CALL TO ORDER Michael Boyle called the meeting to order at 605 pm with thepledge of allegiance
MINUTES OF JUNE 25 2013 Kevin McMahon made a motion to approve theminutes as presented The motion was seconded by Bonnie Brown Vote all in favormotion unanimously approved
ECONOMIC DEVELOPMENT DIRECTOR REPORTJanice Chrzescijanek presented her report to the Committee and Commission seeattached
Chairman Boyle discussed meeting with State DECD Commissioner Catherine SmithAlso present during the meeting Economic Development Director Janice Chrzescijanekand State Representative Dan Carter It wasa successful meetingSteve Palmer will be walking the lots of Clarke Park that are marked for expansion with aState Engineer Discussion regarding the Water Tank ensued Roy Steiner and KevinMcMahon agreed that a seed must be planted with the State that development is separatefrom the water issues and that alternatives exist
Janice continued with her report
Bonnie Brown makes a motion to approve expenditures in the amount of 100 forCEDAS AND 25000 for CERC renewal of membership Motion was seconded by RoySteiner Vote taken motion unanimously approved
Discussion then focused on a potential planned visitinvitation for CommissionerCatherine Smith of DECD to come and speak at a luncheon hosted by BethelDebated was the idea of having just Bethel present or including other towns It wasdecided that Bethel would host and include the Bethel and Danbury area Chamber ofCommerceChairman Boyle asked that membersemail Janice with suggestions for the luncheon
Bonnie Brown made a motion to adjourn the motion was seconded by KevinMcMahon Vote all in favor motion unanimously approved

Subject Update on DECD visit on July 9 2013
On July 9 2013 Mr Mike Boyle Chair of EDC and EOC State Representative Dan Carter and Janice
Chrzescijanek Director ofEconomic Development went to the DECD office in Hartford to have a930am
meeting with the Commissioner and a1000am meeting with representatives from the Office of Business
Development and the Office ofFinancial Review and Special Projects
We met with Catherine Smith Commissioner to discuss how Bethel can develop a strong workingrelationship with DECD
Outcome
a We wereprovided with adirect contact at DECD Peter C Lent Assistant Executive Directorb The Commissioner committed to visit Bethel over the next couple of months
i Next Step Janice the EDC and EOC will develop aplan for her visit
2 After our visit with the Commissioner we met with Peter Lent Assistant Executive Director Business
Development Nelson Tereso Civil Engineer Financial Review and Special Projects Richard Jones and
Mike Lettieri In this meeting we discussed two items
a That the Clarke Business Park maps on file with the state do not match the maps Bethel has on
file There are three parcels of land that are classified on the state maps as Open Space but are
classified as Other Lands on our Bethel maps In order to consider these areas for future
development the state maps would need to reflect them as Other Lands
i Next Step Nelson Tereso DECD is going to look into this and provide us with next
stepsb The Conceptual Layout Plan for the expansion of Clarke Business Park
i Next Steps1 DECD will submit an application to OPM on our behalf for a state review of the
expansion The application will be submitted on July 12 2013 The review will
take approximately one month
a Nelson Tereso DECD is aware that the state has already approvedapproximately24001inear feet for the expansion approximately halfof
the expansion illustrated on the Conceptual Layout Planb Nelson Tereso DECD stated that without the proposed water tower
further expansion of the park would not be possible
c Nelson Tereso also commented that if the sale to Aquarion is approvedand in the agreement the Town of Bethel has no financial obligations to
build the tower the grant money allocated to the Town for the tower
minus the engineers costs approx 55000may be able to be
transferred to an expansion project in Clarke Business Park He also
suggested the town submit reimbursement for halfofthe engineering costs
approx 550002 Janice and the EDC will work with an engineer to put together a cost
estimatebudget for the project and provide it to DECD for funding consideration
3 Peter Lent described some of the business incentives that the DECD offers and how the DECD can be of
assistance toBethel
i Next Steps1 Janice will provide the EDC and EOC with information about state incentive
programs at the July meetings

among other towns

Deschaine noted people from CGI would be approaching businesses as hey craft thevideo for information
and interviews highlighting the economic aspects of the town
