storm that started Sunday 15 November just after 12h00. They were informed of the mess after

16h00.

Volgens ooggetuies het die vragmotor in Viljoenstraat rigting Dullstroom in die reguit straat afgery en net verby die hospitaal het die kajuit vooroor getiep terwyl die vragmotor

op spoed was. Die meganisme wat die kajuit verhoed om vooroor te kantel was waarskynlik nie vas nie of het onklaar geraak. Dit het die bestuurder totaal buite beheer gelaat. Vervolg op bladsy 3.

AFTER reading about the wate r shor tages and situation of the town dam in t h e H I G H L A N D S PANORAMA NEWS last week, a concerned resident brought this picture to the HPN offices.On 2 November he went to the municipal offices and reported this broken water pipe under the road in front of his house in Boog Street, Extension 5, M a n d e l a V i l l a g e i n Mashishing. To date not one municipal technician or any other crew have visited the site and investigated or attempted to fix the problem. The reader has followed up with numerous phone calls to the municipality regarding the problem, but to no avail.He told the newspaper that this is not sewerage or waste, it is residential drinking water that has been leaking through, running down the road, around the corner and into a storm water drain. Who knows how many thousands of liters have been wasted already?Surely the municipality should make the fixing of broken pipes and leakages a priority? The resident also told the HPN that a short distance from his house is also a fire hydrant connection tap that has been leaking at a steady stream of water for years now and also remains unfixed. What will water restrictions on residents help when the municipality is guilty of gross water wastage?

ASA Metals’ management and the NUM remained in discussion in an effort to resolve the industrial action.On 1 November 2015 a draft collective agreement was presented to the NUM incorporating the issues surrounding the unprotected strike and underground sit-in as well as the employer’s demands set out in the defensive lock out notice.ON Tuesday 3 November 2015, ASA Metals management held a meeting with the NUM in an effort to resolve the dispute and to discuss the terms of the collective agreement. Despite carious point being agreed between ASA Metals management and the NUM, the parties failed to reach agreement on the issue of disciplinary sanctions against NUM members by virtue of their participation in the unprotected strike and sit-in.The NUM has proposed that all employees who participated in the unprotected strike and underground sit-in receive a specific final written warning for engaging in this conduct. ASA Metals cannot accept such a proposal as a blanket sanction of this nature fails to take cognisance of the disciplinary records of the employees involved, acts of violence and intimidation and losses sustained by the company as a result of the NUM members engaging in this unlawful conduct.ASA Metals managements cannot condone the unlawful act of its employees and the company cannot be expected to endure the financial loses which have resulted from this conduct without having recourse to its statutory entitlement to take necessary disciplinary measures against those who participated.ASA Metals afforded the NUM an opportunity to consider the collective agreement and to agree to the terms contained therein by no later than 16h00 on 4 November 2015. THE setting off of fireworks in a built up area is a diabolical act. Whether this is done as some religious celebration, a birthday, historical celebration, birth, new year or whatever, it is an extremely self-centred, inconsiderate and intolerant act of selfishness. It is not acceptable in modern society. Surely all religions teach us to be considerate, to be tolerant and to have empathy for other people? And if you are a non believer, then you

had in any case better conform to the acceptable norms in society. If your faith requires fireworks, please conduct that away from town. Fireworks may have been acceptable many years ago, but we have all moved on. Loud crackers, rockets and other fireworks cause extreme trauma to old and frail people, to young children and to our pets. Whether there are local Municipal ordinances or not, national legislation makes it illegal to set of fireworks in built up urban areas. The Police, Municipal Official or Head of Traffic may not provide permission to set off fireworks without the consent of the Fire Chief and the residents of a particular community. In the absence of a Fire Chief,

the general consensus of the community must be considered. We were told at the paper that someone gave permission for the fireworks on 11 November. We call on you sir, on all concerned residents, on all religious groups and on all persons in a position of influence, to stand up, show leadership and voice your displeasure of this despicable practise. We call on all dealers to please sell other wares for celebrations and to remove fireworks from your premises. We respect your right to do business, but we ask for your respect towards the general well-being of residents and their pets. We call on law enforcement officers to assist in stopping this scourge. We call on all peace loving residents to confront neighbours and other unscrupulous people who continue this barbaric practise.

From a reader:Regarding the sudden and unexpected barrage of fireworks related disturbance on the night of Wednesday 11 November 15, the following:Was this approved by the powers that be? I suspect not, but actually as we all know, are in reality actually sadly the “powers that aren't”. Too SLAPGAT to take a stand on anything, I tell you. For years now, we have expressed our concern at this lack of social order and control regarding fireworks in our town. It just seems to get steadily worse like our crime statistics and declining municipal service delivery.What these pyrotechnic revellers actually need to be exposed to, is a real military combat situation, where the gun flashes and detonation of ordnance amounts to an inexplicable mayhem of multi-coloured flashes and nerve wrenching noise, to say the least. But above all, you know that this hell and what it represents is meant for you and your fellows in arms, (NO, I refuse to use the word comrades). This is exactly what our animals' experience. The difference that makes it worse for them is that they have no comprehension of what this noise is or where it is coming from.I leave you with a quote from Mahatma Gandhi who was also incidentally Hindu, “The greatness of a nation can be judged on the way its animals are treated”. Fireworks must fall! Geen klappers in Lydenburg !

T H I S l a w a p p l i e s n a t i o n w i d e w i t h n o e x c e p t i o n s .It is unlawful to discharge any firework in any building, on any public thoroughfare or in any public place or resort without prior written permission of the local authority. (Section 10.34) Section 10.35 relates to public displays of fireworks and states that no person may do so on any premises without the written permission of the Chief Inspector of Explosives (commonly known as “having a permit”). This written permission will stipulate conditions and any non-compliance with them is a criminal offence. In terms of the Explosives Act, no person shall allow or permit any children under the age of 16 to handle or use fireworks except under the supervision of an adult person. This Act is enforced by the South African Police Service (SAPS) not by the SPCA. Please report any offences to your nearest SAPS, giving as many details as you possibly can and quoting the Act name and number plus the relevant section as given above.IGNORANCE OF THE LAW IS NO EXCUSE – PENALTIES ARE SEVERE DO NOT BE AFRAID TO REPORT OFFENDERS.FIREWORKS ON PRIVATE PROPERTIESWe are referring to domestic properties in this section and to shop-bought fireworks. Whether or not it is legal to set off fireworks on a person's own property is governed by the local by-laws. In some areas, no firework may be set off at any time without the written permission of the local authority. SALE OF FIREWORKS: This falls under the Explosives Act and conditions for sale are strict. It is not possible for any informal sale of fireworks (hawkers, roadside or any open-air sellers) to conform with this Act. It is imperative that any informal displays of fireworks for sale or sellers of fireworks in the open air are reported to the SAPS as quickly as possible. In addition to the principles

and ethics involved, there is a real danger if fireworks are displayed, handled and sold in the open air. Any seller of fireworks must be in possession of a current licence issued by the Chief Inspector of the Department of Explosives. This licence (often referred to as a permit) is not transferable. That is, a shop with a permit to sell fireworks may not remove stock to a market or roadside and then claim “We have a permit.” The licence refers to the premises stated on this permit. This means that fireworks in a licensed shop must be either under the counter or locked in a cabinet. It is an offence to display or place fireworks where a shopper can pick them up or handle them in any way – including being able to put them into a shopping basket or trolley. If you see fireworks displayed in a way that violates the law – report it! There are strict regulations relating to signage (NO SMOKING, for example) and the necessity of having exits (preferably two) unlocked and unbolted whilst fireworks are on sale and that a clear passage must exist between counters holding fireworks and the exits. The Act states that if a firework dealer has only one exit, the fireworks must be placed at the rear (relative to the exit) of the building. PACKAGING This is important and an often overlooked aspect of the issue. Reports confirm that fireworks have been sold at tuck shops, having been taken out of their packaging, much in the way that individual cigarettes are sold at spaza shops. Fireworks must be marked, labelled, packed and sold in accordance with regulations and fireworks must be in the original packaging complete with instructions when sold. It is an offence in terms of the Explosives Act to interfere with the packaging of fireworks or to permit the packaging to be interfered with. If you come across fireworks for sale that look as if the packaging has been interfered with or removed, please report it. You could be saving a life or preventing severe injuries.

AS we await the arrival of the new Ford Focus RS next year, it seems the Blue Oval is already working on a lighter and faster version. According to Autocar.co.uk, the company will keep a close eye on the level of interest of the standard car to decide whether they should go ahead to develop a limited edition model.It seems polycarbonate glazing, carbon-fibre reinforced plastic and forged aluminium components could be used, while there is also the possibility of carbon-ceramic brakes, a reduction of noise insulation and a stripped-out cabin. The result will be a reduction in weight of around 100 kg.Whereas the standard Focus RS uses a manual gearbox, the hardcore version might use a dual-clutch unit. Although Ford claims a 0-100 km/h acceleration time of 4,7 seconds, the company’s aim is to beat segment leaders such as the

IT is not often that values of classic cars in South Africa is known. Overseas values are usually taken into account, and when a valueble classic car is up for sale, it usually is passed on to a another collector. The result is that when certain classic cars are up for auction, when one should take note if the values of these are of any interest to you.According to Stephan Welz & Co. this very rare Mercedes was imported to the Union of South Africa in 1958 as a special order for Mrs. Mary Oppenheimer. She owned the car for a short period of time and apparently did not like the column shift. The car was then sold to the wealthy Prowse family (the daughter, Juliet Prowse was a world famous dancer and actress) and remained in their hands until the early 2000’s when it was bought by Mr. Steve Rademeyer. The guide price is said to be between R1,6- and R1,9-million.Mercedes-Benz only built 1 251 of this model in Coupé version, and quite a number were bought by aristocracy; even King Juan Carlos of Spain was gifted one by his father, as well as many famous actors and politicians.A ten-year survey by Knight Frank (November 2014) showed collectable cars have appreciated by 469%, followed by gold coins at 254%, art at 226% and London property at 135%.This 1958 Mercedes Benz 220S Coupé went under the hammer as part of the Stephan Welz & Co. DIE Chevrolet small block V8 is nou 60 jaar oud. Dit was beskikbaar van 283 kub duim tot 400 kub duim (4.6 liter tot 6.5 liter en die basiese ontwerp (nokas in die blok met 5 boute om elke silinder, “interchangeable cylinder heads”) is tot vandag onveranderd.In 1955 het dit die eerste keer in die “shoebox” Chevys (Bel Air en ander) uitgekom en in 1957 was dit die eerste enjin met meganiese brandstofinspuiting in die 57 Chev Bel Air Convertible. Dit was nog altyd die enjin vir Corvette (350), Impala (327), Camaro en Malibu SS (350), met die uitsondering van die “Big Block” 427 (7 liter) wat 'n ander enjin is en in die groot “muscle cars” gebruik was. Onlangs het ons hulle nog in die Chevy Lumina in 5.7, 6.0, en 6.2 liter alluminiumblok weergawes hier in SA gekry. Die enjins het intussen van ysterblok na alluminiumblokke verander, maar die ontwerp is nog dieselfde.Dit was ook die eerste motorenjin wat een perdekrag vir elke kubieke duim kon produseer (Bel Air 283 in 1957 (4.6 liter) enjin = 283 perdekrag.Die enjin word steeds beskou as die maatstaf waaraan enige moderne V8 gemeet word. In snelrenmotors het die ouens nou al gevorder tot enjins wat 8000 perdekrag op Nitro kan produseer (1000 perde vir elke silinder), maar so ’n enjin hou net vir 2 kwartmyl renne. Dit word met ’n marine aanpassing in kragbote ook gebruik. Ons het by die visserye ’n groot boot gehad met n 308 enjin wat ’n Hamilton turbine aangedryf het. Brandstofverbruik was so 200 liter vir elke 20 km op die water.Interessant is dat die Australiers die basiese ontwerp met ’n paar veanderinge as ’n Holden enjin gebou het. Dit is die 308 (5 liter) wat ook in my Chev is (wat eintlik n Australiese Holden Monaro was maar hier ’n Chev SS genoem was).Die SS kenteken was op al die “warm” spieremotors en het goed soos 4 keel vergassers (Rochester Quadrajet) op gehad. Die SS motors moes ook almal sekere minimum instrumentasie bevat soos oliedruk, ampere en of volts, toereteller, brandstof, spoed en temperatuur, aparte komsitplekke voor, skyfremmme, veiligheidsgordels daai jare al, ens ens. Vereistes soortgelyk aan Ford se GT motors. Terloops SS was ’n eksklusiewe handelsmerk vir Chevrolet en GT vir Ford, nie soos vandag waar enigiemand ’n GT plakker op ’n motor sit nie. Ford se kompeterende enjin was die 351 (5.8 liter) V8 Cleveland, maar is ongelukkig met modernisering nie meer beskikbaar nie. Wedywering tussen Ford se 351 en Chevrolet se 350 het ons hier in SA gesien tussen die vierdeur 4 spoed Ford Fairmont GT en die tweedeur 4 spoed Holden Monaro. Die Ford was vinniger in ’n reguit lyn en die Monaro was beter om die draaie. Jy kon albei se remme verwoes met een haastige rit oor die Longtompas. Die rook het gereeld om al vier wiele van my Chev uitgekom as ek van Nelspruit af Lydenburg toe ry en en by die huis stilhou en dan moes ek remskywe en vloeistof vervang.Op die ou Bambi Pad (voor die bou van die dam en baie verkeer) hou ek en Chris Jankowitz die rekord van 14 minute vanaf die Bambi T aansluiting tot by die ou R&P geboue (voorheen Dolydia Volkswagen) met dieselfde wit SS wat ek vandag nog het. Tyd oor afstand was dit ’n gemiddelde spoed van 201 km/u in ’n motor met relatiewe swak padhouvermoë en hopelose remme. Ons was jonk en onverantwoordelik.Andre Coetzee

Sylvania Metals is looking for an Engineering Maintenance Planner to support the Eastern Chrome Mine Operations with regards to planned maintenance to improve plant availability and control engineering cost.

Major tasks of the job: • Facilitate maintenance risk assessments held with engineers, foremen and artisans • Setup and maintain a production and engineering critical equipment inventory and asset register • Participate in preparation of maintenance procedures • Setup and maintain document warehouse for OEM equipment specifications, owner's manuals and maintenance data • Implement and maintain a planned maintenance system for the ECM operations based on experience, mean time to failure calculations, OEM data, maintenance risk assessments • Issuing of planned maintenance job cards for equipment • Collecting of planned maintenance job cards for equipment, verifying quality and updating of the planned maintenance system with job card information • Collecting job cards for equipment failure and breakdown and entering the data into the planned maintenance system • Preparation of monthly equipment availability, breakdown and planned maintenance reports • Verification of stock levels for critical and maintenance spares in accordance with planned maintenance requirements • Exception reporting on equipment availability • Assisting the engineer with optimising maintenance schedules using the planned maintenance system data • Assist the engineer with conducting root cause failure analysis • Optimisation of stock levels • Generating stock replenishment reports • Compile monthly Engineering Maintenance and Downtime Report

Knowledge/Education Requirement: • Grade 12 • Advance computer literacy (Microsoft Word, Excel and Outlook) • Knowledge of Microsoft Access and AMPRO will be advantageous • Specific and recognised training in Planned Maintenance

Experience and requirements: • Exposure to mining engineering background will be advantageous • Minimum of 5-years prior and related industry experience in planned maintenance • Experience in workshop facilitation will be an advantage • Code 8 drivers license and own transport • Good administration skills are essential

Personality Requirements: • Able to lead a small team of technical and operating staff • Must be able to speak in front of people, thus slightly extrovertist • Self managed, self-motivated, enthusiastic individual • Good written and spoken communication skills

Other Requirements: • Must stay in Lydenburg, Burgersfort, Steelpoort or surrounding area, or be willing to relocate.
