1) SC House approves State Budget, 64-54, on June 3:

45 other Republicans had already voted FOR the State Budget with selected Abortion-Funding in the State Health Insurance Plan (SHIP) on Wednesday, June 2 (see below), but 24 Republicans had also voted against it - and together with 45 Democrats who were disgruntled about other issues - that was enough to reject the Abortion-Funding Conference Report for the 2010-2011 State Budget (H.4657) by a vote of 47 Yeas to 69 Nays on June 2.

The Republican-Majority SC House has 73 Republicans, 51 Democrats.

However, then came a re-vote on Thursday, June 3, and with pressure from the SC House Republican leadership and reportedly legislative priority promises made for next year by the House Republican Caucus, 17 out of the 24 Republicans who had voted against the Abortion-Funding Conference Report on June 2, flipped their vote on the June 3 re-vote, voting now to approve the State Budget Conference Report with the selected Abortion-Funding in the SHIP. There were only six SC House Republicans out of the 24 who did not flip, and voted again on June 3 to reject the conference report: Duncan, Haley, Millwood, Norman, Scott, and Garry Smith.

So, in the end, the Republican-Majority SC House led by Speaker Bobby Harrell (R-Charleston), with 73 Republicans, adopted the State Budget Conference Report with selected Abortion-Funding in the SHIP (as well as other Abortion-Funding, surgical and chemical, e.g., Medicaid), and had only SIX Republicans who voted against it ...

... Instead of finding FOUR (out of the 12) pro-abortion-funding Republican Senators in the Republican-Majority SC Senate who had voted against the pro-life amendment proposed by Senator David Thomas to ban SHIP Abortion-Funding on April 28 ( Alexander, Campbell, Cleary, Courson, Fair, Knotts, Leatherman, Larry Martin, McConnell, O'Dell, Peeler, Rankin ) to change their votes, from voting to fund abortion, to pro-life. So in effect, 62 (45 + 17) Republicans in the SC House on June 3 went along with Abortion-Funding in the SHIP, instead of finding a net of just FOUR Republicans (or Democrats) in the Senate who would change their April 28 vote against Senator Thomas' amendment to ban SHIP abortion-funding.

Overall then, because of the net lack of FOUR pro-life State Senators, the taxpaying citizens of South Carolina may be forced to again pay for selected SHIP abortions in the State Budget, and we will all share in that corporate bloodguilt (Numbers 35:33, Proverb 6:16, 17; Deuteronomy 19:10).____________________________________________________________________________________________________

2) SC Senate approves State Budget, 22-16, on June 3:

On June 3, with the Republican-Majority SC House having passed the Abortion-Funding State Budget Conference Report, the Republican-Majority SC Senate took up H.4657, and passed the State Budget also, by a final vote of 22 to 16.

The Republican-Majority SC Senate has 27 Republicans, 19 Democrats.

Senator Lee Bright (R-Spartanburg) went to the podium and argued against the Abortion-Funding State Budget Conference Report. According to the June 3 Senate Journal, "Senator BRIGHT asked unanimous consent to make a motion to revert to the language regarding the State Health Plan not paying for abortions contained inthe House Passed Version of the General Appropriations Bill."

Senator Bright was asking for unanimous consent from the Senate to make a motion to revert to the original House amendment (March 17-18 House debate) banning State Health Insurance Plan taxpayer-funded abortions. However, the June 3 Senate Journal records, "Senator PINCKNEY objected." Surely, if Senator Pinckney had not objected, one of the other pro-abortion State Senators (Republican or Democrat) would have, however, according to the SC Legislature website, Senator Clementa Pinckney (D - Beaufort, Charleston, Colleton, Hampton & Jasper Cos.), is "Presiding Elder (Minister), Wateree Dist. AME Church" - a professing Christian minister !

After a series of votes, the Republican-Majority SC Senate gave final approval to the State Budget Conference Report with selected Abortion-Funding in the SHIP (as well as other Abortion-Funding, surgical and chemical, e.g., Medicaid), by a vote of 22 - 16, with only 12 of 27 Republican State Senators actually casting votes against the Abortion-Funding State Budget ( a 13th Senator who was outside the Senate Chamber at the time of the vote, made a statement for the record in the Senate Journal, that having voted against the Conference Report on an earlier vote, he would have voted against it a second time as well). So 13 Republican Senators (48% of 27, less than half), opposed the State Budget on June 3.

These are the 13 Republican State Senators who opposed final approval of the Abortion-Funding State Budget Conference Report: Bright, Bryant, Campsen, Cleary, Davis, Grooms, Massey, McConnell, Mulvaney, Rose, Ryberg, Shoopman, Verdin. [ Note: Senators Cleary and McConnell voted against Senator Thomas' amendment to ban SHIP Abortion-Funding back on April 28. ] [ Note: Senators Shane Martin and Thomas had previously been granted leave of absence and were not present for this vote - Senators Shane Martin and Thomas voted in support of Senator Thomas' amendment to ban SHIP Abortion-Funding back on April 28, and it is believed if they had been present, would likely have raised the number of Republican Senators opposing the State Budget on June 3 to 15 (56%). ]

COLUMBIA, S.C. South Carolina lawmakers refused on Wednesday to agree on a compromise version of a nearly $5 billion state spending plan as Republicans angled for abortion restrictions in the state health insurance plan and Democrats decried deep cuts in spending for health and social service programs.

The 47-69 House vote left Republicans scrambling for a way to fix a spending plan that's been in the works for months and must be completed before the fiscal year ends June 30 to avoid a government shutdown. The House adjourned for the day without a second vote.

"The Democrats don't like the lessening of funding for health care agencies. We have some Republicans who are hung up on funding - actually putting money back into those optional programs - and also some concern over the language about whether the health insurance plan will pay for abortions," said Ways and Means Committee Chairman Dan Cooper, R-Piedmont.

And it has been in the works for weeks. Seeds were planted in March when a group of House Republicans rallied in an all-night session to end abortion coverage for rape and incest victims under the state health insurance plan.

continued...Senate President Pro Tem Glenn McConnell accused the House of creating chaos.

continued...If Cooper and GOP leaders can't rally the dozen votes needed, the House and Senate would have to try to work out another compromise budget. That likely couldn't happen before Thursday's adjournment and could require legislators to add more days to a planned wrap-up session later this month.

The Senate passed a measure allowing lawmakers to stay past Thursday to deal with the budget. McConnell said the Legislature should not wait until mid-month to finalize a budget. It's too close to the new budget year, which starts July 1, and could shut government down, he said.

It's a stalemate that hasn't happened in more than a decade on a state spending bill.

"This is uncharted territory," said Rep. Todd Rutherford, a Columbia Democrat who cheered his minority party's efforts to ditch the spending bill.

Today God used a principled pro-life minority of the SC House Republicans, and some pro-lifeDemocrats, and a majority of politically disgruntled Democrats, to REJECT this SC State BudgetConference Report with the SHIP Abortion-Funding. However, even if the House mendmentpassed in March is restored, there remains in this State Budget, further taxpayer funding for certain surgical abortions via Medicaid, and also abortifacient (abortion-causing) birth control (e.g., birth control pills, IUD, Depo-Provera, ad nauseam) in Medicaid, SCHIP, Title X, and the State Health Insurance Plan, at a minimum. We are a long way from eradicating the use of the tax dollars of Christian pro-life citizens against our will for the shedding of innocent blood.

We do not need Republican "conservatives" in office. We do not need "tea party" candidatesin office who are concerned with spending and debt issues, and/or Obama DeathCare, and/orthe illegal immigration invasion, but who are not concerned about the voice of the innocent blood (Genesis 4:10) being shed in this State's and Nation's child-murder centers.

How much more evidence is needed beyond this illustrative example that South Carolina is part of the RELIGION BELT, not the "Bible Belt" - a name it does not deserve. As much as these civil ministers in political office are completely responsible for their individual votes to sustain the shedding of innocent blood, nevertheless, is there not scriptural justification to assert the axiom: "As the church goes, so goes the nation ( or the state, city, county )" ? For example, ALL FOUR SC State Senators from the Lexington County (Courson, Cromer, Knotts, Setzler) voted against the SC Personhood Bill (S.450) on April 13. What does that say about the weak condition of the Christian churches in Lexington County, South Carolina ?

This land is POLLUTED with INNOCENT BLOOD (Numbers 35:33, KJB) - THIS IS WHY WE ARE BEING TURNED OVER TO TYRANNY IN THIS COUNTRY, BY THE HAND OF GOD, AS DIVINE JUDGMENT FOR CHILD-SACRIFICE-BY-'ABORTION' (Psalm 106:37-44). These 24 Senators are inviting the Judgment of God upon the people and State of South Carolina by their wicked vote.

Some are more concerned about the invasion of millions of illegal aliens over our southern border. However it seems as though there are few who understand the shedding of innocent blood is a major driving spiritual reason why these things are coming upon America, taking us down a road to our eventual destruction as a nation. God wants us to Repent. The Bible shows us He will regard our affliction when He hears our cry (Psalm 106:44, KJB).

Read Psalm 106:37-44, and read what GOD SAYS about the connection between child-sacrifice and our being turned over to those who hate us, those who oppress us, in short, to tyranny. Read 2 Kings 24:1-4, and see what GOD SAYS about the connection between the shedding of innocent blood and FOREIGN INVASION and WAR.

Perhaps when we are ready to focus on the things about which God has controversies with America, and especially about which God has controversies with the Christians in America, THEN He will become our Advocate in combating our enemies, instead of turning us over to them for judgment and punishment. Without Repentance, especially by Christians, the result for America will be NATIONAL CALAMITY.

George Mason (Father of the Bill of Rights), VA delegate to the Constitutional Convention in 1787 said regarding the national sin of American Slavery:

"providence punishes national sins, by national calamities."

The delegates did not listen to Mason, but instead bowed to the pressure of South Carolina and Georgia, who would not join the other States without the protection of their wicked institution of unbiblical Slavery. 70+ years later, the nation endured and suffered a calamity which affects us still to this day: the 1861-1865 War Between Americans, in which over 600,000 Americans were killed because of our war against ourselves. Could it happen again ? Yes. If not civil war, God will use some other means to recompense (Gen. 4:10, Nu. 35:33) the shed innocent blood of the unborn, 51+ MILLION murdered by surgical abortion alone.

(AP) - A compromise version of South Carolina's nearly $5 billion spending plan has been approved after a conference committee ditched House plans to eliminate abortion coverage under the state's health plan for victims of rape and incest.The six-member panel's approval on Thursday sends the spending bill back to the House and Senate for final approval and should have the budget on Gov.
