. This port handles clean

goods, among which it is worth mentioning the perishable goods and live animals. It also has a fishing dock and several ma-

rinas that make Cartagena a tourist

port. It handles 1 million tons in total,

200,000 animals and more than

100,000 passengers.

2. Escombreras is one of the most impor-

tant industrial ports in the Mediterra-

nean. It has liquid and solid bulk ter-

minals, and the main goods that are

moved through here are crude oil,

liquefied natural gas, refined petro-

leum products, cereals and other food

products, petroleum coke and other

minerals. A total of 29 million tons are

moved.

In the last few years enlargement works of the

port of Escombreras have been carried out in

deep water, offering its clients two new termi-

nals for solid bulk, a berth for VLCCs (very

large crude carrier) and an area for industrial

and logistic activities with more than 2,000

meters of berth and an surface of more than 60

Hectares.

THE PORT OF ANTWERP TODAY The port of Antwerp handled more than 184 million tonnes of freight in 2012. The definitive figures for last year demonstrate that the port is managing to do well despite the current economic climate. But even in these difficult economic times, we have to look forward and prepare ourselves for the future. So we have engaged an ambitious investment program. How will the port of Antwerp look in 2030? The future scenario will bring with it yet more opportunities for expansion of the port on the Left Bank of the Scheldt. This includes an area of 1100 hectares reserved for the Saeftinghe Development Zone in the northern docks. The development of this new port zone – which accounts for just under ten per cent of the total gross area of the port – needs to be appropriate to the unique interplay between the transshipment and storage of maritime cargo, dockside industry and logistics. After all, it is just this multifunctional capability that makes the port of Antwerp the force that it is. The port is hoping for cargo transshipment to rise from almost 190 million tons in 2011 to 300 million tons in 2030. The primary targets in this growth scenario are the container sector and liquid bulk cargo, including with this, of course, the integrated (petro-) chemical cluster in synergy with Antwerp’s logistics platform Investments Investment is necessary for the port to remain competitive. Over the next 15 years, the Antwerp Port Authority will be investing some €1.6 billion in order to develop and renovate the port’s infrastructure as well as to make material purchases (including new tugboats). In order to meet with higher demand for transport due to increasing activities at the port, approximately €8 billion in public investments are being put in place from the Flemish government, the Antwerp Port Authority and Infrabel (infrastructure management of the Bel-gian railways network) and work is underway on improved transportation by road, water and rail. 1. Liefkenshoek rail link This project will become opera-tional in 2014. It involves a 16.2-km railway link (ERTMS Level 1) with a capacity of 109 trains a day in each direction that will connect both banks of the Scheldt. The investment is a private-public partnership arran-gement amounting to approxi-mately €765 million. 2. Schijns Logistics Park A future development involving 82-86 hectares of land between the Antwerp North Marshalling Yard and the A12, focussing on economic and sustainable use. 3. Deurganckdock-lock The new sea lock on the Left Bank is 68 metres in width and 500 metres in length: the same dimensions as the Berendrecht Lock. At a depth of –17.8 metres below mean low water at Ostend (TAW), this engineering project will become the largest lock in the world. Work on the lock, which will directly connect up to the Deur-ganck Dock, began at the end of 2011 and must be completed by 2016. Cost: €340 million. 4. Saeftinghe Development Zone Expansion of the docklands by approximately 1100 hectares. This zone is intended for nautical, industrial and logistics services, and it will be served by three modes of transport: inland navigational vessels, lorries and trains. 5. Waasland Logistics Park The Waasland Logistics Park is situated in the southern corner of the Waasland Docks between the E34 motorway, Verrebroekstraat and Schoorhavenweg. It will have a total area of approximately 170 hectares. A 49-hectare zone will be carved out in the first of five phases. 6. Royers Lock The 2020 Master Plan includes the comprehensive renovation of this lock which is now more than a hundred years old. When complete, the lock will be fully equipped to handle modern-day inland shipping.

Alstom Transport offers two cutting-edge technologies to develop the European rail freight network: Third Rail Signalling and the

Prima II locomotive.

Third Rail Signalling - Safety, flexibility and reliability

The third rail makes it possible to take advan-

tage of existing infrastructure for operating

trains on different track gauge networks, as in

the case of the Spanish network (1668 mm)

and the European network (1435 mm). This

technology avoids investment in new railway

lines and considerably reduces the time for

performing the work. The key element in this

type of solution is the complex signalling sys-

tem for managing rail traffic and the safety of

trains of various track gauges, types and

speeds running on the same track. Alstom

has developed and tested the pioneering

third rail signalling technology in conjunction

with ADIF to allow its large scale implementa-

tion. Four sections in particular have been

installed on the Spanish rail network, equip-

ped with ERTMS and conventional signalling:

Tardienta-Huesca, Castellbisbal-Mollet, Cas-

tellbisbal-Cantunis and Girona-Figueres.

Prima II locomotive - Efficiency without limits

Alstom has developed and designed the Prima II locomotive by taking into account the highest standards of reliability, availability and

competitiveness. Equipped with the Alstom on-board ERTMS system, this locomotive is fully interoperable between different Euro-

pean rail networks. The Prima II offers ope-

rators adaptable configurations throughout

its life cycle to meet the increasingly specific

needs of customers. With the latest genera-

tion of power electronics, it can work with 4

different voltages (25 kV, 15 kV, 1,500 V and

3,000 V) to operate in several European

countries. Depending on the configuration

chosen by the customer (passenger or frei-

ght transport), the locomotive can deliver up

to 6.4 MW of power and can travel at 140

km/h (freight version) and 200 km/h

(passenger version). Around the lower frame

there is a shock absorption area to preserve

the integrity of people and on-board equip-

ment in case of collision.

CHAMBRE DE COMMERCE DU GRAND-DUCHÉ DE LUXEMBOURG - YOUR PARTNER FOR SUCCESS The Chamber of Commerce of the Grand Duchy of Luxembourg represents more than 50,000 compa-nies belonging to the banking, the insurance, the media, the wholesale and retail trade, the hotel and the service sectors. The responsibilities and mis-sions of the public institution are clearly defined by the law of 26 October 2010, which grants the Cham-ber of Commerce great powers but also important duties. The goal is to ensure the connection of Luxembourg by combined transport to the ports of the North Sea, the Baltic and the Mediterranean, as well as major European industrial centres. Need-less to say, that the goals pursued by Ferrmed of improving the port, airport and rail connections in Europe and its neighbouring countries fit perfectly into Luxembourg’s logistics action plan.
