Minutes of the Annual General Meeting
Held on Tuesday 17 October 2017 at 5.00 p.m.
1. Opening
Mr Casamento opened the meeting at 5.20 p.m. Mr Casamento welcomed all attendees to the twenty fourth Annual General Meeting of BIZLINK Incorporated and acknowledged the traditional owners and custodians of the land. Mr Casamento requested all attendees sign the attendance book.

6. Approval of Previous Minutes
Mr Casamento proposed the motion: Motion: “That the Minutes of the Annual General Meeting held at BIZLINK Incorporated, Fremantle, on 18
October 2016 be adopted.” Moved: Trevor Paterson Seconded: Eric Fethers Carried
It was resolved to adopt the minutes of the previous Annual General Meeting and Mr Casamento signed the minutes.
7. Chairman’s Report
Mr Casamento presented the Chairman’s Report as detailed in the Annual Report. Mr Casamento advised that our performance over 2016-2017 resulted in the Department choosing BIZLINK to be
handed over a contract from an exiting provider. This resulted in the opening of the Cockburn Central site. BIZLINK
was also expected to be in-scope for additional Business Share from the October 2016 Business Reallocation
however the Department decided not to offer Business Reallocation to any providers in the Central & West ESA.
BIZLINK is now the largest provider in the Central & West ESA with almost 50% of the Business Share.
Mr Casamento advised that we look forward to the next contract commencing July 2018. BIZLINK has been offered
an ‘Invitation to Treat’ in the Central & West ESA and has applied to provide services in the North ESA. The Board
is eager to consider strategic directions for BIZLINK under the new contract where clients will have greater choice
and will be able to choose and change providers more easily. This is expected to increase competition and
therefore the quality of providers.
Mr Casamento acknowledged BIZLINK’s amazing team who achieve quality results whilst being mindful of our
culture and values. He congratulated Managing Director, Brian Park, and his team on building the business and
achieving results that have enabled us to realise key strategic objectives and set ourselves up to take on the
challenges and opportunities of the new contract.
Mr Casamento thanked his fellow Directors for their support, dedication, generosity of time and wealth of
knowledge; our employers for providing opportunities for quality employment; and our clients and their families who
entrust BIZLINK with their career goals and aspirations.
Mr Casamento advised he looks forward to growing BIZLINK in the Central & West ESA and beyond.

8. Managing Director’s Report
Mr Park presented the Managing Director’s Report as detailed in the Annual Report.
Mr Park advised that BIZLINK has enjoyed another year of growth and strong performance and he is proud of the
team’s achievements in what has been a difficult year for all providers in the employment services industry
especially in Western Australia.
The key events and activities of 2016—2017 were:
• Maintained the highest star rating of any provider in the Central & West finishing at 30 June 2017 with a plus
38 percentile score a very credible 4 Star rating and only 2 away from being a 5 Star. This was achieved
despite huge growth, which affects the star rating model.
• Relocation of the Fremantle site to Melville with short notice and continuing to provide services to our job
seekers. Congratulations to Trevor Paterson and his team for this outstanding effort.
• BIZLINK took over the contract of an exiting provider, which saw our business share rise to 47.09% of the
Central & West ESA which is an unprecedented percentage within a metro area anywhere in Australia.
• BIZLINK opened the Cockburn Central site.
Mr Park acknowledged BIZLINK’s talented, experienced and dedicated team who helped the above to happen.
Mr Park advised that July 2018 marks the start of a new contract with BIZLINK being offered an invitation to treat
which means we are contracted to continue to provide services at existing sites. Our outstanding performance has
also given us the opportunity to apply to deliver services in other ESAs and we have submitted an application to
deliver ESS services to the North ESA from three sites to be located at Joondalup, Midland and Innaloo. Mr Park
thanked Tara Doyle, Strategic Manager, for the work she has done.
Mr Park thanked the BIZLINK team for their effort, dedication and passion for their job, all which make BIZLINK an
amazing organisation to work with.
Mr Park thanked the Board of Directors for their financial and management guidance and support throughout the
year.
Mr Park acknowledged the support of our employers, both small and large businesses who have consistently
demonstrated a commitment to providing opportunities for people with disabilities.

9. Finance Report
Mr Park presented the Finance Report as detailed in the Annual Report. Mr Park advised that Financial Auditors, Dry Kirkness Chartered Accountants, reported that, in their opinion, the financial report of BIZLINK Incorporated was in accordance with the Australian Charities and Not-for-profits Commission Act 2012. The report provided a true and fair view of BIZLINK Incorporated’s financial position as at 30 June 2017 and of its performance for the year ended on that date.
Mr Park advised that BIZLINK made a surplus of $14,699 for the 2016-2017 financial year. This thin surplus has been a result of increased caseloads and greater economies of scale and it should be noted that fees for service remain the same today as they were in 2010. Mr Park acknowledged the Board for their exceptional support and advice to management and thanked Finance Manager, Lisa Fuentes, who prepares financial statements and offers support and guidance. Mr Park acknowledged its auditors, Dry Kirkness, for their assistance with our audit and acknowledged the Department of Social Services for the Australian Government funding which enables BIZLINK to provide its service. Mr Park proposed the motion: Motion: “That the Financial Statements audited by Dry Kirkness Chartered Accountants for the year ended

It was resolved to approve the Finance Report.
10. Election of Auditor
Mr Park proposed the motion: Motion: “That the Board of Directors appoint Dry Kirkness Chartered Accountants to conduct an audit for
BIZLINK Incorporated for the year ended 30 June 2018.” Moved: Breffni Doyle Seconded: Eric Fethers Carried It was resolved to approve the appointment of Dry Kirkness Chartered Accountants auditors.
11. Retiring of Directors
Mr Casamento reported that during the 2016―2017 financial year, no Directors retired from the Board. Our Constitution states that one fifth of the Directors must retire each year. The Directors who have been longest in office since their last election are Glen Clarke and Marco Cicchine. Mr Casamento reported that Glen Clarke and Marco Cicchine now stand for re-election as Directors.
12. Election of Directors
Mr Casamento advised that nominations were received from the following members: (a) Glen Clarke (b) Marco Cicchine As there were no other nominations, Glen Clarke and Marco Cicchine were appointed to the Board of Directors of BIZLINK Incorporated unopposed.

13. Special Resolution
Mr Casamento advised that on 1 July 2016 the Associations Incorporation Act 2015 came into effect and replaced the Associations Incorporation Act 1987. All associations incorporated under the Associations Incorporation Act 1987 are now incorporated under the Associations Incorporation Act 2015. Each association is required to update its rules or constitution by 1 July 2019 to ensure the rules comply with the
requirements of the new act. Accordingly, BIZLINK reviewed its constitution in accordance with the Associations
Incorporation Act 2015. The Board wishes to acknowledge the assistance of K&L Gates in drafting the constitution.
As we have amended the Model Rules to suit our operations we are required by the Department of Mines, Industry
Regulation and Safety to pass a special resolution at a general meeting. We were required to give 21 days’ notice
of this special resolution, which we did as members were emailed information on 22 September 2017.
Mr Casamento proposed the motion: Motion: “That the existing constitution of the Association be repealed and replaced with the Constitution
tabled at the meeting and signed by the Chairperson for the purposes of identification, with effect from the time that approval of the Commissioner is given in accordance with section 33 of the Associations Incorporation Act 2015 (WA).”

It was resolved to replace the existing constitution with the Constitution tabled at the meeting. Mr Casamento advised that the alterations to the rules will be lodged with the Commissioner for Consumer Protection within 28 days.
14. Other Business
Mr Casamento called for any items of other business. There was no other business.
15. Next Meeting
The next meeting to be held by the BIZLINK Board of Directors is scheduled for Tuesday 12 December 2017 at 5.00 p.m.
16. Closure
Mr Casamento declared the meeting closed at 5.40 p.m. Mr Casamento thanked those present for their attendance and invited them to stay for the presentation of the Tara Doyle Award to Lindsey Rutherford, Support Coordinator and the BIZLINK Employer of the Year Award to South Metropolitan TAFE, and to join BIZLINK staff and Board for light refreshments. Chairman’s Report
Rob Casamento Chairman of Directors
On behalf of the Board of Directors and BIZLINK team, I
am pleased to present the 2017―2018 Annual Report.
BIZLINK is a not-for-profit Disability Employment Service
(DES) that specialises in Employment Support Services
(ESS). The Australian Government Department of Social
Services (DSS) fund DES.
Since 1992, BIZLINK has been dedicated to assisting
people with a disability who benefit from support to
secure and maintain employment in their local
community. BIZLINK assists innovative employers to
include people with disabilities as part of their recruitment
strategy. We assist employers to create opportunities or
job-match existing vacancies. Employers who engage
BIZLINK as a recruitment partner do so because it is a
sound business decision.
Our team is dedicated to working with people with a
disability to achieve their employment goals. They
understand the importance of the opportunities our
employers provide and so have a high standard of job
matching and job support. The effort of our team results
in excellent employment tenure, competitive wages and
employer partnerships that create repeat business.
BIZLINK experienced a significant increase in business
share. With more registrants, we gain economies, and I
am pleased to see we achieved a surplus again this year.
The Board is keen to consider strategic directions for
BIZLINK in view of the new contract. Providers must now
promote themselves to encourage people to register. The
Department expects this will increase competition and
therefore the quality of providers.
With Brian Park, our Managing Director, supported by his
experienced management team, the Board is confident
BIZLINK will respond to any challenge. The BIZLINK
team has been incredibly resourceful, responsive and
above all has maintained our values.
I congratulate Brian and his team on building the
business and achieving results that have enabled us to
realise key strategic objectives – returning to the North,
expanding services in the Central & West, growing our
caseload and team and achieving a surplus. We are
ready to take on the challenges and opportunities of the
new contract with its market driven competition.
I would like to thank my fellow Directors. Our Board
provides BIZLINK with a diverse mix of professional,
business and client representation. Our Directors look
forward to reviewing our strategic plan considering the
new contract. I know they will continue to support Brian
and myself with dedication, generosity of time and a
wealth of knowledge.
I thank our employers for providing opportunities for
quality employment and I acknowledge our clients and
their families who entrust BIZLINK with their career goals
and aspirations. Many of our clients choose BIZLINK and
that is the truest reflection of our service quality.
I thank you all for your support and look forward to
growing BIZLINK across the Perth Metropolitan from our
seven offices. We have always wanted to offer our quality
employment service to more people with a disability and
expand our pool of employers who provide quality
employment opportunities. From July 2018, we have the
capacity to realise this vision more than ever in our
history.
We have realised key strategic objectives –
returning to the North, expanding in the Central
& West, growing our caseload & team and achieving a surplus

Brian Park Managing Director I am pleased to present the twenty fifth BIZLINK Annual
Report. We have enjoyed a year of growth and strong
performance, culminating in being awarded the DES
contract for 2018 to 2023. Our greatest reward for all our
efforts was winning back a contract in the North
Employment Service Area (ESA).
I am proud of my team’s achievements, they have
continued to secure and maintain quality employment.
They do this with a focus on individual needs whilst
managing the red-tape of contractual compliance and the
rigors of quality assurance.
We look forward to growing BIZLINK across the Central
& West and North ESAs over 2018―2019. We go in to
the new contract on the 1 July 2018 with the largest
business share in the Central & West ESA. The new
contract has no Business Share. DES must market for
clients, with our strong brand and history of direct
referrals, I am confident we will continue to attract new
clients.
In the new contract clients have more choice, they can
choose a DES that is not in their ESA. For BIZLINK it
means we can re-establish and develop new school
partnerships across Perth, as well as allowing people to
choose BIZLINK regardless of their post-code. Whilst
operating across four (from 1 July 2018, seven) sites, the
management team have been mindful to instil our culture
and values. Clients can expect the same level of service
regardless of which site supports them. We have
experienced Site Managers and systems and policies in
place to assure our quality.
As the chart below shows, our register of active clients
grew 25%, from 526 at June 2017 to 653 at June 2018.

Key Events 2017—2018:
• Fifth and final year of the Disability Employment
Services – Employment Support Service contract
that commenced March 2013.
• Continued strong performance across four sites -
Rockingham, East Perth, Melville and Cockburn.
• Net growth in staff of 19 growing from 35 to 54
(54%) in preparation for the new contract.
• Retention of Disability Support Certification under
the National Standards for Disability Services and
ISO Quality Management System.
• Commencement of 509 clients for the year or an
average of 42 new job seekers per month.
• At 30 June 2018, we had 653 clients actively
engaged in capacity building, job search or
employment support.
• A strong job start achievement with 210, our best
performance contract to-date, last year was 184.
Our historical record is 218 job starts achieved 30
June 2012.
• New DES contract commencing 1 July 2018. Roll-
over of the Central & West ESA and awarding of
the North ESA. The new DES contract moves
towards a clearer alignment with contemporary
disability policy: i.e. person-centred, choice and
control and individualised funding.
• Opened new Joondalup, Innaloo and Midland
offices in April/May 2018 to assist with transition
and commence servicing the North ESA from 1
July 2018.
Teams
Each site has a Site Manager: Trevor Paterson,
Operations Manager, was Site Manager for Melville and
now oversees Joondalup; Lee Holland, East Perth and
Innaloo; Tina Zemzars, Rockingham; Kadjann Veloo,
Cockburn Central; Harveena Singh, Melville; Charlie
Lenzo, Midland. Steve Mangan was promoted to
Marketing Manager in June 2018.
Team Coordinators assist the Site Manager: Lindsey
Rutherford, East Perth / Innaloo; Luis Galaz, Melville and
Stephenie Fielding will change from Job Search
Coordinator to Team Coordinator in October 2018.
Employment Coordinators: Giorgio Pontarelli, Liz Zidich,
Tracey Tumata, Les Faulds, Layna Bartlett, Sharleis
Roxburgh and Janet Sein Win assist with registrations,
capacity building and getting clients ready for job search.
When considered job ready, a Job Search Coordinator is
introduced: Sean Deasy, George Pontarelli, Julie
Needham, Pauline Donnelly, Tony Wrobluskie, Philip
Corcoran, Tamara Leslie, Jay Cross, Leslie Lowe, Wayne
Mercer, Charlaine Savage, Elizabeth Nemeth, Kellie
Brown, Robyn Cantatore and Karen Murray.
Support Coordinators work in partnership with employers
and workers to achieve the quantity and quality
requirements of each position: Troy Sabetta, Debbie
Finn, David Smith, Tracey Moxham, Lianne Harvey,
James Hamilton, Jim Maureau, Rosemaree Bloomfield,
Rosemarie Horsley, Ellen Hill, Rose Baillie, Matthew
Nicholson, Joanne Robinson, Carmel Lubbe, Michelle
Cornejo, Jenny Liew and Tim Cianfrini.
As the worker becomes independent, support is
gradually reduced. Maintaining regular contact ensures
that support meets any additional training needs or
enables the introduction of new BIZLINK workers. Often
employers, impressed with the quality of the job match
and the level and professionalism of our support, employ
another BIZLINK worker. BIZLINK is proud of the
excellent employment opportunities created by fostering
strong working partnerships with innovative and inclusive
employers.
Our strategic, quality, administration and finance team
provide exceptional support to the operations of BIZLINK:
Tara Doyle, Strategic Manager; Lisa Campbell, Quality
Manager; Lisa Fuentes, Finance Manager; Carol Porter,
Alex Finney and Kerry Pattenden, Administration
Assistants; Yvonne Duffield, Finance Assistant; and
Linda Forrester, Administration Volunteer.
I would like to make special mention of our Site
Managers, Trevor Paterson, Lee Holland and Charlie
Lenzo on establishing the new sites of Joondalup,

Innaloo and Midland whilst taking on the transition
caseload from exiting providers. With support of their
teams, BIZLINK has been able to open new sites and
support many new clients in a seamless and professional
manner. Thanks to all involved in establishing the new
sites.
Acknowledgements
BIZLINK celebrates employer excellence through our
BIZLINK Employer of the Year Award. I would like to
acknowledge all our employers for providing inclusive
and supportive work. Whilst most employers have found
that providing opportunities for people with disabilities is
a sound business decision, it is also important to note that
quality employment provides many social benefits.
Increasing self-esteem, building social networks,
developing communication and life skills and enabling
individuals to participate more fully in their community
can improve health and well-being. The broader flow-on
effect can be reduced costs in pension and
unemployment payments, health-care costs and other
Government assistance.
I thank our clients, many choose BIZLINK whilst others
are required to register because of their compliance
obligations. In any case, our clients are our focus and
without them, volunteer or not, we have no purpose. Our
client’s needs and choice direct our service and I
appreciate their input through our various feedback
mechanisms.
I would like to thank my team for their ongoing
commitment and dedication to the objectives of BIZLINK
and keeping our focus on “Quality Employment for
People with a Disability”. My team manages the
compliance regime of the Department whilst maintaining
our quality commitments under the constant pressure of
the star ratings performance framework and the
demands of ISO and Disability Support Certification.
I would like to acknowledge the support of my fellow
Directors in providing guidance and advice throughout
the year. I recognise the Department of Social Services
(DSS) for the funding that allows BIZLINK to operate and
serve people with disabilities.
BIZLINK benefits from a strong board, experienced
managers and an amazing team. Our enduring focus on
values and having our clients’ needs and choices as the
centrepiece for our service has been key to our success.
These hallmarks have not changed since we started back
in 1992. Contemporary disability policy is about being
person-centred and providing choice and control.
BIZLINK has been delivering on those ideals for 26 years.
We have a positive work culture and a team that supports
each other. The past year has been a time of focused
performance that led to the great result of the new
contract. The 2018—2019 year will be another
opportunity for growth across our seven sites. The new
contract is already showing to be laden in re-tape and I
thank Lisa Campbell, in particular, for all her efforts in
meeting the strict requirements of the contract.
We have many challenges ahead, but I take great comfort
in the quality of my team and our combined efforts to
make a difference to the lives of people with disability.
Whilst sometimes we feel the demands of the contract
and compliance regimes takes us away from achieving
our purpose “Quality Employment for People with
Disability” – we have remained true to our values. We are
a strong, resilient service because of this resolve.
Our Values
BIZLINK Directors and employees believe that people
with a disability:
• Have a right to work in open employment regardless
of the extent or severity of their disability
• Must play a central role in planning their own careers,
in conjunction with their families and significant others
(where involved)
• Have a right to receive individualised support to
become competent and valued employees
• Have a right to a fair day's pay as have employers a
right to a fair day's work
• Need only the desire to work, support from significant
others, realistic career choice and access to training
and support to succeed in open employment
• Have a right to privacy, confidentiality and respect in
all their dealings with BIZLINK

Quality Management
All Disability Employment Services are required to
demonstrate to an independent Quality Assurance
Auditor that they meet the National Standards for
Disability Services (NSDS).
BIZLINK achieved Disability Support Certification (DSS)
on 24 October 2002. Additionally, BIZLINK has had
AS/NZS ISO 9001 since 1998. Our June 2018 audit
against both these standards was successful in retaining
certification.
The history of quality at BIZLINK has developed a team
that values and understands the importance of quality
assurance and the impact on the lives of the people who
use our service.
As part of our commitment to continuous improvement,
BIZLINK policies and procedures are reviewed every
three years and are also updated as needed. Policy
summaries are provided to all clients on registration and
are reissued as they are updated. Full versions of policies
can be provided on request. The Policy Summary Manual
is available on our website www.bizlink.asn.au
BIZLINK would like to thank clients and employers who
choose to participate in our feedback surveys. Your
feedback is vital to our continuous improvement and we
appreciate your feedback given either formally through
such surveys or informally as required.

Tara Doyle Award
In 2010, the Board introduced the perpetual “Tara Doyle
Award”. This award recognises the BIZLINK team
member that has made significant contributions to
BIZLINK and in doing so achieved results that make a
real difference to the lives of people with a disability
through quality employment. Tara Doyle served as
Managing Director of BIZLINK for 12 years and the
award is an acknowledgment of her contribution.
Whilst not ordinarily awarded to a manager, this year
Tara chose Lisa Campbell as a worthy recipient. Lisa first
came to BIZLINK in August 1997. Initially she worked as
an Employment Coordinator, however when she had her
daughter, she was offered an Administration role, which
evolved in to the position of Quality Manager. Lisa is a
vital member of the BIZLINK management team.
These days Lisa primarily manages compliance, which
grows in complexity with each new contract. Her
experience, immense knowledge and devotion to
BIZLINK has ensured our systems meet the strict
requirements of the Department and Quality Assurance.
Without which we could not win contracts or maintain
funding.
Tara and Lisa have worked together for over 20 years
and it is fitting that Lisa be acknowledged for her
contribution to BIZLINK as an organisation. Thank you
Lisa.

A voluntary Board of Directors governs BIZLINK. The Board meets at least six times per year. Members of the Board
include business people, community leaders, a client representative and the Managing Director. The Board monitors the
operational and financial performance of BIZLINK, develops policy and ensures clients receive appropriate services.
Rob Casamento FCA, CPA Chairman Rob is a founding Director of CBSW Pty Ltd, a boutique Tax & Business Advisory Chartered Accountancy practice in West Leederville. Rob joined CBSW Pty Ltd after spending 32 years with two large International
Chartered Accounting firms. Rob is a Fellow member of the Institute of Chartered Accountants and a Fellow member of the Taxation Institute of Australia. Rob joined BIZLINK as a Director in 2005 and has been Chairman since 2009.
Glen Clarke Bach Business, FCPA Deputy Chairman Glen joined the Board of BIZLINK as Finance Director in 2001, a role he continued until 2008. Glen recently retired from his role as Deputy Auditor General with the Office of the Auditor General, where he worked for over 30
years. Glen also worked with the Commonwealth Department of Veterans’ Affairs in the position of Assistant Director of Benefits.
Marco Cicchinè BA Director Marco was invited to be a Director in 2004 because of his marketing experience and background in the disability industry. Marco is Director of Marcoting Pty Ltd; Principal of loans@home and a licensed finance
broker. Marco was appointed a Director of the Australian Marketing Institute in November 1996 to present and Board member of The Italian Chamber of Commerce & Industry (Australia-Perth Inc) 2007 to present.
Susan Campbell BA (Hons) Director-Client Liaison Susan became involved with BIZLINK in 1992 through the Post School Options program. Her son, Christopher, secured a job through the newly established BIZLINK in 1992 and he has enjoyed a happy and
rewarding working life ever since. Susan was approached in 1994 to become a representative for clients. Susan, now retired, has a background in the Accounting and Financial Services sector.
Eric Fethers LLB Director Eric joined the Board in September 2006. Eric is a partner of K&L Gates, an International Commercial Law firm. Eric has experience in fund raising, securities, mining and resources, tele-communications, intellectual property
and mergers and acquisitions. Eric graduated from the University of Western Australia in 1995.
Breffni Doyle Director Breffni Doyle joined the BIZLINK Board in September 2016. Breffni is the Soft FM Manager at Fiona Stanley Hospital, working for Serco, which means he leads more than 500 people delivering a range of services including Patient
Catering, Cleaning, Audio Visual and Patient Entertainment Services. Breffni has worked at Fiona Stanley Hospital since 2011 and has more than 13 years’ experience in health. Breffni is a passionate advocate of diversity in the workplace and has led partnerships with BIZLINK in a number of the organisations he has worked in.
Brian Park Managing Director Brian has been Managing Director since July 2010. He originally started as Support Manager in August 2001 and was promoted to Operations Manager in August 2005. Brian has qualifications in
HNC SC (Higher National Certificate in Social care) CMS (Certificate in Management Studies) and NVQ (Training and Assessing). Brian has over 30 years’ experience in the Disability field, including 20 years in employment specific services in Australia and the United Kingdom and a background as a Social Trainer and Manager of Disability Services.

Finance Report
The Special Purpose Financial Report for the year ended
30 June 2018, audited by Dry Kirkness Chartered
Accountants, are prepared as a ‘Special Purpose
Financial Report’ to comply with the reporting
requirements of the Department of Social Services (DSS)
and the Australian Charities and Not-for-profits
Commission Act 2012.
Dry Kirkness reported that, in their opinion, the financial
report of BIZLINK Incorporated was in accordance with
the Australian Charities and Not-for-profits Commission
Act 2012, and provided a true and fair view of BIZLINK
Incorporated’s financial position as at 30 June 2018 and
of its performance for the year ended on that date.
Over 2017-2018, BIZLINK built our presence in the
Central & West Employment Service Area (ESA). We
capitalised on the capacity to register more clients with
almost 50% of the available business share for Centrelink
referrals in the Central & West ESA. Our caseload
increased from 526 at 30 June 2017 to 653 at 30 June
2018.
Over the year staffing numbers were steady, however, we
employed 23 people, with most starting over April to
June, in preparation for the new contract. Our otherwise
stable staffing provided economies of scale and enabled
the achievement of a modest surplus. Over 2017―2018,
five staff exited, a turnover rate of 8%. We grew the team
from 37 to 59, 54% - greatest growth in our history.
BIZLINK has leases and owned offices as follows:
• East Perth leased since 19/01/13
• Melville leased since 7/04/17
• Joondalup, McLarty Ave, owned, but on the market
• Rockingham owned
• Cockburn Central office leased since 19/06/17
• Joondalup Grand Blvd – leased since 1/04/18
• Midland leased since 21/05/18
• Innaloo leased since 1/05/18
As shown on the Income Statement, BIZLINK made a
surplus of $187,906. Motor vehicle, staffing and “other”
expenses increased. We have costs associated with
leasing accommodation at East Perth, Melville and
Cockburn Central. More recently we took on leases for
Innaloo, Joondalup and Midland in preparation for the
new contact. BIZLINK continues to budget conservatively
as much of the income is reliant on performance,
primarily employment outcomes.
The Board’s exceptional support and advice to
management has enabled us to achieve these results.
We could not have accomplished all that we have since
March 2013 without their belief in us as a group. The
Board has backed management and shared the desire to
retain staff during the rebuilding of our business. The
payoff has been business reallocation, increased
business share, star ratings performance, transition of
business from exiting providers, an Invitation to Treat for
a contract in the Central & West ESA, a new contract for
the North ESA from July 2018 and a surplus.
The Board worked with management to take deficits in
2013―2014 and 2014―2015, knowing we were
overstaffed from the previous contract. There was a clear
strategic objective of securing business reallocation. This
drove our performance and enabled us to increase the
number of registrants. More registrants whilst maintaining
staffing levels provided the necessary economies of scale
to return the business to an operating surplus in 2016-
2017 and 2017-2018.
Again our Board has worked with management to take on
leases for three new offices and engage new staff without
really knowing what the new contract will offer. However,
they know BIZLINK will perform and will source
registrations to build the business in the North ESA whilst
consolidating our strong presence in the Central & West
ESA.
I congratulate our team on their achievements. Securing
a surplus and building the business was the vision and
we have done this with our values and performance as
strong as ever.
Finance Manager, Lisa Fuentes, prepares financial
statements and I present these to the Board at least six
times per year. I would like to thank the Board for their
support, particularly the faith and courage to allow the
organisation to take a deficit for its future benefit and now
new offices and unprecedented growth in staffing for the

new market driven contract. I have worked with the Board
to review and analyse our finances and ensure that
management decisions have been strategic and rational
whilst grounded in our not-for-profit status and strong
values base.
I would like to thank my management team: Tara Doyle,
Strategic Manager; Trevor Paterson, Operations
Manager; Site Managers Tina Zemzars and Lee Holland;
Lisa Campbell, Quality Manager; and Lisa Fuentes,
Finance Manager.
BIZLINK has the great fortune of an experienced and
dedicated management group. To which we have
recently added Harveena Singh, Site Manager Melville;
Kadjan Veloo, Site Manager Cockburn Central; promoted
Charlie Lenzo to Site Manager Midland; and promoted
Steve Mangan to Marketing Manager. We all have strong
values and appreciate that our team is our greatest asset.
I would like to thank our auditors, Dry Kirkness, for their
assistance with our audit and acknowledge the
Department of Social Services for the Australian
Government funding which enables BIZLINK to provide
our service.
I commend the BIZLINK team for their efforts to grow the
business whilst securing and maintaining quality
employment. The sourcing of direct referrals, the
registering of business share referrals, the maintenance
of jobs, the strong performance in job placements and
outcomes. We proudly achieve our results with
individually placed jobs and with quality employers.
BIZLINK has had the benefit of being able to draw upon
our strong financial position built up over the preceding
contract. We have been able to utilise the capital from the
sale of assets enabling us to grow and perform whilst
retaining as many staff as possible. BIZLINK has shown
that it can meet the most challenging of circumstances
with optimism, dedication and results.
As we move into 2018―2019, we will build on our strong
foundation and sound star rating position to achieve a
positive financial outcome.

Prior to commencing employment at BIZLINK in 2000, Sean completed an Electrical Apprenticeship in the UK on leaving school and worked in several industries as a tradesman. These included Government, Defence, Securities, Hospital, Agricultural premises and Commercial Businesses. Sean represented in regional and club Rugby competitions at junior, intermediate and senior levels in England. He then decided the other side of the world was the place for him and his family to settle. At BIZLINK, he spent three years as a Support Coordinator before moving into Job Search. He proudly holds the record for the most jobs secured and was one of the first employees to be inducted into the “100 Club”. He has achieved this accolade four times—2006, 2009, 2011 and 2014 and now again in 2018. Sean has completed a Diploma in Disability Work. He was the inaugural winner of the Western Australian Disability Employment Service Employee of the Year Award in 2007. Sean was awarded the inaugural Tara Doyle Award in October 2010, in recognition of his contribution to BIZLINK and for making a positive change to the lives of people with disability through quality employment. The dictionary defines the word “champion” as a person who vigorously supports or defends a person or cause. Since 1992, BIZLINK has worked with over 1500 employers, some of them earn the accolade of Champion. Such employers see our client’s abilities and provide them with the same opportunities afforded to every working Australian. Champions recognise the proven benefits of employing a person with a disability such as: Reliability – People with disability take fewer days off and stay in jobs longer than other workers. Productivity – In a well-matched job, people with disability perform as well as other employees. Affordability – Recruitment costs are lower – BIZLINK services are free thanks to the Australian Government. Safe – Australian (Deakin University 2002) and overseas studies have found that workers with disability are no more likely to be injured at work than other employees. Good for business – People with disability can build strong connections with customers. They can boost staff morale and loyalty by helping to create a diverse workforce. Teamwork is enhanced. Real cost savings are realized through less turnover, recruitment and retraining costs. Hiring people with disability adds to the organisation’s overall diversity. It builds the company’s image among its staff, community and customers. By ensuring that your workforce reflects the community it serves you are more likely to deliver services that are inclusive to all. Each year, BIZLINK acknowledges employers that have championed inclusive employment for people with a disability. This is based on four main categories: 1. Since 2014, they have employed 18 local BIZLINK clients providing suitable and sustainable employment opportunities. BIZLINK approached Pickles Auctions in 2015 to discuss diversity and inclusion within the workplace. Detailing Manager, Tom O’Leary, was quick to recognise the obvious benefits of working with BIZLINK and set about providing an opportunity for one of our clients. That client continues to go from strength to strength to this day which has led to Pickles recently taking on another BIZLINK client. Although the roles that Pickles offer are very specific and require our clients to have a particular skill set, Tom and the team have been more than willing to consider any BIZLINK clients put forward for advertised positions. Pickles are all about quality over quantity and have been extremely impressed with the quality of BIZLINK job matching and ongoing support.

As one of Perth’s premier golf courses, BIZLINK has had the pleasure of working with Secret Harbour Golf Links since 2014. During this time they have employed three clients, two being exited as independent workers, one of whom, is half way through a chef’s apprenticeship. Course Manager, Mitch Roberts, has ensured that our clients are provided with all the support required thus allowing them the opportunity to flourish in their respective roles and become valued members of the Secret Harbour team.

BIZLINK is a leading West Australian not-for-profit disability employment service. We selectively match job seekers to fill the criteria of each vacancy and can provide on-site training, support and advice. Australian Government funding makes our service FREE.
