Good to Great Journey Nicki Brady and Ian Tate, Horowhenua District Council The IM Team at Horowhenua District Council united as guardians of the IM galaxy to develop their organisation’s systems, structures and processes to turn good information into great intelligence. The team armed themselves with some neat super hero names and a range of tools from on-boarding programmes, organisation wide record KPIs, reports and more to encourage active management and access to information. Hear about the quest to take IM from Good to Great and how they tackled digitisation, a reduction in LIM turnaround, creation of the team vision, mission and motto statements and implementation of a business ownership team.

STREAM 2 - GIS Project of the Year Project: Stratford Parking Bylaw Schedule Review 2017 Andrew Hare, Stratford District Council SDC is part way through district plan review. Part of this review is a detailed look at the on and off street parking provisions in and around the fringes of the CBD. The existing bylaw and schedules are a key component to formulate a parking strategy for the CBD. A GIS Parking Project was initiated to ground truth on street parking provisions. The current parking schedules do not reflect the reality of what’s shown on the ground. A spatial analysis of what has been captured through the survey was then compared to the current Parking Schedules.

11.25AM STREAM 1 - IRM Project of the Year Project: A collaborative approach to managing a project – Wellington City Archives Search and Reporting Interface Wellington City Council In 2016, City Archives started using Content Server to manage the Council archives. We found the standard functionality did not provide what the team required and wanted to update the search and reporting interface to improve efficiency. We partnered with Techtonics to develop the new interface. The project team adopted a collaborative and dynamic approach which ensured the overall solution delivered real value for the Archives team. The project proved very successful, delivered more functionality than expected, supported personal development within the Archives team, encouraged positive and creative design thinking toward the solution, improved our ability to meet our customers’ diverse needs, and all delivered on time and under budget. STREAM 2 - GIS Project of the Year Project: Waahi Tapu and Archaeological Sites Review -using a GIS platform to support a collaborative planning process New Plymouth District Council New Plymouth District has one of the densest concentrations of archaeological sites in New Zealand, many of which are also waahi tapu. A large proportion of these are identified in the District Plan, but their locations are inaccurate. New Plymouth District has developed significantly over the past two decades, and despite sites inclusion in the plan, an estimated 40 sites have been damaged or destroyed. This has caused reputational damage to the organisation, as well as the breakdown in relationships between the council and local hapu groups. As a result, this has triggered a review of the 700 sites in the District Plan. The Waahi Tapu and Archaeological Sites Review (“the review”) aimed to identify and register the locations and extents of sites across the district. A web based GIS platform was identified as the ideal solution to facilitate the review, and an iterative design process was used to determine the needs of each stakeholder in the project. The project has become a journey of collaboration and trust building through technology. It has created information that is fit-for-purpose, clear, informative and user friendly, whilst storing important knowledge and building the capacity of 13 Iwi/Hapu. The information gathered through the GIS platform allows our organisation to know that the information we have is accurate, reliable and up to date, and as a result, improve our decision-making process significantly.

11.45AM STREAM 1 - IRM Project of the Year: Project Name: Council Dashboard Implementation Sarah Botur, Northland Regional Council In this presentation, Sarah will be sharing how Northland Regional Council have changed their means of communicating meeting and workshop information to councillors and reduced reliance on paper. They have gone from lost emails and expensive stacks of printing to a one-stop-shop with all the information councillors need in one secure and easy to navigate app.

STREAM 2 - GIS Project of the Year Project: Let’s plan together – Community Engagement in District Planning Anya Duxfield, Far North District Council The District Planning team started a District Plan review in January 2016; we launched a community engagement programme called Let's Plan Together. We hosted pop-up shops, held meetings, and attended festivals and A&P shows to talk directly to the community and learn what really mattered to the people. The District Planning team requested an interactive web map from the GIS Administrator so that people could "Put a pin on it". The web application or interactive map presented the current District Plan geospatial layers and asked the community to explain their issues and provide their view on the problems or concerns using the many layers of geospatial information that make up the current District Plan. With the contributions from both the face-to-face and interactive map contribution, the District Planning team analysed the data and information and produced reports for communities in the Far North. The next step was to share the collected information, so the decision was made to create a Story Map to involve and inform the community. At the same time as we were developing the "Let's Plan together" Story Map, we put together a tangata whenua interactive map to directly involve iwi in the district plan discussion and present geospatial layers and information in te reo.

12.05PM STREAM 1 - IRM Project of the Year Project: Treasures from the garage-community archives Carleen Dekarski, Taupo District Council The “Treasures from the garage” workshop sprang from a need identified by Taupo District Council’s Archivist. Having identified gaps in the district’s history at a community level, an idea formed. What if we were to share the council’s archival expertise with the residents and the community groups in our district in the hope of encouraging the capture of quality, historical records going forward? “Treasures from the garage” grew into a collaborative event with Taupo Museum and Gallery to become “Out of the Archives”. From one presentation, we now had a week-long exhibition ending with weekend workshops on caring for historical records and objects. This project looks at the skills and resources gathered and shared with the community to encourage them to become good stewards of their own records.

STREAM 2 - GIS Project of the Year Project: PNCC workforce project Lucas Mostyn, Palmerston North City Council The PNCC workforce project is breaking the traditional, paper based textual work order systems and replacing it with a smarter location based system. The benefits include:

• Knowing where problems are located and if they are clustering • Data collection is occurring in real time, providing a live picture of

problems as they unfold • Data is queryable/searchable • ToDo lists can be ordered by importance and proximity to the best

person to fix the problem

The Evolution of Open Government Data Anne Harper, Koordinates The open data movement in New Zealand is over ten years old. Over that time, we’ve seen the passage of world-leading policy and a steady increase in the amount of open data released; but we’ve also seen the limitations of a movement focused on the release of government data, often at the expense of enabling reuse. As MIT professor Cesar Hidalgo puts it, “the open data movement has started with ‘a throwing-spaghetti-against-the-wall strategy, where opening more data, instead of opening better data, has been the driving force”. In this talk, Anne will give a history of open data, and point to how the open data movement might evolve in the years ahead.

Is a potential employer allowed to ask about my health?” These are the questions many of us ask about our personal information, wondering if we may have crossed a line and breached someone else’s privacy rights, or if it may have happened to us. Now the answers to all these burning questions are at your fingertips. AskUs is a new online knowledge base tool that answers your questions about your privacy rights and obligations. It will make this broad and complex issue easier for you to understand and deal with.

STREAM 2 NZ Statistical Geographic Boundaries Anne McAllister, Statistics NZ Statistics New Zealand is currently undertaking a review of the statistical geographies that are used for data collection and presentation of statistical outputs. Our goal is to ensure that the new geographies better represent local communities and allow the release of more statistical data. This is the first major review of the statistical standard for geographic areas (SSGA) since 1992. The updated geographies will benefit local government by making statistical data more relevant and reflective of current land use and population distribution. This presentation will inform local government of the proposed changes and present case studies that illustrate the changes.

STREAM 3 Smart Cities and IoT - be more connected Tim Searle, Datacom In this presentation, Tim will provide insight into the future of smart cities and the use of IoT devices within Local Government. We will look at what is available now, the platforms, vendors and trends on this rapidly evolving technology platform.

Out of the Shadows: Bringing Manawatu’s Heritage into the light Lesley Courtney, Palmerston North CC Palmerston North Libraries and Community Services has built a completely new type of digital heritage repository system allowing us to showcase our marvelous collections, and enable our communities to easily participate in the collection, creation and curation of our history. Manawatu Heritage is a mobile-first, cloud based, interoperable digital repository platform, that puts usability and simplicity first. It is also open for other Councils and the wider GLAM sector to use. This talk will discuss the development of the platform, and demonstrate how it makes Manawatu’s history accessible and easy to use, and how it captures today’s stories for tomorrow’s heritage.

STREAM 2 The New Zealand Vertical Datum 2016 Rachelle Winefield, Land Information NZ New Zealand Vertical Datum 2016 (NZVD2016) was introduced in June 2016 as New Zealand’s official national vertical datum. NZVD2016 heights are referenced to a geoid surface (related to the Earth’s gravity field), rather than to a point at a tide gauge. This means that NZVD2016 heights are nationally consistent, compatible with current technologies (such as GPS) and resilient to natural disasters (such as earthquakes). The most significant benefit of NZVD2016 is to allow heighted datasets from multiple sources to be integrated.

4:15PM KEYNOTE SESSION – Dr Catherine Ball - a scientist, innovator and champion of diversity, whose current global work combines robotics, new technology and environmental protection A sought-after voice in industry, Dr Ball is now working with the application of Remotely Piloted Aircraft Systems (RPAS) aka drone technology across remote communities, schools, industry, and citizen scientists. Dr Ball is leading the call for discussions around the ethics of spatial data and commercial drone operations. Dr Ball’s biggest passion is found working on projects that have a humanitarian aspect, ranging from the use of RPAS for emergency response, to recording cultural heritage and agricultural assessments. Dr Ball has travelled and worked globally on cutting edge projects that combine science, entrepreneurship, empowerment, education and training. Paul Wood spent 11 years behind bars for murdering a drug dealer, but came out with a master's degree in psychology. He's since completed his doctorate, and now spends most of his time working with senior leaders and organisations across both the private and public sectors to help them reach and maintain peak performance. He also works with troubled teens to help them identify and successfully pursue their dreams. As a keen athlete himself, Paul assists sports people to consistently and effectively maximize their potential.

11:35AM STREAM 1 Case Study: When your knees are shaking and it’s not an aftershock! Role in the response as a Local Controller of the Wellington Emergency Operations Centre Toni Thompson, Wellington CC Code red – this is not a drill. What do you do when you find yourself in charge of an Emergency Operation Centre – responding to a reasonable sized event for the first time? Can you/should you even come into town when there’s a tsunami alert in place? What about your own staff? How are they? What about all that physical information that is no longer accessible to support business processes? First-hand experience and answers to these questions will be shared in this presentation.

STREAM 2 Opportunities from Earth Observation: Satellite Imagery for Resource Management Mike Tuohy, Senior Lecturer, Massey University Satellite data focused on Earth resources have been around for 45 years but only recently have these images and other derived products been so freely available. This presentation will explore the wide array of satellites and sensors that provide free data for land and resource managers. The Sentinel satellites from the European Space Agency are the latest examples; this new generation of space-borne sensors offers more variety, in more detail, more often; and everyone has access.

Michael Upton and Nabila Ahmed, Davanti Consulting Yet... it seems like almost everyone is in the same boat. Was the whole thing always just a pipe dream? Nabila and Anita have recently completed the review of yet another legacy shared drive, and developed a plan to get it migrated, or at least under control. We will share some of our experiences with what works if you want to get away from shared drives, some pointers for when it doesn't make sense to do so, and how to manage whatever lives on.

12.10PM STREAM 1 Digital disposal – a story of great challenges and heroism for the digital age Kerri Siatiras, Siatiras Consulting Limited Once upon a time IM staff at Algimville District Council received some great news – they could start disposing of their digital records! Celebration followed as this wonderful decision meant they could tackle the growing mountain of digital records waiting to be either deleted permanently or carefully preserved forever in their digital archive. Planning began, but it soon became evident that there were going to be great challenges and hurdles to overcome such as:

• Interpreting their disposal authority • Slaying dragons • Mapping their classification structure • Rescuing fair maidens • Working out trigger dates • Hiding from 40 thieves • Gaining business approval • Losing a glass slipper • Managing digital archives and more…

STREAM 2 Open Data: Safer, Cleaner, Smarter. Jonathan Ball, HERE Maps Although it is often difficult to measure the benefits from open data, HERE will make the case that open data creates safer, cleaner, smarter communities. A range of technologies developed using open data will be discussed including autonomous cars and self-healing maps.

STREAM 3 Defusing the ticking time-bomb. How should records management deal with email archiving? Dr Chris Gousmett, Hutt City Council Many organisations have a system to capture all emails as a security back-stop. But the emails in these systems are typically not managed as records even though they are covered by the PRA. Hutt City is investigating options available for addressing this situation as our system now contains 30 million emails. This presentation examines the problem, explores possible solutions, and considers the risks involved in both “doing nothing” and in attempting to do something about it. Should we even go there or should we close our eyes and hope the problem goes away? The jury is still out.

STREAM 2 Rethinking GIS for Emergency Management in New Zealand Dr Paul Doherty, Eagle Geographic information plays a critical role in all phases of "The 4Rs" of Emergency Management (Reduction, Readiness, Response, Recovery). Geospatial decision support tools help to synthesize the data generated before, during, and after a disaster into useful information for decision-makers. Whether it is a floodplain analysis map used in a district plan, the initial paper wall map used for scene size up, a situational awareness viewer used for interagency collaboration, or an incident recovery dashboard – maps are critical to maintaining resilient communities. This presentation will include examples from around the world and right here in New Zealand. We will also provide actionable information for getting started and invite your organisation to get involved in the New Zealand GIS for Emergency Management Community (NZGIS4EM).
