Introduction
revised ESEA 2008:
…in the mid term (2-3 years) … develop … NAMEA Energy (Energy Accounts) and NAMEA Waste (Waste Accounts)…
…in the longer run (4-5 years) …develop … NAMEA Water (Water Accounts)…
Mar 2010 SMO
IntroductionCommon to all three cases (energy, water, waste):
1. Yet, no methodological standards available for Accounts
2. Statistics in place (partly with legal base)(well established in respective policy areas but not designed according to National Accounts principles)
=> Focus on added value potentially provided by Accounts
= e.g. environmental-economic policy questions
Mar 2010 SMO
IntroductionEurostat’s development approach in all three cases (energy, water,
waste):
1. Develop methodological standards for Accounts(European reporting tables and formats)
2. Populate Accounts as far as possible based on existing Statistics
3. Map gaps (incompatibilities with ESA principles, e.g. international transport)
4. Develop standard methods to solve and fill gaps (calculation tools, questionnaire, manual)
5. Evaluate whether, how, and when to add to Legal Base
Mar 2010 SMO
Introduction - overview
Energy Accounts:
– advanced ideas for reporting tables and formats
– excellent statistics existing
– experiences in “populating tables“ and developing gap-filling methods
Water Accounts:
– advanced ideas for reporting tables and formats
– suitability of Statistics unclear => significant gaps expected
Waste Accounts:
– Current Statistics not suited to populate Accounts
– put on stand-by !

Energy Accounts
Mar 2010 SMO
Energy Accounts – point of departure
Yet, there is no methodological standard for Energy Accounts !
…some European NSIs produce energy accounts => not comparable
=> Need to establish harmonised tables and formats
Ongoing (international) activities have to be taken into account…
1. UN London Group: SEEA revision => SEEA-Energy
2. UN Oslo Group: International Recommendations for Energy Statistics (IRES)
Mar 2010 SMO
Energy Accounts – Reflection Group
Objective
• Prepare Task Force meeting on Energy Accounts
Activities
• Consultation paper (summer 2009)
• draft discussion paper (fall 2009)
• final discussion paper (Feb 2010)
Mar 2010 SMO
Energy Accounts – roadmap1. Develop a set of physical supply-use tables (PSUTs) for energy
flows (contractor) => TF meeting 6-7 May 2010
2. Populate energy PSUTs based on energy statistics (contractor)
3. Map the gaps (contractor)
4. Develop standard methods to solve and fill gaps (calculation tools, questionnaire, manual) (contractor)
5. Proposal for and decision on Eurostat production routine (legal base?)

Water Accounts
Mar 2010 SMO
Water Accounts – point of departure
there is a draft SEEA-Water
…some European NSIs produce water accounts => not comparable
=> Need to establish harmonised European tables and formats based on SEEA-W
Mar 2010 SMO
Water Accounts – roadmap1. Develop a set of physical supply-use tables (PSUTs) for water flows
+ emissions to water (contractor) => TF meeting 22-23 Sept 2010
2. Populate water tables based on existing water statistics (contractor)
3. Map the gaps (contractor) => significant gaps expected !
4. Develop standard methods to solve and fill gaps (calculation tools, other sources for water data) (contractor)
5. Proposal for and decision on Eurostat production routine (legal base?)
