The United Nations Charter provides the rest of the authority to do it. An autonomous independent sovereign nation-state contemplated under

Article 1 of the 1933 Montevideo Convention on Rights and Duties of States requiring the state as a person of international law possessing the

four qualifications of (a) a permanent population, (b) a defined territory, c) government; and (d) capacity to enter into relations with the other

We, the Kingdom of Hawaii and its people have freely given aloha to all nations and cultures. Japan today, embraces all things Hawaiian. As host, weve shared openly our culture, history, traditional faith, food, ancient technology, ancient medicines and Hulu without censorship. "We are a gentle, angry people" forced to defend our culture and spiritual beliefs against those who would deface and desecrate Mauna a Wkea, the home of Akua. We must constantly deal with those who have no intention of doing the correct thing by respecting our wishes to leave Mauna a Wkea sacred and protected from further desecration. Now, we can have a meaningful discussion between intellects as men of culture and honor. Clearly, your Japanese values of respecting and honoring someones home is deeply ingrained within you. Particularly when you say especially that of the host culture. This profound statement cannot be debated, the Kingdom of Hawaii and its people are the Host and our culture is a reflection of who we are. All others are simply guests to our culture. As the true stewards (Host) of these lands we protect our culture, traditional faith and language and our sacred places until its safe for the next generation to follow, appreciate and love. It is this belief that differentiates and separates us from all other peoples throughout the world. As to patience, we have waited for more than 120 years for the United States Government to release our nation from bondage. During that time, we have watched our people and aina be abused and exploited, seen our traditional faith practitioners persecuted and prosecuted, and listened ad nauseum to phony expressions of respect for our culture. John F. Kennedy said: Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe to assure the survival and the success of liberty. It is clear, at least to me, that to compromise ones integrity devalues the liberty of ones soul. The situation on Mauna a Wkea is vested heavily upon good ideals that are sacred to the heart and soul of all Kanaka Maoli. It is self-evident that I will do everything within my power to restore balance, calm and peace without compromising the main issue, which is that the Kingdom of Hawaii is the true and rightful government over these lands and its people; and that, this matter does not belong to you, or any state or federal official, or educational institution for judgement. The responsibility for these lands rests with me and my people; you have no kuleana in the lands of Hawaii. I am, we are, the Kingdom of Hawaii.

The United Nations Charter provides the rest of the authority to do it. An autonomous independent sovereign nation-state contemplated under

Article 1 of the 1933 Montevideo Convention on Rights and Duties of States requiring the state as a person of international law possessing the

JFK also said: For of those to whom much is given, much is required. And when at some future date the high court of history sits in judgment on each of usrecording whether in our brief span of service we fulfilled our responsibilities to the stateour success or failure, in whatever office we hold, will be measured by the answers to four questions: First, were we truly men of couragewith the courage to stand up to ones enemiesand the courage to stand up, when necessary, to ones associatesthe courage to resist public pressure, as well as private greed? Secondly, were we truly men of judgmentwith perceptive judgment of the future as well as the pastof our mistakes as well as the mistakes of otherswith enough wisdom to know what we did not know and enough candor to admit it? Third, were we truly men of integritymen who never ran out on either the principles in which we believed or the men who believed in usmen whom neither financial gain nor political ambition could ever divert from the fulfillment of our sacred trust? Finally, were we truly men of dedicationwith an honor mortgaged to no single individual or group, and comprised of no private obligation or aim, but devoted solely to serving the public good and the national interest? These two quotes from the late U.S. President John F. Kennedy, qualify my thesis in addressing the wisdom it will take to do the right thing. You as Governor have only one course laid out before you. You must question the legitimacy and ownership of these Hawaiian Islands as to whether it was lawfully gained or stolen and improperly annexed into the U.S. Union. This question you should pose to your U.S. Congress, the United States Supreme Court and the President of the United States. Myself, I know the answer and truth be told, so do you. In that process, you must also answer the question whether the traditional faith of the Hawaiian people has a right to practice that is given to all other faiths, religions, and spiritual practices. You cannot answer that question affirmatively and fail to acknowledge the spiritual land base of that faith. While the questions of freedom and faith raise the true issues, we know that there are those around you who ignore both issues. Governor, we know that those who have no understanding of our history or our ohana are trying to take control of your policies toward the Protectors of Mauna a Wkea.

Article 1 of the 1933 Montevideo Convention on Rights and Duties of States requiring the state as a person of international law possessing the

These destroyers of community are calling for escalation, removal of law enforcement officers sympathetic to the sufferings inflicted on our people and nation, and bringing in law enforcement with no understanding and prepared to use as much force as necessary to aid and abet the Thirty Meter Telescope invasion. The TMT bullies have no concern about tearing our community apart as long as they get what they want. They are the political descendants of the Missionary Party that overthrew our Kingdom Government. Your ancestors are from Okinawa. Are you totally unfamiliar with the history of that place? The sacred site of Asumui is a mountain revered by Okinawans as the most Holiest of mountains. For 2,000 years, Okinawans have been praying at Asumui. The mountain is the location of the great creation myth and home of Amamikyu, the great female goddess of the birth of the island. In the Ryky Kingdom, female priestesses called Noro would climb the mountain to pray to Amamikyu. The inauguration ceremonies for the high priestesses were held on the mountain. Men were prohibited from entering this site during the Kingdom era. Then came the Japanese to overwhelm the Ryky Kingdom and attempt to assimilate the Ryky into the Japanese civilization. To this day, there is a Ryky Kingdom liberation movement seeking to restore their independence. The reverence for Asumui remains. Do you really believe that the people of Okinawa would welcome their sacred mountain being used as a bombing range by a foreign power, polluted with radioactive military waste, bulldozed for a dozen telescopes? Do you think that their resistance to such desecration would simply evaporate in the face of official support for such desecration? The similarities to Mauna a Wkea are clear. You have already injured us. The Kingdom is a sovereign being injured as a sovereign. Your people and by your people I mean primarily the University of Hawaii and the TMT because they are your problem -- have trespassed against us. Your people have disrespected the traditions, faith, and culture of my people. Your people require the assistance of armed officers to overcome the peaceful resistance of the true citizens of this nation.

My Na Kupuna Council O Hawaii Nei desired to stand with the protectors but I told them it would be inappropriate. Many are in their late 70s, 80s and battling health issues, yet they found it in their naau to stand in unity with the Protectors of Mauna a Wkea. People throughout Hawaii nei have left their homes and families to live in the cold on the Mountain and be prepared to respond to any further invasion by the TMT personnel. They are light warriors of the mist dedicated to non-violent resistance. Do you know what the mist is? Does it mean anything to you that those are the tears of Heaven falling on the Mountain? Or is our traditional faith merely a historical relic to you, rather than the vibrant, living practice we know it to be? You have scared the keiki. You have upset the women. You have sewn anger. You have stretched the boundaries of Kapu Aloha. You have intentionally inflicted emotional distress on those connected to the sacredness of the Mountain. All of these actions on your part have only strengthened the resolve of the Protectors and their supporters. You make much of the rocks in the road. There was a peaceful process that had gone on for hours before the DLNR officers decided to change the nature of the interaction and started aggressively arresting my people. At that point, Protectors further up the mountain blocked the road with stones. That response to the DLNR led to the cancellation of the invasion. The Protectors de-escalated a situation that was growing increasingly confrontational. Their action probably prevented people from being injured. They are to be commended for taking peaceful actions to restore balance. Now you are being asked to escalate again. Do you really expect that to produce desirable results? The real problem you have is that this situation is not actually your problem. Mauna a Wkea is simply the latest confrontation scenario to emerge from more than 120 years of illegal occupation and oppression. The difference is that the Protectors and their supporters understand this confrontation to be a pivotal point in our history. We are now on the other side of the Mountain on our way to becoming a fully restored nation. These situations will arise when we encounter those who fail to understand that reality. Their lack of understanding will not, however, deter us from reaching our sacred goal.

Aloha can take the form of a slap in the face when necessary. To allow the United States to shove the problem that they created into our community with no concern about breaking the bonds of our community is to tolerate unacceptable behavior. The real conversation that needs to take place is between the Kingdom and the United States. At the appropriate time, I will be addressing the United States Congress and the President of the United States regarding the transition of our nation to full independence. I reiterate my offer to have my Alii Manao Nui Lanny Sinkin participate in discussions at the State level. The Kings job is to protect his people. I assure you that I am fully committed to that kuleana. I stand ready at any time to engage in discussion with the United States, about ending the United States occupation and initiating a transition process to complete the restoration of our Kingdom Government. In the meantime, I urge you to think calmly about what is done next. We will be responding to the injuries already inflicted by the State in its pursuit of the TMT. We have ample grounds already and do not need further belligerent actions by your government to exacerbate the situation. E waikhi ka pono I mnalo It is well to be united in thought that all may have peace. Ua Mau ke Ea o ka Aina i ka Pono, Edmund K. Silva, Jr. Alii Nui Mi
