I am directed to convey the approval of the Competent Authority for allocation of Rs. 30.00(Rupees Thirty Lakh Only) to 12MSME-Dls @ 2.50 lakh per programme to MSME-Dls for organising Two-days Sensitisation National Workshop on "Export Marketing" under the new scheme of "Marketing Assistance and Technology Upgradation (MATU)" during the financial year 2016-17 as per the list given below: - S. Micro, Small and Medium Enterprises - Development Institute (MSME-DI) will act as an implementing agency for organising Two-days Sensitisation National Workshop on "Export Marketing". MSME-DI will provide all technical inputs including preparation of background documents/course material, identification of suitable topics, faculty for presentation, etc. The financial support by Gol may cover (wherever necessary) the expenses towards rent for venue, training materials, audio/video aids, TA/DA and honorarium to the Guest Faculty, expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as per Govt. of India rules viz. F.R.-46 (ll-Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who are not in civil services). Government assistance is only for organisational expenses of the proposed event and not for procurement of capital items like machinery/equipments etc. Further, the procedure prescribed under GFR including the various guidelines under the economy measures shall also be followed. ~ ~~. 2. Micro, Small and Medium Enterprises - Development Institute (MSME-DI) will act as animplementing agency for organising Two-days Sensitisation National Workshop on "ExportMarketing". 3. Efforts should be made to encourage the SC, ST, OBC, PH, Women & Minority categoriesof MSMEs, while organizing the workshop. Further, while incurring the expenditure, austerityguidelines should be taken into account as issued from time to time by competent authority.

4. The funds are under the Plan scheme and non-recurring in nature. Director, MSME-DI, willkeep separate accounts of utilization of these funds. The savings (if any) is NOTTRANSFERABLE.

5. The implementing agency should ensure that there should be at least 50 participants in theWorkshop. At least one representative from each exporting/export worthy units may be selected inthe Workshop. Further, Micro, Small &Medium Enterprises-Development Institute shall adhere tothe following:

• The programmes should be organized in association with the Industry Associations, TradeBodies like FlEO, ClI, Chamber of Commerce & Industry, etc., Department of MSME(Industry), Directorate of Industry, DICs, DGFT, Export Promotion Councils, SEZs, Deptt.of EPM; ECGC, EXIM Bank, RBI, Nationalised Banks dealing with Export related issues,etc. and other such agencies involving in export promotion activity. Thrust should be givenfor export promotion concerning to MSME sector.

• The MSME-DIs should select the broad topics like Identification and Selection of GlobalMarkets, Commercial and Regulatory Documents in Foreign Trade, Overview of ForeignTrade Policy and Procedures: 2015-20, Export Promotion Schemes, Export Documentation,INCOTERMS-2010, Identification of overseas products/buyers, Export Finance, Pre & PostShipment Finance, Payment Terms (Letter of Credit), Customs/Excise/Service Tax Rules &Regulations for Exports, Customs clearance procedure for Export Cargo, Packagingrequirements for Exports, Role of RBI (FEMA Act), Payment Insurance (ECOC),Inernational Marketing Including E-Commerce, Practical Experience on MSME Exporters,Export Incentives for MSME Exporters, etc. However, the MSME-DIs should select thetopics as per the requirements of the target group. The expert faculty on the subject mattermust be involved during the event.

6. The pre and post publicity is required to sensitize to the exporting/export worthy units toreap the benefit of the programme. Wide publicity on importance of export and international tradeis essen~ialfor continuous organization of the workshop and Industry Associations and DICs maya~sobe.mvolved for the ~urpose of publicity. The information about these Workshops may also bedisseminated through vanous organizations/agencies involved in the export activity.

7. . The account for ~ctual expe~diture incurred on the above workshop shall be maintained bythe MIcr~,~mall &Medium Enterpnes - Development Institute (MSME-DIs) and forwarded to thisoffice within 15 days of the com?l~tion of the Programme along with the proceedings of thep~ogramme, feedback of each ~articipant, course material, expenditure incurred, topics covered,p ~t1graphs, etc. After completion of the programme, savings if any, will be surrendered to the Payan ccounts Office and also be indicated in the expenditure statement.

10. In any case, the workshop is to be conducted positively by October, 2016. This officealso be informed well in advance the date of commencement of the workshop for apprising thesame to AS&DC(MSME).

11. Monitoring mechanism with escort services and regular follow up of workshop is to beconducted by MSME-DIs for getting better results and also create demand for future programmes.To this effect MSME-Dls should select an officer who is well conversant on the subject and alsowell aware on the changing scenario in the international market and who can properly providesuitable solutions to the requirements of the participants/exporters so as to expand worldwide exportmarketing of MSME products.

12. The expenditure of these programmes shall be accommodated under the Major Head 2851,Minor Head 00.102.97, Sub Head 97.01.20, Other Administrative Expenses (OAE) of ExportPromotion Scheme under Demand No. 58 for BE of the year 2016-17.

13. The sanction is valid for the current financial year 2016-17.

14. This sanction issues in exercise of powers delegated to the Head of Department inconsultationwith IF Wing, M/o MSME vide their Dy. No.537/F-I110,dated 04.10.2010.
