AZORES COVID-19 UPDATE 11th of May 2020 Confirmed cases: 145 Recovered: 83 Deaths: 16 Azores has registered one hundred and forty five (145) positive cases of COVID-19, eighty three (83) recovered cases, and sixteen (16) deaths. The Azores Archipelago is composed of nine islands located in the North Atlantic with a population density of 105 p/km². The islands of the archipelago are divided in three geographic groups: the Eastern Group, comprising Santa Maria and São Miguel, the Central Group, including Terceira, Graciosa, São Jorge, Pico and Faial, and the Western Group, composed of Corvo and Flores. Within the Azores campaign "Azores is taking a break" a new video was released, reinforcing the message of hope and encouragement for tourists to stay home and reschedule their trips to Azores. At this stage, public health issues are crucial, so it is important, first of all, to guarantee health safety. The Regional Government of the Azores intents to contribute to the certainty and security with which Azores should start returning to the possible normality of our collective experience. The document contains a set of concrete measures, and implementation timetable, so that, in different areas of the economy and the society, the Azores can overcome the effects of the Covid-19 pandemic. Consequently, a series of specific measures were stipulated, analysing each island “per se” according to the evolutionary history of the pandemic in the archipelago, based on the number of registered cases, whether the transmission chains are identified and/or extinct and antiquity of the individual cases registered in each of them. As a result it is defined, for the entire Azores Archipelago:

Mandatory use of a mask in public or private passenger transport, by air, sea or land; Recommendation use of mask in all situations of displacement in public; Mandatory confinement of non-residents, paid for themselves in designated hotel units in the

Region, starting on May 8th; Suspension of public events held by the Regional Government, until June 15th. Recommend to

all public entities, namely local and private authorities, the postponement of all events open to the public until the same date.

SANTA MARIA, FLORES AND CORVO ISLANDS: From May 4th Restart, under the schedule defined by the sea transport/ferry operator Atlânticoline, the public service obligations for maritime passengers transport on connections between the islands of Flores and Corvo; From May 6th Opening of nightlife establishments, gyms and swimming pools for public use, requiring the use of a mask in the public service locations, and ensuring the provision of hand sanitizer; Approved the opening of bathing areas, ensuring compliance with the social distancing;

Authorized the opening of day-care centres, kindergartens, leisure centres, occupational activities, night centres, day and social centres, nursemaids, being mandatory the use of masks by employees and the provision of hand sanitizer. From May 11th Re-opening of museums, public libraries, gardens, reserves, natural monuments, environmental and interpretation centres and public visitation spaces. - The use of a mask and the provision of hand sanitizer is mandatory; Re-opening of in person classes requiring the use of a mask and the availability of hand sanitizer for the entire educational community. GRACIOSA ISLAND:

From May 3rd until May 16th

Closure of the attendance of the public of commercial, industrial and service establishments, with the exception of essential services or others, for reasons of majeure force, in cases dully authorized by the Health Authority; Recommend that circulation on public roads should be avoided as much as possible, except to access healthcare, assistance, safekeeping and intensive care of the elderly, minors, dependents and persons especially vulnerable, as well as the practice of individual non-collective physical activity, walking pets, traveling to work or transporting of essential goods. From May 17th Authorize the opening of infrastructures and commercial establishments, industrial and service provision compliance with the condition to fulfil the rules of maximum capacity, and other related to them, that may be defined by the Regional Health Authority, ensuring the previous cleaning of spaces in the appropriate technical terms; the use of masks in public service locations and the availability of hand sanitizer.

From May 18th

Opening of the Regional administration services, maintaining the teleworking regime in all cases where this is possible, especially in the case of workers who are part of the risk groups, or those who need to support their children;

The use of mask by public officials and the provision of hand sanitizer is mandatory, as well as the respect for the rules of social distancing; Determine that, the public services from 9:00 am to 11:00 am be exclusive for citizens of the most vulnerable groups. The same is also recommended to all public entities which offer public attendance services; Authorize the opening of bathing areas, ensuring compliance with the social distancing; Opening of museums, public libraries, gardens, reserves, natural monuments, environmental and interpretation and public visitation spaces; being mandatory, in public places, the use of a mask and the availability of hand sanitizer. From May 25th Reopening of the restaurant industry according to maximum capacity restrictions, and others related to these, which may be defined by the Regional Health Authority, ensuring the previous cleaning of spaces in appropriate technical terms, the use of mask in public service areas and the availability of hand sanitizer. PICO, FAIAL, TERCEIRA AND SÃO JORGE ISLANDS:

From May 6th Authorize the opening of infrastructures and commercial, industrial and service provision establishments respecting the conditions related to the maximum capacity, and others related to these, which may be defined by the Health Authority Regional; proceed with the prior cleaning of spaces in the appropriate technical terms; wearing a mask in public service locations and the availability of hand sanitizer.

From May 13th Reopening of the restaurant industry according to maximum capacity restrictions and others related to these, which may be defined by the Regional Health Authority; ensuring the previous cleaning of spaces in the appropriate technical terms; the use of mask in public service places and the availability of hand sanitizer. From May 18th Authorize the opening of bathing areas, ensuring compliance with social distancing; Opening of regional administration services, including public institutes and public companies, while maintaining the teleworking regime in all cases where this is possible, especially in the case of workers who are part of the risk groups, or those who need to support their children. SÃO MIGUEL ISLAND:

The use of mask by public officials, the availability of hand sanitizer, as well as respect for the rules social distancing are mandatory; Determine that the public services from 9:00 am to 11:00 am be exclusive for citizens of the most vulnerable groups. Until May 31st The declaration, for the municipalities of Ponta Delgada, Lagoa, Ribeira Grande and Vila Franca do Campo, of the contingency situation, from May 4th until midnight on May 31th. João Paulo II Airport – Ponta Delgada - São Miguel Island:

Reinforced cleaning with hospital-level disinfectants; On-going cleaning teams in various areas; Disinfection using advanced technology UV equipment; Increase of hand sanitizers at all points of the terminals; Signage and disclosure of the use of a mask on the terminal, Warning for the need for extra

hygiene care and the need for physical distance; Installation of protection screens on service counters (acrylic and glass). Body temperature measurement camera system in coordination with health entities.

under circumstances of majeure force, as long as correctly authorized by the Regional Health Authority. Ports and vessels - Despite the COVID-19 pandemic, the ports of the Azores Islands remain open for the following purpose of calls, to be authorized on a case-by-case basis:

Bunker calls; Receiving spare parts; Medical disembarkations (duly proven); Repairs; Load/discharge operations. Crew not allowed to come ashore, unless for urgent medical attendance. No crew changes are authorized.

Schools and Universities – Most schools and Azores University are closed with their activities being carried out through ‘Distance Learning’ from 14th of April until new orders. Hotels – 90% of Autonomous Region of the Azores accommodation units are closed to the public or with their employees on layoff. Azores Economic Measures to support the local Economy and health care:

Continuation of doing efforts in order to increase liquidity and to help to minimize the impacts in all the economic Azorean sectors, to support employment maintenance, prioritizing the support of employment protection in the tourism sector;

Creation of a Regional Complement to Simplified Lay off; An agreement was made with the banks to apply six-month moratorium on microcredit

scheme for SMEs, Small Mid Cap and Mid Cap, including Individual Entrepreneurs; Exceptional and temporary regime for compliance with fiscal obligations and social

contributions; Investment and reinforcement of clinical material and personal protective equipment to

respond to the COVID-19 pandemic including a public distribution of 3 masks for each Azores residents family;
