Sub: Constitution of Project Development Cell (PDC) for "Attracting Investments in India"-reg.

1. The Central Government has approved the setting up of an "Empowered Group of Secretaries (EGoS) and Project Development Cells (PDCs) in the Ministries/Departments of Government of India for attracting investments in India by development of investible projects in coordination between the Central Government and State Governments.

2. Accordingly, a Project Development Cell (PDC) has been constituted in the MNRE (copy enclosed) to provide support and facilitation to investors for investing in India and to boost growth in renewable energy sector.

3. It is hereby informed that while a portal is being developed to receive proposals from the RE sector, in the meantime, such proposals can be sent to this Ministry on the following email:

4. All Industry Associations are requested to inform their members and other investors, if any, who are looking for an opportunity for investment in renewable energy sector.

ORDER

Sub: Order for formation of Project Development Cell (PDC) for "Attracting Investments in India".

1. The Central Government has approved the setting up of an Empowered Group of Secretaries (EGoS) and Project Development Cells (PDCs) in Ministries/Departments of Government of India for attracting investments in India by development of investible projects in coordination between the Central Government and State Governments.

2. The objectives of Project Development Cells (PDCs) will be as follows:

(a) To create projects with all approvals, land available for allocation and with the complete Detailed Project Reports for adoption! investment by investors.

(b) To identify issues that need to be resolved in order to attract and finalize the investments and put forth these before the Empowered Group.

3. In pursuance of above decisions, the Ministry of New & Renewable Energy (MNRE) hereby constitutes a Project Development Cell (PDC) in Ministry of New & Renewable Energy (MNRE) under Sh. Amitesh Kumar Sinha, Joint Secretary, MNRE. He shall be assisted by Sh. Ruchin Gupta, Director, MNRE, other officers of the Grid Solar Power Division and representatives of Invest India.

4. Department for Promotion of Industry and Internal Trade (DPIIT) is requested to nominate representatives from Invest India to participate in the working of this cell.

5. A portal is being developed to receive proposals from the RE sector, with provisions to check the status of action taken on such proposals.

6. This issues with the approval of Secretary, MNRE.
