Title: Sealed disclosure(The Supreme Court order will not alter the influence ofelectoral bonds on polls)
Context: The Supreme Court’s interim order asking politicalparties to disclose, to the Election Commission in sealed covers,details of the donations they have received throughanonymous electoral bonds is an inadequate and belatedresponse to the serious concerns raised about the opaquescheme.

THE HINDU EDITORIAL ANALYSIS1. These electoral bonds will be available in the denomination
of Rs. 1,000, Rs. 10,000, Rs. 1 lac, Rs. 10 lacs and Rs. 1 crore.2. Every donor has to provide his KYC detail to the banks3. Name of electoral bond purchaser will be kept confidential by
the banks.4. Electoral bonds will be valid for 15 days from the date of
purchase5. These bonds can be bought from selected branches of State
Bank of India only6. The bonds will be available for purchase for a period of 10
days each in the beginning of every quarter. In the year of LokSabha elections; 30 days extra will be provided.

that how much money they got from Electoral bonds.8. The government had reduced the limit of anonymous
donation from 20,000 to Rs. 2000 only in budget 2017

The scheme, under which one can purchase bonds of variousdenominations from a designated bank and deposit them inthe accounts of any political party, had been challenged in theapex court a year ago.
When the matter was taken up last week, it was consideredthat the time available was too limited for an in-depthhearing. The order, unfortunately, preserves the status quo,and any effect that the possible asymmetry in political fundingwould have on the election process will stay as it is.
The only concession given to those concerned about thedangers of anonymous political funding is that the nameswould be available with the EC, albeit in sealed envelopes,until the court decides if they can be made public.

The petitioners questioned the anonymity-based fundingscheme on the grounds that it promotes opacity, opens up thepossibility of black money being donated to parties.
It has developed a body of jurisprudence that says theelectoral process involves the voter being given informationabout candidates, their qualifications, assets and crimerecords, if any.
Final WordsTherefore, it is disappointing to hear the Attorney Generalarguing that voters do not have a right to know who fundsparties. Now that there is no stay on the operation of the scheme,the court must render an early verdict on the legality of theelectoral bond scheme.

However, in stark contrast, the IMF has consistentlyemphasised a cautious stance on the current growthtrajectory for some months. As the ultra-low interest rates ofthe post-crisis years have come to stay in many economies,the IMF has highlighted the limits of monetary policy in afuture downturn. Its latest economic forecast cuts theoutlook for growth in 2019 to 3.3% from estimates of 3.5% inJanuary and 3.7% in October.
Two years ago, 75% of the global economy experienced anupswing, the expectation this annum is for a slump in 70% ofthe world economy.

While stopping short of projecting a global recession, the IMFforecasts growth to touch 3.6% in 2020, lower than earlierestimates. That would be underpinned by tepid growth in theadvanced world and hopes of a stable Chinese environment.
