    ThisreportreflectstheresultsoftheGreenroadsPilotProjectfor14th

    Street,MarketStreettoColfaxAvenue

    ProjectfortheCityandCountyofDenver. TheresultsarepresentedusingtheGreenroadsProgressScorecard

    supplementedbyadetailedcreditbycreditdiscussion.Recommendationsarealsoincludedforapplyingthe

    Greenroadssustainabilityperformancemetrictotheproject.

    PreparationofthePilotProjectinvolvedareviewofprojectdocuments,interviewswithprojectcontacts,anda

    sitevisit. ForalistofresourcesusedtopreparethePilotProjectReport,refertotheResourcesConsultedsection.

    Thefollowingsectionprovidesabriefprojectdescription.AdetaileddescriptionoftheGreenroadsRatingSystem

    canbefoundinAppendixA,includingashortlistofGreenroadsProjectRequirements(PR)andVoluntaryCredits

    (VC)forreference.AdescriptionofthePilotProjectmethodologyisprovidedinAppendixB,andsupporting

    calculationsforcreditsearnedareprovidedinAppendixC.

    PROJECT DESCRIPTION

    Theintentofthisprojectistoenhancethepedestrianexperiencealong12blocksof14th

    StreetfromMarketStreet

    toColfaxAvenueindowntownDenver(Figure1). Thenorthernsidewalkswillbewidenedto19feetandthe

    southernsidewalk

    will

    be

    widened

    to

    16

    feet.

    The

    sidewalk

    area

    will

    include

    seating

    areas,

    elongated

    planters

    and

    planterpots,trees,streetlighting,accentlightingandwayfindingsignage. Bulboutswillalsobeinstalledonthe

    southsidetominimizepedestriancrossingdistances. AnonstreetbikelanewillbeaddedtoconnecttheCherry

    CreektrailandCivicCenterPark. TheroadwaypavingwillconsistprimarilyofHMAmillandoverlayandfulldepth

    HMAreplacementwherenecessary.

    Theprojectisa$14millionbondprojectasapublic/privatepartnership,with$10millionpublic(BetterDenver

    BondFunds)and$4millionprivate(14th

    StreetGeneralImprovementsDistrict). Theconstructioncontracthasnot

    yetbeenawarded. Thisreportservesasaninitialdesignandspecificationreviewtoevaluatehowtheproject

    wouldscoreinGreenroadsV1.0ifallgoesasplanned.

    impactsthattheprojectwillhave,thesignificanceoftheseimpacts,andthedecisionsthatweremadetomitigate

    theseimpacts.

    PR-2 Lifecycle Cost Analysis (LCCA)

    RealCostsoftwarewasusedtoevaluatethepavementimprovementoptions. Ashortreportwasprovided,stating

    theassumptionsmade,inputs,andtheoutcomeofananalysiscomparinganasphaltoverlayorafulldepth

    concretereplacement.

    RATIONALE

    TheRealCostoutputwiththegiveninputsandassumptionssuggeststhatanasphaltoverlaywillhaveapresent

    valuelifetimecostofapproximately$1.05millionwhileaconcreteroadwaywillhaveapresentvaluelifetimecost

    ofapproximately$2.36million.

    DETAILS

    Soilboringdatawasprovidedforthisrequirementaswellasdescriptionsforthefollowingcategories:

    topographicalassessment,soilsassessment,hydrologyassessment,siteevaluation,andLIDBMPs. Duetothe

    urbannature,LIDoptionsarelimitedtowhateverwillfitintheROW,which,initsexistingstate,consistsofalmost

    entirelyimpermeablesurfaces.

    RATIONALE

    TheLIDassessmentdeterminedthatmanyoptionswerenotfeasibleduetospaceconstraintsandduetothe

    existingstructuresbeingalmostentirelyimpervious. Theyrecognizedtheuseofpermeablepaversandmore

    vegetatedareastoincreasewaterqualityandreducerunoffvolume. Unfortunatelytheycannotuseporous

    pavementsfortheroadwayastheCityofDenverdoesnthaveacurrentpolicyormeansformaintainingthese

    pavements. Itwouldlikelycostsignificantlymoretoinstallporouspavements.

    PR-9 Pavement Management Program

    ThedTimsCTsystemhasthecapacitytomeetalltherequirementsofPR9,assumingthatconditionassessments

    aretakenatleasteverytwoyears.

    PR-10 Site Maintenance Plan

    DETAILS

    Documentationindicatesthatmultipleentitieswillberesponsibleformaintainingtheproject. Thisincludes

    privatelandowners,theGeneralImprovementDistrict,BusinessImprovementDistrict,andtheCityandCountyof

    Denver. Twoimprovementzoneswerecreatedfortheproject,thestandardzoneandpremiumzone. Baseimprovementswillbeprovidedforbothzones,whileadditionalelementsthatsupportthevisionforthecorridor

    willbeprovidedinthepremiumzone. Alistofeachitemwasproducedtoaddresstheresponsible

    parties/organizations,schedule,methods,andfunding. Thisdocumentdoesnotspecificallysaywhatmethodswill

    beusedforroadwayreplacementbutthishasbeenmentionedelsewhereinthedocuments,suchasintheLCCA

    ENVIRONMENT & WATER (EW)

    Thisprojectearned10ofthe21pointsavailableinthiscategory.Amajorityofthecreditsearnedarerelatedtothe

    useofpermeablepaversanddecreasedareaofimpermeablesurfaces. Thecreditsearnedinthiscategoryare

    outlinedinTable5.

    ParsonsBrinckerhoffswillbeservingastheconstructionmanagementfirmfortheproject. ParsonsBrinkerhoff

    suppliedtheircurrentISO14001:2004certificatetomeetthiscredit.

    RATIONALE

    TheconstructionmanagementfirmisappropriatelyISOcertifiedtomeetthecredit. Thedocumentdoesindicated

    recertificationrequiredJuly8,2010. Therecertificationwouldneedtobeverifiedtoearnthiscredit.

    EW-2 Runoff Flow Control

    DETAILS

    StormwatercalculationswereprovidedforbothEW2andEW3. Thesecalculationsindicatedthattheinitialflow

    conditionshavearunoffvolumeof31,935ft3,aflowrateof20.75cfs,andatimeofconcentrationof20minutes.

    Their

    calculations

    indicate

    that

    the

    new

    flow

    conditions

    will

    have

    a

    runoff

    volume

    of

    29,400

    ft

    ,

    a

    flowrate

    of

    19.76

    cfs,andasaturationrateof20minutes. Thesecalculationsarebasedoffofan80th

    percentileaverageannual

    rainfallevent,theequivalentofa2yearstormevent,whichismoreconservativethantherequested90th

    Greenroadscertification,butallofthecreditrequirementsweremettoachieve3points.

    EW-4 Stormwater Cost Analysis

    ALCCAspreadsheetwasprovidedshowingtheexpectedservicelife,constructioncosts,maintenancecosts,
