The Office for Victims of Crime (OVC) and the Tribal Law and Policy Institute (TLPI) invite you to participate in the 16th

National Indian Nations Conference: Justice for Victims of Crime, which will be held December 5 - 7, 2018 on the Agua Caliente Band of Cahuilla Indians Reservation in Coachella Valley, California. Plenary sessions and more than 60 conference workshop presentations will demonstrate methods and strategies for improving safety, as well as promoting justice and healing for crime victims, through cooperation and collaboration among Tribal, Federal, State and private agencies in American Indian and Alaska Native communities. This conference is being coordinated by TLPI under grant # 2017-VR-GX-K024 from the Office for Victims of Crime, Office of Justice Programs and U.S. Department of Justice.

Conference Goals • Honoring & Listening to Victim/Survivor Voices:

Creating victim-centered/sensitive responses; being inclusive of victim/survivors particularly those from un‐served or underserved populations, including LGBTQ victims, disabled victims and youth victims; and promoting peer to peer learning opportunities.

• Promoting Safety, Justice and Healing: Justice for victims/justice for all; understanding jurisdictional issues; exercising tribal sovereignty to promote safety & justice; highlighting the resiliency of spirituality & healing in tribal communities.

• Honoring the Wisdom of the Past: Understanding historical trauma; enlisting tribal elders as keepers of our tribal histories; and embracing traditional teachings.

• Promoting Traditional Values: Promoting traditional values and incorporating traditional skills in crime victim services; upholding wellness, mentally, physically, spiritually and emotionally; and framing victim services around tribal traditions.

• Ensuring Safety, Justice & Healing for Seven Generations of Children: Addressing child sexual abuse & education on developing programs for victims; emphasis on victims within the juvenile justice system; support for keeping youth within the community.

• Working in Harmony: Building partnerships with federal and state agencies; supporting partnerships between tribes; education on the importance of networking and working together in collaboration to strengthen services; supporting multi-disciplinary teams; and networking with Native men to address domestic violence & sexual assault.

• Supporting and Educating Tribal Leaders: Educating and supporting efforts of tribal leaders to achieve accountability and responsibility to victims of crime.

• Sustaining our Legacy: Developing skills and incorporating cultural approaches to enhance sustainability and measurability; increasing the accuracy of victimization research; and developing capacity within victim services.

• Healing the Healers: Ensuring safety and support for service providers.

Registration Fee: $200.00

Early Bird rate: $150.00

Registration and payment for Early Bird rate must be received online or by mail by September 15, 2018.

Registration fee covers all scheduled events, and also includes working dinner, working luncheon, community education poster, conference program, and other resource materials.

Registration fee must be paid by all conference participants, including presenters.

Registration Cancellation Policy

Cancellations must be in writing and received by November 23, 2018. Registration will be refunded less a $25.00 administrative charge. No refunds will be made after November 23, 2018. Registration fees are transferable at no charge, but only with the receipt of a substitute registration form. Transfer requests must be received by December 4, 2018.

Scholarships

A limited number of scholarships are available to tribal representatives, service providers and victims of crime who require financial assistance. To submit a scholarship application, complete the online application at:

If you are unable to submit the online application, please complete the enclosed scholarship form and return with a STATEMENT OF NEED to the Tribal Law and Policy Institute. The scholarship application deadline is September 7, 2018. Scholarships are not guaranteed. Recipients will be notified by October 15, 2018. Incomplete applications may not be considered.

Statement of Need

Please submit along with your application a separate Statement of Need should be 500 words (minimum) or one (1) single sided, letter size page. Your statement should explain:

• Why you need this scholarship • Your experience working with, or interest in

working with victims of crime in Indian country • How you will utilize the information from the

conference in your own community or career

Continuing Education Credit

The Institute for Continuing Education is a co-sponsor of the 16th National Indian Nations Conference. The program offers a total of 21.00 contact hours as follows: December 4th 6 hours; December 5th 6 hours; December 6th 6 hours; December 7th 3 hours. The CE processing fee is $25.00 per person and may be paid with registration or on-site. If you have questions regarding continuing education credit, contact hours offered, the program, presenters, or for a listing of learning objectives by session, please contact The Institute for Continuing Education at: (800) 557-1950; e-mail: [email protected]. CE verification is mailed to CE applicants approximately 3-4 weeks following the Conference event.

The Institute for Continuing Education is a co-sponsor of the 16th National Indian Nations Conference. The program offers a total of 21.00 contact hours. The CE processing fee is $ 25.00 per person and may be paid with registration or on-site. Who Should Attend: Psychologists, social workers, counselors, marriage/family therapists, mental health professionals, nurses, attorneys, Native American advocates, and all allied health professionals who work with Native Americans. Course Completion Continuing education credit is awarded on a session-by-session basis with full attendance required for each session attended. Partial session credit is not offered. To qualify to receive continuing education credit, attendees must complete the CE materials, sign in/out daily at designated locations, and complete an evaluation of the sessions attended. CE verification is mailed to attendees following the Colloquium. Scholarship Frequently Asked Questions (FAQ)

Who Should Apply? A limited number of scholarships are available to tribal representatives, service providers and victims of crime who require financial assistance. Priority will be given to the following work categories:

• Tribal Elders What is the Criteria for receiving a scholarship? A scholarship review committee will review and score your application based on the below criteria. Scholarships will be awarded to the top scoring applications. Incomplete applications may not be considered.

1. Scholarship application is completed with all required information.

2. Scholarship application was received by the deadline of September 7, 2018.

3. Statement of need is completed and addresses all of the required areas. Points will be deducted if there is no attached statement of need. Statement of Need should be at least 500 words (minimum) or one (1) sided, letter size page.

4. Priority/Work Category is clearly communicated. Be sure to indicate if you are a tribal leader/official, victim of crime, victim advocate, tribal multi-disciplinary team member, service provider, tribal law enforcement, tribal court personnel, tribal youth and/or tribal elder.

5. Our overall goal is to bring as many deserving scholarship applicants to the conference within the available budget and budget restrictions. Please indicate if you are willing to car pool, share a room, only need a partial scholarship or are able to match funding (for example, perhaps your program is willing to pay directly for two participants so long as two additional team members can travel on scholarship).

6. Additional information will be given credit. We are seeking a diverse pool of qualified scholarship applicants. Consideration will be given to candidates working in underfunded tribal direct service programs.

7. We need a substantial number of volunteers to perform various volunteer tasks at the conference. Please indicate if you are interested in volunteering at the conference in some capacity.

When will I find out if I’ve been given a scholarship?

Recipients will be notified no later than October 15, 2018. You will receive an online scholarship acceptance email so please ensure your email is correct. You must reply by email to accept the terms and conditions of the scholarship.

What does the Scholarship cover?

Scholarships may include all or some of the following expenses (subject to change based on DOJ travel guidelines and conference approval).

Registration A waiver of registration fee valued at $200 will be provided.

Airfare Round trip airfare will be provided. We cannot reimburse you for baggage fees, in-flight meals/beverages/movies, or other airfare related expenses. Please note that your airline ticket will be non-transferable and non-refundable. Should you be unable to attend and have to cancel your ticket, you will be required to reimburse TLPI for the cost of your airline ticket. The airline credit will be issued in your name.

Mileage If you are requesting mileage reimbursement, we will reimburse you at the current 2018 federal GSA rate of 0.545 cents per mile (not to exceed the cost of round trip airfare to and from your local airport to the conference hotel). A travel expense form must be completed to receive a reimbursement check. Checks can be picked up at the registration table.

Hotel Lodging will be provided in the travel scholarship and will only cover the room costs and applicable tax. Your room reservations and arrangements will be completed by the TLPI staff.

Scholarships do not include hotel incidentals, ground

transportation, non-approved meals, per-diem, and personnel expenses. All expenses are subject to change and must be in accordance with current DOJ travel guidelines.

Does the Scholarship cover CEU or CLE Credit?

No. Participants are responsible for the $25 fee.

Do I have to register for the conference if I receive a Scholarship?

Yes. The Scholarship Application is separate from the conference registration. You will receive a registration waiver code in your scholarship acceptance email. We encourage all participants to register online at www.OVCINC.org. If you are unable to complete an online registration, you can mail or fax a hard copy registration form to Tribal Law and Policy Institute.

Location

The 16th National Indian Nations Conference: Justice for Victims of Crime will be held at the Renaissance Hotel on the reservation of the Agua Caliente Band of Cahuilla Indians in Coachella Valley. The Renaissance Hotel is a full service conference hotel, located on the Agua Caliente Reservation. The Renaissance Hotel is within a five minute drive from the Palm Springs International Airport and offers complimentary airport transportation. The desert climate is warm and dry with average December daytime temperatures in the seventies, and average nighttime lows in the mid-forties.

Pre-Conference Institutes Full day Pre-Conference Institutes will be held on Tuesday, December 4, 2018 (unless otherwise noted). These Pre-Conference Institutes are designed to allow more in-depth examination of critical issues. While these Pre-Conference Institutes are free of charge, you must pre-register and there are enrollment limitations.
