I. PURPOSE

To allow the President to thank the National Alliance of Business­men for their contributions in providing job training and employment for more than two million disadvantaged adults, Vietnam veterans and ex-offenders since 1968 - and to encourage them in their goal of 485, 000 placements in 1975.

II. BACKGROUND, PARTICIPANTS AND PRESS PLAN

A. Background: The National Alliance of Businessmen is now in its seventh year of operation as a partnership of American business, government and labor. Its objectives are .to place disadvantaged citizens in entry-level jobs in the private sector under a concept of hire, train and retain. To date the cumulative placements total more than 2 million with 52% still employed with their original employers.

The loaned executive concept is the key to NAB success. Since 1968 some 30,000 men and women have been loaned to NAB while paid by their regular employers for periods of up to two years. Only 35 professional staff members in the Washington Headquarters are paid by federal funds.

In 1975 alone the conservative value of services contributed to NAB by the business community will exceed $20 million. The 485,000 placements in 1975 will generate more than $73 million in taxes paid in, will reduce welfare benefits by $82 million not paid out and a reduction of almost $300 million in unemployment benefits not paid out.
