Lecture : School of Engineering, Hokkaido University and Community Hall “Enyu-Gakusha” Welcome Party : Restaurant “Elm” Farewell Party : Community Hall “Enyu-Gakusha” 会場は、北海道大学札幌キャンパスの施設を利用する。 講 義：工学部共用実検棟（D棟）MUTSUMIホール、遠友学舎ほか 歓迎会：レストラン・エルム（ファカルティーハウス・エンレイソウ 1F）（予定） 送別会：遠友学舎（予定） 3 Purpose of the Summer School 開催の目的 This summer school is holded by Hokkaido University. Hokkaido University becomes a chief editor school and cooperate overseas partner universities. Students of the overseas partner school, the foreign students who are in Japan and Japanese students participate in this summer school. Participating students think about methodology of new city planning and perform concrete suggestion about smart community for the City of Sapporo and Hokkaido University. Last summer POLITECNICO DI TORINO held the summer school in Turin and plural universities including Hokkaido University participated. This summer school is a plan following a thing of the last year. このサマースクールは、北海道大学を主幹校に、海外のパートナー校の学生、国内の留学生に日本人学生を加えた学生が参加する企画である。課題は「スマートコミュニティ」である。参加学生は、多角的な視野から新たな都市デザインの方法論を構築し、舞台となる札幌市と北海道大学において具体的なプロジェクトを提案するという実践的なプログラムに取り組む。こうした交流は、2013年9月にトリノ市とトリノ工科大学（イタリア）の共催で、同校を主管校にエジンバラ・ネイパー大学（UK）、北海道大学、ローレンス工科大学（アメリカ）、リスボン工科大学（ポルトガル）がパートナーシップを組んで実施されており、今回は、会場を日本、札幌に移して実施するものである。

4 Main theme and Significance テーマと開催の意義 4.1 Theme and Target Site テーマと敷地 “Smart Community” Participation students examine methodology of the urban design on the site in the north part of the Sapporo campus of Hokkaido University (named North Campus). And they have to think about international research hub for relationship between university and region and propose facilities and its operation system. 「スマートコミュニティ」 敷地は北海道大学札幌キャンパスの北キャンパスである。参加学生は、アーバンデザインの方法論を検討し、大学の国際的な研究拠点を中心とした地域連携のための施設と将来を見据えた運用方法について具体的に提案しなければならない。 4.2 Significance 開催の意義 This summer school does a student of Ph.D and Master course if targeted for participation. This summer school is important at a point carried out as a part of the problem solution-shaped study and education to do concrete suggestion to find not only a consideration and an energy problem to the global environment that is a current important social problem but also residence environment, community reproduction and quality of life in the city that fixed its eyes on an image in the future of the city 30 years later including the public transport under the theme of “Smart Community”. In this summer school, we will set some lecture by the experts such as a city designer, a planner, a sociologist, a geographer, a staff of local government and a consultant. このサマースクールは、大学院博士課程と修士（博士前期）課程の学生を参加対象とする。彼らは、現在、重要な社会問題となっている地球環境への配慮やエネルギーのみならず、居住環境やコミュニティ再生、公共交通など30年後の都市の将来像を見据え、都市生活の質を担保するための具体的な提案を「スマートコミュニティ」という概念を軸に具体的に提案する必要があり、海外交流をベースとした解題解決型研究・教育の一環として実施されることに意義がある。 サマースクールには、都市デザイナー、計画者、社会学者、地理学者などの研究者や自治体、コンサルタントなどの専門家によるレクチャーが行われ、その知見と、参加学生による現地調査を基盤とした提案が行われ、最終的な成果が広く一般に発表されるという、実践的専門的プログラムである点にも意義がある。 5 Participation Students and Administrative Body 参加対象者と運営組織 5.1 Participation Students and number 参加資格と人数 - A student who can participate is a graduate student registered at Ph.D and Master course. - The participation applicant must submit a required document to the secretariat. The committee chooses a participant from an applicant. - The upper limit of the participation number of people is 15 people -20 foreign students (70%), 5 Japanese students (30%)-.

After finishing the graduate course(master) at the University of Tokyo, he pursued his study on architecture at Ecole national superieure des Beaux-Arts in Paris. Since 1982 he has been teaching at Shibaura Institute of Technology in Tokyo, I’Universite de Liege, Keio University, Conservatoire national des arts et métiers in Paris respectively. He has been in charge of numerous international projects such as the restoration of Probota Monastery in Romania (1996-2000), the Art Garden of Helsinki, and the Japanese Pavilion in Gondar, Ethiopia (2008-2009) while organizing exhibitions on historical and contemporary architecture. Katsunori Nagano Is Professor of Hokkaido University, faculty of engineering. His lab.is environmental engineering. He specializes in utilization of natural energy resources, thermal energy storage, ground source heat pump system, urban energy utilization system, thermal environment, snow storage, snow melting, control of humidity. He is the president of society of ground source heat pomp system participate over 50 institutions such as public research institute, and

private company.

We need the securing of fund approximately another 850,000 JPY. 現時点で、700,000円ほどの資金確保の必要がある。 8 Others その他 8.1．Agreement of City of Sapporo and Hokkaido University 札幌市と北海道大学の連携 - City of Sapporo and Hokkaido University performed an agreement “Town Planning” in 2013. This summer school give plain result for both. Particularly, City of Sapporo makes use of the suggestion of students as a reference opinion to solve a city problem, and Hokkaido University makes use it as one suggestion of the energy measure. We will report the result of this summer school to the mayor of Sapporo and the president of Hokkaido University. - City of Sapporo provides to us documents of city planning and the sightseeing and staffs as lecturer. - We will perform this summer school as a part of Sapporo International Art Festival 2014 (SIAF 2014, from 19 July to 28 September 2014, URL : https://www.sapporo-internationalartfestival.jp). ・2013年に札幌市と北海道大学はまちづくり協定を締結しており、その一環として位置づけ、双方に解りやすい成果とする。特に、札幌市へは都市課題解決の参考意見として、北海道大学には学内エネルギー施策の一提案として札幌市長と北海道大学総長へ報告する。 ・札幌市からは都市計画、観光などの資料提供と講師などの人的支援を受ける。

・札幌市の札幌国際芸術祭2014との連携を図り、外部企画のひとつとしたい。 8.2 Publication of Summer School’s report book 報告書の出版 We will secure a fund and, after the summer school end, publish a report book. ・サマースクール終了後、出版助成などの外部資金を獲得して報告書（日本語＋英語の併記）を作成・刊行する。 9 Reference Materials 参考資料 - Hokkaido University International Student Prospects - Sapporo 2013 Facts and Figures - Appendix Sapporo’s Public Finances - Sapporo City Investor’s Guide
