2011 reached 628 080 inhabitants, the wastewater service coverage system piping (off site) is only 1.04 %, the system on site 90.11 %, 0.03 % SANIMAS system. Based on these data there should be 8.82 % should be concern for Balikpapan City Government including latrines or defecation.

.Regulation or legislation governing the management of waste water in the city of Balikpapan not enough strong, this situation make difficult to implement the policies , programs and activities that have been compiled to the public.

acquisition activities WWTPWWTP land acquisition area of 2.4 ha residential area of the Village Perusda Sepinggan been partially implemented in 2010 and continued in 2011 . Although the land own by Balikpapan City Government and already approved by Director Perusda to use the land as a building WWTP. With the letter basis of the implementation of the physical construction can begin . Require land acquisition fund approximately Rp.1.500.000.000 , - ( One billion five hundred million rupiah ) to source funds from the budget of Balikpapan (APBD)

. Program regional infrastructure planning and natural resource preparation of master plan and the development of wastewater treatment and DED Balikpapan City

DED development master plan and wastewater management is a reference scale construction of city waste water so that implementation will be more effective and targeted. The focus of the master plan is the development of piping systems ( sewerage system) and regional development plans prepared in Housing WWTP Perusda Sepinggan Village area of 2.4 ha .Costs of preparing the master plan for Rp.1.500.000.000 , - ( one billion five hundred million rupiah ) aided by the Central Government ( through satker PPLP ) in 2011 . In this activity has also been prepared for the development of residential connections DED phase I ( first )

Construction of WWTP Perusda SepingganPerusda WWTP construction area of 2.4 hectares with a total of RP.25.000.000.000 , - (Twenty five billion dollars ) will be implemented in 2012 through the PIU PPLP (Budget ) . Socialization activities and campaigns sanitation ( waste water treatment )Socialization and sanitation campaign has been carried out since 2009 and will continue to be implemented until 2016. Sources of funding Balikpapan City budget has been prepared every year by Rp.150.000.000 - Rp.200.000.000 , - ( One hundred and fifty million dollars - two hundred million rupiah ) at the Environment Agency . Target is the entire community socialization Balikpapan City Activities for the preparation of legal instruments binding the community in wastewater treatment.

The Drafting legal instruments to be very important as the legal basis for the binding using the waste water treatment plant has been prepared Balikpapan City Government.

9Social Issue for Construction WWTP Perusda Balikpapan CityNo:006/RT-114/IX/2012 :

Letter of rejection for IPAL Construction in location RT 114 SepingganPerusda a new residential area and set of morphological forms a growing city tend to thrive on the physical quality of the urban environment and identified in the formation of roads , open spaces , public buildings , private buildings , and others. Formation was supported by the physical quality of economic factors in its implementation. Social elements often overlooked in the development of the city. Though essentially urban development is always linked with the expansion of the social processes that shape urban ecology. In the process of formationurban ecology is the role of the city as well as the entire community is important, but the pattern formationphysical, social, up until the formation of the characteristic features of a neighborhood in the cityrequire time.The refusal of society to the construction of the WWTP Perusda Balikpapan through rejection letter No.006/RT-114/IX/2012 .. dated 19 September 2012 , which was signed by 69 residents of RT 114 and the bowl of the surrounding village , till date there is still no solution /handle or not the attempt to mediate the rejection of this and there has been no agreement reached by both parties . therefore the issue of the refusal by the community before developing further efforts are needed in order to engage the community to this plan , master plan and EIA Although there is not necessarily a rejection can be resolved only through design , efforts are needed to build a more intense communication between the government and the people who refuse WWTP through a learning process which is more commonly includes several stages such as technical assistance , joint evaluation of the WWTP building plans , workshop and the proposed joint development including socialization and expectations of community participation that are active in the development of future government policy can help control local the public space and produce the best solution for the city of Balikpapan .

The rejection letter from community contain of several items are :

1 . Basically community fully supports for the construction of WWTP - in Balikpapan2. Bowl of RT 114 village residents do not agree if the location of the planned construction of the WWTP now ( at RT 114 villages Sepinggan ) due to the planned location for the construction of the WWTP is now located in the upper village housing residents bowl of RT 114 ( MAWIJA ) and any rain, flooding and misery resident of RT 113 and RT 114 villages Sepinggan. Too close to a residential village bowl of News RT 114 ( 10m ) so feared creating an unhealthy environment . Too close to the Water Treatment Plan that produce clean water for consumption of the residents RT 113 and RT 114 urban villages that bowl of Balikpapan residents feared contaminating drinking water Residents objected burdened cost of maintenance operations / maintenance3 . Solutions that may be taken is to move the location of the construction of the WWTP to a residential area as well as continue the development of downstream drainage / trench that dive resulted in flooding .2012
