    Atlantic City is a challenging market for many retailtenants and property owners. The area's casino andtourist-driven economy has yielded below averageemployment gains for most of the past two decades,making it difficult to retain families and working ageresidents. The most recent U.S. census data shows that,since 2010, Atlantic County's population aged 20–64 hasdeclined by 15%, or 25,000 people, nearly twice the U.S.average pace, while the number of residents aged 70 orolder has grown by 8,000, or 30%.

    When struggling department store retailers, for example,are looking to consolidate stores, these demographicissues sometimes put their Atlantic City locations nearthe top of the list. The Hamilton Mall in Mays Landingfaced these challenges in 2018, when its Sears closed,and again in 2019, when it lost its JCPenney. There areclear risks that more closing could follow across themarket during 2020–21, as the coronavirus and itseconomic shock have fallen particularly hard on AtlanticCity's economy and on retailers dependent on brick-and-

    mortar sales.

    CoStar's proprietary location quality score measures theattractiveness of retail locations based on both localspending power (either by residents or tourists) andnearby competition. Far and away the highest rankedlocations in Atlantic County are found at centers such asTangier Outlet, which are close to Atlantic City'sboardwalk along with its range of casinos and hotels andrank in the top 5% of all U.S. retail properties for locationquality score. However, even this area faces challengesin the face of the coronavirus, as casinos have beenlimited to operating at 25% since reopening in July.

    Outside of the boardwalk, some of the highest scoringlocations are in the popular beachfront area ofBrigantine, and in Mays Landing near the intersection ofthe Garden State Parkway and the Atlantic CityExpressway. Both of these areas ranks place in the top20th percentile of all U.S. retail locations.

    Atlantic City's economy is facing severe challenges fromthe ongoing coronavirus pandemic. Just prior to theoutbreak, about 30% of Atlantic City's working residentswere employed in the leisure and hospitality sector (morethan three times the U.S. average), the industry that hasbeen hardest hit by prolonged periods of socialdistancing. All nine of the city's Casino Hotels andResorts reopened in July, but state regulations limit theirguest totals to 25% of their fire code capacity, withsmoking, drinking, and food service banned.

    Throughout the summer months of 2020, Google searchactivity for the term "Atlantic City" was down about 20%from 2019 levels, and heading into the fall, totalemployment in Atlantic County was down 20% on a year-over-year basis.

    Atlantic City's emerging challenges in the face ofcoronavirus issues are only the latest in its ongoingeconomic struggles, and the city posted one of the worstoverall economic performances of any metropolitan areain the Northeast since the Great Recession. From2006–16, total employment declined by a painful 15% (or23,000 jobs). As local governments in nearby states suchas New York and Pennsylvania continue to pass gaming-

    friendly legislation, Atlantic City has struggled over thepast 10 years to lure visitors who can now legally gamblecloser to home. In fact, employment in Atlantic County'scasino hotels sector was in long-term decline from 1998through 2016.

    The local economy's downward momentum had finallybegun to reverse in 2019 and early 2020. In late 2016,the state of New Jersey took over the city's finances tohelp Atlantic City stave off bankruptcy. Two years later,in mid-2018, New Jersey's legalization of sports bettinghelped local casino hotels to significantly increaseemployment during 2018 for the first time in more than20 years. Stockton University also opened a 1,300-student campus less than 10 blocks south of theTropicana Hotel. However, this long-term momentumshift could be reversing again, as permanent closures ofat least a few of the city's largest casino are possiblegiven the coronavirus' economic shock. The city also hasmore than $400 million in junk-rated municipal bonddebts, which are likely to rise sharply in the monthsahead, and working-age population growth is decliningat a rapid pace as the metro struggles to retainpermanent residents.
