ABU DHABI Prime Minister Narendra Modi today arrived in the United Arab Emirates on a two-day official visit during which he will hold talks with the Gulf country's top leader- ship to enhance coopera- tion in key areas of trade and security. "Hello UAE. I am very optimistic about this visit. I am confident the out- comes of the visit will boost India-UAE ties," PM Modi tweeted shortly after arriving in the UAE. PM Modi was received by Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi at the airport, in a departure from the protocol. Earlier, the PM had described the Gulf coun- try as a "mini-India" close to his heart. About 2.6 million Indians live in the UAE, PM Modi said in an inter- view to Dubai-based newspaper Khaleej Times that it was "an anomaly" that an Indian Prime Minister is visiting the country after 34 years. "India and UAE have everything to be a top pri- ority for each other. This is the way I look at the UAE. The Gulf region is vital for India's economic, energy and security inter- ests," said Mr Modi. Improving trade and investment ties between the two nations is high on the PM's agenda and his trip is packed with busi- ness meetings. Nearly 100 children fell ill on Saturday after consum-ing sweets distributed by a village head in Bihar’sDarbhanga district to celebrate Independence Day, thepolice said.

The incident took place in Ranipur village inDarbhanga, about 200 km from here.

“The village mukhiya distributed sweets to markIndependence Day. But soon after consuming it, manychildren fell ill,” a district police official said.

The children complained of uneasiness after eating thesweets, followed by vomiting and were admitted to theDarbhanga Medical College and Hospital. The conditionof 20 of them is said to be critical, an official said.

Narendra Modi's assurance that thegovernment has accepted "in princi-ple" their demand for 'One Rank OnePension' (OROP), ex-servicementoday announced intensification oftheir stir by deciding to launch anindefinite hunger strike from August24.

The police had got thestatement of the victimrecorded by aMetropolitan Magistratefor making it a foolproofcase.The case hinged onthe victim’s allegations inher complaint and thestatement recorded by theMagistrate. But in thetrial, she refused to sup-port the prosecution.

She was extensivelycross-examined by theprosecution but she didnot budge from theinverse position she took

on the case. “All theaccused persons presentin the court today havenot committed anyoffence against her andthey are innocent. She didnot want to say anythingelse,” the victim deposedin the trial.

tion skill-oriented, the Delhi gov-ernment is planning to introduceeight vocational streams, includingbeauty and wellness, automobileand travel and tourism, in 200schools.

The streams, to be offered to stu-dents from class 9 to 12, will havefour levels A,B,C and D.

The eight streams which willalso include retail, financial mar-keting management, general dutyassistant in health care, informa-tion technology, and security, arelikely to be offered in the schoolsfrom October this year.

"We have recently signed anMoU with the National SkillDevelopment Corporation(NSDC) to offer these streams andare now in process of finalising

training partners. Though this willtake another month we are tryingto squeeze as much a possible sothat we can do substantial teachingthis year," Director of Education,Padmini Singhla told PTI.

"After we finalise the trainingpartners, we will enter into tripar-tite agreement with RashtriyaMadhyamik Shiksha Abhiyan(RMSA), sector skill council andthe training partner.

"The project is being carriedunder the RMSA and state govern-ment is providing substantialbudgeting. Earlier the fundingused to come from RMSA only,"she added. Following the agree-ment, the training partners willstart the recruitment of teachersand trainers. "We will start theclasses by mid-October and

simultaneously we will work on

establishment of labs in theseschools because not all schoolshave the infrastructure needed forteaching of streams as beauty andwellness and automobile," Singhlasaid. "The streams will be gradedand, after the students have com-pleted the D level by class XII, thecourses will be integrated withITIs enabling them to pursue thearea in full fledged manner," sheadded. According to the proposal,the National Skill QualificationFramework will be divided intofour levels. "In the initial stage,there will be two vocationalstreams in each school for the stu-dents to choose as per their interestin the area. For now, the projectwill be carried out in 200 schoolsand we will expand it to moreschools from next year," Singhlasaid. There are 1,007 government-

run schools in the national capital.The idea to introduce vocationalcourses in Delhi governmentschools was suggested by formerPresident A P J Abdul Kalam toDelhi Deputy Chief MinisterManish Sisodia during a meetingon June 7, 2015.

Addressing a gathering of teach-ers, educationists and governmentofficers at the Delhi secretariat onJuly 2, Kalam had said that 25 percent of school time, for studentsbetween class 9 to class 12, shouldbe devoted to skill development.

He had also suggested Sisodia toprovide two certificates to the stu-dents passing out from Delhi gov-ernment schools academic certifi-cate to pursue further academiceducation and vocational certifi-cate to choose the vocation as perhis area of interest.

growing demand for watersupply, Delhi Jal Board(DJB) aims to increase useof recycled water to 40 percent from the present 25per cent which will helpmeet the purposes of agri-culture, horticulture andwashing.

DJB produces around2100 million litres of recy-cled water across its 30Waste Water TreatmentPlants (WWTPs).

The plan aims at increas-ing use of this water frompresent 25 per cent to 40per cent in one year forpurposes likeirrigation/horticulture,flushing/washing, coolingplants, etc - thereby mak-ing available additionalwater for drinking.

"The DJB is activelyencouraging use of recy-cled water in order tobridge the gap betweendemand and supply ofpotable water in the city.Water produced atWWTPs is of good qualityand is being promoted for

non-potable purposes,"DJB said in a statement.

The board said bulk con-sumers like DelhiDevelopment Authority(DDA), municipal corpo-rations, DTC depots,power plants and industrialareas have been identifiedfor supply of additionalrecycled water.

At present, 25 per cent oftreated water is being usedfor irrigation, horticultureand cooling in powerplants by agencies such asTata Power, Pragati PowerCorporation Limited,Central Public WorksDepartment, DDA etc.

The agencies are beingsupplied water at a sub-sidised rate of Rs. 7 perkilo litre. "A series ofmeetings were held withorganisations which havepotential to use recycledwater. Deputy ChiefMinister Manish Sisodiahas directed all organisa-tions to submit their actionplans for closing theirtube-wells and using recy-cled water for horticulturalpurposes," the board said.

These additional gates willreduce the congestion in the exit point areatowards F-Block of Connaught Place. Thisexit point registers maximum outflow, aMetro statement said. In this regard, Metrohad previously opened the ViewersGallery, the unpaid area of the busy inter-section, to allow its passengers to moveover the tracks of Blue Line without cross-ing the foot-over-bridge.

However, it has very few takers as ofnow. "These additional gates will facilitatesmooth and swift exit of passengers ofYellow Line (Line-2) from the stationwithout getting into the way of Blue Line(ie, Line-3 Dwarka Sec-21 to Noida City

Centre) passengers within the paid areaand vice versa and will avoid unnecessarycriss-crossing while interchange," thestatement added. Adequate signages havebeen installed to guide passengers towardsthese gates, it said. With these new instal-lations, the number of Automatic FareCollection gates at Rajiv Chowk has goneup to 46, the maximum for any station inthe entire Metro network.

The SSP said the num-ber was traced to Ujairand the SIM card selleralso identified him as theperson to whom it wassold.

An FIR has been lodgedin this connection andpolice officers are interro-gating the constable about

had sent similar messagesto Mumbai PoliceCommissioner, PunjabDGP among others.

Investigators said Ujairis mentally stable as hewas already working inthe police force, but hecould be either extremelyradicalised or sent mes-sages to implicate one ofhis brothers-in-law withwhom he had some ani-mosity.

Ujair had tried to impli-cate his brother-in-lawearlier also by threateningan MLA in the state withdire consequences, theinvestigation revealed.

All the 42 mega foodparks approved by the gov-ernment will become oper-ational by 2019, which willyield a potential invest-ment of about Rs. 14,000crore, Union FoodProcessing MinisterHarsimrat Kaur Badal hassaid.

"I want these 42 megafood parks become opera-tional by 2019 and we areworking on the same asthis will benefit about 12.5lakh farmers. At the sametime, these parks areexpected to generate about3-4 lakh jobs also," MsBadal told PTI.

Under the scheme (2008-09) of mega food parks, theMinistry had sanctioned 42projects throughout thecountry. Of these, 17 parks

were allotted in March thisyear to state governmentsand private firms, includ-ing Adani Ports & SEZ.

Badal added that it's esti-mated that these food parks

"My focus is on perish-ables, especially fruits andvegetables, as their pro-cessing in the country is aslow as two per cent. I amoptimistic that in the nextfour years, it will improvesubstantially, benefiting allstakeholders, includingfarmers, consumers and theindustry," Ms Badal added.

The Mega Food ParkScheme, based on the clus-ter approach, is modelled

on hub-and-spoke architec-ture, which follows princi-ples from the spoke-hubdistribution paradigm.

It aims at facilitating theestablishment of a strongfood processing industrybacked by an efficient sup-ply chain, which includescollection centres, a centralprocessing centre (CPC)and cold chain infrastruc-ture.

The scheme envisagesone-time capital grant of50 per cent of the projectcost excluding land costsubject to a maximum ofRs. 50 crore in generalareas, and 75 per cent ofthe project cost, excludingland cost too, subject to aceiling of Rs. 50 crore indifficult and hilly areas,including the North -Eastand J&K.

On 29 March, 2015, whenSingapore bade farewell to LeeKuan Yew, its first and longest-

serving Prime Minister, India participat-ed in the event in both top-down and bot-tom-up ways. Prime Minister NarendraModi attended the state funeral, theIndian flag flew at half-mast; and inTamil Nadu, which shares a culturalaffinity with Singapore’s Tamil popula-tion and sends many migrant workersthere, gatherings were organised towatch the funeral.

LKY, as he is informally known, ledthe Little Red Dot republic from the thirdworld to the first in a generation, and hasbeen hailed as one of the leading Asianstatesmen of the twentieth century.Singapore recently celebrated 50 yearsof independence. This is an opportunemoment to examine what India can takefrom this island nation’s incredible half-century.

Public sector pay

Much of Singapore’s success is attrib-uted to a clean and efficient government.LKY believed that competitive salarieswere required to attract the society’s bestpeople into public service and bring outtheir best. In 1996, he argued, “Lowsalaries will not attract able men who areor can be successful in their professionsor business. Low salaries will draw in thehypocrites who sweet talk their way intopower in the name of public services, butonce in charge, will show their truecolour, and ruin the country...”

Of course, pay should never be the solereason people aspire to join politics orthe civil services. But low pay shouldalso not deter capable and public-spiritedpeople from government service.Singapore has a unique system of settingbureaucrats’ pay — public sector salariesare linked via a formula to comparableprivate sector jobs. This approachreflects the choices and trade-offs indi-viduals face while selecting careers.

By contrast, in India, successive

Central Pay Commissions have restruc-tured the salaries of government officersjust six times in the past 68 years.Adjustments often take the form ofapplying a multiple to existing salaries,which do not take into account changesin the market price for certain skills dueto developments in the wider labour mar-ket. Carefully designed indexation canaddress this issue.

For public service jobs with no obvi-ous comparison group — like police offi-

cers or administrators — the gov-

ernment can aim for a person with a cer-tain calibre to be recruited and setsalaries based on what a person withthese qualifications could earn in the bestprivate sector jobs. In Singapore senioradministrative service officers (andMinisters) receive few non-monetarybenefits, but have their salaries indexed— with reasonable discounts applied —to salaries of private sector executives.

Singapore was one of the fastest-grow-ing economies in the world during thepost-war period largely due to interven-tions by an activist state. The countryheavily invested in infrastructure andinstitutions — transportation networks,labour skilling, an attractive tax regime— to attract Foreign Direct Investment(FDI) in sectors that created low-skilledmanufacturing jobs in the late 1960s.The share of manufacturing inSingapore’s Gross Domestic Product(GDP) almost doubled from below 16per cent in 1960 to 28 per cent by 1980.

The government also invested heavilyin primary education, which enabled alarger share of the population to partici-pate in the economic growth that was tofollow. And as its own demographics andcost structures changed, Singapore’sindustrial policy evolved, moving up thequality ladder to attract industries thatwould create jobs to match the skill lev-els of its increasingly educated popula-tion.

What lessons does this hold for India?India’s growth has been fuelled by serv-

ices that are skill-intensive and do notreadily absorb (unskilled) labour andresources from other sectors. This, as theEconomic Survey 2014-15 highlighted,has hampered the potential of these sec-tors (especially organised manufactur-ing) to spread the benefits of growthacross the economy.

Fortunately, the two flagship cam-paigns of the present government —Make in India and Skill India — seem torecognise LKY’s prescient advice, deliv-ered in the 2005 Nehru MemorialLecture, that, “Since the industrial revo-lution, no country has become a majoreconomy without becoming an industrialpower.”

Women’s participation

When Singapore became independentin 1965, few women worked — onlyabout a third were in the labour force —and the labour force participation (LFP)of Indian women in Singapore was par-

ticularly low. The government embarkedon a campaign to encourage women tojoin the workforce by making it safer forwomen to travel at night and publiclydiscussing the benefits of a dual-incomefamily. This campaign helped shift cul-tural norms, and, coupled with risingfemale educational attainments andgreater availability of domestic help,explains the increase in participation ofwomen in Singapore’s workforce frombelow 30 per cent in 1970 to above 51per cent in 1996.

Research by leading growth econo-mists such as Alwyn Young suggests thatimproving female LFP was a key reason,along with high savings rates and invest-ment in primary schooling, forSingapore’s rapid growth of nearly 8 percent per annum in the post-war period.What can India learn from Singapore’sexperience? Economists Stephan Klasenand Janneke Pieters document thatdespite fertility declines in urban India,low levels of female LFP persist, espe-cially among women with medium edu-cation levels.

The Singapore experience demon-strates that political backing and dedicat-ed efforts by the state to reduce costs forwomen to join the workforce can yieldmeasurable change. Given the bewilder-ing differences in size and historybetween India and Singapore, is not anattempt to draw specific lessons, espe-cially for India, a futile exercise? We donot think so.

In two specific areas — public sectorpay and industrial policy — the pointshighlighted about boosting economicefficiency and strengthening governancehave little to do with size. And withregard to women’s role in the workplace,Singapore inherited many of the culturalbarriers prevalent in Asian societies. Thelegacy of Singapore’s astonishingly suc-cessful half-century, above all, is thattransformative change is possible.

That conflicting religiousphilosophaies often pro-pel nations into war has

long been a truism of history.But when Samuel P.Huntingtongave the oft-used “clash of civ-ilizations” phrase a foreboding— even menacing — contem-porary context during a 1992lecture in the aftermath of theGulf War, it’s unlikely that theAmerican political scientistwas thinking of an emaciatedJain muni peacefully awaitingdeath on a bed of dry grass afterweeks of starvation.

Although it may seem farfrom obvious, Huntington’sthesis — that differences inreligion and culture wouldspawn conflict in the post-ColdWar world — lies at the root ofthe angst that has gripped theJain community following theRajasthan High Court’s verdictagainst Santhara. Earlier thisweek [Monday, 10 Aug], thecourt’s Jaipur Bench ruled on apublic-interest litigation (PIL)filed in May 2006 against thecenturies-old Jain practice ofstarving to death. It held thatSanthara would henceforth betreated as “suicide” and accord-ingly made punishable underthe relevant sections — Section309 (attempt to commit sui-cide) and Section 306 (abet-ment of suicide) — of theIndian Penal Code. In the useof harsher language in its direc-tive to the State — that the lat-ter shall “stop and abolish” thepractice “in any form” and reg-ister any complaint against it“as a criminal case” — thecourt made its absolute rejec-tion of the Jain philosophyunderlying the practiceunequivocally clear. It alsounwittingly bared the culturaldivide between disparate end-of-life concepts.

During the five-year-longresearch for my documentaryfilm on this controversy —Santhara: A Challenge to IndianSecularism? — I met severalmembers of the Jain clergy andother lay adherents of the faithas well as scholars who hadstudied the philosophy ofJainism through its scripturesand rituals. Without an excep-tion, they were all at pains topoint out the fallacy of charac-terizing Santhara as a form ofsuicide. True, both acts culmi-nate in the self-extinguishmentof a human life, but the motiva-tions of the actors are polesapart. Whereas suicide is an actof extreme desperation fuelledby anguish and hopelessness, aSanthara practitioner relin-quishing food and drink volun-tarily by this method hasarrived at that decision aftercalm and unruffled introspec-tion, with an intent to cleanseoneself of karmic encum-brances and thus attain thehighest state of transcendentalwell-being. Santhara, for him,is therefore simply an act ofspiritual purification premisedon an exercise of individualautonomy.

Admittedly, dietary absti-nence as religious ritual isn’tunique to Jainism. There’sRamzan among Muslims, Lentamong Christians, fasting dur-ing Yom Kippur and Tisha B’avamong Jews, and a host ofastronomy- and astrology-relat-ed fasts among Hindus. Butnone of the others takes fastingto the point of starvation andultimately death as doesSanthara. Since any kind of eat-ing or drinking would result ina disruption (however minimal)of and add a burden (howeversmall) to the natural ecologyaround them, orthodox Jains

consider zero-consumption —i.e. starvation unto death a laSanthara — to be the high-point among the Jain traditionsof austerity and self-denial, andtherefore the truest real-worldact of ahinsa or non-violence,the fundamental tenet ofJainism.

Disregard, for a moment, theradical extremism of the actitself. And contrast its broadertheological rationale — whichis more or less common toEastern religions, and whichresonates nicely with the basictheory of karma that underliesthe beliefs and practices ofmost Indian religions — withthe ecclesiastical values preva-lent in the cultures that broughtus the forms of governance wepresently live with. A conspira-cy of history, circumstance andexpedient decision-making hasresulted in our law-making andlaw-administering bodies beingstructured on the Westminstermodel of our colonial rulers,not to mention our judicialmachinery and its key statutes— notably, criminal laws —remaining largely untouchedsince the time they were firstdesigned by the British andwritten with their colonialfeather-pens. Even the bulk ofour Constitution, mulled overfor all of three years on thecusp of Independence by wor-thy home-grown sons anddaughters representing a cross-section of our population, wasderived from the Governmentof India Act, 1935 and arguablyits most important articles (i.e.those enshrining ourFundamental Rights) wereinspired by the AmericanConstitution.

The concept of suicide asso-ciated with religion is a repug-nant one for the mainstream

Anglo-Saxon West, whoseJudeo-Christian beliefs woulddenounce such an act as anti-thetical to the moral and ethicalprinciples espoused byChristianity. The systematiccodification of Indian criminallaw as we know it today begansoon after the colonialists sur-vived the blood-soaked Mutinyof 1857 and formally estab-lished the British Raj. The IPC,which forms the bulwark of ourcriminal jurisprudence, bearsan 1860 vintage (it came intoforce two years later) and wasdrafted by Lord ThomasMacaulay who was known tobe a devout Christian.Inevitably, it would appear, thewily administrator put forth acode that not only set a lowthreshold of culpability forpolitical dissent and for spread-ing disaffection against thegovernment — which was tac-itly welcomed by successiveregimes well into the post-Independence era, and which iswhy it’s still so easy to slap“sedition” cases againstinnocuous cartoonists — butwhich also reflected his owndeeply held convictions aboutright-and-wrong, and good-and-evil.

aThe Crown couldn’t have

found a more faithful and capa-ble servant. As a public policymaker, Macaulay had tele-scoped his personal beliefs intoan official document thatupheld the “civilizing mission”of his masters while taking careof the everyday chore of main-taining law and order amongthe unruly “natives” as well asthe tricky task of subvertingtheir pagan values. The IPCaccomplished the first, andMacaulay’s introduction ofEnglish as a medium of instruc-tion in schools and collegescontributed to the second. It

paved the way for Christianmissionaries to press forwardwith their conversions mainlyamong the needy, and withtheir “convent education”among the aspiring middle-classes. From this large-scaleacculturation emerged a newgeneration of brown sahibs andbabus eminently qualified tomaintain the institutions of theRaj.

But it also set the ball rollingfor a fundamental and deep-seated — albeit seldom articu-lated — discordance betweenthe Western ideologies that cre-ated those institutions anddevised their operating normsand procedures, and the Easternphilosophies that shaped theworld-view of the people thoseinstitutions were meant toserve. Compare, for instance,the singularly focused zeal of aproselytizing religion likeChristianity with the Jain tenetof anekantavada (non-abso-lutism or openness to differ-ing—and even contrasting—opinions and beliefs) or withthe inclusive live-and-let-liveapproach of Hinduism, and youbegin to empathize withRudyard Kipling’s twain-shall-never-meet conundrum.

“Instead of the earth, themeek religions of the sub-conti-nent have thus inherited an ill-fitting legal template forged, soto speak, in the smitheries ofthe West. ”

And the Santhara case servesto emphasize the seeminglyirreconcilable difference in per-spective on the specific issue of“suicide.” In contrast to aChristian believer who looksupon the human body as a God-given “temple of the humansoul” and therefore beyond therealm of willful and deliberate

destruction by any humanbeing, a devout Jain views thatsame body as a “prison of thehuman soul,” the fulfillment ofwhose needs corresponds to theaccumulation of bad karma.

This basic contradictionbetween a statute foundedlargely on a Christian-inspiredbioethic and the essentiallyEastern variant of the idea ofspiritual advancement throughabstinence and renunciationrears its head whenever anancient religious practice likeSanthara collides with contem-porary law. The conflictbecomes particularly glaring ina faith-based society like ourswhose polity has embracednorms of governance andadministration that are trans-plants from an alien soil.

What, according to me,remains a significant take-awayfrom the court proceedings inthe Santhara case is not somuch the petitioner’s — andconsequently, though notexpressly, the court’s — char-acterization of the death-ritualas suicide simpliciter mas-querading as a religious prac-tice wrapped in the mantle ofhoary tradition. That approachcould arguably be critiqued as anarrow, unkind and mechanicalapplication of the law. Moretelling however is the fact,recorded for posterity in thejudgment, that the pro-Santharacounsel, seeking to establishthe scriptural validity of thepractice, recited slokas “to theamusement of the general pub-lic sitting in the Court.” Is therecitation of a sloka in anIndian courtroom during thehearing of a case involving thelegality of an ancient rite or rit-ual such an incongruous actthat it should invite mirth andderision? Could there be a more

vivid illustration of the incom-patibility between traditionalreligion and modern gover-nance?

Which raises the question:Are countries such as those in

Europe, which enforce a strictseparation between religionand governance and which dis-courage public displays of reli-gious festivity, faring any bet-ter?

Having painstakinglyachieved that ideal — theChurch-State divide — throughcenturies of struggle, thesecountries are apt to lookaskance particularly at theIndian nation-state where anavowedly “secular” (the wordfigures in the Preamble to ourConstitution) government regu-lates religious institutions, sub-sidizes Haj trips and deploysstate resources to safeguardAmarnath Yatra pilgrims.

But times might be changing.Although the conventional ideaof secularism in westerndemocracies largely keeps reli-gion out of governance, theinflux of immigrants of variousfaiths into these countries inrecent times and their assertive— even militant — stance withregard to their rights of reli-gious practice has made thesecountries confront the problemanew. The spiky issues ofburqa-wearing in France and ofcircumcision in Germany man-ifest the same law-religion con-flict with which we are grap-pling here. The unease overSanthara may well be part of aglobal discontent.

When China sneezes, the world catches a cold.In a surprise action that set off shock wavesacross the globe and led to the currencies of

many a nation taking a tumble, the People’s Bank ofChina cut its daily yuan reference rate by 1.9 per cent onTuesday. Even before the rest of the world could cometo terms with the unexpected devaluation, Beijing madea further 1.6 per cent cut the very next day. The movesespecially had a sharp negative impact on many Asiancurrencies. Though the rupee too fell to a two-year lowon Wednesday in the wake of the double-dose devalua-tion, the Indian currency has been relatively less affect-ed compared toits Asian peers. After the consecutivecuts, the People’s Bank of China clarified that “there isno basis for a sustained depreciation trend for the yuan”.It justified the second-round cut by citing a fall in thespot market. Is the devaluation an indication of Chinamoving towards a more market-determined currencyrate? Its subsequent intervention in the spot market toquell a further fall in spot rates, however, has led to aguessing game. Nevertheless, the InternationalMonetary Fund is optimistic that the Chinese move willlet market forces have a greater role in determining theexchange rate. The timing of the action – read in thecontext of a decelerating economy and in the light ofChina's heavy dependence on exports – suggests that itis a calculated move meant to regain economic momen-tum. It is a win-win move for China, in a manner ofspeaking. After all, Beijing is also making a strong pitchto make the yuan a global reserve currency at the IMF.For that to happen, it has to move closer to a mechanismof market-determined exchange rates. The immediatetumble in global currencies aside, the wider implicationsof a largely devalued yuan on individual economies ofthe world will play out intensely in the minds of policy-formulators within governments across the world in thecoming days. In the era of the inter-connected world, itis incorrect for central banks, especially of biggernations such as China and the U.S., to assume that theycould operate in separate silos. Given its overbearingstatus as an exporter, China’s step may trigger rearguardaction on the currency and trade policy fronts. For NewDelhi, in particular, this throws up a fresh challenge as itbattles to stem a slide in exports. It has to make counter-moves to stop quickly and effectively the flooding ofChinese goods in the wake of the yuan devaluation,which could have a cascading effect on a host of sectors.

"And they pass through locations which aregenerally very inaccessible. They passthrough villages, mountains, forests and theyaccess the hinterland. Large parts of Indialive in hinterlands which is not accessible byroads...," the minister said.

With the signing of the MoU, National SkillDevelopment Corporation will be able to pro-vide the right platform to a large number ofthe rural unemployed youth to learn skillsthat will help them become economicallyself-reliant and productive.

The Skill Development Ministry is trying toraise resources through multiple sources toraise funds for the ambitious target of trainingabout 50 crore people, Mr Rudy said.

"We are trying to look for multi-lateralfunding because large resources are required.So, for training 50 crore people plus another10 crore people who are joining the workforce, large resources are required.

"We are tapping all sorts of sources,whether it is defence offset, whether we aretalking CSR, government funding, non-gov-ernmental funding and private partnership,state support...through a combination ofthings we are trying to raise resources," hesaid.

The government has set a target of skilling40.2 crore people by 2022 under the newNational Policy for Skill Development.

'Men Beat the...his life while trying to protect a girl from

molestation.Lance Naik Vedmitra Chaudhury, 35, was

beaten to death by three men on Thursday.Around 5.30 in the evening, the girl, 24,

had gone to deliver some tea to her father,who runs a dairy in the area. But some of themen in the shop had targeted her, catcallingand passing lewd comments. The jawan, whohad come to buy milk, had intervened.

"One of the boys slapped the jawan and afight broke out. More men from the villagecame with weapons in hand and beat up theman till he collapsed," said the girl's father,who had been witness to the event.

Mr Chaudhury, who lived in the city withhis wife and children, was admitted to anArmy Hospital, where he succumbed to hisinjuries on Saturday, the police said. Hisfuneral was held in his village, Shamli, today.

The girl he saved said the harassment hadbeen on for six days, but she was scared oftelling her parents. "I thought the blamewould come on me and my parents wouldstop my education," said the girl, who oneday wants to be a civil services officer.

Now the whole family is living under thefear of retaliation by the gang.

Even after three days of the incident, theydon't have police protection. The statement ofthe girl is yet to be recorded and only threeout of the eight people named in the casehave been arrested.

Air India Plans...in two phases, starting today, and would fly

a total of 38,000 Hajjis directly to Jeddah, AirIndia said in a release.

In the first phase of outbound flights fromIndia to Jeddah, that commences from today,a total of 115 special flights from these sevencities will be operated and will continue tillSeptember 17.

Air India will operate special flights for Hajpilgrims from seven Indian cities - Delhi,Srinagar, Mumbai, Kochi, Hyderabad, Panajiand Nagpur. A total of 230 direct flights intwo phases will fly 38,000 Hajjis directly toJeddah.

In the return phase, another 115 flightswould be operated to ferry back the Haj pil-grims and such flights will continue in opera-tions till October 28, the airline said.

Air India has deployed 340-seater B777-300ER planes to fly the pilgrims to/fromJeddah, it said adding it has offered exclusivepre-boarding facilities besides providing spe-cial meals to all the pilgrims.

The airline has set up a dedicated team toprovide all assistance to the pilgrims, itadded.

BlackBerry Porsche Design P'9983Graphite Launched at Rs. 99,990 OnePlus 2, the handset that earlier

this week launched in India, is rel-atively easy to repair as per a

report by repair and teardown site iFixit.This means that users, who have orderedthe device or already own one, would findit relatively easy to repair the smartphoneif they attempt it by themselves. Ofcourse, doing this would violate the smart-phone's warranty regulations, but is stillindicative of overall effort and expenserequired to repair thesmartphone.

According to theiFixit team, one of thereasons why OnePlus 2is rated as easy andinexpensive to repair(with a 7 out of 10repairability score) is dueto the inclusion of a sin-gle non-proprietary screwhead instead of an adhe-sive. The device, whichincludes individual partsthat can be replaced. Inaddition, the USB Type-Cport is based on the flexcable instead of an assembly,making it easier to replace.

The display on the otherhand can give a tough time tousers as it is fused with thedigitiser. So if one of the com-ponents stops working for some reason,users would have to replace both. iFixitreported the display works on Synaptics

Harbhajan looked off colourfrom the very beginning, and itbecame more apparent as thematch wore on. In the first innings,he bowled shorter lengths thanAshwin, and was easily negotiatedby Mathews and Chandimal. Hedid not extract as sharp turn asAshwin and did not look half aspotent as his teammate from TamilNadu.

If one compares Harbhajan withHerath -- since they are in the sameage bracket, the biggest aspect wasthe corrections he made in the sec-ond innings which certainly wasnot the case with Harbhajan.

"When you get old, you've to dosomething special, compare to oth-ers. I have gathered a lot of experi-ences during the last few years.Yet, if I can learn something more,I'm ready to learn and gather thoseinformation," Herath's statementseemed like something thatHarbhajan could certainly takenote of.

erning body blocked thepublication of a report thatshowed as many as a thirdof the world`s top athletesadmitted using bannedperformance-enhancingtechniques, The SundayTimes reported.

The authors of the reporttold the British newspaperthat the InternationalAssociation of AthleticsFederations (IAAF)blocked publication of thestudy, which was carriedout four years ago.

"The IAAF`s delayingpublication for so longwithout good reason is aserious encroachment onthe freedom of publica-tion," the University ofTuebingen in Germany,which carried out theresearch, said in a state-ment according to thepaper.

Researchers from theuniversity were givenaccess to elite athletes atthe 2011 world champi-onships in Daegu, SouthKorea and concluded intheir research that between29 and 34 percent of the1,800 competitors at thechampionships had violat-ed anti-doping rules in theprevious 12 months.

"These findings demon-strate that doping isremarkably widespreadamong elite athletes, andremains largely uncheckeddespite current biologicaltesting programmes," thereport concluded.

The study was funded bythe World Anti-DopingAgency (WADA), but theygave the IAAF power toveto publication inexchange for access to theathletes at Daegu, WADAconfirmed to The SundayTimes Friday.
