David Hawes Urban Designer CURRICULUM VITAE | DAVID HAWES David is an experienced Urban Designer with a portfolio in Strategic Masterplanning and Place Making but equipped with the tools to design detailed and deliverable solutions in the built environment. David provides advice to a range of clients including private land owners & developers, Local Authorities and public sector bodies. David works in a collaborative way, engaging with consultant teams, the public and stakeholders, using design to advocate options and build consensus. David has also provided teaching input at the University of Southampton and is a teaching fellow at the University of Hertfordshire with a module lead role and responsibilities in Urban Design lecturing and tutoring. David was part of the 2003 EDAW London Olympic Bid team, preparing the masterplan for the Lower Lea Valley including the Olympics Games & Legacy masterplans. Working with LHC Urbanism in the South West, David has been instrumental in the award winning scheme to regenerate the West End of the City of Plymouth and led the team for the award winning Ker Street Area Development, Devonport. David now works independently as a consultant to various partners and directly for a range of clients. He has had a wide reaching role in providing design support to communities and local authorities in response to the Hinkley Point C Nuclear Reactor proposals, assisted Bath & North East Somerset in their Core Strategy deliverability testing including designing for a wide range of sites in and around the City of Bath UNESCO World Heritage Area and is currently preparing an area regeneration strategy for the town centre Devonshire ward in Eastbourne. • A wide view strategy for regeneration of a key seaside-town ward;• Cross-boundary contextual ‘ward-profi ling’ to establish positioning,

role and ward performance, locally and regionally;• Structuring design principles & project plan hierarchy of

development projects and public realm improvements.

PETERSFIELD NEIGHBOURHOOD PLAN• Facilitating a Vision drawing together existing evidence; • Working within the Neighbourhood Plan frontrunner process to

identify key opportunities including, housing, commercial, town centre improvements;

• Establish the basis of a destination marketing strategy positioning the town as a key gateway to the South Downs national park;

• Masterplanning a series of sites to identify town wide capacity for various uses/development;

• Testing sites for deliverability;• A phased strategy for projects across the town identifying key

opportunities for delivery, project pre-requisites and safeguards.

BATH & NORTH EAST SOMERSET, CONCEPT DEVELOPMENT FRAMEWORKS: CORE STRATEGY DELIVERABILITY TESTING

• Reviewing Core Strategy issues and options in the context of inspectors review of evidence robustness;

• Constructing a new evidence base for housing delivery, provision of community facilities and triggers for infrastructure;

• Design for a series of strategic and infi ll sites, proving capacity and demonstrating a phased delivery programme;

HINKLEY POINT C NUCLEAR NEW BUILD• Supporting Local Authorities and Parishes in their role as a

LONDON 2012 OLYMPIC & LEGACY MASTERPLAN• Olympic Masterplan -14 Venues, facilities, Central public

concourse;• Ambitious regeneration legacy -community focus, regional park,

water borne infrastructure.

Establishing a Vision for the London bid to host the 2012 Olympic Games involved the rediscovery of the canal lands of East London, predominantly the River Lea valley and catchment.The process of developing a Masterplan unified 4 local authorities into one joint planning authority, established especially for the Olympic delivery. The masterplan vision built on a concept of 100 bridges, physical, metaphysical, cultural and environmental, to draw together the divided banks of the River Lea and the communities divorced from each other over time.

NORTH MANCHESTER HOUSING MARKET RENEWAL & IRK VALLEY OPEN SPACE NETWORK

• 1 of 9 national ‘Pathfinder’ projects -housing market renewal funding.

• Regional scale Open Space • Irk River Valley corridor -Post Industrial landscape setting• Open Space provided a unifying theme for all neighbourhoods• A strategy identified ‘missing links’ in the open space corridor• The vision included considering new and meaningful roles for

relics of the industrial age -aquaducts, bridges, buildings- as well as specific and local improvements to play space and neighbourhood parks

KER STREET AREA DEVELOPMENT, DEVONPORT, PLYMOUTH• Masterplan and phased implementation for an inner city district• Beyond the redline -integration and interaction with surrounding

development proposals and pressures• Redressing an imbalance in housing mix and tenure• Creating a quality and purposeful public realm• Coding and overseeing of architectural design to realize the
