Panel Discussion: Dr. James Barnett, Rural Student Physician Program Director, University of IL College of Medicine at Peoria, along with physicians from RIMSAP, RMED, UICOM & rural hospitals will discuss outcomes from studies on extended rural clerkships, as well as different perspectives of successful partnership programs aimed at cultivating rural physician practices.

Medical Cannabis – An Introduction for Clinicians Research Presentation Laurie Ryznyk, MPAS, PA-C, PA Program, Southern IL University, Carbondale, IL

This presentation will examine the current status of Illinois law as well as regulatory changes throughout the United States with regard to the medicinal use of cannabis. The endocannabinoid system will be discussed, as well as the recent research regarding the cannabinoids present in marijuana. Methods of administration will be discussed, as well as dosing considerations as they apply to pharmacokinetics and pharmacodynamics. Practical applications, precautions, interactions, side effects, and future uses will be explored. Home Health Overview Presentation Tracy Faqua, RN, CLNC, Assistant Director for Cass County Home Services, Virginia, IL What is Home Health Care?...Who is Eligible?....What are New Requirements?....Who Pays?... Discussion will cover the new F2F requirements with any new admission/referral; along with the types of services available such as : Skilled Nurse, Drug Therapy, I.V. Therapy, Central Line Care, PT/OT/ST and etc. Current fees that are covered by present by payor sources, and the advantages of having Home Health Care in your home will also be discussed. Rural Health Experience for Students Panel Discussion Hana Hinkle, MPH, Illinois Area Health Education Center and National Center for Rural Health Professions University of Illinois, Rockford, IL The Rural Health Experience (RHE) is a rural immersion program for undergraduate and graduate level students interested in pursuing a health profession career in a rural community. Students spend 3 to 5 days in a rural community shadowing a variety of health professionals and learning about rural health care delivery. RHEs can serve as a recruitment mechanism for rural hospitals to help with finding future rural health care professionals.

Multiple Sclerosis: Would you know it if you saw it? Early Diagnosis, Treatment, and Resources for Patients. Panel Discussion Coleen Friedman, MSW, National MS Society, Chicago, IL A panel, composed of a clinician (neurologist who treats patients living with MS), mental health professional, and person living with MS will address the importance of early diagnosis and treatment . The panel will help clinicians understand the common presenting symptoms of MS and how to confirm a diagnosis, as well as how to help people find the resources needed to live with the disease through the National MS Society and other community resources. Telehealth Panel Discussion - Building a Successful Teleheath Program in Rural Community Jonathan Neufeld, PhD, Upper Midwest Telehealth Resource Center (UMTRC) Chad Morris, BS, Insight Telepsychiatry, Marlton, NJ Trilok Shah, MD, In Touch Physicians, Chicago , IL Greg Janes, TelePharm Iowa City, IA Panelists will discuss the financial and quality motivations that are driving providers into telehealth, and provide a solid foundation for providers to explore and implement such expansion. We will go over the several types of telehealth programs (with examples), financial models that support sustainability, and the technical and administrative requirements for success. Participants will learn about the free consultation and technical assistance resources available through the federal Telehealth Resource Center program. Special focus will be given to the best practices in establishing successful telepharmacy and telepsychiatricy programs in rural communities from both a clinical and financial perspective.

HFS Medicaid Care Coordination Roll Out: Next Steps Panel Discussion Alvia Siddiqi, MD, FAAFP and Ken Ryan, IRHA President The roll-out of HFS Medicaid Care Coordination is complete, but there are still many questions regarding the next phase of implementation. Illinois Health Connect is the framework for the roll-out of Accountable Care Entities (ACEs) and Care Coordination Entities (CCEs). This talk will provide updates about the status of the roll-out, next steps to take as providers, and answer your questions regarding Care Coordination.

Maximizing Oral Health in Rural Illinois Workshop Julie Jansen, RDH, MA, Program Administrator IFLOSS Coalition, Program Administrator, Retired Illinois Dept. of Public Health , Springfield, IL The session will present new findings in children’s oral health status based on 2013-2014 survey results of third graders. How has oral health in rural Illinois changed over the past 20 years since the first oral health survey was completed. What opportunities exist to help rural communities to renew and continue efforts aimed at improving oral health? The optimization of dental workforce and new oral health initiatives will help build and expand efforts to assure oral health is part of overall health agendas from Rockford to Cairo. Effective Messaging to Reach the Unscreened Workshop Caleb Nehring, American Cancer Society, Marion, IL & Tracey Smith, PHCNS-BC, MS, CCE, CLC , Assistant Director of Medical Education for the Dept of Community Medicine, SIU School of Medicine, Springfield, IL “80% by 2018” is a movement in which dozens of organizations have committed to eliminating colorectal cancer as a major public health problem and are working toward the shared goal of reaching 80% screened for colorectal cancer by 2018. Workshop will provide an overview of research on barriers to reaching unscreened along with ways to introduce new messaging, tools and resources to reach this population.

Rural Health Clinics (RHC) Administrator Series Part II: Developing an RHC Manual & RHC Evaluation Workshop Robin Veltkamp, B.A. Health Care Administration, Health Services Associates, Inc. Freemont, MI

This workshop will assist attendees in creating an operating manual specifically for each RHC that will contain the key required documents needed to complete a RHC survey. This will be a hands on work-shop and participants will gain the understanding of how develop this working manual for their individ-ual clinic. The RHC is required to conduct an annual Advisory Committee Meeting in order to meet RHC compliance. The purpose of this annual meeting is to collect appropriate required data and to assess and analyze the data for the future potential and needs of the RHC. During this session, participants will experience an actual annual Advisory Committee Meeting with breakdown of each component and the necessity for the various components to be addressed within the meeting.

Do You See What I See? Identifying Perinatal Mental Health Conditions In The Primary Care Setting Workshop Diane Misch, MD Child & Adolescent Psychiatric Consultant, University of Illinois, Chicago, IL This presentation will discuss the multifaceted picture of perinatal depression, anxiety, PTSD, and post-partum rage that may go unnoticed at maternal or well child visits. Practical advice will be provided on use of screening tools, assessment time tables, and scoring. Role playing will highlight use of effective communication skills when discussing positive screens and need for treatment. Recommendations re-garding integration of evidence based interventions into primary care practice, and the process of find-ing and making psychiatric referrals will increase confidence and decrease stress in dealing with perina-tal mental health conditions. Identified Lung Cancer Risks in Rural Illinois: Recent Research and Health Implications Research Presentation Whitney Zahnd, MS, Georgia Mueller, MS, SIU School of Medicine Center for Clinical Research Lung cancer incidence rates in Illinois are elevated compared to the United States as a whole, and rates in rural regions of Illinois are elevated above the state rate. Even when considering smoking rates and socioeconomic factors, lung cancer incidence rates vary across rural regions in Illinois. We will provide an overview of current research exploring rural differences in lung cancer, the impact of coal mining proximity on lung cancer, and the patterns of radon testing utilization in rural Illinois. We will also dis-cuss implications for rural healthcare and public health efforts.
